Bus With 23 Onboard Catches Fire In Madhya Pradesh, None Hurt
A private bus with 23 passengers on board caught fire in Madhya Pradesh's Vidisha district on Monday, and no casualties were reported in the incident, police said.
The bus caught fire on the Bhopal-Sagar Highway near Chakk Patni area, around 20 km from the district headquarters, around 1 pm, additional superintendent of police Sameer Yadav told PTI.
The driver stopped the bus after noticing smoke coming from the rear end of the vehicle, and all passengers with their belongings alighted safely, he said.
Fire tenders fought the blaze, but it engulfed and gutted the bus, the official said, adding that an investigation is underway to ascertain the cause of the fire.

China's Women Must Start "New Trend Of Family": Xi Jinping
Chinese President Xi Jinping said women have a critical role and must establish a "new trend of family", as the nation grapples with an ageing population and record decline in the birth rate.
Xi in comments, published on state news agency Xinhua on Monday, said the role of women had been part of a discussion with the new leadership team of the All China Women's Federation, which operates under the Communist Party.
Doing a good job in women's work is not only related to women's own development, he said but also related to "family harmony, social harmony, national development and national progress".
It is necessary to "actively cultivate a new culture of marriage and childbearing and strengthen guidance on young people's view on marriage, childbirth and family," he said.
Factors including high childcare costs, career hindrance, gender discrimination and not wanting to get married have deterred many young Chinese women from having children.
The number of births is closely tied to marriage rates because official policies make it hard for single women to have children.
China's National Bureau of Statistics in January reported the first population drop in six decades and the country's population is rapidly ageing.
In the last two years, authorities across China have unveiled measures to lift the country's birth rate including financial incentives and boosting childcare facilities.
The state media has often linked population development to the strength and "rejuvenation" of the country.

BJP Announces 2 More Candidates For Madhya Pradesh Assembly polls
The Bharatiya Janata Party on Sunday announced its candidates for Guna and Vidisha assembly seats in Madhya Pradesh.
With this, the ruling BJP has declared its candidates for all the 230 seats in the state, where the assembly polls are scheduled on November 17.
The BJP has fielded Pannalal Shakya from Guna and Mukesh Tandon from Vidisha assembly seats.
Mukesh Tandon is considered close to Chief Minister Shivraj Singh Chouhan, as per party sources.
Pannalal Shakya was elected on the BJP's ticket from Guna seat in 2013. Mukesh Tandon lost to Congress candidate Shashank Bhargava from Vidisha in the 2018 polls.
The Congress has again fielded sitting MLA Bhargava from Vidisha seat. In Guna, the Congress has fielded Pankaj Kaneria.
Chief Minister Shivraj Chouhan contested the 2013 assembly polls from Vidisha and Budhni and won both the seats.
However, Shivraj Chouhan later resigned from Vidisha to retain the Budhni assembly seat.
Shivraj Chouhan also represented Vidisha Lok Sabha seat five times, according to state BJP secretary Rajneesh Agrawal.
Both the ruling BJP and the opposition Congress have announced their candidates for all the 230 assembly seats in the state.

UK PM, France's Macron Stress Need For Urgent Humanitarian Aid In Gaza
British Prime Minister Rishi Sunak and French President Emmanuel Macron on Sunday underlined the importance of shipping urgent humanitarian support into war-torn Gaza, the UK government said.
They spoke by telephone following the expansion of Israel's military operation against Hamas and expressed "their shared concern at the risk of escalation in the wider region", said a Downing Street spokesperson.
Hamas militants launched a surprise attack on Israel on October 7, killing at least 1,400 people, mostly civilians, according to Israeli officials.
Since the attack, the health ministry in the Hamas-run Gaza Strip says more than 8,000 Palestinians have been killed -- half of them children -- by Israel's relentless retaliatory bombardments.
"The leaders stressed the importance of getting urgent humanitarian support into Gaza," said the readout of the conversation between Sunak and Macron.
"They agreed to work together on efforts both to get crucial food, fuel, water and medicine to those who need it, and to get foreign nationals out."
The pair updated each other on the conversations they have had with leaders in the region "to stress the importance of working to ensure regional stability."
"They expressed their shared concern at the risk of escalation in the wider region, in particular in the West Bank," the readout added.
Sunak and Macron also "agreed that it was important not to lose sight of the long-term future of the region and, in particular, the need for a two-state solution".
"They underscored that Hamas does not represent ordinary Palestinians and that their barbarism should not undermine the legitimate aspirations of the Palestinian people," Number 10 said.
According to France's presidential office, the pair also reaffirmed Israel's right to defend itself within the limits of international law.

New York City Sets Up Office To Give Migrants Free One-Way Plane Tickets to Anywhere Else
Migrants in New York City are being offered free one-way plane tickets to anywhere in the world as the city contents with a crunch of resources due to an influx of people from the Southern border. According to the New York Post, New York Mayor Eric Adams has set up a new "reticketing centre" for the migrants where they can secure a free, one-way plane ticket out of town.
"With no sign of a decompression strategy in the near future, we have established a reticketing center for migrants," a spokesperson for Mayor Adams said, as per the outlet. "Here, the city will redouble efforts to purchase tickets for migrants to help them take the next steps in their journeys, and it helps us triage operations at The Roosevelt for new arrivals," they added.
Earlier this week it was revealed the daily cost of housing migrants in the city's care was around $394 per person - a cost which has risen in recent months. Now, instead of continuously paying a daily rate that could rise even further, Mr Adams is steering migrants to a Manhattan office devoted solely to booking plane tickets, figuring it's cheaper than sheltering them for months on end. He is simultaneously also warning that those opting to stay in New York may be in for a winter of sleeping outside with shelters full.
"When you are out of room, that means you're out of room," Mr Adams told reporters Tuesday. "Every year, my relatives show up for Thanksgiving, and they want to all sleep at my house. There's no more room. That's where we are right now," he added.

