Teacher Given 'Triple Talaq' By Husband In Front Of Students In UP: Police

A man reached a private school in UP's Barabanki and gave "triple talaq" to his wife in front of all her students while she was taking a class, police said on Thursday.

They said a case has been registered against the woman's husband.

The woman, in her complaint to the police, alleged that she was given "triple talaq" by her husband after he arrived at her school. The man, identified as Mohammad Shakeel, had returned from Saudi Arabia.

The woman told the police that her in-laws used to torture her for dowry after her marriage with Shakeel, a resident of Firozabad district, three years ago on September 1, 2020.

She alleged that her husband, mother-in-law and other people used to beat her up for dowry. She said her in-laws also threatened to drive her out of the house if she did not bring dowry and finally sent her to her maternal home. She said her husband then went to Saudi Arabia without informing her, police said.

The woman said she had been living at her maternal home since then and worked as a teacher at a private school, they said.

On June 28 this year, the woman's husband returned from Saudi Arabia and arrived at her maternal house in Barabanki on July 10. He asked her to come home with him but she said she could not return immediately, police said.

The woman said her husband stayed with her for six days and then left for home, they said.

He arrived at her school on August 24 and pronounced "triple talaq" on her in front of the students while she was taking a class, police said, quoting the complainant.

Station House Officer, Kotwali city, Sanjay Maurya said a case has been registered against the man and investigation launched.

The case has been registered under Indian Penal Code sections related to assault, intimidation and dowry harassment as well as the Muslim Women (Protection of Rights on Marriage) Act, 2019, he added.

The practice of triple talaq had been declared illegal and unconstitutional in the country in 2019.

INDIA Bloc Has Several Choices For PM Post, BJP Has One: Uddhav Thackeray

Shiv Sena (UBT) chief Uddhav Thackeray on Wednesday said the opposition INDIA bloc has several choices to project as the prime ministerial candidate, while the Bharatiya Janata Party (BJP) has only one.

He was addressing a press conference at the Grand Hyatt Hotel, the venue of the two-day INDIA meeting that is scheduled to begin on Thursday.

"The question about choice for the prime minister's post should be asked to the BJP, which has only one choice that we have seen for the last nine years. INDIA alliance has several choices for the PM post. What choices does the BJP have?" Uddhav Thackeray said in response to a question.

He also took a swipe at the Centre over its decision to slash by Rs 200 the LPG prices per cylinder as a "Raksha Bandhan" gift.

The government announced the cut in domestic cooking gas prices on Tuesday.

"Was there no Raksha Bandhan in the last nine years? As INDIA (alliance) progresses, the LPG cylinders will be given for free. No matter what they do, people are smart and understand everything," Uddhav Thackeray said.

Replying to a question on the Niti Aayog's masterplan for the economic transformation of the Mumbai Metropolitan Region (MMR), Uddhav Thackeray said his party would oppose any such a move of the central government's intervention.

On whether a convenor would be appointed for the INDIA alliance, the former Maharashtra chief minister said, "Let's wait for the meeting and deliberations to take place." In a swipe at the ruling alliance led by the BJP, he asked, "Does anyone know who the National Democratic Alliance (NDA) convenor is."

Assam To Build 1,000 New Bridges By 2026: Himanta Biswa Sarma

Assam Chief Minister Himanta Biswa Sarma on Wednesday said his government will soon start construction of 1,000 bridges across the state.

Inaugurating a 2.6-km-long flyover from Kamakhya Gate to Maligaon in Guwahati, touted to be the longest in Assam, Himanta Sarma said the state government has completed 842 small and big bridges in recent times.

"I am happy to announce that work for another 1,000 bridges will be taken up soon. All these projects will be completed by 2026. People say that Guwahati is Northeast's gateway, but we want to make it a gateway for South East Asia," he said.

"Today we are opening the 'Neelachal Flyover' for the public. This was constructed on one of the busiest roads of Guwahati, and it was a huge challenge for the PWD department to complete on time," he said.

The state's PWD department carried out the project at an investment of Rs 420 crore.

"It required 18,000 MT of cement, 20,000 cubic MT of sand and 7,500 MT of steel, besides other materials," Himanta Sarma said.

The chief minister also listed out around a dozen road projects in Guwahati and other towns of Assam, which are in different stages of planning and execution.

"At present, work on 22 big projects like flyovers and bridges over the Brahmaputra is underway. Out of these, 21 are at the last stage of completion," he said.

Woman Kills Husband With Help Of Lover For Opposing Their Relationship: Goa Cops

Goa Police on Wednesday cracked the brutal murder of a 39-year-old man in Bicholim town, eight hours after the matter came to light, and arrested the wife of the dead and her paramour, an officer said.

The body of Ramesh Siddagoli was found on a bridge at Bicholim, around 28 km from Panaji, on Wednesday morning.

After the preliminary investigation, police tracked down Ramesh's wife Sangita Siddagoli (29) and her paramour Ramu Gawali (50) at Thivim railway station and arrested them when they were trying to flee.

Ramu Gawali is the brother-in-law of Sangita, police said.

As per the preliminary investigation, they stabbed Ramesh Siddagoli in the back with a sharp weapon on Tuesday night after he objected to their illicit relationship.

The victim, who hailed from Maharashtra, was working as a migrant labourer in Goa, according to police.

Further investigation is underway.

Delhi Metro Records Highest-Ever Count Of Passengers On August 29

The Delhi Metro on August 29 registered the highest-ever count of daily passenger journeys -- 69.94 lakh -- surpassing the record it set a day earlier.

The corresponding figures on August 28 had stood at 68.16 lakh.

Journey or line utilisation is calculated by the number of corridors passengers use to reach their destinations.

"Delhi Metro's mission of providing a comfortable journey to its commuters is scaling new heights every day and as a result Delhi Metro once again set a new milestone on 29th August 2023 when more than 69 lakh passenger journeys were performed in the metro in a single day," the DMRC said in a post on 'X', formerly known as Twitter.

Before Monday, the highest passenger journey count was 66,18,717, recorded on February 10, 2020, just before the pandemic disrupted travel patterns and routines.

Of the total journeys recorded Tuesday, the Red Line accounted for 7,65,059 journeys, Yellow Line - 19,11,239, Blue Line -- 14,90,171, and Airport Express Line -- 61,041, among other corridors, according to data shared by the DMRC.

In January this year, the average passenger journey count stood at 49,33,458 while the March figure was 50,83,204, officials said.

In June and July, the corresponding figures stood at 54,54,304 and 55,96,595.

Longest-Ever Amarnath Yatra Draws To A Close, No Terror-Incident Reported

The longest-ever Amarnath yatra, lasting 62 days, is nearing its completion and has been incident free this year as more than four lakh seventy thousand pilgrims did darshan.

"Resolve of the government supported by locals of Kashmir ensured that the Yatra not only remained terror-incident free but also no law and order issue was also reported during the days yatra was on," a senior official in the Ministry of Home Affairs said.

The 62-day long Amarnath Yatra commenced on July 1 and is set to end on August 31. Till August 21 more than 4.70 lakh people paid obeisance at the holy cave. Last year total of 3,04,493 pilgrims performed darshan.

The Yatra, however, has been suspended since last nine days due to weather conditions.

