States Must Uphold Territorial Integrity, Says Delhi G20 Declaration

Asserting that "today's era must not be of war", the New Delhi Declaration of G20 countries on Saturday called on all states to uphold the principles of international law including territorial integrity and sovereignty and said the peaceful resolution of conflicts as well as diplomacy and dialogue are critical.

"Concerning the war in Ukraine, while recalling the discussion in Bali, we reiterated our national positions and resolutions adopted at the UN Security Council and the UN General Assembly and underscored that all states must act in a manner consistent with the Purposes and Principles of the UN Charter in its entirety," it said.

The declaration, the adoption of which was announced by Prime Minister Narendra Modi at the start of the second session of the G20 Leaders' Summit under India's Presidency, said that in line with the UN Charter, all states must refrain from the threat or use of force to seek territorial acquisition against the territorial integrity and sovereignty or political independence of any state.

"The use or threat of use of nuclear weapons is inadmissible," it added.

Reaffirming that the G20 is the premier forum for international economic cooperation, and recognising that while the G20 is not the platform to resolve geopolitical and security issues, the G20 leaders acknowledged that these issues can have significant consequences for the global economy.

"We highlighted the human suffering and negative added impacts of the war in Ukraine with regard to global food and energy security, supply chains, macro-financial stability, inflation and growth, which has complicated the policy environment for countries, especially developing and least developed countries which are still recovering from the COVID-19 pandemic and the economic disruption which has derailed progress towards the SDGs." "There were different views and assessments of the situation," it noted.

The declaration further said,"We appreciate the efforts of Turkiye and UN-brokered Istanbul Agreements consisting of the Memorandum of Understanding between the Russian Federation and the Secretariat of the United Nations on Promoting Russian Food Products and Fertilizers to the World Markets and the Initiative on the Safe Transportation of Grain and Foodstuffs from Ukrainian Ports (Black Sea Initiative)." It called for their full, timely and effective implementation to ensure the immediate and unimpeded deliveries of grain, foodstuffs, and fertilizers/inputs from the Russian Federation and Ukraine.

"This is necessary to meet the demand in developing and least developed countries, particularly those in Africa," it added.

Emphasising the importance of sustaining food and energy security, the G20 leaders called for the "cessation of military destruction or other attacks on relevant infrastructure".

"We call on all states to uphold the principles of international law including territorial integrity and sovereignty, international humanitarian law, and the multilateral system that safeguards peace and stability.

"The peaceful resolution of conflicts and efforts to address crises as well as diplomacy and dialogue are critical.

"We will unite in our endeavour to address the adverse impact of the war on the global economy and welcome all relevant and constructive initiatives that support a comprehensive, just, and durable peace in Ukraine that will uphold all the Purposes and Principles of the UN Charter for the promotion of peaceful, friendly, and good neighbourly relations among nations in the spirit of 'One Earth, One Family, One Future'," it added.

G20 Declaration Builds On 6 Priority Areas... And More": Hardeep Puri

The G20 in India will be remembered for years to come, not only for the expected conclusions it reached but also the historic extras it  generated -- like bringing the African Union on the table and producing the global bio-fuel alliance, Union minister Hardeep Singh Puri said today.

The Central theme of this meet is a "human centric approach to development," which bears the imprint of Prime Minister Narendra Modi, he told NDTV in an exclusive interview today.

The world today is passing through many crises.. Even the G20 was born in the moment of crisis -- in 2006 when the world was going through financial and economic crisis," Mr Puri said.

"The Prime Minister's approach is suitable to navigate through all divergences, contentious era," he added.

The minister, a career diplomat before he joined politics, said he had "no doubt" that the historic resolution will be reached.

"It builds on six priority areas for India and much more... brings African Union on the G20 table... Produces global biofuels alliance," he added.

The unanimous resolution was adopted this evening, after a night of suspense. Diplomats burned midnight oil to make the document acceptable to all.

The resolution was arrived at after much back and forth, with the war in Ukraine being one of the contentious issues. The G7 nations did not wish to name Russia.

"People were pessimistic that we could ever arrive at a consensus on Russia and Ukraine because multilateral forums across the world had failed to do so," G20 Sherpa Amitabh Kant told NDTV. 

Mr Puri earlier said "India's G20 Presidency has been the most ambitious in the history of G20".

"On all fronts -- health, climate, climate finance, you can do a simple metric before and after that this G20 has produced… This is a post-Covid new international order (and) a moment of rejoicing and celebration," he had told reporters.

PM Modi's Bilateral With Italy Counterpart On Defence, Tech, Trade At G20

Prime Minister Narendra Modi on Saturday held bilateral talks with his Italian counterpart Giorgia Meloni as the two leaders discussed a range of issues.

