Indian-Origin Man Pleads Guilty To Smuggling Indians To US

A 40-year-old Indian-origin man, extradited from Canada to the United States, has pleaded guilty to smuggling Indians to the US between March 2020 to March 2021, officials here said.

Simranjit Singh was taken into custody on June 28, 2022, in Ontario, and was extradited from Canada to the US on March 30, 2023, United States Attorney's Office Northern District of New York said in a press release.

"In pleading guilty, Singh admitted that from at least March of 2020 through March of 2021, he facilitated the smuggling of numerous Indian nationals from Canada into the United States, via Cornwall Island and the Akwesasne Mohawk Indian Reservation in the St Lawrence River region, for profit," the release said on Saturday.

Singh's sentencing is scheduled for December 28.

Singh faces a mandatory term of five years in prison and up to 15 years in prison, a fine of up to USD 250,000, and a term of supervised release of up to three years, the release said.

Singh will be subject to deportation following the conclusion of his sentence, it said.

According to documents released in April, some migrants who say their entry into the US was facilitated by Singh told American law enforcement that he charged them between USD 5,000 and USD 35,000, online portal ctvnews.ca reported.

He was a resident of Brampton in Canada, the report said

IIM Amendment Bill Triggers Debate On Autonomy Of Top B-Schools

A new amendment bill of the Centre that proposes the President will be Visitor to the Indian Institutes of Management (IIMs) with powers to audit their functioning, order probes and appoint as well as remove directors, has triggered an "autonomy" debate for the prestigious B-schools.

The bill to amend the IIM Act of 2017 was introduced in the Lok Sabha last Friday amid disruptions by opposition members over the Manipur violence issue.

While the Congress has alleged that PMO wants to maintain the tightest possible control and ensure "ideological purity", the IIMs are concerned about the amendment possibly taking away their autonomy rather than just fixing accountability.

"IIMs were given greater autonomy in 2017 and the legislation had wide support in Parliament. But six years later, the Narendra Modi government is undoing what it itself had introduced. Clearly, autonomy is unwelcome for this government," Congress General Secretary and MP Jairam Ramesh said.

"The PMO now wants to maintain the tightest possible control and ensure ideological 'purity' setting aside all considerations of quality, freedom of thought and flexibility of administration of programmes," he added.

According to the Indian Institutes of Management (Amendment) Bill, 2023, the President of India shall be Visitor of every institute.

"The Visitor may appoint one or more persons to review the work and progress of any institute, to hold enquiries into affairs thereof and to report in such manner as the Visitor may direct. The board may also recommend to the Visitor an enquiry as deemed proper against the institute which has not been functioning in accordance with provisions and objectives of the Act," the bill stated.

The IIMs are concerned about whether the bill will dilute their autonomy in the name of fixing accountability.

"There can be other ways of fixing accountability. This will be a direct attack on the autonomy. The concept of an independent board governing the functioning of a B-school is a global model which has been successful everywhere... it can work in India too," the director of a top IIM said on condition of anonymity.

The director of another IIM, echoed the sentiments saying, introducing the concept of Visitor in IIMs "is a way for the government to exercise direct control".

However, certain experts also believe that IIMs are public institutions and the bill will ensure they do not turn into private "fiefdoms".

"IIMs are public institutions, answerable to the people of India (through parliament). They shouldn't turn into private fiefdoms. The leash on directors and Board of Governors provisioned in the bill should be keenly watched," said Atul Kumar, a policy analyst with the Ministry of Skill Development.

The concept of a Visitor in IIMs had first found a mention in the draft of the present act released by the Centre in 2015. However, IIMs had resisted it saying that it would "put a question mark on their said autonomous powers". It was later removed from the final bill.

The President of India is the Visitor of all the central universities and IITs and appoints their vice-chancellors and directors.

Under the IIM Act, which came into force in January 2018 and granted the premier B-schools greater autonomy, the board of governors of each institute has 19 members, including one representative each from the central and state governments.

The board nominates its remaining 17 members from among eminent personalities, faculty and alumni. The board also appoints the search panels for the appointment of new directors and chairpersons and makes the appointments if it agrees with the search panels' recommendations.

However, according to the amendment bill, the search-cum-selection panel for the appointment of a director will have a Visitor's nominee.

In another major change, the amended bill has done away with Section 17 of the IIM Act that gave powers to the board to initiate an inquiry into the functioning of an IIM, if required. A retired high court judge was to conduct this inquiry, based on which the board would take a decision.

Before the IIM Act was passed, the human resource development ministry, which has since been rechristened Education Ministry, used to appoint IIMs' directors, chairpersons and board members.

The education ministry had last year told the institutes it is working out a new procedure for the formation of the search-cum-selection committees involved in the appointment of chairpersons. It had asked the institutes' boards of governors to extend the tenures of their chairpersons till the procedure has been finalised.

CBI Arrests 3 Corporate Affairs Ministry Officers In Bribery Case

The CBI has arrested four people, including two joint director-ranked officers posted in the Ministry of Corporate Affairs and an associate of Alok Industries, in connection with alleged bribery of Rs 3 lakh, officials said on Saturday.

Those arrested were Joint Directors Manjit Singh and Puneet Duggal, Senior Technical Assistant Ruhi Arora, all officials of the Ministry of Corporate Affairs, Reshabh Raizada, an associate of Alok Industries, which was acquired by Reliance Industries Ltd in 2019, the officials said.

"Searches were conducted in Delhi, Gurugram and Chennai in the premises of the accused which led to the recovery of cash of Rs 59.80 lakh (approximately), several incriminating documents and digital evidences," the CBI said in a statement.

Singh and Arora are posted in the office of the Director General of Corporate Affairs, while Duggal is posted as official liquidator in Chennai.

The agency initiated the operation after getting information that Raizada, an associate of Alok Industries, is in regular contact with Duggal and pursuing for favourable settlement of a matter of his company pending with the Ministry of Corporate Affairs in lieu of undue advantage.

Raizada allegedly persuaded Duggal to conclude the matter favourably and dispatch it for further clearance to the Director General's office.

"Information further revealed that Puneet Duggal assured him that he will conclude the matter at the earliest. Information further revealed that Reshabh Raizada delivered the bribe amount to Puneet Duggal, Joint Director, at Ahmedabad earlier," the CBI FIR alleged.

The matter then came under consideration of the office of Director General, Ministry of Corporate Affairs, where the file was marked to Singh for examination, it alleged.

Arora also started tracking the file and started giving updates to Raizada through Duggal,  it alleged.

On the instructions of Duggal, Arora persuaded Singh to help Raizada in the matter and assured the delivery of bribe for such a favour, the CBI said.

Duggal told Arora on Thursday that the promised bribe of Rs 4 lakh has been delivered at his Dwarka residence by Raizada. Arora communicated it to Singh.

Arora told Singh that she would collect the amount and deliver it to him on Friday, the agency alleged.  The agency had booked them on Friday for allegedly indulging in corrupt and illegal activities and, in pursuance of a conspiracy, taking bribe from the private person for showing favour in the files of Alok Industries pertaining to the investigation being made by the ministry for adopting illegal and unethical business activities.  In the following trap-and-search operation, the CBI arrested all the accused.

Opposition's 3rd Meet In Mumbai Deferred To September. The Reason Is...

The opposition alliance INDIA is likely to defer its third meeting in Mumbai to the first week of September after some leaders conveyed they may be unavailable on August 25-26 due to other engagements, sources said on Saturday.

NCP chief Sharad Pawar, whose party recently saw a split, will embark on a tour of Maharashtra from mid-August and is among the leaders who will be unavailable next month, they said.

"August 25-26 is still under consideration but we are looking at another set of dates to ensure that everyone is available," a senior leader of the INDIA bloc in Mumbai said.

Speaking at a press conference after a meeting of the Maha Vikas Aghadi on Friday, Maharashtra Congress chief Nana Patole said MVA leaders have rallies lined up in August which had taken a backseat due to the monsoon.

The MVA constituents -- Congress, NCP and Shiv Sena (UBT) -- are scheduled to meet again next Saturday.

While the Congress is leading the 26-member opposition alliance's efforts nationally, it was considered a junior partner in Maharashtra due to its numbers in the state assembly till the Shiv Sena and the NCP saw a split in their ranks.

