Defence Deal Worth Rs 2.3 Lakh Crore Cleared. Here's What India Will Get

  1. The DAC, headed by Defence Minister Rajnath Singh, has given its go-ahead for the procurement of 97 more Tejas MK-1A fighter jets for the Indian Air Force and 156 more Light Combat Helicopter (LCH) Prachand, that were inducted last year.
  2. Both aircraft are indigenously developed and the value of these deals is around Rs 1.1 lakh crore. The LCH Prachand and Tejas fighter have been developed by the state-run Hindustan Aeronautics Limited (HAL). The induction of Tejas will help indigenize the fighter fleet of the IAF which is mostly comprised of Russian, and French fighters. 
  3. The AON is not just for the Air Force, but also for the Army and the Navy, making it the biggest defence order in Indian history. The AoN is not the last step before the final procurement. 
  4. After the AoN, contracts will be negotiated with the manufacturers and after that, they will be sent to the Cabinet Committee on Security (CCS) which is headed by the Prime Minister. It would still take several years for the procurement to take place.
  5. Apart from the order for Prachand and Tejas, the AoN has been accorded for the upgrade of the Su-30MKI fighter jets. The upgrade focuses on procuring equipment from domestic manufacturers and increasing the indigenous content in weapons and platforms. The aim is to reduce dependence on Original Equipment Manufacturers (OEM), like Sukhoi for Su-30MKI. 
  6. The T-90 Bhishma tanks, which form the pillar of the army's tank fleet along with the T-72 and MBT Arjun, will be upgraded with Automatic Target Tracking System (ATSS) and Digital Basaltic Computer under the Buy (India) Category of the Defence Acquisition Procedure (DAP), a guide for all capital procurement in India. The T-90 Bhishma were deployed in Ladakh during the India-China border conflict. 
  7. AoN has been given for two types of Anti-tank Munitions - Area Denial Munition (ADM) Type-2 and Type-3, which are capable of neutralising Tanks and Armoured personnel carriers and enemy personnel. ADM is a weapon used against an advancing enemy. They are used as land mines against Tanks and APCs. 
  8. The field guns, which the army has been using for many years and have completed their service life, will be replaced by the Towed Artillery Gun System (ATGS). The AoN seeks to make towed artillery the mainstay of the Army's artillery regiment with 155 mm calibre munition as the standard. The Dhanush Howitzer, DRDO's Advanced Towed Artillery Gun System (ATAGS), and M777 Howitzer are some towed artillery guns that the army operates.
  9. The AoN has given for procurement of Medium Range Anti-Ship Missiles (MRAShM) for a surface platform of the Indian Navy under the Buy (Indian-IDDM) category in DAP. IDDM refers to Indigenous Designed and Manufactured.
  10. The MRAShM is envisaged as a lightweight Surface-to-Surface Missile which will be a primary offensive weapon onboard Indian Naval Ships.

Miracle Drug That Could Extend Dogs' Lives Inches Closer to Approval

The US Food and Drug Administration (FDA) has granted key approval for a drug that could extend the lives of large and giant-breed dogs. The drug, LOY-001, is being developed by Loyal, a biotechnology company based in San Francisco. The FDA has approved the Reasonable Expectation of Effectiveness section of Loyal's application for conditional approval. This means that the FDA believes that LOY-001 is likely to be effective in extending the lifespan of large and giant-breed dogs.

According to a letter disclosed by Loyal to the New York Times, a representative from the US Food and Drug Administration stated, "The data you provided are sufficient to show that there is a reasonable expectation of effectiveness."

On average, larger dogs generally have a lifespan of approximately 8 to 12 years, according to information from the American Kennel Club. Specifically, Bernese Mountain Dogs have a life expectancy of 7-10 years, while Great Danes typically live around 8-10 years.

Loyal has outlined that the veterinarian-administered medication is crafted to be a sustained-release product administered to large- and giant-breed dogs at intervals of three to six months.

According to Newsweek, while Loyal did not specify in the statement how long the drug could extend the lives of large canine companions, the company says on its website that the drug will be a "long-acting injectable" administered by a veterinarian every three to six months. At the time of publication, the estimated cost of the drug had not been released.

The FDA's expanded conditional approval is an "accelerated pathway" for the drug, which Loyal estimates will be available in 2026, Loyal spokesman Tim Smith said in a statement.

20 Blocks Of Critical Minerals, Worth Rs 45,000 Crore, Put Up For Auction

In a bid to address potential supply chain vulnerabilities for materials like lithium, cobalt and titanium, the Centre launched the first tranche of the Critical and Strategic Minerals Auction on Wednesday. A total of 20 blocks have been put up for auction and their combined value is estimated to be Rs 45,000 crore, Union Minister of Mines Pralhad Joshi said. 

