Wagner Chief Still In Russia Says Belarus President

Wagner chief Yevgeny Prigozhin is still in Russia, Belarus's president said Thursday, raising questions about the deal to end the mercenary leader's mutiny last month.

Rescue workers meanwhile were clawing through rubble in the UNESCO-protected western Ukrainian city of Lviv, which was hit by a Russian missile early Thursday that killed four and injured dozens more.

Belarus leader Alexander Lukashenko mediated a deal to end Prigozhin's revolt -- the most serious challenge to Russian President Vladimir Putin's rule -- that was to see the mercenary head into Belarusian exile.

"As far as Prigozhin is concerned, he is in Saint Petersburg... He is not in Belarus," Lukashenko, who has ruled isolated Belarus for nearly three decades, told reporters from foreign media outlets in Minsk.

Speaking in the presidential palace, Lukashenko said he knew "for sure" that Prigozhin was a free man, adding: "I spoke to him on the phone yesterday".

The Kremlin replied by saying it was "not following" Prigozhin's movements, nearly two weeks after the June 23 mutiny that saw armed fighters on the march toward Moscow.

Lukashenko said that members of Prigozhin's Wagner mercenary group have not established a base in Belarus yet, despite an offer from the Kremlin for those who took part in the failed mutiny to do so.

"At the moment the question of their transfer and set-up has not been decided," Lukashenko said.

Images broadcast by Russian media on Wednesday showed police entering Prigozhin's residence, a vast and luxurious mansion with a helicopter parked in the grounds, reportedly on June 25.

- 'Vicious' attack -

Lukashenko's comments came hours after what Lviv's mayor said was the biggest attack on civilian infrastructure in the city since the start of the Russian invasion last February.

While Russia regularly pounds Ukraine with missiles, artillery and drones, the Lviv region in the west, hundreds of kilometres from the frontlines and near the Polish border, has largely been spared the aerial onslaughts.

The US embassy in Ukraine described the attack as "vicious" and said in a tweet that "Russia's repeated attacks on civilians are absolutely horrifying."

"We will not stand by and will continue to strengthen Ukraine's ability to defend itself," it added.

Interior Minister Igor Klymenko wrote on Telegram that the missiles had struck a residential building.

"The 3rd and 4th floors in two sections of the house were destroyed," he said.

At least four people had been killed in the attack and 32 were wounded, including a child, the emergency services said later, updating an initial toll.

The attack came as President Volodymyr Zelensky, who vowed a tangible response to the strike, arrived for an official visit in Bulgaria, a major ammunition producer and supporter.

- 'Ceiling started to fall' -

Rescuers were working to reach those still trapped, and AFP footage showed emergency responders clearing rubble and wood from the gutted first floor of a building in Lviv.

Cars covered in dust and with their windows blown out lined a pavement piled with debris.

One elderly woman carried a cage with a bird inside away from the scene.

"I woke up from the first explosion, but we didn't have time to leave the apartment," Olya, 37, told AFP.

"There was a second explosion, the ceiling started to fall, my mother was immediately hit," she said.

"I got to the window, started screaming, and in about half an hour the rescuers got to me, took me out and took me to the 8th hospital," Olya added.

"I came back and found out that my mother had died, my neighbours had died. At this point, it seems that I was the only one who survived from the fourth floor. It's a miracle."

More than 50 apartments were "ruined" and a dormitory at Lviv Polytechnic University was damaged, Mayor Andriy Sadovyi posted on Telegram.

An office building had been damaged and a school building had been destroyed, he said, later announcing two official days of mourning.

Zelensky said on social media that "Russian terrorists" were responsible for the destruction, adding: "There will definitely be a response to the enemy. A tangible one."

- 'Sorting through debris' -

On June 20, Lviv was hit by a major Russian drone assault that also targeted other cities including Kyiv.

Ukraine has recently bolstered its air defence systems with Western-supplied weapons and the number of Russian missiles and drones breaking through has diminished.

But the spokesman for Ukraine's air force, Yuriy Ignat, recently said that newly supplied systems were still insufficient to cover the whole country.

Slow weapons deliveries to Ukraine delayed Kyiv's planned counteroffensive, allowing Russia to bolster its defences in occupied areas, Zelensky said in a TV interview broadcast Wednesday.

"Our slowed-down counteroffensive is happening due to certain difficulties in the battlefield. Everything is heavily mined there," he told CNN via a translator in the pre-taped interview.

Zelensky announced his arrival in Bulgaria on social media saying he had plans to meet with his counterpart Rumen Radev and Prime Minister Nikolay Denkov.