Former chief minister Uddhav Thackeray was projected as the leader of the MVA in the 'Vajramuth' rallies of the coalition before Ajit Pawar's rebellion led to a split in the NCP.

Uddhav Thackeray's party has taken the lead in organising the Mumbai meeting of the opposition alliance.

"The Shiv Sena is coordinating the meeting dates as far as we have been told. We were given to understand that it was August 25-26. Now, we hear that Sharad Pawar is unavailable on those days. These things happen when one has to coordinate with 26 parties, nothing unusual. We faced this issue even when the Patna meeting was being planned," another leader said.

Sharad Pawar's scheduled event in Pune on August 1 where he will share the stage with Prime Minister Narendra Modi has also raised doubts among some opposition party leaders, the sources said.

Many members are learnt to have expressed concern during a meeting of the INDIA bloc members on Friday with some saying that a senior member of the alliance sharing stage with Modi will reflect badly on the coalition.

The INDIA bloc's first meeting was held in Patna in June and the second in Bengaluru earlier this month.

9 Dead, Over 100 Injured In Blast At Fireworks Warehouse In Thailand

An explosion ripped through a firework warehouse in Thailand on Saturday, killing nine people and injuring more than 100, a senior official told AFP.

The blast in the town of Sungai Kolok in the southern province of Narathiwat is thought to have been caused by welding during construction work on the building.

"A warehouse storing firecrackers in Sungai Kolok exploded this afternoon, the latest number is nine dead and 115 injured," Narathiwat governor Sanan Pongaksorn told AFP.

"The fire is now under control. Preliminary investigation suggests the cause is a technical error during the steel welding process, as the building is under construction."

Footage on local media showed a huge plume of smoke rising into the air and numerous shops, homes, and vehicles badly damaged by the force of the blast -- some ablaze and some with their roofs blown off.

Broadcaster Thai PBS reported that as many as 500 houses were damaged by the explosion in the border town on the frontier with Malaysia.

"I was playing with my phone inside the house then suddenly I heard a loud, thunderous noise and my whole house shook," eyewitness Seksan Taesen, who lives 100 metres away from the warehouse, AFP.

"Then I saw my roof was wide open. I looked outside and I saw houses collapsing and people lying on the ground everywhere. It was chaos."

A video shot by Seksan showed a scene of turmoil at a local market, with dazed locals wandering around and emergency services rushing to help.

Broken glass, roof tiles, and other debris litter the ground.

Thailand has a poor safety record in the construction sector and deadly accidents are common.

Last month two people were killed when a road bridge under construction in Bangkok collapsed into traffic.

Bill Over Delhi Services Ordinance To Be Taken Up In Lok Sabha Next Week

Union Minister Arjun Ram Meghwal today said a bill to replace the ordinance introduced for the creation of an authority for transfers and postings of Group-A officers in Delhi will be taken up by Lok Sabha next week.

The Union minister for law and justice was informing the House about the business listed for the coming week.

A number of notices submitted by opposition leaders to move a statutory resolution opposing the controversial ordinance will also be taken up when the Government of National Capital Territory of Delhi (Amendment) Bill is tabled in the House.

The Lok Sabha Secretariat has admitted notices submitted by several opposition leaders including Congress' Adhir Ranjan Chowdhury, TMC's Saugata Roy and DMK's A Raja, NK Premchandran and Dean Kuriakose.

The Union Cabinet on Tuesday gave its nod to the Government of National Capital Territory of Delhi (Amendment) Bill, which will replace the ordinance introduced by the Centre on May 19.

The controversial ordinance was brought into effect a week after the Supreme Court handed over the control of services in Delhi, excluding police, public order and land, to the elected government headed by Chief Minister Arvind Kejriwal.

It facilitated the setting up of a National Capital Civil Service Authority (NCCSA) for the transfer of and disciplinary proceedings against Group-A officers from the DANICS cadre.

Transfer and postings of all officers of the Delhi government were under the executive control of the Lieutenant Governor before the May 11 top court verdict.

Arvind Kejriwal's AAP, which is also a part of the opposition coalition INDIA, has reacted strongly against the ordinance, saying the Centre had "deceived" the people of Delhi.

The Congress and other opposition parties have also come out against the ordinance.

"Will Assess Situation, Make Suggestions": Opposition MPs Headed To Manipur

A delegation of 20 INDIA bloc MPs will visit Manipur over the weekend to assess the ground situation first-hand and then make recommendations to the government and Parliament for a solution to the problems in the violence-hit state.

Ahead of the visit, Congress' deputy leader in Lok Sabha Gaurav Gogoi called for an inquiry under a retired Supreme Court judge into the violence in Manipur.

The delegation will include Adhir Ranjan Chowdhury and Gaurav Gogoi of the Congress, TMC's Sushmita Dev, JMM's Mahua Maji, DMK's Kanimozhi, NCP's Mohammad Faizal, Jayant Chaudhary of RLD, Manoj Kumar Jha of RJD, N K Premachandran of Revolutionary Socialist Party and T Thirumavalavan of the Viduthalai Chiruthaigal Katchi.

JDU chief Rajiv Ranjan (Lalan) Singh, Aneel Prasad Hegde (JDU), CPI's Sandosh Kumar, CPI(M)'s AA Rahim, Samajwadi Party's Javed Ali Khan, IUML's E T Mohammed Basheer, AAP's Sushil Gupta, Arvind Sawant (Shiv Sena-Uddhav Thackeray), D Ravikumar (DMK) and Phulo Devi Netam (Congress) will also be part of the delegation.

Mr Gogoi said, "The BJP wants to give the picture that everything is fine in Manipur but it is not so with violence continuing. That is why we want that an inquiry should be conducted under a retired Supreme Court judge as to how did the state government fail, how did people get access to weapons in this quantity, what was the administration doing." 

"The chief minister (N Biren Singh) himself admits that there are more than 100 FIRs. Why was the administration sleeping for two months. There should be an inquiry under a retired Supreme Court judge and all INDIA (Indian National Developmental Inclusive Alliance) MPs will go to Manipur and find out the truth and will put forward that truth before Parliament," he told PTI outside Parliament.

Trinamool Congress' Dev said the opposition delegation wants to give the message that "we are with the people of Manipur".

"We are concerned, we want peace to return...the government has failed, so we want to go there and see what solution can be found," she said.

Dravida Munnetra Kazhagam (DMK) leader T R Baalu said the opposition delegation will be leaving for Manipur Saturday morning and will find out what went wrong, the extent of damage and loss of lives and property.

Revolutionary Socialist Party (RSP) leader Premchandran said the intent of the visit is to get first-hand information about what's happening in the state.

"The violence is still going on so we would like to have first-hand information and suggest some solutions and recommendations to the government and Parliament before the discussion comes there," he said.

"We would like to visit the relief camps regarding rehabilitation of the victims. What is the real cause of the violence, we want to find out," he said.

The opposition bloc had been demanding that a delegation of their leaders be allowed to visit the state but till now they had been denied permission in view of the situation there.

The opposition has been demanding a statement from the Prime Minister in Parliament on the situation in ethnic strife-torn Manipur followed by a full-fledged discussion on it.

The northeastern state of Manipur has been engulfed in ethnic violence since May 3, in which more than 160 people have lost their lives.

In Disciplined Force Like Army, Seniority Is Important: Supreme Court

In a disciplined force like the Indian Army seniority has all the importance, the Supreme Court has said while commuting the life sentence of a non-commissioned officer held guilty for killing his colleague during an altercation over seniority.

On December 4, 2004, the lance naik and the victim, who was also of the same rank, were on duty at Ferozepur cantonment in Punjab where they quarrelled over seniority.

The convict snatched the rifle from the victim and shot him. The single bullet that the victim took proved fatal. He was rushed to a hospital where he was declared dead.

The errant army personnel was convicted by the Court Martial for the offence punishable under Section 302 (murder) of the IPC read with Section 69 of the Army Act, 1950, and was sentenced to imprisonment for life.

The Armed Forces Tribunal, Chandigarh confirmed his conviction and sentence which was upheld by the Punjab and Haryana High Court.