Notably, according to Politico, the new "reticketing" plan comes as the city deals with the 130,000 migrants arriving since last year. It also comes as the Mayor has imposed the 30-day limit for how long a single adult migrant can remain in a city-run shelter in a bid to free up space.
Some of the migrants who have taken up the city's offer have already booked plane tickets as far away as Morocco, the outlet reported.
Limits on shelter stays, combined with casework services that include "reticketing" to other places, are necessary to drive down the population in the city's care and make room for new arrivals, City Hall officials said.

Opinion: Opinion: The Heavy Cost Of A Widening Israel-Hamas War
The Israel-Hamas conflict is looking more and more ominous. Israel is bent on seeking ruthless revenge. The outrage in Israel provoked by the horrific Hamas killings of Israeli civilians and the taking of hostages is understandable, but how far will Israel go?
The immediate response has been to inflict terrible punishment by destroying buildings in Gaza city, cutting off supplies of food, water and fuel, and force Gazans to move from the north to the south of the Strip in order to have a freer hand in operations and avoid large-scale indiscriminate civilian casualties. Israel's land invasion of Gaza, which seemed imminent at one time, has been delayed. Whether this is on account of the US' dissuasion or to give time for the deployment of US military in the area to be completed, or to make room for behind-the-scene diplomacy to get hostages freed, or hesitation because of huge casualties Israel will inevitably suffer in urban warfare is not clear.
The US is giving Israel full support, but has tried to balance it by calling for restraint in order to limit civilian casualties and has backed the supply of humanitarian aid to Gaza. How far this balancing can work in attenuating anti-US sentiments in the region is open to doubt, as the US is seen as the principal supporter of Israel for geopolitical reasons as well as those linked to America's domestic politics.
The US has been working successfully for the regional acceptance of Israel through the normalisation of its ties with the UAE, Bahrain, Morocco and Sudan, crowned by Saudi Arabia ties, as part of the Abrahamic accords. The Palestinian cause, which had already lost its centrality in Arab politics, would have been further marginalised with these accords. This was happening even as Israeli settlements were being expanded in the West Bank and the Benjamin Netanyahu government's determination to bury the two-state solution was manifest. The Hamas attack has arrested this normalisation process and has brought the Palestinian question back to the centre of regional politics.
Major western leaders - from Germany, UK and France - have also shown full solidarity with Israel, supporting its right to defend itself, while also, as in the case of the US, reminding it, as a democratic country, to respect the laws of war. Israel, however, is continuing to bomb Gaza, and civilian casualties continue to rise. Israel is determined to decimate the Hamas as a fighting force once and for all, though it is not clear how long that operation will take and whether the costs Israel will incur in the huge war losses will be sustainable. If Israel succeeds, the issue of who will govern Gaza will arise.
The Palestinian Authority in the West Bank, already in disrepute as being ineffective, may not want to enter Gaza on the back of an Israeli victory coming at a great human cost for Gaza's population. In the past, the idea of an Arab peacekeeping force in Gaza to ensure security for all was rejected by Arab countries. Whether that idea can be revived without resolving the larger question of an independent Palestinian state seems most unlikely. For Israel to demand security against threats from Gaza while keeping its hold on Arabs in the West Bank would not be a workable political proposition.
The UN Security Council, predictably, has not been able to act. The Brazilian resolution for a "humanitarian pause" was vetoed by the US. US Secretary of State Antony Blinken opposes a ceasefire as that would allow Hamas to "refit". The White House spokesperson has taken the position that in war loss of civilian lives is inevitable. The US is also questioning the accuracy of the numbers of civilians killed in Gaza.
To prevent the conflict from becoming regional, a ceasefire would seem an essential first step, but on this, there is no agreement in the UNSC. The Russian proposal for a ceasefire and return of hostages failed to secure a majority, besides being rejected by the US, UK and France. The US resolution, which called for a humanitarian pause but not a ceasefire, has been rejected by Russia, China and the UAE. China has taken a markedly pro-Palestinian position, calling the US resolution evasive and unbalanced and failing to call for a ceasefire. The UN General Assembly is now set to vote on a draft Arab resolution calling for a ceasefire and the revocation of the Israeli order to evacuate North Gaza.
The irony in all this is that the US realises the danger of the conflict spreading, which is why it has decided to send two aircraft carrier strike groups and a marine unit to the Mediterranean. It fears that regional actors like the Hezbollah in Lebanon, backed by Iran, may open a second front against Israel from the North where already some exchange of fire has taken place. The US wants to deter Hezbollah and Iran by a show of military strength and stern warnings to both to stay out of the conflict. Iran is engaged in active diplomacy with a mixture of defiance and diplomacy to effect the release of hostages.
The US has begun to supply more arms aid to Israel. The option is not to prevent war but to stop others from joining it in support of the Palestinians. If under this US military cover Israel continues to bombard Gaza and, at some stage, send its land forces in, the likelihood of a blow-up could well increase.
The spectre of the daily bombardment of Gaza, buildings being reduced to rubble, and civilians being killed, the collective punishment imposed on the Gazans is turning international opinion against Israel. The Arab street is of course inflamed, but big public demonstrations against Israel by local Muslim populations and others are taking place also in European and American cities. France has sought to ban pro-Palestinian demonstrations to avoid street violence. Amazingly, protestors including American Jews have intruded into the US Capitol to express their opposition to Israeli actions. The bombing of the al Ahli hospital in Gaza has further turned the narrative against Israel, even if it is unclear who was responsible for it, whether it was Israel or the Islamic Jihad.
The UN Secretary General has been focusing on the issue of humanitarian aid for the Gaza population, to the point of being personally present at the Rafah crossing in Egypt to supervise the entry of relief trucks into Gaza. His statement at the most recent UN Security Council meeting condemned the Hamas terror attacks as well as the act of inflicting collective punishment as a war crime. He stressed that the action of Hamas had not occurred in a vacuum as the Palestinians have seen their land "steadily devoured by settlements and plagued by violence; their economy stifled; their people displaced and their homes demolished", with their hopes for a political solution vanishing. He sees a two-state solution as the only realistic foundation for true peace and stability. The Secretary General's statement has been violently criticised by Israel, with calls for his resignation, a reaction that does not help Israel's case in international public opinion.
The mantra of a two-state solution can be recited politically by world leaders but the reality on the ground argues against it in practical terms.
The size of Israeli settlements on the West Bank is massive, with over 4,50,000 Israeli settlers in the West Bank and an additional 2,20,000 living in East Jerusalem. Can they be uprooted without a huge internal crisis in Israel? Who would impose such a solution? The manner in which Israel, for security and other reasons, has broken the West Bank into enclaves raises the question of whether the Palestinians will accept an unviable state.
India has taken a carefully balanced position in the UN Security Council that responds to the developing situation after the initial horrific terrorist attacks that Israel suffered. Our statement recalls that India at the Prime Minister's level had unequivocally condemned these terror attacks and had stood with Israel in their moment of crisis. The statement expresses deep concern about the deteriorating security situation, the large scale loss of civilian lives and the alarming humanitarian crisis. It urges all parties to protect civilians and also work to create conditions for peace through de-escalation. It calls for immediate resumption of direct and credible negotiations between Israel and Palestine for a lasting two-state solution leading to the establishment of a sovereign, independent and viable Palestinian state living within secure and recognised borders side by side in peace with Israel. The statement underlines India's supply of humanitarian assistance to Gaza.
The last word has, however, not been said on this highly dangerous ongoing conflict.

