Committed To Well Being Of Indian Ocean Nations: S Jaishankar In Dhaka

External Affairs Minister S Jaishanakar, on Friday, reiterated India's commitment to the well-being of Indian Ocean countries.

Addressing the 6th Indian Ocean Conference in Dhaka, MR Jaishankar said, "Reiterating India's commitment to the well-being and progress of all nations of the Indian Ocean. We have dedicated bodies like the Indian Ocean Rim Association or the Indian Ocean Naval Symposium, with their specific mandates."

He also stated that India had expanded on that belief through the Neighbourhood First policy, the SAGAR outlook and our approach to the extended neighbourhood. India also believed that a seamless transition into an Indo-Pacific is to the collective advantage.

"This is a gathering of like-minded to have an open and fruitful discussion on various dimensions of our cooperation. I wish the deliberation all success," Mr Jaishankar added.

At the event, Mr Jaishankar praised Bangladesh for releasing its Indo-Pacific outlook and joining a number of countries in articulating its thinking on the subject. Indo-Pacific is a reality and statement of contemporary globalisation, he added.

EAM also stated UNCLOS should be respected and termed Bangladesh a "successful developing economy."

Mr Jaishankar, at the event, without naming any nation said that when the country disregards their legal obligations or violates long-standing agreements, the damage done to "trust and confidence is immense".

Mr Jaishankar also spoke about "unsustainable debt". He said, "A significant shared concern through the Indian Ocean is that of unsustainable debt generated by unviable projects. There are lessons from the last two decades that we ignore at our peril. If we encourage opaque lending practices, exorbitant ventures and price points that are unrelated to the market, these are bound to bite us back, sooner rather than later."

"Especially so when sovereign guarantees have been proffered, not always with due diligence. Many of us in the region are today confronting the consequences of our past choices. This is a time to reflect and reform, not one to repeat and reiterate," EAM added.

He also stated that connectivity is a particularly crucial issue for all of the countries and this is because the era of imperialism disrupted the natural linkages of the continent and created regional silos to serve its own ends.

"In many cases, the hinterland was disadvantaged to the benefit of the coastal areas. Building back in the post-colonial era is a long, painful and arduous task. It is still very much a work in progress. How to restore, indeed enhance flows between distinct regions is today of the utmost priority. For a nation like India, this means a land connection to South East Asia. And a multi-modal one to the Gulf and beyond. Central Asia offers its own distinct challenges due to obstacles in between," Mr Jaishankar said.

"Collectively, the more we work on facilitating smooth and effective connectivity, the better off we all are. And obviously, we need to respect sovereignty and territorial integrity while doing so. Let me, therefore, underline that from India's perspective, efficient and effective connectivity to ASEAN in particular will be a game-changer. We accord this the utmost priority," he added.

After Doctor's Murder, Kerala To Form Panel To Meet Health Workers' Demand

Under attack from opposition parties and medical professionals over the gruesome killing of a young doctor two days ago, the Kerala government on Friday announced more measures to assuage their concerns, including setting up of a panel to address the fraternity's long-pending demands.

Dr Vandana Das, a native of Kaduthuruthy area of Kottayam district and the only child of her parents, was working at a taluk hospital in Kollam district when she was stabbed several times.

She later succumbed to her injuries. Following the attack on her, protests erupted in various hospitals across the state, with healthcare professionals, medical interns, students and house surgeons taking to the streets.

The proposed committee, to be headed by the secretary of medical education, would study various issues raised by postgraduate students and house surgeons and submit a report within one month, Health Minister Veena George said.

A Standard Operating Procedure (SOP) would be released soon for those who go to work in other hospitals as part of their medical residency programme. The victim Dr Das was employed as a house surgeon at Azeezia Medical College Hospital but was working at the Kottarakkara taluk hospital as part of her training.

Issues being faced by house surgeons would also be looked into by the panel, which would take steps to modernise the residency manual, Minister George said in a statement here. The manual sets down working patterns, duties and other rules and guidelines for residents and medical officers.

The minister also directed the respective department heads to ensure adequate leave for medical students. The directions were given to officials during a meeting chaired by the minister with the representatives of various organisations of PG students and house surgeons, the statement said.

Urging doctors to give up their agitation, she said the government stands strong with the healthcare fraternity. "Healthcare workers should no longer be attacked. Strict action will be taken. A public address system will be implemented in medical colleges," George said.

Stating that safety audits should be implemented in all hospitals in the state in a time-bound manner, she said police outposts would be set up in medical facilities.

Hospitals will also be equipped with CCTV surveillance systems, the minister said, adding that the number of bystanders who accompany patients would be limited to one and two in wards and casualties respectively.

Besides the medical education secretary, various other higher officials including medical college principals and superintendents also took part in the meeting.

On Tuesday, the state government decided to bring out an ordinance to ensure the safety of healthcare professionals in hospitals. The ordinance to amend the Kerala Healthcare Service Persons and Healthcare Service Institutions (Prevention of Violence and Damage to Property) Act, 2012 would be introduced in the next cabinet meeting, the CMO said.