"Amidst elaborate security arrangements by J&K Police, CAPFs and UT administration, the yatra has been incident free with excellent arrangements for langar, health-care, sanitation and transportation," a senior official in charge of operation said.

According to him security apparatus in the valley was at an all-time high during the yatra period.

"Hi-tech equipment including drones, advanced technical instruments etc were deployed while quick response teams, avalanche rescue teams, medical teams and NDRF teams have ensured safe passage of devotees in the difficult mountainous terrain," he explained.

The Yatra this year also witnessed foreign pilgrims from the USA, Nepal, Singapore, Malaysia and South-Korea.

Several distinguished personalities from various walks of life including badminton player Saina Nehwal, Bollywood actress Sara Ali Khan, spiritual guru Jagadguru Ramanandacharya Swami also visited the holy cave.

Commemoration of Kargil Diwas was also honoured at all yatra base camps.

"Kashmir is on path of peace and recovery from old days of strikes. Security forces managed to provide full security cover to G20 summit first and then Yatra," a senior functionary of JK administration said.

The weather favoured the yatra. However, 46 yatris lost their lives due to different health reasons. Last year, 71 deaths were reported.

The saffron-robed holy mace of Lord Shiva, popularly known as 'Chhari Mubarak', Tuesday reached Sheshnag where it will halt for the night before heading for the Amarnath holy cave shrine, officials said.

Amidst religious chants, the Chhari was taken from Chandanwari to Sheshnag by Mahant Deependra Giri, the custodian of the holy mace.

1984 Anti-Sikh Riots: Court To Hear Case Against Jagdish Tytler On Sept 6

A Delhi court will hear on September 6 the Pul Bangash killings case against Congress leader Jagdish Tytler. Three people were killed and a gurudwara was set ablaze in Pul Bangash area of the national capital during the 1984 anti-Sikh riots.

Additional Chief Metropolitan Magistrate Vidhi Gupta Anand granted Tytler time to argue his case after going through certain documents supplied by the CBI.

"Accused seeks some time for advancing submissions stating that some time is required to go through the reply as well as the documents supplied by PP (public prosecutor) for CBI. Heard. In the interest of justice, matter is adjourned," the judge said.

A sessions court had earlier granted anticipatory bail to Tytler on a personal bond of Rs 1 lakh and one surety of the like amount.

It had also imposed certain conditions on him, including that he will not tamper with the evidence in the case or leave the country without permission.

Three people were killed and a gurdwara was set ablaze in Pul Bangash area here on November 1, 1984, a day after the then prime minister Indira Gandhi was assassinated by her Sikh bodyguards.

CBI Case Against Enforcement Directorate Officer Probing Liquor "Scam"

The Central Bureau of Investigation has filed a case against a senior official of the Enforcement Directorate and the chief of hotel chain Claridges, in connection with the ongoing investigation in the Delhi liquor scam. The case names Pawan Khatri, Assistant Director of the ED, Vikramaditya Singh, the chief of Claridges Hotels and Resorts, and Deepak Sangwan -- an employee of Air India.

The ED is probing the Delhi liquor policy money laundering case involving former Deputy Chief Minister Manish Sisodia and others, in which Amandeep Singh Dhall is also an accused. He was arrested by the agency earlier this year.

The ED has claimed Pawan Khatri, and Nitesh Kohar, a clerk in the ED, had allegedly received Rs 5 crore as bribe through conduits to help Amandeep Singh Dhall.

According to the complaint, Dhall and his father Birender Pal Singh informed ED officials that they have given Rs 5 crore to Praveen Vats, a Chartered Accountant, between December 2022 and January 2023 to "arrange help" in the ED investigation in the case against Dhall.

In its complaint to the CBI dated August 7, the ED said Praveen Vats and Deepak Sangwan, the Air India employee, had taken Rs 5 crore from Dhall on the pretext of helping him in the liquor policy money laundering case through Pawan Khatri.

"Vats stated that of the amount received from Dhall, 50 lakhs was given to Sangwan and Khatri as advance as demanded by them in mid-December," the agency alleged in its complaint.

As Dhall was arrested in March this year, his father demanded a refund. On June 29, Rs 1 crore was returned to him in the presence of Khatri, as stated by Vats.

In his statement, Vikramaditya Singh has said that Aman Dhall had approached him for help and he had asked Vats to help him. Vats had told him that "after deducting expenses with ED officials and other expenses, remaining amount will be divided between them equally," the ED's complaint read.

Following the complaint, the CBI registered a corruption case against Khatri, Kohar, Sangwan, Vats, Vikramaditya Singh, Amandeep Singh Dhall and BP Singh for allegedly influencing ED's investigation in Delhi liquor policy case through bribes.

Ukrainian Sisters Detained For Twerking On Soldiers' Graves In Kyiv

Two Ukrainian women were detained after a video of them dancing and twerking on the graves of dead soldiers went viral.

The video which was originally posted on Instagram by a user named 'vl_lindermann' shows sisters filming their dancing on the graves of dead soldiers on August 24, Ukraine's Independence Day. The clip shows the photos of the soldiers who lost their lives. Later, however, the video was removed, and the user posted an apology on Instagram, saying that they were visiting their father's grave. The video soon circulated across social media platforms.

According to RT.com, the Ukrainian police claim they came across the clip on Thursday evening. "In less than an hour, law enforcement officers had established [the women's] whereabouts and brought them to the police department," a statement by the Kyiv police said on Friday, adding that the two sisters "face up to five years behind bars" on charges of "desecration of soldiers' graves."

It was later revealed that the two sisters came to the cemetery to honour the memory of the fallen... in such a way. The Ukrainian police later published the pictures of the two women, still dressed in the same clothes they were wearing in the video, accompanied by a police officer.

Internet users were not happy with the video. A user Reddit user commented, "Lack of respect."

"Lack of brains in the first place," another user commented.

"Disgusting," the third user wrote.

"God, the amount of people claiming that this is a "Ukrainian thing" in that original thread is sad," the fourth user commented.

"These girls, most probably lack of attention, so government and society can give it with social matter job, like cleaning cemetery or doing some other job for few weeks/months as a consequence," the fifth user wrote.

No Law Gives Right To Husband To Beat, Torture Wife: Delhi High Court

No law gives the right to a husband to beat and torture his wife, the Delhi High Court has held while granting divorce to a woman on the grounds of cruelty and desertion by the man.

The high court said, in this case, it has been proved that the man failed to resume companionship with his wife and not only did there exist physical separation but it was also coupled with "animus" of not bringing her back to the matrimonial home.

Taking into account the medical documents of the woman, the high court said in the absence of any rebuttal by the man, it has to be held that the woman's testimony of being subjected to physical assault stands corroborated by the medical documents.

"Merely because the parties got married and the respondent (man) was her husband, no law gave him the right to subject his wife to beatings and torture. Such conduct of the respondent necessarily qualifies as physical cruelty entitling the appellant (woman) to divorce under Section 13(1) (ia) of the Hindu Marriage Act (HMA), 1955," a bench of Justices Suresh Kumar Kait and Neena Bansal Krishna said.

The court noted that the man, who was present before it at the time of the passing of the verdict, had no objection to the grant of divorce.

"We accordingly find merit in the appeal and the marriage between the appellant and the respondent is hereby dissolved," the bench said.

The high court was hearing an appeal filed by the woman challenging the decision of a family court which had dismissed her petition seeking divorce from the man on the grounds of cruelty and desertion.