"Manipur Violence Shown As Religious Clashes To Malign Hindus": Indian-American Expert
Diversity is not a source of division, but a testament to the harmonious coexistence that has characterised Manipur for generations, an Indian-American woman told a Congressional hearing, stressing the conflict in her state has been projected as a religious clash to malign the image of Hindus.
More than 180 people have been killed and several hundreds injured since ethnic violence broke out in Manipur on May 3 when a "tribal solidarity march" was organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribes (ST) status.
"In an effort to simplify the ongoing crisis between two tribal communities merely as a religious clash and to malign the Hindu image, the real cause of the conflict has been completely ignored," Indian-American Rajshree Keisham said during a Congressional hearing in Washington DC on Monday, organised by HinduACTion and Namaste Shalom Multi-faith Alliance to address rising antisemitism, Hinduphobia, and anti-Hindu bigotry in both the US and Canada.
"Beneath the surface is a complex web of internecine conflict marked by violence, mistrust, and socio-political tensions and a deadly trifecta of militancy, narcotics, and illegal infiltration, which poses significant threats to India's national security," said Ms Keisham, who holds a PhD in Sociology specialising in Gender Studies and Socio Anthropology.
She said that within the Hindu community of Manipur, there are other ethnicities including people from Punjab, Bihar, Tamil Nadu, Nepal and more. Similarly, the Christian community includes Nagas, Kuki and also Meiteis.
"This diversity is not a source of division, but a testament to the harmonious coexistence that has characterised Manipur for generations," she said.
"We hope that the senseless violence in Manipur ends and look forward to a solution. It is our sincere aspiration that any existing biases or apprehensions towards Hindus are mitigated, and that a constructive resolution is achieved," she said.
"This would pave the way for the commencement of a process centred on healing, rejuvenation, and reconstruction in Manipur," said the Indian-American woman from Illinois.

Rashtriya Janata Dal (RJD) MP Manoj Jha on Wednesday said the BJP-led Centre is in "panic" since opposition parties have named their grouping INDIA, as a high-level NCERT committee has recommended replacing "India" with "Bharat" in the school textbooks for all classes.
Taking a jibe at the Centre, Mr Jha also wondered what would it do if the opposition alliance renamed itself as "BHARAT".
"I am surprised to see the character of institutions under this government. Such reactions have been coming since the INDIA grouping was formed around July. From the prime minister to other ministers, they are unable to decide how to attack the INDIA bloc," he said.
"This is a panicked and hysterical reaction," the Rajya Sabha MP added.
Mr Jha wondered whether the government also intended to amend Article 1 of the Constitution, alleging that the ultimate attack is on the Constitution.
"The NCERT is doing this. But what will you do with Article 1 of the Constitution, which says 'India, that is Bharat'...? Are you averse to this as well?" he asked.
"They are playing with historical facts.... It means history will be written based on counterfactual imagination, they will play with facts and also with the name of the country. The ultimate attack is on the Constitution," Jha said.
"What will they do if we change our name to BHARAT? Would they name the country Aryavart or Jambudweep?" he asked.
A high-level committee for social sciences, constituted by the National Council of Educational Research and Training (NCERT) to revise the school curriculum, has recommended that "India" should be replaced with "Bharat" in the school textbooks for all classes.
According to committee chairperson C I Isaac, the panel has suggested replacing the name "India" with "Bharat" in the textbooks, introducing "classical history", instead of "ancient history", in the curriculum and including the Indian Knowledge System (IKS) in the syllabus for all subjects.
NCERT officials, however, said no decision has been taken yet on the panel's recommendations.

Denied Ticket, Rajasthan BJP MLA To Contest Against Party's Candidate
BJP MLA from Chittorgarh assembly constituency Chandrabhan Singh Akya, who has been denied a ticket by the party, on Tuesday announced that he will contest from the seat against the BJP's official candidate Narpat Singh Rajvi.
Akya has also filed a police complaint alleging that an anonymous caller had threatened to kill him and his family if he contested the upcoming election and demanded security.
"I will file the nomination on November 2. I am not contesting the election, workers have to contest the election. On October 26, the election office will be inaugurated," Akya told reporters after a public meeting.
Akya's supporters have been protesting after the BJP gave the ticket from Chittorgarh seat to former vice president Bhairon Singh Shekhawat's son-in-law Narpat Singh Rajvi, a sitting MLA from Vidhyadhar Nagar seat in Jaipur.
Assembly polls in Rajasthan are due on November 25.
Asked about Mr Akya's police complaint, Chittorgarh Sadar SHO Bhawani Singh said that the MLA has alleged that an unidentified person called him from different numbers and threatened to kill him and vandalise his office.
"The matter is being investigated," the officer said.
Mr Akya in his complaint said that when he did not pick up the call from one number, "the caller called him from another repeatedly and threatened to kill him and his family".
Following the repeated calls on Monday night, he complained to the police on Tuesday and demanded security for his family.
Mr Akya has contested successfully twice from Chittorgarh in 2013 and 2018.
The MLA alleged that he was denied the ticket at the behest of the party's state president CP Joshi, who is an MP from the Chittorgarh parliamentary seat.