The 20 blocks are located in Uttar Pradesh, Gujarat, Jharkhand, Bihar, Odisha, Tamil Nadu, Chattisgarh and Jammu and Kashmir, and composite licences will be issued for 16 of them, while mining licences will be given for the remaining four. Exploration is allowed under composite licences.

The bidder will be selected based on the highest percentage of royalty rates quoted by them. Sale of tender documents will begin on Wednesday itself, and Mr Joshi encouraged prospective bidders to apply.

The Mines And Minerals (Development And Regulation) Act was amended in August and 24 minerals were notified as Critical and Strategic minerals. 

The auction is important because the minerals are essential for the country's economic development and national security. Lithium is a core component in lithium-ion batteries that form the backbone of not just mobile communication but also electric vehicles, which are touted as the future of transportation. Batteries will also play a role in the wide adoption of solar power to store the electricity produced for use when the sun isn't shining. 

India has committed to achieving 50% of cumulative electric power installed capacity from non-fossil sources by 2030 and lithium and other such minerals will have a key role to play in making that a reality. 

Cobalt also has application in storage, and titanium is widely used in the defence industry. 

Officials said the the lack of availability of these minerals or concentration of their extraction or processing in a few countries may lead to supply chain vulnerabilities. Future technologies will also depend on lithium, graphite, cobalt, titanium and other rare earth elements. 

The other key industries that depend on these minerals include agriculture and pharmaceutical production.

"We have identified a total of 100 blocks for auction. Of these, 20 are being offered in the first tranche and the auction for the others will take place in due course," said Mr Joshi.

Pushkar Dhami, Minister VK Singh Greet First Rescued Workers With Garlands

The first workers were pulled out from the collapsed portion of the Silkyara tunnel in Uttarkashi after 17 days. Uttarakhand Chief Minister Pushkar Singh Dhami, Union Minister of state for road and highway, General VK Singh were present at the site of the rescue operation and greeted the first workers.

The first workers were garlanded by the Chief Minister and were greeted with sweets and hugged them in a sigh of relief. The first workers were pulled out around 8 pm and all the workers have been successfully taken out from the tunnel.

The Chief Minister and General VK Singh are present at the site and are greeting workers coming out of the tunnel one by one. Rescue officials said it will take around five to seven minutes to extract each worker.

A mining practice banned for being unsafe came to the aid of the 41 workers trapped inside an Uttarakhand tunnel after high-tech, imported machines broke down during the long-drawn operation.

Rat-hole mining to rescue the trapped workers began yesterday after a 25-tonne auger machine failed in the last leg of the challenging operation. This method of manual drilling has made quick progress and the diggers managed to reach the workers who have been confined for 17 days. They are being evacuated from the tunnel one-by-one.

The extraction process is taking time to allow each worker to re-acclimatise to surface conditions, where the temperature is around 14 degrees Celsius at this time.

The first three workers to be rescued were brought out on specially modified stretchers; these were lowered manually down a two-metre-wide pipe inserted into holes drilled into the hillside.

Personnel from the National Disaster Response Force, or NDRF, had gone down the pipe first to assess the condition of the trapped men and guide them through rescue protocols. Each worker was strapped to the stretcher that was then manually pulled up through 60 metres of rock and debris.

From Free Work Pitch To Co-Authoring: The Story Of Raghuram Rajan's Mentee

In 2012, Rohit Lamba was pursuing PhD in Economics at Princeton University in the US, when he wrote a letter to his "mentor" and former Governor of the Reserve Bank of India Raghuram Rajan to work for him for free and contribute to the country. Mr Rajan was then working as India's Chief Economic Advisor at that time. 

Mr Rajan recollected the incident and wrote on LinkedIn, "I met Dr Rohit Lamba over a decade ago, when I was India's Chief Economic Advisor, and he wrote to me as a Ph.D. student from Princeton, wanting to work for free in the Finance Ministry just to make a contribution to the nation. Since then, we stayed in touch and really started working together during the pandemic."

He added that they together wrote op-eds for newspapers and now, they have co-authored a book 'Breaking The Mould'. 

"Rohit is a great theoretical economist, who also has a strong practical sense. He is passionate about India and its development, as hopefully comes out in the pages of the book. He speaks here about the Indian success stories that we write about," he added while sharing a video of Mr Lamba.

Sharing the post on X, formerly Twitter, Mr Lamba said, "Not everyday you get a shoutout from one of your favorite economists, who is also a mentor and co-author. So I'll take it :)"

Mr Rajan spoke about his upcoming book and added, "India is at a critical juncture. the decisions we make now will determine its economic future, either for the good or the bad. Our book outlines India's options -- it can either blindly follow outdated paths that other countries took, or it can chart a uniquely Indian way."