The high court noted that the woman had deposed that she was left at her parental home on May 11, 2013, in an injured condition and thereafter despite her efforts, the man refused to take her back to the matrimonial home.

It said the man has also not countered the woman's argument that she was not brought back to the matrimonial home, for which there existed no reason.

"It is proved that the respondent had failed to resume the companionship with the appellant and thus not only there exist physical separation but it was also coupled with 'animus' of not bringing back the appellant to the matrimonial home.

"The respondent had no intention of resuming the matrimonial relationship which also got reflected when he chose not to contest the petition. The petition for divorce has been filed after more than two years of separation and therefore the appellant is also entitled to divorce on the ground of desertion under Section 13 1 (ib) of the HMA," the high court said.

According to the woman's plea, she and the man got married in February 2013 and they have been living with the family of the man's maternal aunt since his parents died a long time back.

The woman claimed that soon after the marriage, she was subjected to physical and mental torture and various atrocities were meted out to her which she continued to tolerate in the fond hope that with the passage of time, things would get settled.

However, the atrocities of the man and his family members kept increasing as they wanted to get rid of her so that the man could re-marry into an affluent family, the plea said.

The woman claimed that there was repeated demand for dowry and she was deserted by the man who refused to take her back to the matrimonial home.

On Kota Suicides, Rajasthan Minister Lists Causes Of Stress In Students

Expressing concern over the increase in student suicides in Kota, a Rajasthan minister on Monday said the burden of education loans on parents is one of the causes of stress among aspirants and that the Centre must formulate a policy so that parents don't have to borrow money for education.

Two students, preparing for competitive exams in Kota, died by suicide on Sunday in a span of four hours. According to authorities, 22 students have died by suicide so far in the coaching hub this year -- the highest for any year. Last year, the figure was 15.

"The pressure of studies is there. Apart from this, several students have the burden that their parents have borrowed money for their studies. So they worry, if they fail, what will happen to their parents," Public Health and Engineering Department (PHED) Minister Mahesh Joshi said.

He said the students live away from their homes and parents and this too is an additional burden on them which leads to suicides.

"The central government should make a policy regarding coaching institutes. There should be a system wherein parents do not have to take loans as it puts too much pressure on the students to succeed," he said.

"The students think, "What will happen (to my family) if I do not succeed?" as their parents have taken huge loans to educate them," he said.

Over two lakh students move to Kota annually to prepare for competitive exams such as the Joint Entrance Exam (JEE) for engineering and the National Eligibility-cum-Entrance Test (NEET) for admission to medical colleges.

Earlier, the authorities in Kota asked coaching institutes to stop conducting routine tests for students preparing for the NEET and other competitive exams for the next two months in the wake of these suicides.

Opposition INDIA Set For Next Round Of Meet, Due In Mumbai By Month-End

The Opposition Bloc INDIA will have its third meeting in Mumbai on August 31 and September 1, the Uddhav Thackeray faction of Shiv Sena (UBT) has announced. The party will host the meet, where the united Opposition is expected to draft its Common Minimum Programme.

There is expectation that an 11-member coordination committee will also be named, "At that meeting in Mumbai, we will decide on who the 11 will be, who the Convenor will be, etc. These are small things," Congress's Mallikarjun Kharge had said.

The meet comes days after the Opposition's No-Confidence Motion against the Narendra Modi government -- and the plan to compel him to speak on Manipur -- collapsed. The Prime Minister briefly mentioned Manipur only after a walkout by the Opposition, conducted after 90 minutes of his speech.

With that background, the Opposition seems to have its work cut out, figuring out a fail-safe roadmap for the next round of assembly elections and the general election next year.

The question of Opposition unity, too, needs to be settled in view of some comments by leaders of Arvind Kejriwal's Aam Aadmi Party, whose fragile peace with the Congress appears to be perpetually under threat.

The Shiv Sena UBT, which issued the invite, posted a teaser video on X, formerly Twitter, drawing on visuals from the earlier meetings of the new bloc, which announced its name in Bengaluru last month.

"Those who want to bring dictatorship in the country, We will be against them!" reads a rough translation of the caption.

Congress's Mallikarjun Kharge, Sonia Gandhi, Rahul Gandhi, chief ministers MK Stalin, Nitish Kumar, Arvind Kejriwal, Hemant Soren, Mamata Banerjee and RJD chief Lalu Prasad were among those who took part in the two-day meet. Sharad Pawar, whose party underwent a split in June with the rebellion of nephew Ajit Pawar, also joined in.

Announcing the new name for the Opposition Bloc in Bengaluru, Rahul Gandhi had said: "The fight is between NDA and INDIA, Narendra Modi and INDIA, his ideology and INDIA… The fight is about two different ideas of India... The fight is for the voice of the country."

Calling the bloc "old wine in new bottle", the BJP had pitched "Bharat" against "INDIA".

"Today people are seeing who all are a part of NDA. They work for the shoshit and vanchit, adivasis and peechhdas (exploited and deprived, tribals and backward communities)... It is dedicated to the people of the country," PM Modi had said.

"Its motto is Nation First, Progress First, Empowerment of the People First... NDA is doing social justice as envisioned by Gandhi and Ambedkar," he had added.

PM Modi To Give 51,000 Job Letters At Nationwide 'Rozgar Mela' Tomorrow

Prime Minister Narendra Modi will distribute more than 51,000 appointment letters to newly-inducted recruits on Monday via video conferencing, his office said.

The Rozgar Mela will be held at 45 locations across the country, the Prime Minister's Office said in a statement.

Through this Rozgar Mela event, the Ministry of Home Affairs (MHA) is recruiting personnel in various central armed police forces (CAPFs) such as the Central Reserve Police Force (CRPF), the Border Security Force (BSF), the Shashtra Seema Bal (SSB), Assam Rifles, the Central Industrial Security Force (CISF), the Indo Tibetan Border Police (ITBP), the Narcotics Control Bureau (NCB) as well as the Delhi Police.

PM Modi will distribute more than 51,000 appointment letters to newly inducted recruits on 28th August, 2023 at 10:30 AM via video conferencing. The Prime Minister will also address the appointees on the occasion, the statement said.

The new recruits will be joining the various positions such as constable (general duty), sub-inspector (general duty) and non-general duty cadre posts in various organisations under the MHA, it said.

Strengthening of CAPFs as well as the Delhi Police will help these forces to play their multidimensional role more effectively like aiding in internal security, counter terrorism, combating insurgency, anti-left-wing extremism and protecting the borders of the nation, the statement said.

The Rozgar Mela is a step towards fulfilment of the commitment of the Prime Minister to accord highest priority to employment generation, it said.

The Rozgar Mela is expected to act as a catalyst in further employment generation and provide meaningful opportunities to the youth for their empowerment and participation in national development, the statement said.

The newly-inducted appointees are also getting an opportunity to train themselves through Karmayogi Prarambh, an online module on iGOT Karmayogi portal, where more than 673 e-learning courses have been made available for 'anywhere any device' learning format, it said.

Uttarakhand's Rishikesh-Gangotri Highway Closed For Traffic As Land Caves

Vehicular traffic was suspended on Sunday on the Rishikesh-Gangotri National Highway in Uttarkashi district after the land caved in, affecting a 100-metre stretch.