While modifying the conviction and reducing the sentence to nine years and three months that the man had already served, the top court said it appears the appellant snatched a rifle held by the victim in the heat of the moment and fired one bullet.

Had there been any premeditation on the part of the appellant or if he had any intention to kill the victim, he would have fired more bullets, the Supreme Court said.

The bench of Justices Abhay S Oka and Sanjay Karol said there was no intention on his part to kill the victim.

"Both the appellant and the deceased had consumed liquor. There was a fight between him and the deceased over the issue of seniority. In fact, when the appellant told the deceased to bring water for him, the deceased refused to do so on the ground that he was senior to the appellant.

"In a disciplined force like Army, the seniority has all the importance. Therefore, there is every possibility that the dispute over seniority resulted in the appellant doing the act in a heat of passion," the bench said.

The Supreme Court said it is not in dispute that the Lance Naik has undergone incarceration for a period of nine years and approximately three months.

"Taking an overall view of the evidence on record, the sentence already undergone by the appellant will be an appropriate sentence in the facts of the case," it said.

UP Woman Raped By Father-In-Law, Set On Fire For Refusing Dowry. Accused Arrested

A man was arrested in Uttar Pradesh's Balia along with his son for allegedly setting his daughter-in-law on fire over dowry after he raped her, police said today.

Circle Officer Mohammaed Usman said, "We have arrested one Shankar Dayal Chaube and his son Anand Chaube in connection with the dowry death of a 22-year-old wife of Anand Chaube."

According to a police complaint, the two men and their other family members regularly harassed the woman for a dowry of Rs 50,000 and a gold chain.

Upon her refusal on June 25, the two doused the woman with inflammable oil and set her on fire, the police said. She succumbed to burn injuries about a week later, they said.

Before she died, the woman recorded her statement before a magistrate in the hospital.

"In her statement, the woman accused her father-in-law of raping her before she was set on fire. The woman succumbed to her injuries at the hospital on July 3," police said.

Police have filed an FIR against the accused under sections of IPC at Bairiya Police Station. The matter is still under investigation.

Video: There One Second, Gone The Next - Building Collapses In Mizoram

A portion of a building perched on a hillside collapsed in a matter of seconds and fell into the valley in Mizoram's capital today.

Dramatic videos of the collapse show the structure standing one second and gone the next while a woman is heard screaming. The falling portion can also be seen taking down parts of the main building with it.

The incident took place in the Zohnuai locality of Aizawl. The building was home to five families, all of whom were evacuated when the structure began to shake. 

An additional 18 families living close to the building have also been evacuated, said officials. Local residents said the road beside which the building stood had developed a crack on June 12. 

Officials said it has been raining on and off in Aizawl, which may have contributed to the building's collapse.

Army Personnel Shoots Brother Dead In Jaipur After Argument

An Army personnel allegedly shot dead his younger brother here over a dispute, police said on Thursday.

The incident took place in the Bindayaka area here on Wednesday night when Dhir Singh (43) had an argument with his younger brother Heera Singh (40), SHO Bhupendra Singh said.

As the argument escalated, Dhir Singh allegedly fired at his brother with his licensed rifle and the bullet got stuck in the shoulder of Heera Singh, who eventually died due to profuse bleeding, the SHO said.

The body was handed over to the relatives after the post-mortem, the police said.

A case has been registered against Dhir Singh under Section 302 (murder) of the Indian Penal Code, they added.

The accused, a soldier in the Indian Army, had come here on leave only a month ago,  the SHO said, adding that he has been taken into custody and is being interrogated.

A 12-bore licensed rifle and two shells have been recovered from the accused, the SHO said.

"Era Of Global Warming Ends, Era Of Global Boiling Has Arrived": UN Chief

UN chief Antonio Guterres on Thursday pleaded for immediate radical action on climate change, saying that record-shattering July temperatures show Earth has passed from a warming phase into an "era of global boiling."

Speaking in New York, the secretary-general described the intense heat across the Northern Hemisphere as a "cruel summer."

"For the entire planet, it is a disaster," he said, noting that "short of a mini-Ice Age over the next days, July 2023 will shatter records across the board."

"Climate change is here. It is terrifying. And it is just the beginning. The era of global warming has ended; the era of global boiling has arrived."

The extreme impacts of climate change have been in line with scientists' "predictions and repeated warnings," Guterres said, adding that the "only surprise is the speed of the change."

In the face of "tragic" consequences, he repeated his call for swift and far-reaching action, taking aim once again at the fossil fuel sector.

"The air is unbreathable. The heat is unbearable. And the level of fossil fuel profits and climate inaction is unacceptable," said the former Portuguese prime minister.

"Leaders must lead," he said. "No more hesitancy. No more excuses. No more waiting for others to move first."

Ahead of the Climate Ambition Summit he is set to host in September, Guterres called on developed countries to commit to achieving carbon neutrality as close to 2040 as possible, and for emerging economies as close as possible to 2050.

The "destruction" unleashed by humanity "must not inspire despair, but action," he said, warning that to prevent the worst outcomes humanity "must turn a year of burning heat into a year of burning ambition."

"Women's Reservation Bill Needs Careful Consideration": Minister In Rajya Sabha

The women's reservation bill requires "careful consideration" on the basis of consensus among all political parties before it is brought to Parliament, the government said in Rajya Sabha on Thursday.

In a written reply to a question, Law Minister Arjun Ram Meghwal said gender justice is an important commitment of the government.

"The issue involved needs careful consideration on the basis of the consensus among all political parties before a Bill for amendment in the Constitution is brought before Parliament," he said.

The women's reservation bill provides for 33 per cent reservation for women in Lok Sabha and state assemblies for 15 years.

The 15th Lok Sabha could not pass the bill and the Constitution (108th Amendment) Bill, which was pending in the lower House since 2010 and lapsed following its dissolution.

According to the law, any bill pending in Lok Sabha lapses with the dissolution of the House. Bills pending in Rajya Sabha are put in the "live register" and remain pending.

The 18-year journey of the women's reservation bill has been marked by high drama and roadblocks in each outing in Parliament before the historic measure cleared the first legislative hurdle in March 2010, when Rajya Sabha passed it during a sitting which saw marshals being used to deal with unruly members.

Medical Camps, Mobile Toilets: Delhi Lt Governor's Assurance At Meet On Muharram

Delhi Lieutenant Governor VK Saxena today held a meeting with the senior officials of Delhi police and Shia religious leaders over law and order situation for the Muharram procession to be carried on Saturday and Sunday. Mr Saxena ensured medical camps, water tankers, mobile toilets for the people taking part in Tazia (the procession).

Shia leader Maulana Kalbe Rushaid requested the Lt Governer that there should not be any open sewers or drains and wires on the Tazia route. Mr Saxena, on his part, assured him of a peaceful Muharram.

"It is our duty that this Muharram should be happen peacefully in Delhi and no untoward incident should happen. Instructions have been given to every concerned department including Delhi Police, MCD, Delhi Jal Board, doctor's team. So that none of the people of Delhi should face any kind of trouble and the people who come in the procession of Muharram can get the convenience of everything," said Mr Saxena.

Tazia procession will be taken out on Friday around 9 pm from Chhatta Shahzad, Kalan Mahal and pass through Kamra Bangash, Chitli Qabar, Churi Walan, Matia Mahal, Jama Masjid, Chawri Bazar and Hauz Qazi. Then the procession will be taken back in the reverse route, a Delhi traffic police advisory said.

Another procession will be taken out from Old Police Chowki and pass through Ashok Basti, Qutub Road, Khari Baoli, Lal Kuan, Hauz Kazi, Chawri Bazar till Jama Masjid and will be taken back on the same route. The Tazias from Nizamuddin, Okhla and Mehrauli would reach Karbala directly.

Tazia processions will also be taken out in east, northeast and Shahdara, northwest (Inderlok and Jahangirpuri), southeast (Nizamuddin), south and west districts and will terminate at local Karbala's of the respective districts, it stated.