Meanwhile, the former Reserve Bank of India Governor said that India's economy is showing signs of steady growth but needs to expand at a pace of over 8% to create enough jobs for the world's most populous nation. "We should be going at 8%-8.5% given the needs of the population and the need for jobs," Mr Rajan said via video link at an event in Beijing on Friday, as per a report in Bloomberg. Economic growth at 6%-6.5% is strong compared with other countries, "but relative to our need for jobs I think it's still somewhat slow because we have a lot of young people who need to be employed."

Mr Rajan said the nation needs to train its workforce to compete with other efficient manufacturing nations, including China and Vietnam. "India is trying to move up the value chain, and you're seeing some signs of that happening," he said, citing the output of iPhone parts. But he sees "a long distance to go, to actually manufacturing full cell phones" in India.

The spike became a global issue last week when the World Health Organization asked China for more information, citing a report on clusters of undiagnosed pneumonia in children by the Program for Monitoring Emerging Diseases.

China and the WHO have faced questions about the transparency of reporting early in the pandemic, which emerged in the central Chinese city of Wuhan in late 2019. The WHO said on Friday that no new or unusual pathogens had been found in the recent illnesses.

Agreement Close On Two-Day Extension To Israel-Hamas Truce, Says Egypt

A senior Egyptian official said on Monday that Egypt and Qatar were close to securing a deal to extend a truce between Israeli and Hamas forces in Gaza by two days, continuing a pause in seven weeks of warfare that has killed thousands and laid waste to the Palestinian enclave.

Diaa Rashwan, the head of Egypt's State Information Service (SIS), said the extension would include the release of 20 Israeli hostages from among those seized by Hamas during its Oct. 7 assault on southern Israel. In exchange 60 Palestinian prisoners held in Israeli jails would be freed, he said.

The truce is due to end on Monday night.

With the release of 11 Israeli hostages expected on Monday, negotiations remain ongoing for the release of 33 Palestinians, Rashwan added.

Earlier, Hamas was reported to be seeking a four-day extension while Israel wanted day-by-day extensions.

An Israeli official reiterated Israel's position that it would agree to an extra day of truce for the release of each group of 10 hostages. In exchange, three times the number of Palestinian prisoners would be released each time. The limit would be five days, the official added.

The European Union's foreign policy chief, Josep Borrell, said an extension was within reach and this could allow the international community to work on a political solution to the conflict.

The truce agreed last week was the first halt in fighting in the seven weeks since Hamas attacked Israel, killing 1,200 people and taking about 240 hostages back into Gaza.

In response to that attack, Israel has bombarded the enclave and mounted a ground offensive in the north. Some 14,800 Palestinians have been killed, Gaza health authorities say, and hundreds of thousands displaced.

Wide areas of the Hamas-ruled enclave have been flattened by Israeli air strikes and artillery bombardments, and a humanitarian crisis has unfolded as supplies of food, fuel, drinking water and medicine run out.

On Sunday, Hamas freed 17 people, including a 4-year-old Israeli-American girl, bringing the total number the militant group has released since Friday to 58, including foreigners. Israel freed 39 teenage Palestinian prisoners on Sunday, taking the total number of Palestinians freed under the truce to 117.

Under the terms of the current deal, Hamas is due to release in total 50 Israeli women and children held hostage in Gaza. There is no limit in the deal on the number of foreigners it can release.

An Israeli government spokesperson said the total number of hostages still held in Gaza on Monday was 184, including 14 foreigners and 80 Israelis with dual nationality.

Both Israel and Hamas raised concerns over Monday's lists and Qatari mediators were working with them to resolve the issues and avoid delays, an official briefed on the matter told Reuters.

Israeli Prime Minister Benjamin Netanyahu's office said it was reviewing the list of Palestinian prisoners it had received from Hamas for release on Monday and would provide further information when possible.

Netanyahu said at the weekend that once the truce ends, "we will return with full force to achieve our goals: the elimination of Hamas; ensuring that Gaza does not return to what it was; and of course the release of all our hostages."

Brief Respite

Palestinians in Gaza said on Monday they were praying for an extension of the truce. Some were visiting homes reduced to rubble by weeks of intensive Israeli bombardment, while others queued for flour and other essential aid being delivered by the United Nations' relief agency UNRWA.

UNRWA was awaiting Israeli clearance on Monday to send aid trucks and ambulances into northern Gaza.

"Too many people have lost their lives, too many people have lost their houses, so we welcome this ceasefire. We hope that this ceasefire is extended," Thomas White, the director of UNRWA affairs, told Reuters.

Palestinians gave the freed prisoners a jubilant reception in Ramallah, according to Palestinian news agency WAFA.

Omar Abdullah Al Hajj, 17, released on Sunday, told Reuters he had been kept in the dark about what was happening in the outside world.

"We were 11 people crammed into a single room where usually there are six. There was never enough food and I was never told how long I was going to stay," he said.

"I can't believe I'm free now but my joy is incomplete because we still have our brothers who remain in prison," said Al Hajj.