Officials said that the movement of vehicles has been stopped by the police and the Border Roads Organisation (BRO) due to damage to the road.

Land cave-ins have been occurring at this place for a long time but on Saturday night a large stretch of the highway was affected. The residents of the area claimed that such incidents have increased since the rise in the water level of the Tehri Dam reservoir.

On Sunday, the water level of the reservoir reached around 822.14 metres.

Due to the increase in the water level, about 100 meters of National Highway No. 94 is on the verge of collapsing into the reservoir.

Among the affected areas are Valmiki Mohalla, Public Works Department, Forest Department, Community Health Centre, Jakhwadi Mohalla, Jogath Road, Bijlwan and Ramola Mohalla, Arch Bridge to Peepal Mandi, Arch Bridge to Chinyalisaur, Hadiyari, Bandhangaon Motor Road and others located on the banks.

On August 25, BRO Assistant Engineer Vinod Kumar Deori, Tehri Hydro Development Corporation (THDC) India Additional General Manager Dinesh Shukla, Deputy Manager Atul Bahuguna and other officials visited the affected sites.

Former chairperson of the municiapl body Shurveer Rangad said that landslides and cave-ins have been increasing for the last five years in an area of ​about seven kilometres from Nagun to Badethi, for which THDC India has started work in the affected area.

Stating that the future of Chinyalisaur is in danger due to sinking of land at various places, Rangad said that if immediate action is not taken in this regard, the people of the affected area will protest against THDC.

Delhi Cab Driver Who Used To Rob Passengers Arrested

A 31-year-old cab driver was arrested for allegedly robbing a customer in south Delhi, police said on Sunday. The accused has been identified as Pankaj Sahni, a resident of Sangam Vihar, they said.

The robbery incident was reported at Defence Colony police station where the complainant stated that on the intervening night of August 20 and 21, he took a cab to go to his destination, a senior police officer said.

When he reached the South Extension-II bus stop, Sahni and his associate robbed his bag containing cash Rs 500 and a mobile phone on the point of a sharp weapon (scissor), the officer said.

During the investigation, it was revealed that Sahni and his associate were involved in multiple mobile phone robberies in the area of south Delhi. On Saturday at 3.40 pm, Sahni was arrested, Deputy Commissioner of Police (south) Chandan Chowdhary said.

He confessed his involvement in the robbery and disclosed that he is fond of drinking and living a lavish life. In order to fulfil his needs, he started robbing the passengers who used to book his cab, the DCP said.

A stolen mobile phone, a bag, a pair of scissors and a cab were recovered from him, police said.

Campaign Sign Of Indian-Origin Woman, Running For US Town Council, Defaced

The campaign sign of an Indian-origin woman running for a town council in the US state of North Carolina was vandalised, with a photo of a Black person's face superimposed over her face, according to a media report.

Sarika Bansal, the only person of colour running for the Cary Town Council this year, found a campaign sign of hers defaced on Thursday, The News & Observer newspaper reported.

Ms Bansal was attending the town council's regular meeting when she was informed that her campaign sign was found vandalised in the Highcroft Village neighbourhood in West Cary, where she is contesting for the seat.

Ms Bansal's head was seemingly scratched off, and a photo of a Black person's face was superimposed over her face on the sign, the newspaper reported on Friday.

She termed the incident "shocking" and said she was "truly saddened by the act of vandalism and racism" against her campaign.

"We must embrace diversity as a means of building strength and unity in our town. There is no place for bigotry and racism against people of colour, brown or Black, in the Town of Cary," she was quoted as saying.

In North Carolina, it is a class 3 misdemeanour for a person to steal, deface, vandalise or remove a political sign that is lawfully placed.

In a statement, Mayor Harold Weinbrecht said the town will do "everything we can to get to the bottom of this." "This racist, despicable act stands in stark opposition to the values we hold dear in Cary and will only serve to bring our community closer," Mr Weinbrecht said.

According to the report, Asian Americans make up 20 per cent of the 180,000-resident population in Cary.

"West Cary needs sustainable leadership," Ms Bansal said.

"Having diversity on the Town Council is going to help bring the change that we need today," she added.

A small business owner and resident of Cary, Ms Bansal started her business, Raj Jewels, in Morrisville five years ago. She has been active in local government in recent years.

In a statement on Friday, Sarika Bansal called on other candidates to "commit themselves to working for a Cary that accepts people of all backgrounds and colour." Bansal is in a three-way race with current Councilman Ryan Eades and newcomer Rachel Jordan for the town's District D seat.

If elected, Sarika Bansal would become the second woman of colour and the first Indian American to serve on the town council.

Cary's municipal election is on October 10, weeks before the county's Election Day on November 7.

Girl Killed By Father, 2 Brothers With Axe Over Talking To A Man In UP

A 17-year-old girl was allegedly hacked to death with an axe by her father and two brothers here on Saturday, police said.

The incident took place in her Muzaffarpur Tikri village in the Sarai Akil area, they added.

The victim, Preeti, used to frequently talk to a man from the same village over the phone despite her family members objecting to it, the police said.

Irked by Preeti's refusal to stop speaking to the man, her father Manrakhan Singh and two brothers Radheshyam Singh and Ghanshyam Singh allegedly killed her with an axe on Saturday, they added.

Superintendent of Police (SP) Brijesh Kumar Srivastava said the three accused have been detained and have confessed to committing the crime.

Strict legal action would be taken in the matter. the SP said, adding that the body has been sent for postmortem.

"We Were Sleeping When We Heard...": Tamil Nadu Train Fire Survivor

Uttar Pradesh resident Alka Prajapati was sleeping in the ill-fated private party train coach when screams of "fire, fire" erupted.

While she instinctively scurried towards safety, she found the train door locked. Thankfully, someone broke open the lock to let the panic-stricken passengers out, possibly averting a bigger tragedy.

"We were sleeping when we heard the cries and tried to escape. The door was locked so we could not escape immediately. Someone broke the lock and we came out. There was thick smoke and I couldn't breathe properly and just took God's name," she told PTI at the hospital where she was receiving medical attention.

Railway employees arrived there 15-20 minutes later, and all efforts to put out the flames were taken. "But it (the coach) was on fire," she said, still recovering from the shock.

Some survivors who spoke to the media said they were proceeding to Rameswaram.

Vinod Kumar, another passenger, said the sudden screams after the fire erupted woke him up from sleep and "we ran for our life." In moving scenes at the spot, women were seen wailing, possibly over the loss of a dear one, while a child recalled the tense moments before fleeing to safety.

A local eyewitness, auto-driver Mannan Prakash, said the people in the vicinity rushed to the accident spot soon after hearing a "sound", but could not get near due to the fire.

"Some got stuck inside. They could not get down (quickly) since it was a sleeper coach," he said.

The fire broke out at 5.15 am on Saturday and Fire service personnel who arrived at the spot half an hour later put down the blaze by 7.15 am.

"This is a private party coach that was attached at Nagercoil Junction yesterday (Aug 25) by train no. 16730 (Punalur-Madurai Exp). Party coach was detached and kept at Madurai Stabling line. The passengers in the private party coach have....smuggled gas cylinder and this has caused the fire," Southern Railway said.

The party coach had started the journey from Lucknow on August 17, scheduled to return to Chennai on Sunday and proceed to the UP capital from there on, it added.

