"Momentum Coming Back": China On Ties With India Amid Border Tensions

China has said its "macro bilateral ties" with India is coming back on track, amid tensions along the Line of Actual Control (LAC).

"China and India are working quite well together on some of the multi-national occasions," Zha Liyou, China's Consul-General, told a gathering in Kolkata while welcoming the Minister Counsellor of the Chinese embassy in India.

"Whether its SCO or G20 conferences, and also the President and the Prime Minister met on the sidelines of the Bali Summit. I believe they had a wonderful conversation. We are very happy to see the momentum coming back," Zha said, referring to the Shanghai Cooperation Organisation and the Group of 20.

The two nations continue to maintain communication via diplomatic and military channels, promoting the transition of the border situation to "normalised management and control".

"The current border situation is overall stable," Zha said, according to news agency PTI.

"Since last year, China-India relations have caught positive momentum. President Xi Jinping and Prime Minister Narendra Modi commonly attended three summit meetings and exchange pleasantries on the sidelines of the G20 Bali Summit," Zha said.

"The two foreign ministers met thrice in 2022. Earlier this month, China's new Foreign Minister Qin Gang, during his visit to India to attend the G20 Foreign Ministers' Meeting, held a bilateral meeting with Indian External Affairs Minister S Jaishankar and had an in-depth exchange of views on bilateral relations and multilateral cooperation," he said.

Indian and Chinese soldiers clashed along the LAC in the Tawang sector of Arunachal Pradesh on December 9, resulting in minor injuries to a few personnel from both sides. The clash near Yangtse in the sensitive sector took place amid the border stand-off between the two sides in eastern Ladakh.

Zha said India and China could draw strength from their ancient civilisations, and share oriental wisdom with the world, so as to jointly maintain the stability of the international order.

"In a world intertwined with changes and chaos, China and India could speak out loud for more institutional rights of developing countries. The two countries working together will bear on the future of Asia and beyond," he added.

"Slap In The Face": Ukraine On Russia's Security Council Presidency

Russia's presidency of the UN Security Council for the month of April is "a slap in the face to the international community", Ukraine's Foreign Minister Dmytro Kuleba said on Saturday.

"I urge the current UNSC members to thwart any Russian attempts to abuse its presidency," Dmytro Kuleba said at the start of Russia's tenure of the body's rotating presidency.

In a statement on Twitter, Dmytro Kuleba called Russia "an outlaw on the UNSC".

Later this month, Moscow has said Foreign Minister Sergei Lavrov is planning to chair a UN Security Council meeting on "effective multilateralism".

Russian foreign ministry spokeswoman Maria Zakharova has also said that Sergei Lavrov will lead a debate on the Middle East on April 25.

The United States has criticised Russia's role and its permanent seat on the Security Council.

"A country that flagrantly violates the UN Charter and invades its neighbour has no place on the UN Security Council," White House spokesperson Karine Jean-Pierre said earlier.

"Unfortunately Russia is a permanent member of the Security Council and no feasible international legal pathway exists to change that reality," she added, calling the presidency "a largely ceremonial position."

Dmytro Kuleba had earlier called Russia's Security Council presidency "a bad joke".

The presidency rotates every month between the 15 member states, and Moscow last chaired the council in February 2022.

Russia would hold little influence on decisions but would be in charge of the agenda.

Trials Should Be Taken Up, Concluded Speedily: Supreme Court

Jails are overcrowded and their living conditions appalling and the courts should ensure that trials, especially in cases where special laws enact stringent provisions, are taken up and concluded speedily, the Supreme Court has said.

The top court said if the trials are not concluded in time, the injustice wrecked on the individual is immeasurable.

A bench of Justices S Ravindra Bhat and Dipankar Datta made the observation while extending the bail of a man accused under the Narcotic Drugs and Psychotropic Substances Act on bail.

"Incarceration has further deleterious effects, where the accused belongs to the weakest economic strata: immediate loss of livelihood, and in several cases, scattering of families as well as loss of family bonds and alienation from society.

"The courts, therefore, have to be sensitive to these aspects, and ensure that trials, especially in cases where special laws enact stringent provisions, are taken up and concluded speedily," the bench said.

The court said laws which impose stringent conditions for grant of bail, may be necessary in public interest; yet, if trials are not concluded in time, the injustice wrecked on the individual is immeasurable.

"Jails are overcrowded and their living conditions, more often than not, appalling. According to the Union Home Ministry's response to Parliament, the National Crime Records Bureau had recorded that as on December 31, 2021, over 5,54,034 prisoners were lodged in jails against a total capacity of 4,25,069 lakhs in the country. Of these 122,852 were convicts; the rest 4,27,165 were undertrials," the bench said.

The top court, while ordering release of the man on bail, said he has been in custody for over seven years and four months.