Israel's Justice Ministry accused him of belonging to the Islamic Jihad militant group and posing a security threat which it did not specify.

Diplomacy

Speaking at a conference in Barcelona on the Gaza crisis, the EU's Borrell said the Palestinian Authority (PA) - which runs the occupied West Bank - should regain control of Gaza from Hamas as it offered a "better" alternative.

The EU, the United States, Britain, and others classify Hamas as a terrorist organisation.

Borrell also urged Israel not to "recolonise Gaza", saying that the creation of a Palestinian state in the West Bank, East Jerusalem and Gaza was the best guarantee of Israel's peace and security.

Jordan's Foreign Minister Ayman Safadi told the same conference that the events in Gaza were within the realm of the legal definition of genocide, and called for an end to all killings and displacements of people in Gaza.

Israel says it is acting in self-defence against a foe bent on its destruction.

AAP Announces "Ambedkar Fellowship For Political Change" For Youngsters

The Aam Aadmi Party (AAP) announced the "Ambedkar Fellowship for Political Change" on Sunday to involve youngsters in the country's decision-making processes.

The selected fellows will be engaged in field campaigns, media and communications, and research and data analysis. The fellowship will be for 11 months and the location will be on a hybrid basis, according to an official statement.

"The AAP is the fastest-growing party in the history of India because it is a party of honest and educated people. No matter where you live in the country, if you have the zeal to change Indian politics and make India the number one country in the world, this fellowship programme is a golden opportunity for you," Arvind Kejriwal, the national convenor of the party, said.

Fresh graduates or young professionals from diverse backgrounds, who have a keen interest in research, media, and communications and are less than 40 years of age, are eligible to apply for the fellowship.

On its official handle on X, the party said: "The AAP is launching one of its kind initiative 'Ambedkar Fellowship for Political Change'. With the launch of this fellowship programme, we are inviting political enthusiasts who have a burning passion for politics and wish to bring reform to the country." Over the 11-month period, the fellows will get hands-on experience working with senior leaders and professionals and will be part of the political process (ringside view of election campaigning). After a probationary period of three months, they will receive a stipend. They will be selected through a two-stage process -- application screening and interview.

The list of those selected will be released on December 25. The joining process for the first group of candidates will start on January 2, the statement said.

Voting Figures Marginally Higher In Rajasthan, Data Shows

The voting percentage in Rajasthan, which votes out the incumbent government at every election, was marginally higher than the last time. In 2018, 74.24 per cent people had voted in the election, the corresponding figure was 74.62 per cent this time.

Counting in postal ballot, the figure in 2018 was 74.71 per cent and this year, 75.45 per cent, data showed a day after polling.

The conventional wisdom that higher turnout means that the incumbent will be voted out is redundant in Rajasthan, which has consistently voted out the ruling government since the 1990s.

Still, the Congress government led by Ashok Gehlot, is hoping for a second term while the BJP waits in the wings.

Today, Prime Minister Narendra Modi predicted that the INDIA Alliance will be wiped out in the assembly elections being held in the three heartland states including Rajasthan.

"I have seen in the three states that "Indi alliance" (INDIA alliance) will be wiped out. The women, farmers there are going to uproot the Congress party," he said at an election rally at Telangana's Toopran.

Earlier today, former Chief Minister Vasundhara Raje offered prayers at the Gotameshwar Mahadev Temple in Pratapgarh and Tripura Sundari Temple in Banswara district.

The election results will show that the people of the state have embraced PM Modi's vision, said the veteran leader.

The BJP has not projected Ms Raje as the Chief Ministerial candidate in the state this time, and contested under the banner of PM Modi.

Polling in 199 out of 200 assembly seats in Rajasthan was held on Saturday and results will be declared on December 3.

The election to the Karanpur seat in Sriganganagar district has been postponed due to the death of the Congress candidate.

Woman Duped Of Over 12 Lakh On Promise Of Performing Rituals To Solve Problems: Cops

Three persons have been arrested in Maharashtra's Nagpur district for allegedly duping a woman of more than Rs 12 lakh by promising to perform rituals to resolve problems in her life, police said on Sunday.

Based on a complaint, the police have arrested Ishwar alias Indra Pappu Sharma (35), Sunil Pappu Sharma (38) and Chiranjilal Bhargava (19) under section 420 (cheating) of the Indian Penal Code and provisions of the Maharashtra Prevention and Eradication of Human Sacrifice and other Inhuman, Evil and Aghori Practices and Black Magic Act, 2013, an official said.

The complainant, a 38-year-old woman, alleged that the accused exploited her emotionally and financially under the guise of removing supernatural obstacles from her life.

Over the course of several transactions, the accused allegedly extorted Rs 6.53 lakh and gold jewellery, in three years, the official said, adding that a probe is underway.