"While the coach was stabled/ parked, some members of the party in the private party coach were using the illegally smuggled cooking gas cylinder unauthorisedly for preparing tea/ snacks, which caused the fire in the stabled/parked coach. Most of the passengers could get out of the coach on noticing fire. Some passengers had already got down at platform also before detachment of coach," it added.

The private party had illegally carried gas cylinder, stove and other inflammable articles "which led to the freak fire accident," it said.

Among the items found at the spot was an LPG cylinder, bag of potatoes, damaged utensils and wooden logs, giving ample indications of attempts to cook food.

At least nine pilgrims bound for Rameswaram in Tamil Nadu met with a tragic end on Saturday when a fire broke out inside a stationary train compartment at the railway station in Madurai in the early hours of Saturday, the Southern Railway said.

Elephant Falls Into Well In Jharkhand, Rescued

An eight-year-old elephant was rescued from a well and reunited with its herd on Saturday in Jharkhand's Ramgarh district, a forest official said.

The incident happened at Serengatu village under Gola block.

The animal fell into the well at night and was spotted early on Saturday by villagers.

After being informed by locals, forest department officials reached the spot with earth mover machines and started the rescue operation, Ramgarh Divisional Forest Officer (DFO) Nitish Kumar told PTI.

"The elephant was rescued safely from the well. Later it was reunited with its herd this afternoon," he said.

Man Attacks School Student With Knife In Delhi: Cops

A 23-year-old man allegedly attacked a school student and another person with a knife in Delhi's Narela area on Saturday morning, police said.

Accused Vinay, who is suspected to be mentally unstable, was also thrashed by the locals, they said.

According to a preliminary inquiry, Vinay attacked Chaman (11), a student of SKV School, all of a sudden and without any provocation, a senior police officer said.

Upon seeing the child being attacked, passerby Rajesh intervened and tried to save him but he was also assaulted by the accused and received multiple injuries on his head, face and hand, the officer said.

Chaman received an injury near his left shoulder in the back. The duo was shifted to Satyawadi Raja Harish Chandar Hospital where Rajesh is still undergoing treatment while the student is out of danger, police said.

Meanwhile, locals and passersby caught hold of Vinay and thrashed him. He also tried to harm himself with the knife, the senior officer said, adding there was no specific reason for the quarrel.

Legal action is being taken as per medico-legal cases and statements of the victims, the officer said.

The family members of the accused were called and they will give details about his mental health or whether he is getting treatment for the same, police said.

Most people at some point have received offers of a loan, a warning that bank cards will be blocked, and even an X-rated video starring the people who received the message. While some are lucky - they hang up and forget about "that annoying call" - others are not. They lose hard-earned money and in extreme, very unfortunate cases - their lives too.

Boundaries are blurred as men from Noida call New Yorkers thousands of miles away. Stats reveal 45,000 Americans fell prey to these callers last year. Their arsenal: the most basic mobile phone handsets, hundreds of SIM cards, and bank accounts of innocent villagers.

"We got 140 cases a day in the US. We rely heavily with local law enforcement on combating this transnational... Some Indians in villages learn to speak like Americans from YouTube and other social media," the top FBI official told NDTV.

"Some of the cases include the loss of a few hundred dollars to a few thousands. It destroys entire savings and lives," the official said.

A woman in the US who was conned by an OTP mafia told NDTV she got a call from a 'government agency' claiming she needs to pay up for dealing in narcotics. Despite her denial, the calls kept coming and threatened her the officials would raid her. They told her she needs to pay first and then meet them.

"I lost thousands of dollars, about 75 per cent of my life's saving that I was planning to use after I retire. My son is 17 and is about to go to college. I have a differently abled daughter too," the woman told NDTV.

Thousands of SIM cards are used in the OTP scams. The Delhi Police had seized 22,000 SIM cards from one such OTP mafia in April this year.

Many of the senior citizens in the US do not expect such kinds of scams would happen in their country. They are very unsuspecting of it.

A few men who were involved in the scam, arrested and later released on bail, told NDTV that they spend their loot on entertainment and upgrading their lifestyle. "We have fun with the money," one of the men said.

"No Pilots Found": Passengers Claim They Were Stuck Inside US Plane For 7 Hours

In a shocking incident, passengers of Spirit Airlines in the United States claimed that they were forced to wait more than seven hours in the plane before takeoff since there was no pilot to fly it, as per a report in People Magazine. Flight 1736 was scheduled to depart from Fort Lauderdale, Florida, to Richmond, Virginia on August 15 and cover the distance in 2.5 hours.

A passenger on the flight, Lindsey Mascera, recorded a video of the same and shared it on TikTok. It showed a plane full of passengers who waited seven hours inside the aircraft. "So we have 200 passengers on this flight right now. Everyone's luggage is down there. How long have you been waiting?" she asked another passenger, as mentioned by the outlet. "Seven hours," the woman responded in the video.

Ms Mascera added, "So (Spirit Airlines representatives) told us it was going to be 30 minutes, and we're all still on this flight at 10:44. It's almost 11 p.m. and we've been here since 3 p.m. We got delayed and now we're back and there's no pilots to be found and there's no answer." The video ended with the woman stating, "Do not ride Spirit. They s***."

In another clip, a flight attendant told passengers aboard Flight 1736 that "we are not allowed to deplane even though you've been here for over an hour."

Spirit Airlines, in a statement to the outlet, stated that the flight returned to the gate "due to air traffic control-imposed delays and weather conditions. Once at the gate, our Guests were offered access to the terminal. Despite our best efforts, the continued ATC and weather delays affected our abilities to reschedule, and we later cancelled the flight."

They continued, "Our Guests were offered the option to rebook on the next available Spirit flight or request a refund. We apologize for the inconvenience."

"You Watch Out": Belarus President Said He Warned Wagner Chief On Threat

Belarusian President Alexander Lukashenko said on Friday that he had warned Russian mercenary chiefs Yevgeny Prigozhin and Dmitry Utkin to watch out for possible threats to their lives, and he insisted that Wagner fighters would remain in Belarus.

Russian President Vladimir Putin initially vowed to crush Wagner chief's June mutiny, comparing it to the wartime turmoil that ushered in the revolution of 1917, but hours later a deal was clinched to allow Prigozhin and some of his fighters to go to Belarus.

Lukashenko, who helped broker the deal, used prison slang shortly after the mutiny to say that he had persuaded Putin not to "wipe out" the mercenary who was listed as a passenger on a private jet which crashed on Wednesday north of Moscow.

Prigozhin, Lukashenko said, had twice dismissed concerns raised by the Belarusian leader about possible threats to his life.

Lukashenko said that during the mutiny he had warned Prigozhin that he would "die" if he continued to march on Moscow, to which he said Prigozhin had answered:

"'To hell with it - I will die'."

Then, Lukashenko said, when Prigozhin and Utkin, who helped found Wagner and was also listed as a passenger on the plane which crashed, had come to see him, he had warned them both:

"Lads - you watch out".

It was not exactly clear from Lukashenko's words, which were reported by the state news agency BELTA, when that conversation took place.

Lukashenko, both an old acquaintance of Prigozhin and a close ally of Russia, said that Vladimir Putin had nothing to do with the plane crash.

"I know Putin: he is calculating, very calm, even tardy," Lukashenko said. "I cannot imagine that Putin did it, that Putin is to blame. It's just too rough and unprofessional a job."