The procession will reform at 11 am on Saturday and will take the same route and assemble at Kalan Mahal to proceed to Karbala, Jor Bagh through Chhatta Shahzad, Kalan Mahal and pass through Pahari Bhojla, Jama Masjid, Chawri Bazar, Chowk Hauz Qazi Ajmeri Gate, Pahar Ganj Bridge, New Delhi Railway Station, Parliament Street roundabout, Patel Chowk, Rafi Marg, Sunheri Bagh Mar, Tuglak Road, Aurobindo Marg, Jor Bagh and reach Karbala, the advisory said.

Protesting Students Confine Presidency University Dean To Office For 2 Days

A section of students of the state-run Presidency University in Kolkata surrounded their dean for over 50 hours, demanding better hostel facilities.

The agitation, which began on Tuesday afternoon, was finally withdrawn today after the university authorities promised to look into the demands of the students, officials said.

After the agitation was withdrawn, Dean of Students Arun Maity left for home. He was not immediately available for comment, but another official said he was physically fine despite being confined to his office for over two days.

Renovation works in some wards of Eden Hostel began in 2015 and are still underway, the university's Students' Federation of India (SFI) unit president Anandarupa Dhar told PTI.

The delay in the works is depriving around 200 students from the economically weaker section of hostel facilities, she said.

The protest was not organised by any student outfit, but by common students of the university, Ms Dhar claimed.

As the authority promised to form a hostel welfare committee to look into the demands, the agitation was withdrawn, said Sk Sahidul, who was protesting outside the dean's office along with 40 other students.

An official said the university is in contact with the state's Higher Education Department and PWD so that the renovation works are completed soon.

Actor Kevin Spacey Found Not Guilty Of 9 Counts In Sex Offences Case

A jury in the UK on Wednesday found Oscar-winning actor Kevin Spacey not guilty of nine sex offences against four men alleged to have occurred between 2001 and 2013.

Jurors at Southwark Crown Court in south London reached majority decisions on the nine counts, which included sexual assault, after more than 12 hours of deliberations.

The jury began considering their verdicts on Monday, following a weeks-long trial which saw British rock star Elton John give evidence as a witness for Spacey. 

The two-time Oscar winner, who turned 64 on Wednesday, denied seven counts of sexual assault, one count of causing a person to engage in sexual activity without consent and one count of causing a person to engage in penetrative sexual activity without consent. 

The prosecution claimed he was a "sexual bully" who revelled in making others feel uncomfortable, including by aggressively grabbing men's crotches.

Spacey called the claims "madness" and a "stab in the back".

The court had heard from the four alleged victims, who cannot be named for legal reasons.

One of them, a former aspiring actor, said he woke up to find Spacey performing a sex act on him, suggesting the actor "drugged" him. 

Spacey was accused of grabbing a victim's crotch "so hard" they nearly came off the road while driving to a fundraising event.

The verdicts in London follow a US court last year dismissing separate sexual allegations in a civil case brought there.

A judge ruled the accusation were not proven after a jury was unconvinced by the evidence presented.

Delhi Police Shares Video Of People Recreating '3 Idiots' Scene, Issues Challan

Stunts on public roads are a hazard for the public as well as the drivers. However, people still perform dangerous stunts and activities just for a few likes on social media. Recently, Delhi Police shared a video on X, formerly Twitter, to deter such people who indulge in such risky driving practices, and promote road safety.

The video shows a man riding a bike with two women passengers as they try to recreate the Jaane Nahi Denge Tujhe track from the movie 3 Idiots featuring Aamir Khan, R Madhavan, and Sharman Joshi. None of them were seen wearing helmets. 

''AAL IZZ NOT WELL if you drive or ride dangerously for the sake of reels,'' the caption of the video read.

The video progressed to reveal a screenshot of the challan (fine) issued to the rider, with a text that reads, ''Jaane tujhe denge nahi bina challan (we won't let you go without a challan.)''

Toward the end of the video, the text reads, ''Don't be an idiot on the roads. Drive responsibly.''

The video has amassed more than 31,000 views, 277 likes, and more than 60 retweets. Reacting to the impactful message, one user said, ''Very nice video.''

Another enquired, ''Is triple riding allowed in case of emergency like a person is very sick or injured n there is no other mode of transport or ambulance available?''

A third said, ''Real Emergency all may support, but don't misuse. Best wishes.''

Last month, Delhi police shared a similar video to educate people about the risk of 'reckless driving.' The video showed a man performing dangerous stunts on a bike with a woman as a pillion rider. The video further showed the man losing balance and falling off the motorbike with a thud along with the woman.

US Congressman Says Majority Of American Sikhs Reject Khalistan Violence

Indian-American Congressman from the State of Illinois, Raja Krishnamoorthi while offering insights into the potential threats presented by Khalistani activists has firmly maintained that Khalistanis are not representative of the broader sentiments of American Sikhs, reported Khalsa Vox.

Significant worries have been raised by the resurgence of the Khalistan movement, which is mostly on social media and in some nations including Canada, the US, the UK, and Australia. This is especially true in light of recent attacks on the Indian consulate in San Francisco. Senior US Congressman Raja Krishnamoorthi has expressed his views on the potential dangers posed by Khalistani activists.

He strongly condemned such acts of intolerance and violence, making reference to a recent rally banner that contained the provocative statement "Kill India."

It is notable to mention that attacks by the Khalistani elements on Indian missions across the world have been rising over the course of time. On March 19, earlier this year, a group of Khalistanis vandalised the High Commission and showed disrespect to the Indian National Flag in London.

Such threats and attacks from pro-Khalistani elements rose after the killing of Khalistan Tiger Force chief Nijjar.

A 'Kill India' rally was scheduled by Khalistani elements in Australia, the UK, Canada and even in the US following Nijjar's death.

Mahadayi Water Disputes Tribunal Gets One More Year To Submit Report

The Mahadayi Water Disputes Tribunal established to address water-sharing disputes between Karnataka, Goa and Maharashtra has been granted one-year extension to submit its report and decision.

According to a gazette notification issued on Monday, the tribunal has requested an extension for submitting its further report.

"...the Central Government hereby extends the period of submission of further report by the said Tribunal for a further period of one year with effect from 20th August, 2023," the notification read.

The tribunal was originally required to submit its findings within three years from its constitution but due to various reasons, the deadline has been extended multiple times.

The Centre had initially set the effective date of the tribunal's constitution as August 21, 2013, and accordingly, the deadline for submitting the report was set for August 20, 2016.

Subsequently, the tribunal requested two further extensions, with the deadlines extended to August 20, 2017, and August 20, 2018, respectively.

Goa, Karnataka, Maharashtra, and the central government made additional references to the tribunal, leading to the need for further reports. The deadline for these supplementary reports was also extended on multiple occasions.

The issue of water sharing from the Mahadayi river has been a contentious one between the states concerned.

Telangana Man Kills Sister For Posting Her Videos On Social Media: Cops

A 22-year-old man allegedly killed his younger sister in Bhadradri Kothagudem district of Telangana enraged over not heeding to his warning to not make videos and post them on a social media platform, police said on Wednesday.

The incident happened in Yellandu mandal of the district on July 24 and the 21-year-old woman died while being shifted to a hospital, they said.

Based on the complaint filed by the woman's mother, a murder case was registered and her brother was arrested, a police official said.

The woman had completed her Auxiliary Nurse Midwife (ANM) course and was an apprentice in a government hospital.

The woman's brother had on two-three occasions warned her to not make videos and upload them on the social media platform saying he did not like it, police said.

A heated argument broke out between the man and his sister over the matter on July 24.

The man again warned her sister but she reportedly told him "she will do what she wants" and out of anger the man hit her with a pestle on her head resulting in injuries to her, police said.

The family members shifted the woman to a hospital in Khammam from there she was being taken to another hospital in Warangal for better treatment but she died on the way on Monday night, the official said.

Following the complaint, the accused was arrested during the course of investigation, he added.

China's Foreign Minister Qin Gang's Swift Rise Ends In 7 Months

Chinese Foreign Minister Qin Gang was removed from his post after just seven months in the job on Tuesday, bringing an end to weeks of confusion after the 57-year-old once seen as close to President Xi Jinping disappeared from public view.

Mr Qin, 57, became one of the country's youngest foreign ministers on his appointment in December 2022 after a brief stint as US ambassador, enjoying a meteoric rise to the top that analysts partly attributed to his closeness to President Xi.