Supertech Money Laundering Investigation Leads Probe Team To DLF Doorstep

The Enforcement Directorate has searched the premises of realty major DLF in Gurugram as part of a money laundering investigation against real estate firm Supertech and its promoters.

The central agency has recovered some documents during the action that was carried out over the past few days, sources told news agency PTI.

The action is linked to the Enforcement Directorate (ED) investigation against Supertech, the sources said.

In a statement, DLF said a team of officials from the Enforcement Directorate visited their premises seeking information with respect to the investigation being conducted in the matter of Supertech.

"The officials sought details of transactions relevant to the said investigation. The company extended full cooperation by providing them all relevant documents in this regard. We would like to re-iterate that the said transactions were conducted in the ordinary course of business," DLF said.

"The company has always conducted its businesses in total compliance of the laws of the land and follows the highest standards of compliance and governance," DLF said.

The ED had arrested Supertech promoter RK or Ram Kishor Arora in this case in June.

It had then alleged that Mr Arora was the main controlling person of the group who decided to "divert" crores of funds of investors and homebuyers to various shell companies.

The money laundering case, filed under the criminal sections of the Prevention of Money Laundering Act (PMLA), stems from as many as 26 FIRs registered by the police departments of Delhi, Haryana and Uttar Pradesh against Supertech Limited and its group companies on allegations of cheating 670 homebuyers for an amount of Rs 164 crore.

The ED had said "huge amounts of money running into hundreds of crores were siphoned off through Supertech Group and they failed to adhere to their agreed obligations to provide the possession of flats to customers on time".

It claimed that Supertech Group "siphoned off Rs 440 crore received from customers and homebuyers for purchasing land in Gurugram in 2013-14 at highly inflated prices while their already promised projects in Noida were not completed".

A new project was launched on this newly acquired land and further advance was collected from hundreds of homebuyers and loans were taken from banks/NBFCs which also became NPA and were declared "fraud" by banks, it alleged.

Supertech Ltd, which was formed in 1988, has so far delivered around 80,000 apartments, mainly in the Delhi-NCR market. The company is currently developing around 25 projects across National Capital Region (NCR). It is yet to give possession to more than 20,000 customers.

The company has been in crisis since last year.

In August 2022, Supertech suffered a big setback when its nearly 100-metre-tall twin towers -- Apex and Ceyane -- located on Noida Expressway were demolished as per a Supreme Court order that found their construction within Emerald Court premises in violation of norms.

More than 3,700 kgs of explosives were used to demolish the two towers.

Mr Arora had then said that the company incurred a loss of about Rs 500 crore, including construction and interest costs, because of the demolition of its twin towers in Noida.

The company suffered another blow last year when the Delhi bench of the National Company Law Tribunal (NCLT) in March had ordered to initiate the insolvency proceedings against Supertech Ltd over a petition filed by the Union Bank of India for non-payment of dues of around Rs 432 crore.

However, this was challenged by Mr Arora before the NCLAT.

3 Kuki MLAs Removed From Chairmanship Of Manipur Assembly Committees

Three MLAs in Manipur from the Kuki-Zo community have been removed from the chairmanship of committees of the state assembly. An assembly bulletin said the Speaker has appointed Mayanglambam Rameshwor chairman of the Committee on Public Undertakings, replacing the previous chairman.

Mayanglambam is the National People's Party (NPP) MLA from Kakching assembly constituency. The post was previously held by LM Khaute, who represents the Churachandpur seat.

A separate bulletin said Mao constituency's Naga People's Front (NPF) MLA Losii Dikho was appointed chairman of the Committee on Government Assurances. The post was earlier held by Saitu constituency's independent MLA Haokholet Kipgen.

Lamlai BJP MLA K Ibomcha was appointed chairman of the Assembly Library Committee in place of Vungzagin Valte, the BJP MLA from Thanlon constituency in Churachandpur district.

Valte was injured after being assaulted when ethnic violence started in Manipur between the Meiteis and Kuki tribes.

The bulletins concerning the appointments were issued on Wednesday.

The notifications did not cite any reason for the replacements, but as per Rule 198 (2) of the assembly, "if the chairman is for any reason is unable to act, the Speaker may appoint another chairman in his place".

Iran Hangs 17-Year-Old Killing A Man In Brawl: Right Groups

Iran has executed a 17-year-old convicted of murder, two rights groups said on Saturday, expressing outrage that the Islamic Republic continues to hang people for crimes committed as minors.

Hamidreza Azari was executed on Friday in prison in the eastern town of Sabzevar in Razavi Khorasan province, the Norway-based Hengaw and Iran Human Rights (IHR) groups said in separate statements.

Persian-language satellite TV channel Iran International also reported the execution, saying Azari was the only child in his family and despite his age had already a few years ago started working as a scrap worker.