The Kremlin said on Friday that Western suggestions Prigozhin had been killed on its orders were an "absolute lie" while declining to definitively confirm his death, citing the need to wait for test results.

"Kargil - A Saga Of Valour": Rahul Gandhi Visits 1999 War Memorial

Congress leader Rahul Gandhi on Friday visited the Kargil War Memorial in Drass and paid rich tributes to the Indian Army personnel who sacrificed their lives during the 1999 war with Pakistan.

The memorial is located on the 434-km Srinagar-Leh national highway and about five km from the city centre across the Tiger Hill, Kargil.

"Kargil is not just a place, it is a saga of valour. It is the land many of our soldiers served in and resonates with their courage and sacrifice. This is the pride of India and all Indians realise their sense of responsibility towards the country. I bow to all the brave soldiers and martyrs of Kargil War," Mr Gandhi wrote on his social media accounts.

He also shared several pictures of him paying tributes at the memorial built in Drass town to commemorate the 1999 Kargil War between India and Pakistan.

Mr Gandhi concluded his nine-day tour of Ladakh with a public meeting in Kargil before offering his tribute at the war memorial en route to Srinagar.

He also met local residents of Drass before leaving the town on way to Kashmir in a car, senior Congress leader Asgar Ali Karbalai told PTI.

Mr Gandhi arrived in Leh initially on a two-day visit on August 17 but later extended his stay by a week, touring almost all important locations in the Union Territory of Ladakh on his motorcycle. He rode his bike from Leh to Pangong lake, Nubra, Khardungla top, Lamayuru, Zanskar and Kargil.

However, he left his motorcycle behind and boarded a car for Srinagar where he will be on a personal visit and will be joined by his mother, Sonia Gandhi, on Saturday.

BRICS Expansion Message To All Global Institutions To Adapt To Changing Times: PM Modi

With the BRICS deciding to admit six countries as its full members, Prime Minister Narendra Modi today said the "expansion and modernisation" of the grouping is a message that all global institutions need to mould themselves according to the changing times.

At a media briefing along with the BRICS leaders in Johannesburg, PM Modi said inclusion of Argentina, Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates as the new members will give the grouping new momentum and energy.

The decision on expansion of the five-nation grouping was announced by President Cyril Ramaphosa at the end of the three-day BRICS summit in Johannesburg.

He said the new member nations will become part of BRICS  (Brazil-Russia-India-China-South Africa) with effect from January 1, 2024.

In his media statement in presence of Cyril Ramaphosa, Chinese President Xi Jinping, Brazil's Luiz Inacio Lula da Silva, PM Modi said India has always fully supported the expansion of the BRICS membership.

"India has been of the view that the addition of new members will further strengthen BRICS as an organisation, and give a new impetus to all our common endeavours," he said.

The Prime Minister said the decision will further strengthen the faith of many countries in the multipolar world order.

"Other countries which have also expressed their desire to join BRICS, India will also contribute to building a consensus for joining them as partner countries," he said.

"The expansion and modernization of BRICS is a message that all the institutions of the world should adapt to the circumstances of the changing times," PM Modi said.

"This is such an initiative that can become an example for the reform of other global institutions established in the 20th century," he added.

India and many other countries have been pressing for reform of the United Nations as well as global financial institutions like the International Monetary Fund (IMF) and the World Bank in reflection of the changing contours of geopolitics.

"I am happy that together our teams have agreed upon the guiding principles, standards, criteria and procedures for expansion. And on the basis of these, we have agreed to welcome Argentina, Egypt, Iran, Saudi Arabia, Ethiopia and the UAE into BRICS," PM Modi said.

"I congratulate the leaders and people of these countries. I am sure that together with these countries, we will give a new momentum, a new energy to our cooperation," he said.

PM Modi said India has very deep and historical relations with all these countries.

"With the help of BRICS, new dimensions will definitely be added to our bilateral cooperation," he said.

The South African president said an agreement was reached on the "guiding principles, standards, criteria and procedures of the BRICS expansion process, which has been under discussion for quite a while".

"We have consensus on the first phase of this expansion process, and further phases will follow," he said.

South Africa is holding the current presidency of BRICS.

The grouping took shape in September 2006 and it originally comprised Brazil, Russia, India and China (BRIC). It was renamed as BRICS after South Africa was accepted as a full member in September 2010.

At present, the BRICS represents 41 per cent of the global population, 24 per cent of the global GDP and 16 per cent of the global trade. The BRICS member nations have been the main engines of global economic growth over the years.

Chinese President Xi described the expansion of BRICS as a "new starting point" for cooperation in the grouping.

7 Dead In Heavy Rains, Red Alert Issued For Shimla, 5 Himachal Districts

Heavy overnight rains triggered landslides in Himachal Pradesh, claiming seven lives and blocking over 400 more roads besides damaging several houses, officials said on Wednesday.

The meteorological office on Wednesday issued a red alert predicting "heavy to very heavy rainfall with isolated spells of extremely heavy rains" in six of the state's 12 districts including Shimla for the next 24 hours.

A total of 709 roads in the state are now shut following three major spells of heavy rains this Monsoon that have left a trail of death and destruction.

Chief Minister Sukhvinder Singh Sukhu appealed to the people to remain vigilant in view of the heavy rain forecast.

Five persons have died in landslides triggered by cloud bursts in two villages of Seraj area of Mandi district, Deputy Commissioner Arindam Chaudhary told news agency PTI.

Two persons, Parma Nand (62) and his grandson Gopi (14), were killed in a landslide at Dagol village of Seraj in Mandi district while the others three were killed in a landslide in Sarachi village. Some more people are feared trapped in the debris. A few houses and a school were also damaged in the area.

Shimla town was badly hit, with landslides and uprooted trees blocking the main cart road, the lifeline of the town as well as the Shimla-Mehli bypass at several points. Many houses have also developed cracks and people have been evacuated as a precautionary measure.

A migrant identified as Jhalo and his wife Rajkumari were found dead in their makeshift house in Baldeyan area of Shimla district, Superintendent of Police, Shimla, Sanjeev Kumar Gandhi told PTI.

The police officer also appealed to residents to avoid unnecessary travel.

Over 80 people have died in rain-related incidents in the state this month while a total of 238 people have died while 40 are still missing since the onset of monsoon in Himachal Pradesh on June 24.

The red alert warning was issued in the afternoon for parts of Kangra, Kullu, Mandi, Shimla, Solan and Sirmaur districts. The Met Department also issued an orange warning of heavy to very heavy rains on August 24.

All schools and colleges have been closed for two days beginning Wednesday in Shimla, Mandi and Solan districts.

The landslides also left some houses damaged in Solan district.

Deputy Commissioner, Solan, Manmohan Sharma told PTI that some houses have been damaged in Shakal village on the outskirts of Solan city as gushing waters entered the premises.

There are also reports of damage to a few houses and vehicles in Sabathu area following a landslide.

The roads that have been affected include National Highway NH 21 (Mandi-Kullu road) and NH 154 (Mandi-Pathankot), according to the data of the State Emergency Operation Centre.

Cracks have also developed in some houses in Shimla city. As a safety measure, houses were vacated in Panthaghati and Sanjauli areas of Shimla city and landslides and uprooting of trees have been reported in some parts of the city, Deputy Commissioner, Shimla, Aditya Negi said.

