Family Of Dalit Man Beaten To Death Refuses To Take His Body In Rajasthan

The deadlock between the family members of a Dalit man, who was beaten to death, and police and administration in Rajasthan's Barmer district continued for the third consecutive day on Friday with his family refusing to take the body.

The family members are demanding a compensation and government job to one member along with the arrest of all the accused involved in the murder.

Kojaram Meghwal (40), a resident of Asadi village, was beaten to death with sticks over an old enmity on Wednesday.

His family members have lodged an FIR at the Girab police station against 16 people.

Members of the Dalit community held a demonstration in Barmer against the incident. The family members are not ready to take the body and are sitting on a dharna in front of the mortuary of the district hospital.

Police said efforts are being made to pacify the family members. A case against 16 named accused has been registered and three of them have already been apprehended and were being interrogated, the police added.

Deve Gowda's Daughter-In-Law Denied Ticket In Party's 2nd List

HD Kumaraswamy-led Janata Dal (Secular) today released a second list featuring 49 names for the May 10 Karnataka polls, ending the chatter and family suspense over who will get the key Hassan seat.

HP Swaroop, a former Hassan zilla panchayat vice-president and son of former MLA late HS Prakash, will contest from Hassan seat, for which Mr Kumaraswamy's sister-in-law was also in the running. Mr Kumaraswamy had underlined in the past that a party worker should be given a ticket in Hassan and that there was no question of any compromise on this.

HD Revanna's wife Bhavani Revanna also wanted to contest from Hassan.

HD Kumaraswamy chaired the meet with party patriarch Deve Gowda and brother HD Revanna and made it clear that Bhavani Revanna, his sister-in-law, would not be fielded as the candidate from Hassan amid talks of family dynasty politics.

"Bhavani Revanna spoke to me this morning. Revanna and I have discussed and decided.... As Revanna has said yesterday, there can be no differences in the family as was being speculated in the media. Hassan's candidate has been finalised with the consent of Revanna and Bhavani Revanna," said Mr Kumaraswamy flanked by his brother Mr Revanna and JD(S) state president CM Ibrahim.

The rift within the Gowda family over the Hassan ticket had widened to the extent that Mr Kumaraswamy had invoked the battle of 'Kurukshetra' in the epic Mahabharata to allege that some 'Shakunis' were trying to brainwash his brother Revanna.

Hassan is the home district of Deve Gowda, and the party in 2018 Assembly polls had won in six out of seven segments other than the Hassan Assembly seat, which BJP's Preetham Gowda clinched, making it the first ever win for the saffron party in the Vokkaliga dominated district.

Farmer leader Kadabur Manjunath will contest from Gundlupet.

In Bengaluru, M Munegowda will contest from Yelahanka, Mohammad Mustaf from Sarvagnanagar and Javare Gowda will contest from Yeshwantpur.

Former Minister A Manju, who recently joined the party, has been fielded from Arakalagudu. He has earlier been with both Congress and BJP.

The JD(S) had announced its first list of 93 candidates back in December.

Tech, Alternative Dispute Resolution, Vital For Justice Delivery: PM Modi

Prime Minister Narendra Modi on Friday emphasised that technology needs to be brought into play to speed up the justice delivery system, especially in remote areas such as in the northeast.

He also maintained that the alternative dispute resolution system was an important pillar of judicial delivery.

Speaking at the concluding ceremony of the Platinum Jubilee celebrations of Gauhati High Court, PM Modi said, “Technology can help bring justice to remote areas such as in the northeast.” He said the government is ensuring utilisation of new technology in every possible sphere, citing Digital India Mission, DBT and Aadhaar as examples of such initiatives to provide tech benefits to citizens.

Indicating how lack of clarity in property ownership has proven to be a burden on the judiciary, he gave an example of how drones have been used to bring a solution by mapping properties in over 1 lakh villages under the PM Swamitva Yojana.

“Property card distribution to lakhs of citizens have already been accomplished, which will result in a decline in property-related cases and ease the lives of citizens,” the PM added.

He maintained that there is "unlimited scope for use of technology" to modernise the justice delivery system in the country.

Praising the work of the Supreme Court's e-committee in this regard, he mentioned that Budgetary allocation has been made for phase 3 of the e-court mission.

Referring to global efforts to use AI in the judicial system to bring efficiency, PM Modi said, “We should also try to increase efforts to improve the ease of justice for the common citizen through AI.” He also said, “Alternative dispute resolution systems are vital. The North East has rich traditions in this regard.

“The law schools should also teach about these,” he added, praising the Gauhati High Court for recently coming out with six books on customary laws of the region.

He also emphasised the country's law should be written in an easy language, comprehensible to ordinary people, as it enhances citizen's trust in the country and its systems.

“Effort is to draft laws in simple language and this approach will be greatly helpful for the courts of our country”, he said, also mentioning about the BHASHINI portal which aims to help every citizen to access the internet in their own language.

Paying tribute to Bhim Rao Ambedkar on his birth anniversary, PM Modi said, "It is a happy coincidence that today is Babasaheb Ambedkar's anniversary. He had played the main role in framing our Constitution." Noting that the aspirations of Indians in the 21st century are unbounded, the prime minister said the judiciary, as a pillar of democracy, has a strong and sensitive role to play in meeting these aspirations.

