IIT Bombay Student's Death: Chargesheet Mentions Grades, Depression

A chargesheet filed by Mumbai police in connection with the alleged suicide of Indian Institute of Technology Bombay (IITB) student Darshan Solanki stated that he had sought help from someone for improving his academic performance and also mentioned depression.

The special investigation team of police on Tuesday filed a chargesheet against Arman Khatri, a fellow student, who had allegedly threatened Solanki over a religious comment. Khatri, arrested for allegedly abetting suicide, is currently out on bail.

Solanki, a first-year student of B Tech (Chemical) course hailing from Ahmedabad, allegedly jumped to death from the seventh floor of a hostel building on IITB campus in suburban Powai on February 12, 2023, a day after the semester exams ended.

Three weeks later, the SIT found a one-line note from Solanki's room saying "Arman has killed me".

Police had said earlier that Khatri allegedly threatened to kill Darshan with a paper cutter after the latter had spoken offensively' about religion.

The investigators recorded the statements of 55 witnesses including students and professors, the chargesheet said. Most of the student witnesses lived on the same floor of the hostel as Solanki.

Referring to certain phone chats between Solanki and Khatri, police said it was clear that Darshan was apologizing for the alleged communal remark he had made.

Some witnesses spoke about Darshan shivering when Arman threatened him and others trying to comfort him, the chargesheet said.

Solanki had told some witnesses that Khatri was influential and would not spare him, the chargesheet claimed.

He wanted to leave Mumbai but was scared that Khatri would come after him even then, some witnesses allegedly told the SIT.

On February 11 and 12 Solanki had fever, and his roommate gave him a blanket; it is assumed that he wrote the note mentioning Khatri on the back of a question paper before ending his life, the chargesheet said.

It also mentioned that a few days before his death, Solanki had a chat with another person on social media and spoke about some family issues as well as issues with the studies.

As per this conversation, he was unable to study well and did not score good marks which led to depression.

He requested the other person for guidance for improving his marks, the chargesheet said.

Kharif Harvest, Centre's Interventions Helped Contain Inflation: RBI

Inflation's upward pressures in the country on food items receded in the second half of the year 2022-23, with the robust kharif harvest and seasonal fresh crop arrivals as well as some easing in global food prices, the Reserve Bank of India said.

In its annual report for 2022-23, the central bank said there were upward pressures from an early onset of summer, heat waves and unseasonal rains on food prices in the first half of the year.

The report said the proactive supply-side interventions by the government also helped contain price pressures. "Timely beginning of the monetary policy tightening cycle with a cumulative increase in the policy repo rate by 250 bps since May 2022 helped ease demand pressures, anchor inflation expectations and contain the second-round impact of successive supply shocks," it added.

But for the timely monetary actions, inflation is estimated to have been higher by 90 bps, RBI said in the report. Geopolitical dynamics and possible weather disturbances overcast the outlook for inflation in India, it added.

Headline consumer price index-based (CPI) inflation (or retail inflation) gradually declined from its peak of 7.8 per cent in April 2022 to 5.7 per cent in March 2023. India's retail inflation was above RBI's 6 per cent target for three consecutive quarters and managed to fall back to the RBI's comfort zone only in November 2022.

Raising interest rates is a monetary policy instrument that typically helps suppress demand in the economy, thereby helping the inflation rate decline and vice versa.

"Common shocks emanating from the war in Ukraine - high food, energy, and other commodity prices - and the globalisation of inflation to multi-decadal high levels exerted sustained upside price pressures in India, leading to inflation remaining above the upper tolerance level of 6 per cent over 10 consecutive months (January-October 2022)," RBI said in the report.

Inflation eased somewhat during November-December 2022 on seasonal easing in food prices, before rising again during January-February 2023 and moderating to 5.7 per cent in March 2023, it added.

Monetary tightening by major economies and associated volatility in financial markets led to imported inflation pressures, the central bank said, adding, "input cost pressures from high industrial raw materials prices, transportation costs, and global logistics and supply chain bottlenecks impinged on core inflation."

The central bank said robust agriculture production buoyed by expectation of a bountiful rabi harvest and resilience in allied sector activity were also brightening the outlook for rural demand.

The report said risks to inflation have moderated with downward corrections in global commodity and food prices and easing of the pass-through from high input cost pressures of last year.

Globally, the cumulative increase in policy repo rate by 250 bps last year would steer the disinflationary process, along with supply-side measures to address transient demand-supply mismatch due to food and energy shocks, according to the report.

With a stable exchange rate and a normal monsoon - unless an El Nino event strikes - the inflation trajectory is expected to move down over 2023-24, with headline inflation edging down to 5.2 per cent from the average level of 6.7 per cent recorded last year.

Kapurthala Factory Was To Make 32 Vande Bharat Trains In 2022, Delivered 0

Railways' premier production unit, the Rail Coach Factory, Kapurthala, failed to deliver even one Vande Bharat train in 2022-23 against a projected target of 32, documents have revealed, with the unit blaming its suppliers for not providing electrical components for the train sets.

The failure of the factory to achieve its targets, sources told Press Trust of India, could affect the Railways' ambitious plans of running 75 Vande Bharat trains by August 2024.

The coach factory did not just fall short of its target to produce Vande Bharat trains, but also in the overall the production of all kinds of coaches.

The factory saw a major shortfall in production at the end of FY 2022-23, having manufactured 1,478 coaches against a target of 1,885, according to a document accessed by news agency PTI.

The factory could manufacture only 153 3HP MEMU trains till March 2023, against a target of 256, and also fell short of its target for LHB coaches, manufacturing 1,325 of it against the goal of 1,520. Officials said the production of Vande Bharat trains in the factory is likely to begin by September 2024.

This year, the Railway Board has given RCF Kapurthala a target of 64 Vande Bharat Express trains.

A senior ministry official said the RCF has not yet completed the process of approving the design sent by French multinational rolling stock manufacturer, Alstom, for Vande Bharat trains.

Out of 92 designs, only four have been approved, a delay that precludes any possibility of start of production of the semi-high speed trains in the current financial year.

The rail factory has however put forth a series of reasons explaining why the production of various coaches and variants have been delayed.

According to the document, it said its production rate was affected by a spike in prices of raw materials which led to short fall in supply of trade items such as seats-berth, 60 KVA transformer, switch board cabinet, and shell components/ sub assemblies.

"There was serious shortage of wheel supply from May to September 2022 leading to loss of production. Production of 87 coaches was lost on this account. The delay in supply of electrics by BHEL resulted in production loss of MEMU rakes. VB Trainset Coaches delayed as RCF did not get electrics from M/s Medha," the document said.

Desperate to lineup 75 trains by August 2024, the Railways has put into service every factory at its disposal -- not just the RCF, but even Modern Coach Factory, Rae Bareilly, Latur Rail Coach Factory and BHEL.