Fearing danger, several people in Shimla city have left their houses and moved to other places. Videos of people running to save their lives following landslides appeared on social media.

A parked bus near the inter-state bus terminal in Shimla was buried following a landslide while several other vehicles were damaged in landslips near Navbahar, Himland and other places.

Many Shimla residents had a sleepless night as the city witnessed thunderstorms and lightning till 3 a.m.

Commuters also had a hard time as buses were not plying due to the risk of landslides and falling trees.

"I have walked for nearly six km to reach my office as buses were not plying. We were scared all night as loss of life in recent landslides have triggered fear," said resident Jagat Ram.

Heavy rains lashed several parts of the state overnight, with Shimla receiving 201 mm of rain, Bilaspur 181 mm, Mandi and Berthin 160 mm each, Nahan and Solan 122 mm each, Sundernagar 113 mm, Palampur 91 mm.

The MeT also cautioned of moderate to high flash flood risk in Shimla, Sirmaur, Kangra, Chamba, Mandi, Hamirpur, Solan, Bilaspur and Kullu districts.

The seasonal rainfall was 757.6 mm against a normal rainfall of 558.1 mm, an excess of 36 per cent from June 24 to August 22.

Himachal saw three major spells of heavy rains this Monsoon. The first on July 9 and 10 led to large-scale destruction in Mandi and Kullu districts. Shimla and Solan districts were hit during the second spell on August 14 and 15 and Shimla city suffered heavy damage in the third spell on Tuesday night.

Over 12,100 houses have been completely or partially damaged, according to the state emergency operation centre.

Chief Minister Sukhu on Wednesday said that Rs. 165.22 crore had been released to all the deputy commissioners and the line departments in the state for the restoration of damaged works.s.

He has claimed that the state has suffered losses of Rs 10,000 crore in the heavy rains.

Are Aliens Real? Astronomers May Receive Signal Tomorrow

Astronomers are anxiously waiting for a reply to radio signals beamed into the cosmos 40 years ago which will prove the existence of extraterrestrial life.

According to a report by the Japanese newspaper Asahi Shimbun, professors Masaki Morimoto and Hisashi Hirabayashi used an antenna at Stanford University in the US to send a burst of radio signals into the cosmos on August 15, 1983. The message comprised 13 drawings depicting the history of life on Earth, what humans look like and other information.

Now, a team led by Shinya Narusawa at the University of Hyogo are all set to deploy an antenna 64 meters in diameter in Saku, Nagano Prefecture, in the hope of observing radio signals in response to the message sent in 1983.

The astronomers are hoping for a reply from Altair 16.7 light years from Earth. The team of astronomers predict that around now is the earliest point at which a response could arrive, Metro reported.

Altair is found in the Aquila constellation and is the 12th brightest star in the night sky.

"A large number of exoplanets have been detected since the 1990s," said Mr Narusawa told Asahi Shimbun. "Altair may have a planet whose environment can sustain life."

The astronomers are expecting that at 10 pm tomorrow night, the Japan Aerospace Exploration Agency's (JAXA) antenna in Saku, central Japan will scan the skies for a reply, listening for an hour.

August 22 is a symbolic day for Japan as it celebrates Tanabata, also known as the 'star festival' on the seventh day of the seventh month - July 7. However, according to Lunar Calendar Tanabata falls tomorrow, because they decided to choose this date.

In 1983, when the "Hello, is anybody there?" message was beamed to the heavens, it fell on August 15, the media outlet reported.

Professor Masaki Morimoto, a Japanese pioneer in the field known as the search for extraterrestrial intelligence (SETI), worked at the Tokyo Astronomical Observatory of the University of Tokyo, now part of the National Astronomical Observatory of Japan. He died in 2010.

Mr Narusawa, 58, said intelligent life outside of Earth should exist somewhere in the universe. He told the Japanese outlet, "A large number of exoplanets have been detected since the 1990s. Altair may have a planet whose environment can sustain life.”

Video: Sword Attack, Gunshots As Rival Gangs Clash At UK Kabaddi Match

Three people were injured after a clash broke out between two gangs during a kabaddi match in UK on Sunday. 

The incident was reported from the kabaddi grounds in Derbyshire last evening.

Police said one of the three injured men had suffered serious injuries. A UK daily, quoting an eyewitness, claimed the man was reportedly shot at before being repeatedly attacked with a sword.

Videos of the incident, which have gone viral on social media, shows the members of the rival gangs attacking each other with hockey sticks.

"We were called to a largescale disturbance in Elvaston Lane, Alvaston, at 3.51pm on Sunday. Three people have been injured, one seriously. They have all been taken to hospital," the Derbyshire police said on X, formerly known as Twitter.

The situation was brought under control after at least 20 police cars rushed to the scene. "There is a large police presence in the area and officers are expected to remain at the scene for some time. Anyone who witnessed the incident, or has any information, is asked to contact us quoting the reference 739 of 20 August," the police said.

According to local media, the event on Sunday "brought together expert players" from around the UK for the England Kabaddi Federation's tournament made up of a series of fixtures. The local Derby team is known as Guru Arjan Dev Gurdwara Kabaddi Club and have been playing the sport for over 30 years.

21 Himachal Dams To face Legal Action For Breaching Security Norms

The Himachal Pradesh government has found that 21 out of the 23 dams in the state have violated safety norms, and said it will take action against their managements.

Officials said the lack of monitoring by government agencies is also being blamed for the violations.

"As many as 21 dams have not adhered to the safety norms and legal action will be taken against them," Chief Secretary Prabodh Saxena told PTI on Sunday, adding that officers have been directed to prepare a detailed report on the damage caused due to the negligence of the dam authorities.

The officials said the HP State Electricity Board-operated Larji hydropower project in Mandi and Jateon in Sirmaur, and the HP Power Corporation-run Sawra Kuddu project in Shimla and Sainj in Kullu are among the violators.

There are 23 hydel projects with a total capacity of 9,203 megawatts (MW) in Himachal run by agencies like the National Hydro Power Corporation (NHPC), National Thermal Power Corporation (NTPC), Bhakra Beas Management Board (BBMB), Satluj Jal Vidyut Nigam Limited (SJVNL) and the Independent Power Producers (IPP). Six more projects of 1,916 MW capacity are under construction.

The officials said only the Kol Dam in Bilaspur and the Karcham Wangtoo project in Kinnaur adhered to the water release guidelines.

Strengthening of the early warning system was stressed after 24 students from Andhra Pradesh were washed away as water from the Larji Dam was discharged without prior warning in 2014, Saxena said.

The flooding in low-lying areas in Punjab and Himachal Pradesh has been attributed to the release of water from the Pong, Pandoh and Malana dams, the officials added.

Chairing a meeting on Friday on safety issues regarding the discharge of water, Saxena maintained that responsibility must also be fixed for the failure of the dam authorities in complying with the relevant provisions of the Dam Safety Act (DSA) and the Central Water Commission (CWC) guidelines of 2015.

"The time for persuasion and dialogues was over and we should not shy away from taking stringent action against the defaulters," he said in a statement then.

The chief secretary stated that the recent crisis in the state downstream of the reservoirs can be attributed towards the failure of the dam safety check, which was either neglected or was not done as per the standard guidelines of the DSA.