Recently, a Bengaluru-based woman with a disability has spoken up about the difficulty of finding a wheelchair-accessible apartment in the city. Twitter user Mrunmaiy said she was asked to vacate her current apartment a few weeks ago, sparking a long search for a new home.
Mrunmaiy's current apartment is located on a campus that also houses her office. She said she was willing to pay a higher rent for the convenience of living close to work, but that she has now found that there are very few accessible apartments available in the city, even at a higher price point.
"A few weeks ago, my landlord informed us that we needed to vacate the apartment where we have been living since I moved to Bangalore. Six years ago, we were blessed to know that my workplace is on a campus that also has residential apartments, malls, hospitals, schools, etc. The fact that we had to pay higher rent than nearby buildings was an easy compromise," she wrote.

The increased rent was deemed justifiable for Mrunmaiy due to the advantage of not having to commute on the road to reach her office.
"I did not have to go to the ordeal of being lifted and shifted into a cab in the absence of an accessible vehicle," she wrote.
"But now, finding another wheelchair-accessible apartment and a house in the last few weeks has been a difficult journey. It's alarming to know that many brokers and homeowners think that a couple of steps can be passed off as accessible," she added.
In concluding the thread, she wrote, "I am sharing my experience here on X just to sensitise you all about the importance of accessibility and the challenges of living with a disability in India."
Mrunmaiy's story highlights the challenges faced by people with disabilities in finding accessible housing. Most of the apartments have steps, narrow doorways, and high counters, making them difficult or impossible for wheelchair users to navigate.

Macron also said there had to be a "decisive relaunch" of the Middle East peace process, following talks with leaders in Israel, whose army is building up to a ground invasion of the Gaza Strip with the declared aim of toppling Hamas.
Macron said the Global Coalition against Daesh, or the Islamic State group (IS), "should also fight against Hamas".
The French president said he had proposed this in talks with Israel's Prime Minister Benjamin Netanyahu and to other "international partners".
"We should build a regional and international coalition to battle against terrorist groups that threaten us all," he told a joint news conference with Netanyahu.
An Elysee Palace source said Macron's proposal "draws inspiration from the experience of the Global Coalition against Daesh and seeing what aspects can be replicated against Hamas".
The coalition was set up in 2014 and says it has 86 "members" -- countries and groups such as the European Union and the Arab League.
It has focused on countering IS in Iraq and Syria but is also aimed at cutting off funding to the jihadists, the sharing of intelligence and support for many countries, including the training of Iraqi forces.
Macron was the latest of a string of Western leaders to voice support for Israel's riposte to the Palestinian militant group after the attacks which Israel says left 1,400 people dead, mostly civilians.
The Hamas government says 5,791 people have been killed in Israel's retaliatory bombardment of the Palestinian enclave, mainly civilians. Israel says that its hundreds of air raids each day aim for Hamas leaders and military targets.
Peace process
Macron said extending the coalition would benefit Israel and its neighbours who are also "threatened" by Hamas, which is branded a terrorist organisation by the European Union and the United States.
"The battle must be without mercy, but not without rule because we are democracies which fight against terrorists, democracies which respect the right to war and assure humanitarian access," Macron said.
Macron's office said before his visit that he would seek a "humanitarian truce" in Gaza while in Israel, but no mention was made after his talks with Netanyahu.
The French leader did call for a "decisive" new effort to move toward a Palestinian state, declaring: "The Palestinian cause must be heard with reason".
"Israel's security cannot be sustainable with a decisive relaunch of the political process with the Palestinians."
The French leader was to go to Ramallah on Tuesday for talks with Palestinian president Mahmud Abbas, the Palestinian Authority said.
"Tomorrow I will be with several leaders from the region to concretely advance the agenda we have given ourselves," he said.
Macron met some of the relatives of the 30 French people killed in the October 7 attacks and the nine people missing, at least one of whom has been confirmed as being a hostage.
He said freeing all hostages had to be the "first objective" of the military campaign.
Like other western leaders Macron told Netanyahu and President Isaac Herzog that Israel was "not alone" and stressed how France has also suffered from militant attacks.
"I think this is our duty to fight against these terrorist groups, without any confusion, without... enlarging this conflict."
With the Iranian-backed Hezbollah group daily trading artillery fire with the army across the Lebanon-Israel border, Western governments are concerned the conflict could spread.
Macron named Hezbollah, Iran and the Huthis in Yemen when he said they should "not take the ill-considered risk of opening new fronts".
US President Joe Biden, British Prime Minister Rishi Sunak and German Chancellor Olaf Scholz raised the same concerns during visits to Israel over the past week.