“The Constitution also expects us to build a strong, vibrant and modern legal system,” he said.

“We repealed thousands of archaic laws, reduced compliances. About 2000 such laws have been repealed and more than 40,000 compliances have been discontinued. This, along with the decriminalisation of many provisions of business, has reduced the number of cases in the courts,” he added.

The Prime Minister emphasised the need for the government and the judiciary to be sensitive towards those who have been incarcerated for petty crimes for years and do not have the resources or the money to pay for bail or fines.

He also took note of those whose families were not ready to accept them after the legal processes had been completed.

He mentioned that this year's Budget has a provision for financial assistance for such prisoners where monetary aid will be handed over to the state by the Centre to help in securing their release.

He also highlighted the role of Gauhati High Court in justice delivery in the region, pointing that it has the largest jurisdiction under it in the country, and said, “The Gauhati High Court has its own heritage and identity.” It has four states, including Assam, under it at present, while till 2013, seven states were under its jurisdiction, he added.

During the programme, the prime minister also launched a mobile application ‘Assam Cop', designed by Assam Police.

The app will facilitate accused and vehicle searches from the database of the Crime & Criminal Network Tracking System (CCTNS) and the VAHAN national register.

"White Elephant On The Move": Bengal Minister On Governor's University Visits

In a sign of a widening rift between the West Bengal government and Governor CV Ananda Bose, Education Minister Bratya Basu on Friday equated his recent visit to state universities with a "white elephant moving around" on his own.

The education minister also said that the two sides had earlier decided to work together, but he could not comprehend why Mr Bose, also the titular chancellor of state-run universities, is making such visits without keeping the state government in the loop.

Mr Basu said in view of the new situation, Chief Minister Mamata Banerjee should take over as chancellor of state universities. The state had earlier mooted this proposal after repeated run-ins with former Governor Jagdeep Dhankhar over the management of state-run universities.

"If the governor functions on his whims, without intimating the chief minister, the department, the minister or the institution concerned, I am forced to say that this is not done. He cannot function in such a manner,“ Mr Basu told reporters after garlanding the statue of B R Ambedkar on his birth anniversary.

He was replying to queries on the Governor's unscheduled visits to the three state university campuses since April 10. When asked by reporters, the Governor refused to react to the minister's comments.

Mr Bose's recent visits to the universities without informing anyone are similar to "moving around of a white elephant disregarding norms", Mr Basu said. The Minister said "in principle" he felt "the chief minister should be the chancellor" of state-run universities.

A bill passed in the state assembly to make the chief minister the chancellor has been pending with Raj Bhavan since the tenure of Mr Bose's predecessor Jagdeep Dhankhar.

The education minister called upon Mr Bose to either sign the bill or send it back to the assembly secretariat "so that we can pass it for the second time" evaluating the draft again if required.

The statement assumed significance as after a meeting between the two sides in late February, the minister had hinted the government would not stick to its demand to make the Chief Minister the chancellor if the governor and the state government were on the same page on various academic management issues.

"I am forced to say that we won't allow Raj Bhavan to gain control of the education sector. On the issue of autonomy of the state's higher educational institutions, no unilateral action by Raj Bhavan will be allowed by this government," Mr Basu asserted.

The ties between the two sides started souring after Mr Bose's letter to vice-chancellors seeking weekly reports on the academic functioning of universities, and decisions on financial matters.

Mr Bose then made unannounced visits to Calcutta University, West Bengal State University in Barasat and Presidency University in Kolkata within a week.

He met principals of affiliated colleges at Calcutta University, and students. He also talked to students and faculty at two other higher educational institutes.

BJP Leader Mohinder Bhagat Joins AAP Ahead Of Jalandhar Lok Sabha Bypoll

Ahead of the Jalandhar Lok Sabha bypoll, BJP leader Mohinder Paul Bhagat joined the ruling Aam Aadmi Party in Punjab on Friday.

Bhagat, a leader from Jalandhar, is the son of Bhagat Chuni Lal, who was a minister in the erstwhile SAD-BJP government.

Chief Minister Bhagwant Mann welcomed Mr Bhagat into the AAP fold, the party said in a statement. Jalandhar West MLA Sheetal Angural and AAP Punjab general secretary Harchand Singh Barsat were also present on the occasion.

With Mohinder Bhagat's joining, the AAP has gained more strength in Jalandhar, the party claimed.

Recently, Sushil Kumar Rinku, crossed over to the AAP from the Congress and is contesting the parliamentary by-election as the ruling party's candidate.

The Congress has fielded Karamjit Kaur Chaudhary while BJP has named Inder Iqbal Singh Atwal, who quit the Akali Dal to join the party recently, as its candidate for the bypoll to Jalandhar.

The Lok Sabha bypoll was necessitated following the death of Congress MP Santokh Singh Chaudhary (76) in January. He died after he suffered a cardiac arrest during the party's Bharat Jodo Yatra in Jalandhar's Phillaur.

The polling for the seat will take place on May 10 while counting will be held on May 13.