Citing documents they had seen, both Hengaw and IHR said he was 16 years old at the time of the crime and 17 when executed. He had reportedly been sentenced to death for killing a man in a brawl in May.

The rights groups said the execution marked another violation by Iran of the UN Convention on the Rights of the Child, which defines a child as any person under the age of 18.

"Iran is one of the few countries that sentences child convicts to death and executes more juveniles than all other countries," IHR said, adding that according to its data at least 68 minors have been executed in Iran since 2010.

IHR director Mahmood-Amiry Moghaddam added: "In Iran, if someone wants to get a driver's licence, they must be 18 years old, but 15 years old is enough to be executed."

IHR said Iran's latest penal code explicitly defined 15 as the age of criminal responsibility for boys.

The group said Iranian media had reported the execution of a person named as Hamidreza A. but falsely gave his age as 18 in a "deliberate attempt to evade accountability for violating international laws".

Iran on Thursday also executed a man in his early 20s who was the eighth person to be hanged in a case related to months of nationwide protests that erupted in September 2022.

The protests were sparked by the death in custody of Mahsa Amini, a 22-year-old Iranian Kurd, after her arrest in Tehran for an alleged breach of the Islamic republic's strict dress code for women.

Campaigners say Iran is on a spree of executions unprecedented in recent years, seeking to intimidate the public in the wake of the protests.

According to IHR, at least 684 people have been executed this year in Iran, mainly on drugs-related and murder charges.

When They Feel They Are Stumbling...: Sachin Pilot Attacks BJP

Expressing confidence in Congress winning the assembly polls in Rajasthan, party leader Sachin Pilot on Friday said that people have made up their minds and the party will return to power in the polling to be held on Saturday.

"Leaders must speak on development issues in rallies, what is the planning for the future, what is the report card now. If the public issues are given priority, then a good narrative will be created in the elections. Congress' campaign was very positive. Though BJP tried to personalize it, to stir up emotional issues, I think their campaign did not catch the public eye," Mr Pilot told ANI.

"People have made up their mind and voting tomorrow will be in favour of Congress," he added.

Asked about Prime Minister Narendra Modi's remark about alleged victimisation with him in the Congress, Mr Pilot said when BJP feels that they are losing, they start saying such things to divert from issues.

"Eight crore people live in Rajasthan. When the government is formed, there is the support of everyone - be it the farmers, youth, forward or the backward. Efforts should be made to bring everyone together. I think caste politics or religious politics is not a healthy sign for a democracy. We should set an example for the next generation... But whenever the BJP feels that they are stumbling and they are not going to get a majority and they will lose, they say things like this to create distractions. But people understand everything...I am satisfied that we will get good results on December 3," he said.

PM Modi, in his election rallies in the state earlier this week, alleged that Sachin Pilot was being victimised because his father Rajesh Pilot had challenged the Gandhi family once in the 1990s.

He also accused the Congress "royal family" of depriving "Gurjar son" Pilot of the chief minister's post.

Mr Pilot said "caste politics and religious politics" can be a threat to democracy.

He also called upon people to exercise their franchise on the voting day in large numbers.

"The most important thing is that the vote percentage should be good. Leader, policy, and leadership--one should vote considering these in mind," he said.

Voting will be held on November 25 in 199 of 200 assembly constituencies in the state. Over 5.2 crore people are eligible to vote in the polls.

The election to the Karanpur constituency has been adjourned due to the death of a Congress candidate.

In 2018, the Congress won 99 seats, and BJP got 73.

A poster put up by a BJP candidate in Rajasthan assembly elections to welcome Maharashtra CM Eknath Shinde for the poll campaign has led to a slanging match between the two Shiv Sena factions, led by Shinde and Uddhav Thackeray.

On Friday, Sena (UBT) leader Sanjay Raut objected to Shinde being touted on the poster as Hinduhridaysamrat (emperor of Hindu hearts), a title used to describe Shiv Sena founder Bal Thackeray.

"What great deed has Shinde done to earn this title," Mr Raut said while speaking to reporters.

The poster was put up by workers of Balmukundacharya, a BJP candidate from Hawa Mahal assembly constituency to welcome Mr Shinde during the latter's recent poll campaign visit to Rajasthan.

"A new trend has started to term those who betrayed ideology for the greed of power," Mr Raut said, in an apparent reference to Mr Shinde and his group of 40 MLAs ditching Uddhav Thackeray last year to join the state government in Maharashtra.

The Shinde group termed Mr Raut's remarks as being the result of frustration. "Shinde is frustrated, that is why he is making such comments," Sena spokesperson Arun Sawant said.

"Why were leaders in the Thackeray group silent when Bal Thackeray was referred to without the title during the Maha Vikas Aghadi government led by Uddhav Thackeray," he said.