Delhi Air Quality Worsens, Stage 2 Of Centre's Anti-Pollution Plan Invoked
Amid a likely increase in pollution levels, the Centre's air quality panel on Saturday directed authorities in the National Capital Region to increase parking fees to discourage private transport and enhance the services of CNG or electric buses and metro trains.
The action comes as part of 'Stage II' of the central government's pollution control plan known as the 'Graded Response Action Plan' (GRAP), which is implemented in the Delhi-NCR to combat air pollution during the winter season.
At a meeting to review the air quality situation in the Delhi-NCR, the Commission for Air Quality Management (CAQM), a statutory body responsible for proactively implementing GRAP, said forecasts by the India Meteorological Department and the Indian Institute of Tropical Meteorology suggest Delhi's overall air quality is likely to dip and enter the 'very poor' category on October 23 and 24, owing to unfavourable meteorological and climatic conditions.
Delhi's 24-hour average air quality index (AQI) stood at 248 on Saturday.
The panel therefore decided to invoke the measures under Stage II of GRAP in the entire NCR in addition to steps already taken under Stage I.
"All actions as envisaged under Stage-II be implemented in right earnest by all the agencies concerned in NCR with immediate effect, in addition to all Stage-I actions of GRAP already in force," it said in an order.
GRAP categorises actions into four stages: Stage I - 'Poor' (AQI 201-300); Stage II - 'Very Poor' (AQI 301-400); Stage III - 'Severe' (AQI 401-450); and Stage IV - 'Severe Plus' (AQI >450).
Stage I mandates the suspension of work at private construction and demolition projects with a plot size equal to or exceeding 500 square metres that are not registered on the state government's portal for remote monitoring of dust mitigation measures.
Authorities are also tasked with enforcing a complete ban on the use of coal and firewood in 'tandoors' at hotels, restaurants and open eateries, along with taking punitive action against polluting industrial units and thermal power plants within 300 kilometres of Delhi.
Ensuring the proper implementation of guidelines for dust mitigation at construction and demolition project sites and sound environmental management of resulting waste is also part of Stage I.
Stage II measures involve increasing parking fees to discourage private transport and enhancing CNG or electric bus and metro services by introducing additional fleets and increasing service frequency.
Under Stage III, BS-III petrol and BS-IV diesel four-wheelers are prohibited from operating in Delhi, Gurugram, Faridabad, Ghaziabad, and Gautam Buddh Nagar.
Stage III involves a complete halt on construction and demolition work, except for essential government projects, besides mining and stone crushing. It also includes a ban on the entry of light commercial vehicles registered outside Delhi and diesel-guzzling trucks, and medium and heavy goods vehicles (except those involved in essential services).
Stage IV includes banning all types of construction and demolition work. State governments are authorised to decide on online classes for school students and work-from-home arrangements for government and private offices during such situations.

Banned Group PFI Member Arrested Over Murder Of RSS Leader In Kerala
The National Investigation Agency (NIA) has arrested a key member of the banned outfit Popular Front of India (PFI) in connection with the murder of Kerala-based Rashtriya Swayamsevak Sangh (RSS) leader Srinivasan in April last year, the agency said on Friday.
Shihab alias Babu had been on the run since the commission of the crime, the NIA said in a statement, adding its dedicated team successfully traced him to his residence in Kerala's Malappuram district and subsequently detained him.
Srinivasan was killed in Palakkad on April 16, 2022.
"Investigations revealed that Shihab was an integral part of the terror ecosystem being operated by the Popular Front of India (PFI), which was responsible for orchestrating the murder of Srinivasan," said the NIA.
It is believed that Shihab, acting in line with a conspiracy hatched by the PFI leaders, harboured Muhammed Hakeem, who, at the behest of PFI leadership, was responsible for the destruction of crucial evidence in the case, said the NIA.
On March 17 this year, the NIA filed a chargesheet against a total of 59 accused in the case. Subsequently, on May 16 this year, NIA's Absconder Tracking Team achieved a significant milestone by tracking down and apprehending Saheer K V, who had been on the run for long.
So far, the NIA said, a total of 69 individuals have been identified as being involved in the conspiracy.

Number Of Medical Colleges Have Doubled In The Country In Last 9 Years, Says Health Minister
Speaking at an inauguration ceremony of a regional cancer centre at the North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS), Shillong, Union Health and Family Welfare Minister Mansukh Mandaviya noted that the number of medical colleges in the country has doubled in the last nine years.
He also announced that the central government is building one critical care unit in every district in the nation.
While addressing the ceremony he said, "After the independence there were only 54,000 MBBS seats for 70 years. In the last nine years, the number of medical colleges has doubled in the country. Now there are a total of 1,70,000 MBBS seats in the country. The seats have increased for both undergraduate and postgraduate seats. The government has also set up the National Medical Commission for ensuring quality education in the country."
"Health and Wellness Centres have been created across India. We are also building one Critical Care unit in every district in the country," he added.
The minister also laid the foundation stone for 150-bed Critical Care Block at NEIGRIHMS.
"The new facilities at NEIGRIHMS will provide the required healthcare services to the people of the Northeast. The central government is committed to improve the health infrastructure in the region. We have decided to develop NEIGRIHMS as an institute of national importance," Mandaviya added.
While inaugurating the undergraduate medical college, regional cancer center and virtual autopsy facility, new modular OT complex at NEIGRIHMS, Shillong, the minister said that the facility will help people of Meghalaya get affordable and quality healthcare.