UK Tourist Who Defaced Colosseum Says He Did Not Realise How Old It Was

A Bristol fitness instructor who inscribed his name on the Colosseum wall pleads with Italian authorities for their pardon after the video of the incident sparked condemnation.

According to the BBC, UK-based Ivan Dimitrov made the comment in a letter of apology to Rome's mayor, saying he understood "the seriousness of the deed".

He etched "Ivan + Hayley 23" his and his girlfriend's names-on the 2,000-year-old amphitheatre with a key. His actions in June were filmed by a bystander and sparked condemnation.

Dimitrov extended his "sincere and heartfelt apology to the Italians and to the entire world."

"I admit with profound embarrassment that only after what regretfully happened did I learn of the antiquity of the monument. He added that he praised those who "guard the inestimable historical and artistic value of the Colosseum with dedication, care, and sacrifice."

Before giving the recording to security personnel, the person who had videotaped Dimitrov had verbally warned him.

The video of the incident was posted on YouTube and disseminated on social media.

Dimitrov might be punished with a fine of up to 15,000 euros and a two- to five-year prison sentence if found guilty of a crime.

"Haven't Committed Any Crime Why Should I Leave Pak": Imran Khan

Accusing his 'political opponents' of being "out to kill him", Pakistan Tehreek-e-Insaaf (PTI) Chairman Imran Khan said that he would stay in Pakistan and contest all court cases despite his well-wishers abroad urging him to leave the country, Dawn reported.

In a video address from his Lahore's Zaman Park residence on Wednesday, Khan said his well-wishers called him and said that Pakistan's establishment and all political parties were against him and they had already "imprisoned" the whole PTI.

"I have not committed any theft or crime. Why should I leave Pakistan?" he asked. "I am standing here alone because I have faith in Allah," Dawn quoted the former PM as saying.

Last month, the government restricted Khan, his wife and hundreds of political aides from travelling abroad after the PTI chief's arrest on May 9 sparked violent protests across the country.

The PTI Chairman alleged that six more FIRs had been registered against him, taking the tally to 180 cases, and he was running from one court to another to get bail in "fake cases".

The former PM further stressed that his party lawyers, leaders and workers should get "cases registered against the police officers who he said were using high-handed tactics against citizens, including family members of PTI leaders and workers," Dawn reported.

"The nation must not continue bearing oppression but stand against it peacefully," he added.

Earlier on Monday, Imran Khan lashed out at the Shehbaz Sharif government, and alleged that the administration has "made a plan" to put him in jail and the whole episode that transpired over his arrest was "pre-planned".

Addressing the nation, former PM Imran Khan said, "I want the nation to know how a plan has been made to arrest me on the basis of false and baseless cases. A lawyer is killed in Quetta and without any investigation and proof. Shahbaz Sharif's advisor comes on TV on the same day and says that the murder was done by Imran Khan and later the video of the same lawyer's widow shows who did it".

On May 9, this year, former PM and PTI Chairman Imran Khan was arrested from inside the High Court in Islamabad by National Accountability Bureau (NAB) on the charges of corruption in connection with the Al-Qadir Trust, which he owns alongside his wife, Bushra Bibi.

Following Khan's arrest, his party called for demonstrations, which turned violent at many places. The administration resorted to crackdown and many arrests were made across the country. The people accused in the May 9 violence are being tried at military courts.

Assam Chief Minister Urges Banned Outfit ULFA(I) To Join Peace Talks

Assam Chief Minister Himanta Biswa Sarma on Thursday reiterated his appeal to ULFA (Independent) chief Paresh Barua to come forward for peace talks, as it is the "only" militant outfit yet to do so.

Mr Sarma said he is certain that the ULFA (I) will soon step forward for peace talks.

"All insurgents outfits, barring the ULFA (I), have come forward for peace talks and resolved various disputes," he said, while speaking at the arms-laying ceremony of eight Adivasi insurgent outfits here.

Altogether 1,182 cadres of the outfits, which had signed a peace agreement with the central and Assam governments, on Thursday formally deposited their arms to Mr Sarma.

"The new generation in Assam focuses on development to solve problems, and we have been able to translate the dreams of youths across the state to reality.

"Our efforts to provide one lakh government jobs to youths have resulted in enhancing their confidence and creating an atmosphere of positivity," Mr Sarma said.

The CM claimed there is no ethnic violence in any part of Assam, and that a new bridge of harmony has been established among all communities.

''Whether it is the Adivasis, tribals, scheduled castes, backward castes; all are asserting their rights and contributing to the all-round development of the state," he said.

Mr Sarma said he was "sure" that soon the ''ULFA(I), too, will sit for negotiations and try to solve the problems of the state in a peaceful manner"'.