He was replaced by his predecessor, Wang Yi, 69.

Born in the northern city of Tianjin in 1966, Qin Gang studied International Politics at one of China's most prestigious schools for aspiring diplomats, the University of International Relations in Beijing.

After graduating, Mr Qin entered the diplomatic service, working in several jobs at the foreign ministry as well as postings at the Chinese Embassy in Britain.

Qin Gang was twice foreign ministry spokesman, between 2006 and 2014, and chief protocol officer between 2014 and 2018, overseeing many of President Xi's interactions with foreign leaders.

As ministry spokesman, he stood out for being one of the first diplomats to speak aggressively in defence of China's increasingly assertive foreign policy, a style that became known as "wolf warrior" diplomacy.

But he also displayed willingness to work with the United States, declaring upon his arrival in Washington as ambassador in July 2021, after a period of unusual public vitriol between US and Chinese officials, that relations held "great opportunities and potential".

Relations between the two big powers did not markedly improve during his time as ambassador, or afterwards, however. The two sides have been often at odds over issues including trade, technology, and the self-ruled, democratic island of Taiwan, which Beijing claims and Washington supports.

The former foreign minister, who analysts said was likely to have been appointed foreign minister to help stabilise relations with the US, held a 5-1/2 hour meeting and a dinner with US Secretary of State Antony Blinken in June in talks that both sides called candid and constructive.

A few days later, on June 25, he held talks with officials from Sri Lanka, Russia and Vietnam in Beijing but then began an unexplained public absence.

His ministry said on July 11 he was unable to attend a meeting in Indonesia for unspecified "health reasons". It declined any further comment on his status, creating an information vacuum in which rumours swirled.

Wang Yi, who was promoted to the politburo of the Chinese Communist Party, one of China's top leadership bodies, filled in for him during his absence.

Qin Gang, who is married with one son, visited various countries as foreign minister including several in Africa in January and in Europe in May where he pushed China's call for a ceasefire in Ukraine, a tough sell given that China has been criticised for not condemning Russia's invasion.

After becoming foreign minister, Mr Qin's comments on hot button issues such as Taiwan and China's relations with Russia did not diverge in any significant way from those of his predecessor.

In his first comments as foreign minister, Qin Gang said in solving challenges common to all mankind, China's diplomacy would offer "Chinese wisdom, Chinese initiatives and Chinese strength".

In an essay published in American bi-monthly magazine the National Interest late last year, Qin Gang gave an overview of China's foreign policy and reiterated that China-US relations were not a "zero-sum game" with one side gaining at the expense of the other.

The Lok Sabha on Tuesday passed the Multi-State Cooperative Societies (Amendment) Bill, which seeks to strengthen cooperatives by making them transparent and introducing a system of regular elections.

Piloting the bill, Cooperation Minister Amit Shah said the provisions in the bill will initiate a new era for the sector, which has been ignored by the previous governments.

The bill was later approved by the Lok Sabha amid din by voice vote after a short discussion during which only three members participated.

Immediately after the passage of the bill, the House was adjourned for the day by Speaker Om Birla.

Huge Rally In Mizoram Demands End To Violence In Manipur

Thousands of people took part in marches in solidarity with the Kuki-Zo tribals of violence-hit Manipur across Mizoram on Tuesday, demanding the central and state governments to restore peace and normalcy at the earliest.

The 'solidarity march' was organised by the NGOs Coordination Committee in Mizoram capital Aizawl and various other districts simultaneously.

Mizoram Chief Minister Zoramthanga, his deputy Tawnluia, several ministers and MLAs from across party lines took part in the march.

The march comes days after a video of two tribal women being paraded naked by a mob in Manipur sparked massive outrage and call for action.

The march condemned the central and Manipur governments for the "brutal attack" on the tribals and sexual assaults on tribal women.

Banners and placards at the marches read: "The sufferings of tribals in Manipur is our sufferings," "Mizoram stands with Kuki-Zo tribals in Mizoram," "Let us not go back to barbaric era", "Women bodies are not battlefield", "Death penalty for Manipur rapists", "Stop killing Christians in Manipur".

Briefing the media, Young Mizo Association (YMA) assistant general secretary Malsawmliana said human rights were violated in Manipur during the nearly three months of the ethnic violence, something that's never witnessed in India.

Singers presented solidarity songs while volunteers collected donations for the victims. The tricolour as well as flags of various organisations dotted the rallies.

The Coordination Committee's chairman R Lalngheta also urged the Centre to end the violence.

In a statement issued after the march, the Coordination Committee said, "The disrespect shown to our fellow humans has blackened the face of Indian democracy."

"So far, 359 churches and quarters have been destroyed, 197 villages burnt, 7,247 homes damaged by fire and 41,425 people have been forced to leave Manipur. Many students studying in Manipur cannot continue their studies due to this ethnic conflict. This may have far reaching effects on the lives of the students and even the country as a whole," the statement said.

The offices of the ruling Mizo National Front, opposition BJP, Congress and Zoram People's Movement (ZPM) were also closed in support of the solidarity rallies.

To Avoid Awards Being Returned, House Panel Suggests Taking Recipient's Consent

Emphasising that Sahitya Akademi or other cultural academies are "apolitical organisations", a parliamentary panel has suggested that whenever any award is given by them, the consent of the recipient must be taken so that he or she does not return it because of "political reasons".

The department-related Parliamentary Standing Committee on Transport, Tourism and Culture said this in a report tabled in both houses of Parliament on Monday.

In the event that the awards are returned, the awardee "shall not be considered" for such an award in the future, the panel said in its observations.

In its "Three Hundred Fifty First Report on 'Functioning of National Akademis and other Cultural Institutions', the panel underlined that the return of such awards is "disgraceful to the country".

"Such inappropriate incidents involving the return of awards undermine the achievements of the other awardees and also impact the overall prestige and reputation of the awards," the panel said.

The committee observed that the awards given by each Akademi continue to be top honours for an artiste in India.

More Than 5 Crore Job Cards Under MGNREGA Cancelled In 2022-23: Centre

More than five crore job cards under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) were cancelled in 2022-23, 247 per cent more than the number of deletions in 2021-22, the Lok Sabha was informed today.

In a written reply, Rural Development Minister Giriraj Singh said in 2021-22, 1,49,51,247 MGNREGA job cards were deleted, while in 2022-23, 5,18,91,168 job cards were cancelled.

West Bengal, Andhra Pradesh and Telangana were among the states which saw the highest number of deletions. In 2021-22, 1,57,309 job cards were deleted in West Bengal, while in the following year (2022-23), the number shot up by over 5,000 per cent as 83,36,115 job cards were deleted. In Andhra Pradesh, 6,25,514 job cards were deleted in 2021-22, which increased by 1,147 per cent in 2022-23, when 78,05,569 cards were cancelled.

Similarly, in Telangana, 61,278 job cards were deleted in 2021-22, while 17,32,936 cards were deleted in 2022-23, an increase of 2,727 per cent. Gujarat deleted 1,43,202 job cards in 2021-22 and 4,30,404 in 2022-23, a jump of over 200 per cent.

In his reply, Mr. Singh said the deletions were made due to reasons like "fake" job cards, duplicate job cards, people not willing to work anymore, family shifted from Gram Panchayat permanently, or person's death.

Asked if the government has any plan to alter the spirals in deletions, Mr. Singh said, "Updation of job cards is a regular exercise conducted by the States/UTs." He also said implementation of the scheme is responsibility of state governments.

7 Electric Two-Wheeler Makers To Pay Rs 469 Crore For Violating Centre's Norms

The Centre has sought Rs 469 crore from seven electric two-wheeler makers, including Hero Electric and Okinawa for claiming incentives while not complying with the Faster Adoption and Manufacturing of Electric Vehicles (FAME) II scheme norms, a government official said. 

The official said that in case of non-refund of the amount to the government, they will be de-registered from the scheme in the next 7-10 days and the government would not allow them to participate in the scheme.

An investigation by the heavy industries ministry has revealed that these companies have availed fiscal incentives under the scheme by violating the norms.

As per the rules of the scheme, incentives were allowed to make electric vehicles by using made in India components, but in the investigation it was found that these seven firms have used imported components.