Entire Families Wiped Out As Israel Continues Heaviest-Ever Airstrikes On Gaza
As Israel prepared on Sunday for a ground assault on the Hamas-controlled Gaza Strip, Palestinians who have lost family members in air strikes were bracing for more destruction.
Um Mohammad Al-Laham's 4-year-old granddaughter Fulla Al-Laham lay in a Gaza hospital. She said an Israeli air strike hit the family home, killing 14 people including Fulla's parents, siblings and members of her extended family.
"All of a sudden and without warning, they bombed the house on top of the residents inside. No one survived except my grandchild Fulla," said the grandmother, who has witnessed many wars between Hamas and the Israeli army over the years.
She says this is the toughest.
"Fourteen people martyred, no one was left except Fulla," she said. "She doesn't talk, nothing, just lays in her bed and they give medicine."
One other four-year-old child in the family had also been left with almost no relatives, the grandmother said.
Israel has unleashed the heaviest air strikes ever on Gaza.
It has vowed to annihilate tHamas in retaliation for a rampage by its fighters in Israeli towns eight days ago in which its operatives shot men, women and children and seized hostages in the worst attack on civilians in the country's history.
Some 1,300 people were killed in the surprise onslaught, with graphic mobile phone video footage and reports from medical and emergency services of atrocities in the overrun towns and kibbutzes.
Israel has put Gaza, home to 2.3 million Palestinians, under siege and told people to leave their homes in the north of the enclave and move south.
Hamas has urged people not to leave, saying roads out are unsafe.
The United Nations says so many people cannot be safely moved within Gaza without causing a humanitarian disaster.
THE ROAD SOUTH
Some residents said they would not leave, remembering the "Nakba," or "catastrophe," of 1948 when many Palestinians were forced from their homes during the war that accompanied Israel's creation.
Gaza authorities said more than 2,300 people have been killed, a quarter of them children, and nearly 10,000 wounded.
Rescue workers searched for survivors of air raids.
In Khan Younis, southern Gaza, Mohamed Abo Dakka said his family was still under the rubble after an Israeli strike.
"I lost my son, my cousins, and the whole family," he said. "I didn't lose them because they were arrested for fighting on the front lines... we were just at home, sitting at home.
"We can't find equipment to search and pull them out."
The expected Israeli ground offensive and the air strikes have raised fears of unprecedented suffering in the narrow, impoverished enclave, one of the most crowded places in the world.
At Gaza's Kamal Edwan Hospital, where some children were attached to ventilators, Dr Hussam Abu Safiya, said: "If you want to kill us, kill us while we continue working here, we will not leave. We need days and weeks to secure another place."
"The situation is really dangerous," he said. "Transferring these children from this place means handing them a death sentence. They will die and this equipment only operates with electricity and oxygen."
Hospitals say they are running out of medicine and fuel under the Israeli blockade.
Witnesses in Gaza City told Reuters the Israeli offensive had forced more people from their homes, some seeking shelter at medical facilities. Gaza's largest Shifa hospital was overcrowded.
"We are living the worst nightmare of our lives. Even here in the hospital we are not safe. An air strike hit in the area outside the hospital around dawn," said a 35-year-old woman who declined to give her name.
Taking the road to southern Gaza has become more difficult as several people who made the journey say Israel continues to bomb around it. The Israeli military was not immediately available for comment.
Ashraf Al-Qidra, Gaza's health ministry spokesman, said 70% of people in Gaza City and the north of the strip are deprived of health services after the Palestinian refugee agency UNRWA evacuated its headquarters and suspended its services.
East of Khan Younis in southern Gaza, where hundreds of northern residents have fled to, some locals cooked for displaced people, using firewood to prepare 1,500 meals of meat and rice donated by residents.
"We are running out of gas, so we are cooking on firewood," said Youssef Abu Assi, one resident helping out.

NASA Launches Mission To Explore Metal-Rich Asteroid Psyche
NASA on Friday launched a spacecraft from Florida on its way to Psyche, the largest of the several metal-rich asteroids known in our solar system and a body thought to be the remnant core of an ancient protoplanet.
The Psyche probe, folded inside the cargo bay of a SpaceX Falcon Heavy rocket, blasted off from NASA's Kennedy Space Center in Cape Canaveral on a planned journey 2.2 billion miles (3.5 billion km) through space. The spacecraft, roughly the size of a small van, is due to reach the asteroid in August 2029.

The launch, shown live on NASA TV, marks the latest in a series of recent NASA missions seeking clues about the formation of our planet about 4.5 billion years ago by sending robotic spacecraft to explore asteroids - primordial relics from the dawn of the solar system.
This asteroid measures roughly 173 miles (279 km) across at its widest point and resides on the outer fringes of the main asteroid belt between the planets Mars and Jupiter.
The spacecraft was due to be released from the rocket's cargo bay about five minutes after the launch, then take about two hours to unfurl its twin solar panels and point its communications antennae toward Earth.
Psyche's mission control team plans to spend the next three to four months conducting checks of the spacecraft's systems before sending it on its journey into deep space, propelled by solar-electric ion thrusters being used for the first time on an interplanetary mission.
After reaching the asteroid, the spacecraft would then orbit it for 26 months, scanning Psyche with instruments built to measure its gravity, magnetic proprieties and composition.
According to the leading hypothesis, the asteroid is the once-molten, long-frozen inner hulk of a baby planet torn apart by collisions with other celestial bodies in the early solar system. It orbits the sun about three times farther than Earth, even at its closest to our planet.
'Outer Space To Explore Inner Space'
The first asteroid of its kind chosen for study at close range by spacecraft, Psyche is believed to consist largely of iron, nickel, gold and other metals whose collective hypothetical monetary value has been placed at 10 quadrillion dollars.
But the Psyche mission has nothing to do with space mining, according to scientists. Its objective is to gain insight into the formation of Earth and other rocky planets that are built around cores of molten metal. Earth's molten center is too deep and too hot to ever be examined directly.
"So we say, tongue-in-cheek, that we're going to outer space to explore inner space," Lindy Elkins-Tanton, Psyche's principal investigator for NASA's mission partner Arizona State University, told a briefing for reporters on Tuesday.
One of the spacecraft's primary instruments is a spectrometer to measure molecular signatures of gamma rays and neutrons emitted from the asteroid's atoms as it is bombarded by cosmic radiation from the sun, allowing scientists to map Psyche's iron composition.
Once reaching Psyche, the probe is set to circle it in a series of gradually descending orbits, ending up a mere 40 miles (64 km) from the asteroid's surface, before ending the mission in November 2031.
The asteroid, discovered in 1852 and named for the goddess of the soul in Greek mythology, is the largest of about nine known asteroids that appear from ground-based radar observations to consist largely of metal, with rocky material mixed in. Still, scientists can only guess at what Psyche looks like, Elkins-Tanton said.
The spacecraft is programmed to approach Mars in May 2026 for a gravity assist intended to boost its momentum and put its trajectory on course for its final destination.
Other spaceflight milestones in store for the Psyche mission include a ride-along technology demonstration testing a laser-based communication system to send high-bandwidth data to Earth from beyond the moon for the first time.
It also marks the first dedicated NASA launch on a Falcon Heavy rocket furnished by Elon Musk's SpaceX company, and the first interplanetary mission ever flown by the Falcon Heavy.
The launch came two weeks after NASA accomplished a return to Earth of the largest sample of material ever collected from the surface of an asteroid, in this case a much smaller, rocky near-Earth asteroid named Bennu.
NASA in 2021 launched a spacecraft named Lucy on a 12-year expedition to study the Trojan asteroids, two large clusters of space rocks orbiting the sun ahead of and behind the path of Jupiter.
And last September, NASA sent a spacecraft slamming into an asteroid with enough force to nudge it from its natural path - the first time humans altered the motion of a celestial body - in a successful test of a planetary defense system.