Responding to the controversy over Mr Shinde being labelled Hinduhridaysamrat, state BJP minister Sudhir Mungantiwar said, "One should understand that somebody else puts up such banners. Will Shinde himself put up his own banner? Workers are enthusiastic about leaders. It is natural for workers to have feelings for Mr Shinde, who they feel is going by the path followed by Bal Thackeray."

Follow Orders If You Want To Do Business In India: Delhi High Court To Domain Name Registrars

The Delhi High Court on Friday cautioned domain name registrars (DNRs) against non-compliance of judicial orders and said if they want to do business in India, then they should follow its directions on taking action against those indulging in illegal activities online, or run the risk of being "blocked" by MEITY.

A bench headed by Acting Chief Justice Manmohan said DNRs cannot "become instrument of syndicating scams" and called upon them to "remain vigilant" in the face of misuse of known trademarks to register websites to carry out illegal and fraudulent activities.

"If you have to do business in India, we will lay guidelines and you have to comply. We will lay down a mechanism.. These (DNRs) people have to comply. We can't allow millions to be cheated. Some serious matter is going on here," said the bench, also comprising Justice Mini Pushkarna.

The court observed that there was a huge magnitude of business in the country for DNRs who cannot be allowed to become "scam units".

"We can't change the international system but if you operate in India,we will ask you to follow certain (norms).. We will tell MEITY (Ministry of Electronics and Information Technology) to block the DNR if you don't comply," it said.

The court's observations came while dealing with a case initiated by it on its own in relation to the issue of misuse of trademark of several entities through fraudulent websites and the role of DNRs in such situations.

The court said that filing of repeated cases by aggrieved parties, whose trademarks are illegally used by offenders for registering their websites, has to stop and the DNRs should look into preventing registration of such offending domains in the first instance.

The court made GoDaddy and the Ministry of Home Affairs parties to the proceedings and listed the matter for further hearing on January 9.

"You are a major player. You know when fraud is taking place," the court told GoDadday's counsel, adding that the entity should "think about" the concerns raised by it during the hearing in the "right perspective".

2 Cousins Playing Hide-And-Seek Get Trapped In Freezer In Rajasthan, Die

Two girls died due to suffocation after they got trapped in an abandoned ice cream freezer while playing in their house in Rajsamand district of Rajasthan, police said on Friday.

The incident occurred on Thursday afternoon in the Khamnor area when the girls, who are cousins, were playing hide-and-seek in the house and hid in an unused freezer, SHO Bhawani Shankar said.

The duo -- Payal (10) and Ritika (11)-- got trapped when the freezer's door got closed from outside, Shankar said.

When their family members realised that the girls were missing for a long time, they started looking for the duo and found them dead inside the freezer, he added.

The bodies were handed over to the family members after post-mortem on Friday, the SHO said.

Don't Push "Pandemic Panic Button": Scientists On China Pneumonia Outbreak

Leading scientists urged caution over fears of another pandemic on Thursday after the World Health Organization requested more information from China on a rise of respiratory illnesses and pneumonia clusters among children.

"We have to be careful," said Marion Koopmans, a Dutch virologist who advised the WHO on COVID-19. "We really need more information, particularly diagnostic information."

Concerns were first sparked internationally by an alert published on Tuesday by the monitoring service ProMED, part of the International Society for Infectious Diseases. It called for more information about "undiagnosed pneumonia - China (Beijing, Liaoning)".

The standard wording of the alert echoed the first-ever notice about what would become COVID-19, sent on Dec. 30 2019: "Undiagnosed pneumonia - China (Hubei)."

Scientists said the similarity of the two alerts had stirred as yet unfounded worries the surge may be caused by another emerging pathogen that could spark a pandemic.

They said based on the information so far, it was more likely to be a rise in other common respiratory infections like flu, as was seen in many parts of the world after COVID lockdowns were lifted. It could also signal a resurgence of COVID itself.

The WHO always requests information from countries when undiagnosed or unknown diseases are reported, which happens fairly regularly. However, it does not always put out a press release about doing so, as it did on Wednesday.

Brian McCloskey, a public health expert who also advised WHO on the pandemic, said: "What we are seeing is WHO's International Health Regulations system in action", referring to the rules governing how countries work with WHO on potential outbreaks.

"I am not going to push the pandemic panic button on the basis of what we know so far, but I will be very keen to see the response to WHO from China and see the WHO's assessment following that," he said.

Both the WHO and China have faced questions over transparency during the early days of COVID. WHO has also since criticised China for withholding data about infections and deaths when it lifted its "zero-COVID" measures, as well as about the origins of the pandemic.

China has 24 hours to respond to the WHO under the regulations.

But some said it was unclear if the illnesses reported were actually undiagnosed. The story which sparked the ProMED alert came from FTV News in Taiwan on Tuesday. In China itself, there has been a lot of recent coverage of a rise in respiratory illnesses, including among children.