The chief minister, on assuming office in 2021, had appealed to the ULFA(I) to come forward for talks, but not much progress has been made in this direction.

Mr Sarma on several occasions has mentioned that the ULFA(I) talks about "sovereignty", which he as the CM cannot constitutionally negotiate.

The pro-talk ULFA faction, led by Arabinda Rajkhowa, had entered into talks with the government in 2011 and in April this year. Mr Sarma had announced that an agreement may be reached with it in May, but there has been no further information in this regard.

Heavy Rain In Kerala Displaces Hundreds 2 Rivers Cross Danger Mark

Heavy rainfall in Kerala for the last few days has displaced hundreds and triggered a flood alert for several areas. Two rivers are also flowing over the danger mark and authorities have issued a warning against going to beaches or hilly terrain. 

The India Meteorological Department has issued a red alert for the Kannur and Kasaragode districts and orange alerts, which are second stage warnings, have been issued for seven districts. 

Flooding caused by rising river waters, as well as homes damaged by falling trees, have displaced hundreds of people. Kerala Chief Minister Pinarayi Vijayan had said in a Facebook post yesterday that 879 people have been shifted to 47 relief camps in Kasaragod, Pathanamthitta, Alappuzha, Kottayam, Ernakulam and Malappuram districts.

Flash floods have occurred in the Kannur and Mallapuram districts and the Central Water Commission has issued a flood alert for several rivers. The Pamba and Manimala rivers, which pass through central and southern Kerala, have crossed the danger mark. 

Educational institutes have also been shut in four districts. The intensity of rainfall in Kerala is, however, expected to ease tomorrow and the red and orange alerts may be lifted. 

In Karnataka, flood alerts have been issued for the Dakshina Kannada and Udupi districts and educational institutes will stay closed tomorrow as well. 

Rainfall alerts have also been issued across Goa and schools have been shut. News agency PTI reported that a 56-year-old woman, Florina D'Souza, was swept away in flood waters when she went to a paddy field with another woman in Naqueri Betul village of South Goa last evening. The other woman managed to hold on to a tree to save her life.

KCR To Skip PM Modi's Telangana Event On Saturday

Telangana Chief Minister K Chandrashekar Rao is most likely to skip Prime Minister Narendra Modi's program once again on July 8 at Warangal where PM Modi is going to lay the foundation for several developmental projects worth Rs 6,100 crore including for highways and railway wagon manufacturing unit.

Bharat Rashtra Samithi (BRS) leaders were demanding the Centre to allot a Coach factory to Telangana but PM Modi is going to lay a foundation stone for a Wagon Manufacturing Unit on which BRS leaders already expressed concern.

This is not the first time that KCR will skip PM Modi's events.

Last time, on April 8, when KCR did not receive PM Modi at the airport, former Member of the Legislative Council and Bharatiya Janata Party (BJP) leader N Ramchander Rao had said that Prime Minister Narendra Modi visited Telangana five times in 14 months but Chief Minister of the state K Chandrasekhar Rao received him not even once.

Talking to ANI, Mr Rao said, "In the last 14 months PM visited the state five times and not even a single time CM received the PM as per the protocol."

"The CM of Telangana is not behaving according to the status and stature and not following the protocol of the state. CMs like Pinarayi Vijayan of Kerala and MK Stalin of Tamil Nadu are also politically and ideologically opposed. But they both have the humility to receive PM Modi as per the protocol though they are politically opposed to BJP", Mr Rao added.

He said that the people of Telangana will teach KCR a lesson. "Earlier Rajiv Gandhi and NTR had bitter political differences, yet NT Rama Rao came to receive Rajiv Gandhi. That is the political culture a democracy requires. Today the behaviour of CM is deplorable, and condemnable and Telangana people are being insulted by CM KCR. The people in Telangana will teach him a lesson", he said.

Earlier this year, in April, Telangana Chief Minister K Chandrashekar Rao skipped Prime Minister Narendra Modi's programme where he inaugurated several development projects for the poll-bound state.

Chief Minister KCR was invited following the protocol. KCR also did not receive PM Modi at Begumpet airport upon his arrival.

KCR's Bharat Rashtra Samithi (BRS) has been at loggerheads with the BJP, which is trying to make political and electoral inroads into Telangana. Assembly election in the state is due this year.

KCR, on the other hand, is trying to expand his party to other states as part of its national ambitions.

Last year, KCR renamed his party -- Telangana Rashtra Samithi (TRS) -- to Bharat Rashtra Samiti (BRS), marking the first step toward becoming a national party to counter the BJP in the 2024 Lok Sabha polls. He was also seen putting in efforts to unite the opposition parties for a united fight against BJP in next year's general elections.