The decision was taken in the wake of doctors intensifying their demonstrations, seeking justice for Dr Das who was stabbed to death by a man brought to the government hospital by police in the early hours of Wednesday morning for dressing a wound.

Meanwhile, Dr Das's colleagues on Friday came out against the government and police criticising the law enforcers for failing to take enough precautionary measures at the hospital, which resulted in her death. If there were enough facilities in the hospital where the doctor was attacked, her life could have been saved, they told reporters here.

So, it was the failure of the administrative system, the doctors alleged.

They also criticised the Health Minister's attempt at assuaging their feelings with the announcement that a new hospital block would be named after Dr Vandana Das.

Leader of opposition in the state Assembly V D Satheesan also continued to criticise the government over the matter and said the top officials and the government are trying to justify the police in the incident despite the embarrassment it brought to the entire force.

"Why is the chief minister silent despite the embarrassment the incident brought to the entire force?" he asked.

Alleging widespread irregularities in the FIR, Satheesan also asked how could the people of the state have faith in the police even if the First Information Report of the murder that shook the state was "written wrongly".

Odisha Speaker Bikram Keshari Arukha and two state ministers resigned Friday evening in the wake of speculations that Chief Minister Naveen Patnaik is contemplating a reshuffle of his cabinet.

The two ministers of state who put in their papers are Samir Ranjan Dash (School and Mass Education) and Srikant Sahu (Labour).

After submitting his resignation letter, Arukha said he has quit on personal grounds.

“I will accept whatever responsibility is given to me,” he added.

Dash and Sahu were unavailable for comments.

Stage Set For Counting Of Votes In Karnataka Assembly Election

Counting of votes polled for the May 10 Karnataka Assembly elections, which witnessed a fierce contest between rivals BJP and the Congress, will be taken up tomorrow.

Parties, including the JD(S) wait with bated breath to know the outcome as hung assembly is a possibility.

The electoral fortunes of top leaders - Chief Minister Basavaraj Bommai of the BJP, Congress heavyweights Siddaramaiah and DK Shivakumar and JD(S)' HD Kumaraswamy, among many others will be known tomorrow.

The counting will begin at 8 am in 36 centres across the state, and poll officials expect a clear picture about the outcome is likely to emerge by mid-day.

Elaborate security arrangements have been made across the State, especially in and around the counting centres, to avoid any untoward incidents, official sources told Press Trust of India.

The State registered a "record" turnout of 73.19 per cent in the voting on May 10, to elect representatives to the 224 member Assembly.

With most exit polls predicting a tight contest between the Congress and BJP, leaders of the two parties seem "jittery" over the outcome, while the JD(S) appears to be expecting a hung verdict, which would enable it to play a role in government formation. Most pollsters have given an edge to the Congress over the ruling BJP, while also indicating the possibility of a hung Assembly in the state.

Having banked on the Narendra Modi juggernaut, the ruling BJP is looking to break a 38-year-old poll jinx where the people have never voted the incumbent party to power, while the Congress is hoping for a morale booster victory to give it a much-needed elbow room and momentum to position itself as the main opposition player in the 2024 Lok Sabha elections.

It also remains to be seen whether former Prime Minister HD Deve Gowda-led JD(S) will emerge as a "kingmaker" or a "king" by holding the key to government formation, in the event of a hung verdict, as it has done in the past.

Like it has been the trend for about the last two decades, Karnataka witnessed a three-cornered contest, with a direct fight between the said parties in most of the constituencies.

The Aam Aadmi Party(AAP), which is in power in Delhi and Punjab, has also fielded its candidates. Also there were some smaller parties in the fray in a few constituencies.

"A government with full majority" was the strong pitch of the leaders of all the political parties during the high-decibel, no holds barred campaigning that ended on Monday, as they stressed on getting a clear mandate to form a strong and stable government, unlike what happened after the 2018 polls.

The BJP had then emerged as the single largest party by winning 104 seats, followed by Congress with 80 seats and JD(S) 37. There was also one independent member, while the BSP and Karnataka Pragnyavantha Janatha Party (KPJP) got one legislator each elected.

In the 2018 elections, the Congress garnered a vote-share of 38.04 per cent, followed by the BJP (36.22 per cent) and the JD(S) (18.36 per cent).

With no party getting a clear majority at the time and as Congress and JD(S) were trying to forge an alliance, BS Yediyurappa of the BJP, which was the single largest party, staked claim and formed the government. However, it was dissolved within three days, ahead of a trust vote, as the BJP strongman was unable to muster the required numbers.

Subsequently, the Congress-JD(S) alliance formed the government with Kumaraswamy as Chief Minister, but the wobbly dispensation collapsed in 14 months, triggered by the resignation of 17 ruling coalition legislators and their subsquent defection to the BJP. This enabled the BJP's return to power. In the bypolls held subsequently in 2019, the ruling party won 12 out of 15 seats.

In the outgoing Assembly, the ruling BJP has 116 MLAs, followed by the Congress 69, JD(S) 29, BSP one, independents two, speaker one and vacant six (following deaths and resignations to join other parties ahead of the polls).