Taiwan Says China Has Amped "Military Intimidation" This Year
Taiwan's defence minister said Thursday China has stepped up "military intimidation" this year by flying an increased number of warplanes around the island as well as accelerating the deployment of ballistic missiles.
China claims self-ruled Taiwan as part of its territory to be seized one day -- by force if necessary -- and has ramped up pressure on the island in recent years, staging at least two rounds of massive war games.
Beijing has "stepped up the intensity of its military intimidation to strengthen control over our surrounding waters and airspace", Defence Minister Chiu Kuo-cheng said, reading from a report made to parliament's defence and foreign affairs committee on Thursday.
He pointed to the deployment of the Dongfeng-17 missile -- a short-to-medium range rocket that is believed to be capable of releasing a "hypersonic glider" -- as well as the Chinese navy accelerating sea trials for its third aircraft carrier, the Fujian, which is expected to enter service by 2025.
Chiu said, "The number of Chinese warplanes harassing Taiwan rose to around 380 per month (in 2023), escalating tensions in the Taiwan Strait".
In the recent three-day "Joint Sword" military exercise in April -- in response to Taiwanese President Tsai Ing-wen's meeting with a top US official in California -- China had sent "more than 560 sorties" around the island as its military simulated the encirclement of Taiwan, Chiu added.
According to announcements made by the defence ministry from April 8 to 10 -- the days of the "Joint Sword" exercise -- 232 aircraft were detected around Taiwan.
Chiu did not elaborate on the discrepancy in numbers, reiterating only that China's "military expansion has seriously threatened the security across the Taiwan Strait and surrounding areas".
Beijing flies fighter jets and sorties around Taiwan on a near-daily basis, with the highest recent number coming last month when 103 war planes were detected within a 24-hour window.
Global fears of a potential conflict between China and Taiwan have increased since Russia's invasion of Ukraine last year.
When asked to comment on the Israel-Hamas war before the parliamentary session, Chiu told reporters his ministry has formed a task force to "study and analyse" the conflict.
"Everyone's common hope is to avoid war," he said.

90% Of Dead In Afghanistan Earthquakes Women And Children: UNICEF
More than 90 per cent of those killed in a series of earthquakes in western Afghanistan were women and children, UNICEF said Wednesday, as fresh tremors terrorised residents of villages flattened by the disaster.
The magnitude 6.3 earthquake hit at dawn around 30 kilometres (19 miles) north of Herat city -- the latest in a series of quakes that have left thousands homeless since the weekend.
In total, more than 1,000 people have been killed and hundreds more injured, the Afghan government said Wednesday, revising an earlier toll of over 2,000.
The brunt of fatalities was borne by women and children when the first magnitude 6.3 quake hit Saturday around 11:00 am (0630 GMT), said Herat-based UNICEF field officer Siddig Ibrahim.
"Women and children are often at home, tending to the household and caring for children, so when structures collapse, they are the most at risk," he said in a statement.
Forty-year-old Mohammad Naeem told AFP he lost 12 relatives, including his mother, after Saturday's earthquakes.
"We can't live here anymore. You can see, our family got martyred here. How could we live here?"
Children scared to sleep
At least one person was killed and around 130 injured in the latest quake on Wednesday, according to officials.
Some of the wounded were hit by the debris of already destroyed homes, said Abdul Zahir Noorzai, ambulance manager for Herat Regional Hospital.
Thirty-two-year-old Abdul Qudos said survivors had been left terrified by the multiple aftershocks.
"We are so scared that even when we see the trees moving (in the wind), we think it's another earthquake coming," he told AFP.
Earthquakes are frequent in Afghanistan and in the west and centre of the country are mostly caused by the Arabian and Eurasian tectonic plates jutting against each other.
Public health minister Qalandar Ebad attributed the confusion over fatality figures to the remoteness of the area and double reporting during the rescue effort.
"When whole villages are destroyed and populations erased... verifying the affected and martyred people, and the number of wounded, is a very difficult process," he said, adding that 2,400 had been injured.
Casualties in flux
Volunteers have been digging for survivors and bodies from the earlier quakes which totally destroyed at least six villages in rural Zenda Jan district and affected more than 12,000 people, the United Nations said.
Providing shelter on a large scale will be a challenge for Afghanistan's Taliban authorities, who seized power in August 2021, and have fractious relations with international aid organisations.
"That area is very cold, staying there after the evening is very difficult," said minister Ebad. "We know they could live there in tents for one month, but more than that would probably be very difficult."
Most homes in rural Afghanistan are made of mud and built around wooden support poles, with little in the way of steel or concrete reinforcement.
Multi-generational extended families generally live under the same roof, meaning serious earthquakes can devastate communities.
Afghanistan is already suffering a dire humanitarian crisis, with the widespread withdrawal of foreign aid following the Taliban's return to power.
Herat province, on the border with Iran, is home to around 1.9 million people, and its rural communities have already been suffering from a years-long drought.