He said that there are relevant provisions under the DSA, like setting up of early warning systems, water release guidelines, setting up of control rooms, reservoir maintenance, emergency action plan and better communication between dam sites and powerhouse which must be implemented on the ground.

Underlining the need for risk assessment of the dams on a regular basis and ensuring that dam safety units are functional round-the-clock, the chief secretary pitched for the effective functioning of the state committee on dam safety and state dam safety organisation.

So far 221 people have died in rain-related incidents since the onset of the monsoon on June 24 and about 11,900 houses have been partially or completely damaged, according to the state emergency operation centre.

Woman Beats Drunk Husband To Death With Cricket Bat In Rajasthan, Arrested

A woman allegedly thrashed her husband with a cricket bat leading to his death when he returned home drunk and assaulted her in Rajasthan's Jhunjhunu district, police said. The woman was arrested on Sunday.

The incident happened on Saturday in Balmiki Colony of the district.

The woman, Kavita Devi (35), was arrested after she confessed to killing her husband, Bunty Balmiki (40), the police said.

"Her husband was a daily wage labourer and alcoholic," Jhunjhunu Superintendent of Police Shyam Singh said.

On Saturday, Bunty Balmiki returned home drunk and started beating his wife, the police said, adding she thrashed him with a cricket bat in retaliation.

After being informed about the incident, police took him to a hospital where doctors declared him dead.

PM Modi Speaks To Iran President, Discusses Bilateral, Regional Cooperation

Prime Minister Narendra Modi said on Saturday that he spoke with Iranian President Seyyed Ebrahim Raisi and discussed the realisation of the full potential of the Chabahar port.

PM Modi and Iranian President Raisi discussed cooperation at multilateral forums, including the expansion of BRICS. The two leaders looked forward to their meeting on the margins of the upcoming BRICS Summit set to be held in South Africa from August 22-24.

During the telephone conversation, PM Modi stated that the relationship between Iran and India is underpinned by close historic and civilizational ties.

"Prime Minister highlighted that India- Iran relationship is underpinned by close historic and civilizational connections, including strong people-to-people contacts," Prime Minister's Office said in a press release.

Earlier in July, PM Modi chaired the SCO Summit virtually and said Iran is going to join as a new member of the organization and also welcomed the signing of the Memorandum of Obligation for the SCO membership of Belarus.

"I am happy that today Iran is going to join the SCO family as a new member. For this, I convey my best wishes to President Ebrahim Raisi and the people of Iran. Also, we welcome the signing of the memorandum of obligation for Belarus' SCO membership," PM Modi said at the Summit.

At the SCO Summit, PM Modi said that SCO members can work towards maximizing the utilization of the Chabahar Port following Iran's membership of the SCO, the official press release by Prime Minister's Office said. He further mentioned the importance of better connectivity.

"The International North-South Transport Corridor can serve as a secure and efficient route for landlocked countries in Central Asia to access the Indian Ocean. We should strive to realize its full potential," as per the release.

"Strong connectivity is crucial for the progress of any region. Better connectivity not only enhances mutual trade but also fosters mutual trust. However, in these efforts, it is essential to uphold the basic principles of the SCO charter, particularly respecting the sovereignty and regional integrity of the Member States," the release said.

In September last year, PM Modi held a meeting with Ebrahim Raisi on the sidelines of the SCO Summit in Samarkand. The two leaders spoke about the growing friendship between India and Iran.

High Court Reserves Order On Death Penalty To Batla House Encounter Convict

The Delhi High Court Friday reserved its verdict on confirmation of death penalty awarded to Ariz Khan following his conviction in the sensational 2008 Batla House encounter case in which decorated Delhi Police Inspector Mohan Chand Sharma lost his life.

"Arguments have been heard. Judgement reserved," said a bench of Justices Siddharth Mridul and Amit Sharma after the lawyers for the convict and the State concluded their submissions.

Advocate M S Khan argued that there was nothing to suggest that Ariz Khan can't be reformed.

"If there is a probability, not possibility, that the convict can be reformed, life sentence is the rule. There is a probability of transformation and reformation," he submitted.

Special Public Prosecutor Rajesh Mahajan, representing the government of NCT of Delhi, said killing a uniformed police officer was a "rarest of rare" case which justified the death sentence.

He also placed before the court Ariz Khan's social investigation report and psychological analysis report, and submitted he has "adequate intellectual and cognitive functioning" and his conduct in jail was "unsatisfactory".

Inspector Sharma of the Delhi police's special cell was killed during the encounter between the police and terrorists in Jamia Nagar in south Delhi on September 19, 2008. Two terrorists were also killed in the encounter which took place days after five synchronised bomb explosions rocked the national capital, killing 39 people and wounding 159. Sharma had raided the place while looking for the terrorists responsible for the blasts.

The trial court had on March 8, 2021, convicted Ariz Khan, saying it was duly proved that he and his associates murdered the police official and fired gunshots at him.

On March 15, 2021, it had awarded Khan the capital punishment and also imposed a fine of Rs 11 lakh on him, making it clear that Rs 10 lakh should be immediately released to the family members of Sharma.

Subsequently, the high court received a reference for confirmation of the death sentence awarded by the trial court to Khan.

When a trial court sentences a person to death, its judgement is examined by the high court where arguments are heard for confirmation of the death sentence.

The case documents and trial court judgement reach as death reference to the high court from the trial court.

Ariz Khan, represented by advocate Quasar Khan, also filed an appeal against the trial court verdict which said the offence fell under the "rarest of the rare category" warranting the maximum sentence and he be "hanged by neck" till death.

Besides awarding the death penalty to Ariz Khan, the trial court had also sentenced Indian Mujahideen terrorist Shahzad Ahmed to life imprisonment in the case.

Both convicts had challenged their conviction and sentence in the case.

Shahzad, however, died in jail during the pendency of the appeals and the proceedings against him were abated.

In its judgement, the trial court had termed the act of Ariz Khan of firing on a police team without any provocation as "abhorrent and brutal" and said this itself showed that he was not only a threat to society but also an enemy of the State.

The trial court, which had said the convict on account of his despicable act has forfeited his right to live, held that the offence proved against Ariz Khan was not an ordinary act but a crime against the State, and while committing the offence, he acted like a "dreaded and well-trained terrorist" who does not deserve any leniency.

Ariz Khan had fled from the spot of the offence and was declared a proclaimed offender. He was arrested on February 14, 2018, and faced trial.

The trial court had said it has been proved on record that Ariz Khan, after the shootout, managed to escape and run away from the spot and eluded investigating agencies for almost 10 years despite a coercive process against him.

"Involvement of convict in various blast cases not only in Delhi but also in Jaipur, Ahmedabad, and UP, in which hundreds of innocent people were killed and injured, further demonstrates that the convict continues to be a threat to the society and the nation," it had added.

The trial court had said deadly weapons like AK-47 and two pistols were retrieved from the flat where the shootout took place and, considering the nature of devastation that these weapons can cause, it would be safe to conclude that these weapons were kept to indulge in terrorist and anti-social activities.

He was further sentenced to life imprisonment for the offence of an attempt to murder.

The trial court also sentenced him to three years imprisonment for voluntarily obstructing police from discharging their duty, 10 years rigorous imprisonment for voluntarily causing grievous hurt to police officials, rigorous imprisonment for two years for assault on a public servant, and three years imprisonment for the offence under section 27 (using arms) of the Arms Act.