“In our investigations, six companies have been found clean, but seven companies have violated the norms. So we are seeking Rs 469 crore. They will have to return the amount to the government,” the official said.

The seven companies are Hero Electric, Okinawa Autotech, Ampere EV, Revolt Motors, Benling India, Amo Mobility, and Lohia Auto.

The ministry conducted the investigation after receiving anonymous emails alleging that several EV makers were claiming subsidies without complying with the Phased Manufacturing Plan (PMP) rules, which are intended to boost domestic manufacturing of these electric vehicles.

After that, the ministry delayed the distribution of subsidies last financial year.

Out of the seven, the official said, two have communicated to the ministry that they would return the incentives amount with interest.

The official also clarified that the government has not stopped any of these players from making vehicles, “but now they will not get any incentive under the scheme”.

When contacted a Hero Electric spokesperson said: "The notice pertains to a period in which there is no cause for our non-compliance. It is not relevant for Hero Electric." A Greaves Electric Mobility (GEM) spokesperson said the company was one of the first companies to enthusiastically support and deliver on the government's localisation vision.

"We are working with the government to better understand their concern and in relation to the same we have filed a detailed representation," the spokesperson added.

Lohia Auto CEO Ayush Lohia said: "We want to emphatically state that we have not received any information or notice from the government department or concerned authority regarding the reversal of subsidies." He further said: "We are unaware of the source of information that alleges Lohia Auto Industries' involvement in this matter." Okinawa Autotech and Revolt Motors declined to comment.

To promote electric and hybrid vehicles, a Rs 10,000-crore programme under the FAME-II scheme was announced in 2019. It is the expanded version of the present scheme FAME India I (Faster Adoption and Manufacturing of (Hybrid) and Electric Vehicles, which was launched on April 1, 2015, with a total outlay of Rs 895 crore.

In three-wheeler and four-wheeler segments, incentives are applicable mainly on vehicles used for public transport or registered commercial purposes. In the two-wheeler segment, the focus is on private vehicles.

Gujarat To Witness Heavy Rainfall For Next 24 Hours: Weather Office

India Meteorological Department (IMD) has predicted heavy rainfall in Gujarat in the next 24 hours. It has been informed that the state would witness more than 20 cm of rainfall and it may continue at isolated places. 

Dr Naresh Kumar, IMD Scientist says, "At present, the monsoon is in the active phase... So under its influence, extremely heavy rainfall is already occurring over the state of Gujarat which will continue for the next 24 hours. Extremely heavy rainfall means more than 20 cm. Thereafter heavy rainfall may continue at isolated places."

Heavy Rainfall warning was also issued on 8 July in various parts of Gujarat, by the State meteorological director Jayanta Sarkar.

Jayanta Sarkar told ANI, "Heavy rainfall warning has been issued for Valsad, Navsari, Daman, Dadra and Nagar Haveli today. In Saurashtra and Kutch, we are expecting light rainfall at isolated places for the next five days whereas only light rainfall is expected at Ahmedabad."

Further, he said, "There's one cyclonic circulation over south Gujarat, persisting there for last 2-3 days, giving a lot of rainfall in south Gujarat region mainly in Daman, Dadra and Nagar Haveli, Valsad and Navsari. We are expecting fairly widespread rainfall in south Gujarat." 

Union Home Minister Amit Shah on Sunday spoke to Gujarat Chief Minister Bhupendra Patel and enquired about the flood-like situation occurring in various parts of the state due to recent heavy rainfall.

Shah spoke to Gujarat's Chief Minister as the state is battered by heavy monsoon rains with flood-like situations in its multiple cities.In the Junagadh district of Gujarat, heavy rains displayed their fury with cars being washed away by rivers.

The Indian Meteorological Department (IMD) has issued red, orange, and yellow alerts for various Gujarat districts till July 24.

Due to heavy rains in Junagadh district, Gujarat CM Bhupendra Patel had cancelled all his programs and called an emergency meeting on Saturday.

In Junagadh, several cattle and vehicles washed away in a heavy water flow as incessant rainfall triggered severe flooding in residential areas.

In the past few days, Gujarat experienced relentless heavy rainfall, resulting in floods in low-lying regions of Saurashtra and Kutch on Wednesday. Furthermore, Rajkot faced severe waterlogging due to continuous and heavy rain on Thursday.

Baby Dies At Refugee Detention Centre, Parents Attend Burial In Handcuffs In J&K

A Rohingya couple was brought in handcuffs for the last rites of their child who died in a refugee detention centre near Jammu. A video of the handcuffed parents at the burial site has been widely shared on social media.

The 43-day-old baby died at a refugee "holding centre" where clashes broke out between inmates and police earlier this week. Several people, including three policemen and Rohingyas, were reportedly injured during clashes.

On Thursday, the baby's body was handed over to relatives at a Rohingya settlement in Jammu.

The parents were seen in handcuffs when they were being brought at the burial site and also when the body was handed over to relatives in Narwal in Jammu for last rites, showed two videos.

Jail authorities have denied that the baby died in clashes. According to Koushal Kumar, superintendent of Kathua district jail, who is also in-charge of the holding centre, the baby was suffering from some ailment and died two days after the incident at the detention centre.

Police have filed an FIR against Rohingyas allegedly involved in stone pelting at Hiranagar sub-jail - designated as the holding centre for Rohingyas.

271 Rohingyas, among them 144 women and children are detained at the holding centre.

Clashes broke out after Rohingyas, who held multiple hunger strike protests in the holding centre, demanded their release and deportation to their native country Myanmar.

The police resorted to lathicharge and resorted tear-gas shelling as a control measure.

Mr Kumar said the police were compelled to take action after inmates took three officials of jail staff, including a special police official, hostage and tried to break open the gate of the sub-jail at Hiranagar.

"Rohingyas have been demanding their release and deportation to their native country," the official said.

Mr Kumar said they have already forwarded the case to the home department for the deportation of Rohingyas.

Salim Mohammad and his wife had come to Jammu in 2012. The couple, along with their eldest son, were arrested by police during the checking of refugee cards issued by the UN. Even as Salim also had a UNHCR card that allows Rohingyas to stay as refugees, the family was lodged at the Jammu district jail at Ambphalla before they were shifted to the holding centre in Hiranagar in 2021. The couple then went on to have two more children at the centre.

Over the last several years, political parties and right-wing groups have been demanding the deportation of Rohingya refugee from Jammu. These groups allege that Rohingyas have been settled in Jammu as a part of a conspiracy to engineer a demographic change in the region.

During these years, hundreds of shanties and hutments of the Rohingyas were burnt in the area.

"Will Present Our Point Of View In Parliament": Union Minister On Manipur Horror

The Centre will present facts on the Manipur incident in the Parliament, Union Minister for Earth Sciences Kiren Rijiju said here on Saturday and declined to speak on the viral video that showed two women being paraded in the north eastern state. 

Refusing to be drawn into any controversy over the May 4 incident that took place in Kangpokpi district, he indicated that it would be inappropriate to discuss the issue outside the Parliament.

"Whatever matters are to be discussed in the Parliament we will present our point of view. But right now, I can't say anything outside on the matter," Mr Rijiju told reporters here when his comments on the issue were sought.

"I have come here (today) for the Rozgar Mela. I will not make any (other) comments," the minister further said.

Manipur police has arrested a fifth person, aged around 19, in connection with the May 4 incident, officials said on Saturday. The two women are alleged to have been sexually assaulted before being set free. A 26-second video of the horrific incident surfaced on Wednesday.

More than 160 people have lost their lives, and several have been injured since ethnic violence broke out in the state on May 3, when a 'Tribal Solidarity March' was organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status.

Meiteis account for about 53 per cent of Manipur's population and live mostly in the Imphal Valley, while tribals, which include Nagas and Kukis, constitute 40 per cent and reside mostly in the hill districts.

Aadhaar Details Help Reunite Missing Specially-Abled Woman With Family

A specially-abled woman in Assam was reunited with her family earlier this month, several weeks after she went missing from her home, an official statement from the Ministry of Electronics and IT said.

The woman, who has speech and hearing impairments, was found wandering at the Sonapur New Market in the state's Kamrup district by the Assam Police - nearly 165 kilometers from her home in the Sonitpur district. She was identified with the help of Aadhaar, the statement added.