ISIS Operative Sentenced To 7 Years In Jail By Anti-Terror Court In Delhi
A special NIA court here convicted an operative of banned global terror group ISIS and sentenced him to seven years in jail, an official said on Tuesday. Adnan Hassan, who was arrested on January 29, 2016, over his affiliation with ISIS, was convicted by the special court in Delhi on Monday, a spokesperson of the federal agency said.
He was handed over the jail sentence along with a fine of Rs 4,000 under relevant sections of the Indian Penal Code (IPC) and the Unlawful Activities (Prevention) Act.
The official said Hassan was found guilty in the case related to the ISIS Abu Dhabi module. The case pertains to the criminal conspiracy involving Indian nationals Sheikh Azhar Al Islam Sattar Sheikh, Mohammed Farhan Mohammed Rafiq Shaikh and Adnan Hassan.
"These individuals are members of the proscribed terrorist organization, the Islamic State of Iraq and Syria (ISIS), along with other yet unidentified associates. Their conspiracy aimed at identifying, motivating, radicalizing, recruiting, and training susceptible youths for planning and execution of terrorist attacks," the spokesperson said.
The NIA had registered a case on January 28, 2016, under relevant sections of IPC and UA(P)A as on the orders of the Union Ministry of Home Affairs.
"The investigation has revealed that Hassan used a variety of online platforms and methods, including posts, news articles, comments, videos, images, and the commentary of Islamic scholars, to motivate individuals to join ISIS. He also provided financial support to the accused Abdullah Basith and other associates," the spokesperson said.
On the basis of evidence, a chargesheet was filed against Hassan in the special court on July 25, 2016.

Israel-Hamas War Upsets Saudi Prince's Hopes Of "Biggest Historical Deal"
Saudi Arabia's Crown Prince Mohammed bin Salman had a vision for the Middle East that placed shared economic benefits at its heart - including a historic alliance with Israel.
Even a potential solution over a Palestinian state didn't seem beyond the realms of possibility - a longstanding sticking point between the two countries. "Good negotiations" are ongoing to achieve that goal, the 38-year-old de facto Saudi leader said in an interview with Fox News last month. The US is pushing the talks and "the biggest historical deal since the end of the Cold war" is a realistic prospect, he told the TV channel.
After last weekend's deadly attacks by Hamas on Israel, those hopes have been upended. The incursion also turns attention toward Iran, which has never wavered from its policy of armed resistance to Israel and is a financial and military backer to Hamas.
And Crown Prince Mohammed appears to be already tempering his enthusiasm for a deal with Israel in the short-term by defaulting to the kingdom's more solemn official stance on the Israeli-Palestinian conflict.
"The kingdom will continue to stand by the Palestinian nation in its quest for its legitimate rights," he said in a press release after a phone conversation with Palestinian Authority President Mahmoud Abbas on Tuesday.
Sanam Vakil, director of the Middle East and North Africa program at London's Chatham House think tank, said the attack underscored the idea that a policy of "containment" on Iran and the Palestinian-Israeli conflict isn't an effective way of managing regional security.
"This pours cold water on the mirage of de-escalation," she said.
Minimizing Threats
MBS, as the oil-rich kingdom's crown prince is known, had previously taken steps to deescalate regional tensions and minimize threats to his multi-trillion-dollar plan to transform Saudi Arabia's economy by 2030. The kingdom is the home of Islam's two most holiest sites, giving it particular importance in the region and creating a tricky balancing act between religious and secular objectives.
The prince's pitch has been that economic development and prosperity in his country will benefit a region mired for too long in wars and ideological differences.
To that end, he forged a Chinese-brokered deal in March with regional rival Iran, embarked on direct negotiations with Tehran - backed Houthi rebels in neighbouring Yemen - against whom he had waged war for eight years - and made overtures to Syria's pariah President Bashar Al-Assad.
He has said Saudi Arabia's own economic success hinged on a stable, peaceful and thriving region that gave everyone including Iranians and Palestinians "a good life." He told Fox News he wanted something substantive for the Palestinians as part of a three-way bargain with Israel and the US, but declined to be specific.
Deadly Fallout
Hamas's surprise attack on Israel - which has left at least 1,600 people dead on both sides - effectively rules out any agreement between Israel and the Palestinian authorities that would help achieve Saudi Arabia's objectives. That means any normalization deal between Israel and Saudi Arabia is probably on hold for the foreseeable future.
Hamas's attack "stalls Saudi Arabia's stabilization and development plans" for the region, said Lina Khatib, director of SOAS University of London's Middle East Institute.

That might actually be a lesser worry for MBS than how events have been playing out among the Saudi population.
In a country where the government tightly controls social media posts and people have been arrested for being too outspoken about certain issues, many Saudis took to the internet to praise Hamas's actions and denounce Israel.
Othman Al-Khuwaiter, a Saudi energy sector expert and columnist based in the eastern Saudi city of Dhahran, reveled in what he characterized as the humiliation of Israelis.
"God willing, this will be seared in their memories forever," Al-Khuwaiter wrote. "They are under siege just when they thought they were masters in full control."
At the start of the attack over the weekend, Saad Al-Bazei, a professor of English at King Saud University in Riyadh, hailed "the unprecedented and glorious achievements of the Palestinian resistance deep within Israel."
Social media accounts of individuals who normally post every utterance by MBS and praise his every move were quick to hit back.
'Grand Project'
"This is an attack on Saudi Arabia's grand project for the Middle East and we must be in solidarity with the state of Israel," Badr Al-Saadoun, a Riyadh-based lawyer, wrote on social media site X.
The Saudi Foreign Ministry called for an "immediate end to escalation by both sides" but added that "the exploding situation" was a result of Israel's "occupation and deprivation of the Palestinian people of their legitimate rights and the systematic provocations against their sanctities." The statement was widely shared by Saudis defending Hamas's actions.
Mark Dubowitz, chief executive of the Foundation for Defense of Democracies, a Washington-based think tank that has been involved for years in efforts to forge Saudi-Israeli normalization, said the statement angered many of Israel's allies in the US and prompted calls to Saudi officials in Riyadh and Reema bint Bandar, the Saudi ambassador in the US.
A spokesperson for the embassy said he couldn't immediately comment.
As Israeli Prime Minister Benjamin Netanyahu vowed massive retaliation for Hamas's actions, it would be unthinkable for MBS to deliver an Israel normalization deal to his people during carnage in Palestinian territories, Dubowitz said.
"This is very much what" Iran's Supreme Leader Ali Khamenei "intended," he said.