"I had excellent meeting with PM @GiorgiaMeloni. Our talks covered sectors such as trade, commerce, defence, emerging technologies and more. India and Italy will keep working together for global prosperity," PM Modi posted on X, formerly Twitter. 

PM Modi has been holding bilateral talks with a host of leaders who have arrived in Delhi for the G20 Summit.

On Friday, he held talks with US President Joe Biden and the leaders of Bangladesh and Mauritius.

The Prime Minister spoke to a number of other leaders, including those of the UK and Japan, today.

G20 Condemns Terrorism "In All Its Forms And Manifestations"

The powerful G20 grouping under India's presidency on Saturday condemned terrorism in all its forms and called for strengthening of efforts to increase the effectiveness of international cooperation to deny terrorist groups safe haven, freedom of operations as well as financial, material or political support.

The Declaration, the adoption of which was announced by Prime Minister Narendra Modi at the start of the second session of the G20 Leaders' Summit, said all acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.

They also committed to support the increasing resource needs of the Financial Action Task Force (FATF) and FATF-style regional bodies.

"We condemn terrorism in all its forms and manifestations, including those on the basis of xenophobia, racism and other forms of intolerance, or in the name of religion or belief, recognizing the commitment of all religions to peace. It constitutes one of the most serious threats to international peace and security," the G20 New Delhi Leaders' Declaration said.

The G20 leaders strongly condemned all terrorist acts against critical infrastructure, including critical energy facilities, and against other vulnerable targets.

Effective counterterrorism measures, support for the victims of terrorism and the protection of human rights are not conflicting goals, but complementary and mutually reinforcing, the leaders said.

"A holistic approach on the basis of international law can effectively counter terrorism. Efforts to increase the effectiveness of international cooperation should be strengthened to deny terrorist groups safe haven, freedom of operations, movement and recruitment, as well as financial, material or political support," the Declaration said.

"We also express concern about illicit trafficking and diversion of small arms and light weapons. International cooperation among states is critical to combat these phenomena, including export, import controls, and tracing," it said.

Addressing a press briefing on the G20 Summit outcomes, External Affairs Minister S Jaishankar said the G20 leaders also addressed the subject of countering terrorism and money laundering.

The leaders condemned terrorism in all its forms and manifestations and recognised that it constitutes one of the most serious threats to international peace and security, he said.

In the Declaration, the G20 leaders committed to support the increasing resource needs of the Financial Action Task Force (FATF) and FATF Style Regional Bodies and encourage others to do the same, including for the next round of mutual evaluations.

"We remain committed to the timely and global implementation of the revised FATF Standards on the transparency of beneficial ownership of legal persons and legal arrangements to make it more difficult for criminals to hide and launder ill-gotten gains," the G20 Declaration said.

"We welcome the ongoing work of the FATF to enhance global efforts to recover criminal proceeds, in particular, the progress made by the FATF towards revising its standards on asset recovery and reinforcing global asset recovery networks," it said.

The G20 member states also reiterated the importance of countries developing and implementing effective regulatory and supervisory frameworks to mitigate risks associated with virtual assets in line with FATF Standards, especially for terrorism financing, money laundering, and proliferation financing risks.

"In this regard, we support the FATF's initiative to accelerate the global implementation of its standards, including the 'travel rule', and its work on risks of emerging technologies and innovations, including decentralised finance (DeFi) arrangements and peer-to-peer transactions," the Declaration said.

Election Commission Will Make Right Decision About Party: NCP Rebel Ajit Pawar

Maharashtra Deputy Chief Minister Ajit Pawar, who heads the rebel faction of the Nationalist Congress Party (NCP), said the Election Commission of India (ECI) will make the right decision about the NCP.

Ajit Pawar and eight NCP MLAs joined the Shiv Sena-BJP government in Maharashtra in July, leading to a split in the party that was founded by Sharad Pawar in 1999. Ajit Pawar later moved the ECI to stake claim to the party and its symbol.

The faction led by Sharad Pawar recently submitted its response to the poll panel over a petition filed by the Ajit Pawar group, in which it claimed that there was no dispute in the party, except that a few mischievous individuals defected for their personal ambitions.

When asked about the rival faction's response, Ajit Pawar said, "I will speak about our stand at the rally in Kolhapur tomorrow. While both factions of the NCP have issued notices against each other, I think the Election Commission will make the right decision." 

On the Marathas' demand for reservation, he said, "We are working on the issue. A decision on providing quota to the community will be made by the court. We are trying to convince activist Manoj Jarange (to end his hunger strike), but are failing." 

The Maratha quota issue returned to centre stage when the police baton-charged a violent mob at Antarwali Sarati village in Jalna district last week after protesters allegedly refused to let authorities shift Mr Jarange to a hospital. His hunger strike entered the 12th day today.