The police referred her to the Sakhi One Stop Centre, an NGO that offers psychosocial counselling and temporary shelter to women under the sambal sub-scheme of Mission Shakti of the Ministry of Women and Child Development.

As officials failed to communicate with the woman, she was shown a few pictures when she pointed to an Aadhaar card.

The Guwahati Regional Office of the Unique Identification Authority of India (UIDAI) was contacted and they asked for the woman's fingerprints for a possible Aadhaar match, the statement said.

Once her biometrics were sent, her Aadhaar details popped up, along with her home address, read the statement from the ministry further.

Russian Journalist Killed In Ukrainian Attack, Says Military

A Russian war reporter was killed and three were wounded on Saturday in what Moscow alleged was a Ukrainian attack using cluster munitions, prompting outrage from politicians.

The defence ministry said the wounded journalists were evacuated from the battlefield after coming under fire in Ukraine's southeastern Zaporizhzhia region. It said Rostislav Zhuravlev, who worked for state news agency RIA, died while being transferred.

The ministry did not provide evidence that Ukraine had used cluster munitions in the incident, and Reuters was not able to verify the assertion.

Ukraine received cluster bombs from the United States this month, but it has pledged to use them only to dislodge concentrations of enemy soldiers.

Many countries ban the weapons because they disperse bomblets that rain shrapnel over a wide area and can pose a risk to civilians. Some typically fail to explode immediately, but can blow up years later.

Konstantin Kosachyov, deputy speaker of the upper house of parliament, said the use of cluster munitions was "inhuman" and the responsibility lay both with Ukraine and the United States.

Leonid Slutsky, a party leader in the lower house, called it a "monstrous crime".

Dmitry Polyanskiy, Russia's deputy permanent representative to the United Nations, tweeted: "I wonder what US public opinion thinks of their country crossing all moral red lines in futile attempt to save crumbling corrupt Kiev regime."

Their reactions ignored the fact that Russia's own use of cluster bombs in the war has been documented by human rights groups and by the UN.

US-based Human Rights Watch said in May that Russian forces had used the weapons in attacks that had caused hundreds of civilian casualties and damaged homes, hospitals and schools.

White House national security spokesman John Kirby said this week that Ukrainian forces were using cluster munitions appropriately and effectively against Russian formations.

The governor of Russia's southern Belgorod region alleged earlier on Saturday that Ukraine had fired cluster munitions at a village just inside Russia the previous day, but without causing casualties or damage. He did not provide any visual evidence.

4 Killed After Hot Water Pipe Bursts In Moscow Mall

At least four people were killed and several others injured on Saturday after a hot water pipe burst at a shopping mall in western Moscow, the city's mayor said.

Mayor Sergei Sobyanin said some of those injured had suffered burns, and that emergency services were working on the scene.

Video footage showed flooding throughout the building and steam flowing out of a doorway.

All Boar, No Roar: 'Lioness' Search Near Berlin Ends, Wild Pig Suspected

German police on Friday called off a search for a wild animal initially believed to be a lioness roaming the outskirts of Berlin after determining it was more likely a wild boar.

In a story that fascinated Germany and gave rise to a slew of satirical memes on social media, two people had spotted early Thursday what appeared to be a lioness chasing a wild boar down a street outside the capital and made a short, grainy video.

However their account and a sighting by officers from their police car remained the only evidence of an animal more at home on the African savanna than the sandy soil of eastern Germany.

The mayor of the small town of Kleinmachnow, Michael Grubert, told reporters around 1100 GMT on Friday that the search had been called off when experts determined it was probably an animal far more common to the region.

"Everything indicates it is not a lioness," Grubert said. The animal thought to be the lioness in the original amateur video was "with relative certainty" a boar, he said.

Two specialists "including one from South Africa" had evaluated the video, comparing it with images of lions on the prowl and found marked differences. 

"Both came to the conclusion there was no way it was a lion," Kleinmachnow city spokeswoman Martina Bellack said in a statement.

For more than 30 hours, residents in the area had been advised "to act with appropriate caution and to avoid the adjacent forests" and look after pets and farm animals.

Despite numerous tips from citizens, including a few claiming to have heard a loud roar, none of the information had led to the animal being located, police said.

Officers had been combing the streets of suburban communities southwest of Berlin in the small hours of Friday using night-vision goggles and drones but called off a forest search until daybreak.

Grubert had told public broadcaster RBB earlier that professional animal trackers searching for dung or bloody remains of prey had been enlisted alongside veterinarians and hunters.

But he acknowledged that the massive operation involving over 100 police officers as well as helicopters and thermal-imaging cameras was stretching his community's resources.   

"This can't go on for days," he said.

- 'Into thin air' -

The two dozen registered lions in Brandenburg state surrounding Berlin were accounted for, authorities said, leaving police to ask whether the beast had been kept illegally when no owner came forward.

Wildlife expert Derk Ehlert had earlier voiced doubt it was actually a lioness on the loose due to the absence of any trace of the beast since early Thursday.

"A lioness doesn't just disappear into thin air," he told public radio.

Ehlert and other specialists also noted the relatively short tail of the creature in the video, as well as its big ears.

"I've never seen a lion with jug ears," circus owner Michel Rogall told local media.

It was not the first time Germans had been told to be on the lookout for wild animals.

In May, residents in the central city of Erfurt were jolted by the sight of a kangaroo hopping across a busy road after escaping from a private property.

In 2019, it took several days for a deadly cobra to be recaptured in the western town of Herne, where residents had been told to keep their windows closed and steer clear of tall grass.

In 2016, zookeepers shot dead a lion after it escaped from its enclosure in the eastern city of Leipzig and a tranquiliser failed to stop it.

No Proposal To Change Courts' Language Of Functioning: Centre

The government informed the Rajya Sabha today that there was no proposal to change the language of functioning of courts from English to Hindi.

As part of a question on the issue of Uniform Civil Code, a member asked whether the government proposes to change the language of functioning of courts from English to Hindi so that the common people can understand proceedings in their own language.

In his written response, Law Minister Arjun Ram Meghwal replied in the negative.

In April 2022, then Chief Justice of India N V Ramana had said there were "certain barriers" as regard to the introduction of local languages in the respective High Courts in the country but had expressed confidence that the issue may be "solved in the near future" with the help of scientific innovation, including artificial intelligence.

Setback For Sharad Pawar, All 7 NCP MLAs In Nagaland To Support Ajit Pawar

All seven MLAs of the Nationalist Congress Party (NCP) in Nagaland have expressed support to Ajit Pawar in a huge setback for his uncle Sharad Pawar.

The seven NCP MLAs of the northeast state in a statement today said all party workers in the Nagaland NCP office will also support Ajit Pawar.

Earlier this month, Ajit Pawar and eight other NCP MLAs joined the Maharashtra Shiv Sena and BJP alliance government, led by Chief Minister Eknath Shinde. That move split the NCP, the party founded by Sharad Pawar.

Ajit Pawar's tactical manoeuvre has parallels to how Mr Shinde broke away from the Shiv Sena when Uddhav Thackeray was the Chief Minister. Mr Shinde eventually gained control of the Shiv Sena.

In 2019, the Shiv Sena had ended the alliance with the BJP and formed the Maha Vikas Aghadi government in Maharashtra with the Congress and NCP.

The government collapsed last year after Mr Shinde split the party and joined hands with the BJP to form a new government.

Asserting his leadership of the "real NCP," Ajit Pawar has drawn the support of senior party leaders like Praful Patel, Chhagan Bhujbal, and Dilip Walse Patil.

However, Sharad Pawar has also asserted his claim as the leader of the "real NCP," expelling several senior leaders for "anti-party activities."

How Sustained Heatwaves Are Dangerous To Human Health

Record-breaking heatwaves across the Northern Hemisphere have again sparked concerns about the danger such blistering temperatures pose to people's health, particularly children and the elderly.

Such sustained heatwaves -- which experts say are becoming more common due to human-driven climate change -- can put human bodies under extreme pressure, sometimes leading to dehydration, heatstroke and death. 

Research recently found that more than 61,000 people died due to the heat in Europe last summer -- and 2023 is shaping up to be even hotter.

- The immediate effect -

As temperatures rise, the body fights to maintain its normal temperature around 37 degrees Celsius (98 Fahrenheit).

The heart ups the tempo, sending sweat to cool down the surface of the skin, the body's front line against the heat.

The skin's blood vessels also dilate, releasing heat.

- The impact on health -

But if the heat overwhelms these temperature regulators, it can cause symptoms such as fatigue, headaches, fever and disturbed sleep.

Another early sign is dehydration, which occurs when the body loses more fluids than it takes in.

Heatstroke, which strikes when the body cannot stop its temperature rising past 40C, is considered to be the most serious heat-related illness.

The World Meteorological Organization has warned that repeatedly high overnight minimum temperatures are particularly dangerous to human health, because the body never gets a chance to recover. 

Such high overnight minimums -- which parts of the United States, Europe and China have been suffering through this week -- can lead to heart attacks and death, according to the WMO.

"Whilst most of the attention focuses on daytime maximum temperatures, it is the overnight temperatures which have the biggest health risks, especially for vulnerable populations," the UN agency said. 

- The added threat of humidity -

Humidity during heatwaves can also overwhelm the body.

Sweating helps cool bodies by evaporating off the skin -- but if it is too humid, the sweat cannot evaporate. 

The combination of heat and humidity is measured by what is known as a "wet bulb" temperature.

Researchers have warned that a wet-bulb temperature of 35 degrees Celsius can kill a healthy young adult within six hours.

This threshold of human survivability has only been reached a couple of times -- but experts warn the number of instances will increase as the globe warms.

- The most vulnerable -

Most vulnerable during heatwaves are the elderly, people who already have health problems, and children -- particularly those under five years old.

As people get older, they have fewer sweat glands, making the elderly less able to control their temperature.

During heatwaves, these sweat glands work day and night. 

After a few days, the sweat glands get exhausted and produce less sweat, increasing the body's core temperature.

Most of the estimated 61,672 people who died due to the heat in Europe last summer were over the age of 80, according to research.

- Other factors -

Where people live and what they do can also put them more at risk during heatwaves.

Living in a city, particularly in densely populated areas or poorly insulated homes, can further expose people to the blistering heat.

People who work outside, such as construction workers, are also at an increased risk. 

Those who play sports are doubly at risk because exercise also raises the body's temperature.

The homeless are particularly exposed, having few ways to escape the heat. 

Some drugs can also add to health problems during heatwaves, such as diuretics which reduce the amount of water in the body.

- What to do -

During heatwaves people should drink plenty of water and try to stay as cool as possible.

Health authorities recommend people avoid going outside during the hottest part of the day -- and if possible spend a couple of hours in a cool place, such as an air-conditioned cinema, library or museum.

They also advise people avoid physical exertion or drinking alcohol. 

And, because social isolation can be a factor, it is advisable to regularly check in with friends and family.

Video: Narrow Escape For Woman As Rolling Machine Pulls In Her Body

On social media, a video of an accident that occurred inside a workplace is going viral. In the footage, a woman can be seen becoming stuck in the large machinery and rolling around a number of times.

She was fortunate in that she narrowly avoided suffering any severe injuries. Before this could have been more dangerous, the engine shut off.

A clip of this incident is circulating massively on video platforms, with users claiming that the incident took place in China. NDTV cannot verify the authenticity of the video.

The tweets circulating online also claim that it was a rolling machine, the type used in the clothing industry or when producing sheet metal.

The video has received a lot of views on Instagram, where viewers have responded incredulously and with relief that the woman was able to escape this dangerous circumstance.

Delhi Lt Governor, Arvind Kejriwal Discuss Appointment Of Power Regulator Chief

Delhi Lieutenant Governor V K Saxena and Chief Minister Arvind Kejriwal on Wednesday held a meeting at the Raj Niwas here to pick a candidate to head the Delhi Electricity Regulatory Commission (DERC), officials said.

Details of the meeting, which went on for nearly an hour, are yet to be known.

Ahead of the meeting, the Delhi government furnished three names before the LG, official sources said.

On Monday, the Supreme Court asked the two constitutional functionaries to rise above "political bickering" and discuss who could head the DERC.

The court will take up the issue for consideration again on Thursday.

The post of the DERC chairman assumes significance since the regulator decides the power tariff in the national capital. The position has been lying vacant since January amid the differences between the AAP dispensation and the LG's office over the new appointee.

Mr Kejriwal in January recommended the name of retired High Court judge Rajeev Kumar Srivastava for the post. Mr Srivastava last month excused himself from taking charge, citing personal reasons.

The chief minister on June 21 recommended the name of retired justice Sangeet Lodha as the new DERC chairperson. Meanwhile, the Centre through a notification appointed Justice Umesh Kumar (retd) to the post, officials said.

The AAP dispensation opposed the appointment as "illegal and unconstitutional", saying "electricity" is a transferred subject falling under the jurisdiction of the elected government of a state or a Union territory.

AAP later moved the Supreme Court, challenging the appointment of Mr Kumar.

Data Protection Bill Among 31 Legislations To Be Listed In Monsoon Session

The government has heavy legislative business for the monsoon session of Parliament beginning Thursday with Digital Personal Data Protection Bill, 2023, among 31 bills on its agenda.

Apart from the Personal Data Protection Bill, the bill to replace the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, promulgated in May this year is among other key Bills listed for the monsoon session. The ordinance deals with the control of services in Delhi and was promulgated after the Supreme Court verdict on an appeal by the Delhi government.

Union Parliamentary Affairs Minister Pralhad Joshi said after an all-party meeting that there are 31 listed legislative items for the session.

He also said that 34 parties and 44 leaders participated in the all-party meeting convened by the government for smooth conduct of the monsoon session which will continue to till August 11 and will have 17 sittings.

Other bills on the agenda of the government include Cinematograph (Amendment) Bill, 2019; DNA Technology (Use and Application) Regulation Bill, 2019; Mediation Bill, 2021; Biological Diversity (Amendment) Bill, 2022 ; Multi State Cooperative Societics (Amendment) Bill, 2022;Repealing and Amending Bill, 2022; J an Vishwas (Amendment of Provisions) Bill, 2023; Forest (Conservation) Amendment Bill, 2023; Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022 (with respect to State of Himachal Pradesh); Constitution (Scheduled Tribes) Order (Fifth Amendment) Bill, 2022 (with respect to State of Chhattisgarh); Postal Services Bill, 2023; National Cooperative University Bill, 2023; and Ancient Monuments and Archaeological Sites and Remains (Amendment) Bill, 2023.

Digital Personal Data Protection Bill, 2023, was approved by the Union Cabinet earlier this month.

This government had withdrawn Personal Data Protection Bill from Parliament in August last and said that it will come up with a fresh bill. Supreme Court had ruled in 2017 that privacy is a fundamental right and the Digital Personal Data Protection Bill, 2023, is a crucial pillar of the overarching framework of technology regulations being framed by the Centre.

The previous version of the bill had come after an extensive consultation process with a Joint Parliamentary Committee also examining it. The government has held another round of consultations to frame the new bill.

The bill to replace the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, seeks to establish the National Capital Civil Services Authority, which consists of the Chief Minister, Chief Secretary of Delhi, Principal Home Secretary of Delhi.

The Authority will make recommendations to the Lieutenant Governor (LG) regarding transfers and postings of officials and disciplinary matters.

While the government is expected to give push to its legislative agenda, the Opposition parties have planned to raise several issues including Manipur violence, railway safety, unemployment, inflation, India-China border standoff and trade imbalance between the two countries.

Pralhad Joshi said the government has sought the Opposition's support in the smooth functioning of the Parliament during the Monsoon Session.

"The government is ready to discuss over all issues in the Monsoon Session. We have appeaed to the Opposition parties to support in the smooth functioning of the Parliament," Joshi said after the all-party meeting.

Congress on Wednesday said that the party will raise Manipur violence during the session.

"Today, in the beginning (of the meeting), I kept my point. Our first issue is the violence in Manipur. Prime Minister should come and answer in Parliament. We will bring adjourment motion over the matter tomorrow," Congress leader Adhir Ranjan Choudhary said after attending the all-party meeting.