The authorities there have attributed it to the lifting of COVID-19 restrictions and the circulation of viruses like influenza as well as mycoplasma pneumoniae, a common bacterial infection that typically affects younger children.

"There is a plausible hypothesis that this could be what we have seen in other parts of the world when restrictions were lifted," said Koopmans, reflecting the views of all of the scientists Reuters contacted.

Virologist Tom Peacock from Imperial College London, who has closely tracked the emergence of new coronavirus variants, said there were good tools available to "pretty rapidly" pick up emerging influenza or coronaviruses, so it seemed unlikely that this had happened under the radar.

"(I) suspect it may end up being something more mundane or a combination of things - say COVID, flu, RSV - but hopefully we'll know more soon," he said.

41-Bed Hospital Prepared Treat Workers After Being Rescued From Uttarakhand Tunnel

A 41-bed hospital was readied on Wednesday at the Community Health Centre in Chinyalisaur in this district for the care of 41 trapped labourers after they are evacuated from the Silkyara tunnel.

Rescue efforts at the tunnel gained momentum on Wednesday with the American auger machine resuming drilling through the accumulated rubble at the collapsed site inside the tunnel and penetrating up to 45 metres by the afternoon to prepare an escape passage for the trapped labourers.

Around 12 metres more have to be dug through the rubble to lay two more 800 mm diametre steel pipes of 6 metre length each for the stranded workers to crawl through.

All the hospitals in the district as well as AIIMS, Rishikesh have been kept on high alert.

Uttarakhand Chief Minister Pushkar Singh Dhami has arrived at the Matli helipad on way to an on-the-spot inspection of the rescue operations.

Officials said a team of 15 doctors has been deployed.

A makeshift hospital consisting of eight beds has also been set up at the site for the immediate medical care of the trapped workers if required.

Several ambulances and a helicopter have been kept on standby, they said.

Court Grants Time To Opposition To Reply To Plea Against Use Of INDIA Acronym

The Delhi High Court on Wednesday granted time to several opposition parties to respond to a petition to restrain them from using the acronym INDIA (Indian National Developmental Inclusive Alliance).

A bench headed by Acting Chief Justice Manmohan also granted time to the Centre to file its reply to the public interest litigation which alleged that by using INDIA acronym, the parties were taking "undue advantage in the name of our country".

"We need a week-ten days more time to put in our reply," Additional Solicitor General Chetan Sharma submitted on behalf of the central government.

Senior advocate Abhishek Manu Singhvi, who represented nine political parties including Congress, Trinamool Congress, DMK and others, said there were "preliminary objections" against the petition and the Supreme Court has already dealt with the issue.

On the last hearing, he had said the petition was not maintainable.

The bench, also comprising Justice Mini Pushkarna, listed the matter for hearing on January 4.

Petitioner Girish Bharadwaj had approached the high court earlier and sought interim order staying the use of acronym INDIA by 26 political parties and to also prohibit the use of the national flag with the acronym INDIA by the respondent political alliance.

The political parties which have been arrayed as respondents are Congress, Trinamool Congress, DMK, Aam Aadmi Party, Janata Dal (United), Rashtriya Janata Dal, Jharkhand Mukti Morcha, Nationalist Congress Party (Sharad Pawar), Shiv Sena (UBT), Samajwadi Party, Rashtriya Lok Dal, Apna Dal (Kamerawadi).

Besides, the other political parties are Jammu and Kashmir National Conference, Peoples Democratic Party, Communist Party of India (Marxist), Communist Party of India, Marumalarchi Dravida Munnetra Kazhagam, Konganadu Makkal Desia Katchi (KMDK), Viduthalai Chiruthaigal Katchi and Indian Union Muslim League.

Revolutionary Socialist Party, Communist Party of India (Marxist-Leninist) Liberation, All India Forward Bloc, Kerala Congress (Joseph), Kerala Congress (Mani) and Manithaneya Makkal Katchi (MMK) have also been arrayed as respondent parties.

The petition, through advocate Vaibhav Singh, stated that these parties have said that they will contest the 2024 Lok Sabha elections together against the BJP-led National Democratic Alliance (NDA) and referred to the statements of West Bengal Chief Minister Mamata Banerjee and Congress leader Rahul Gandhi.

"... By dragging the name of our nation, Mr. (Rahul) Gandhi very cunningly presented the name of their alliance as the name of our nation and tried to show that the NDA/ BJP and Hon'ble Prime Minister Mr. (Narendra) Modi is in conflict with our own nation, that is, INDIA and this attempt of Mr. Gandhi had created confusion in the mind of common people that the upcoming general election of 2024 will be a fight between political parties or between alliance and our country.

"That by creating this confusion the respondent political parties want to take undue advantage in the name of our country," the plea has said.

It has said that the petitioner gave a representation to the ECI but no action was taken after which he approached the high court with the petition.

In response to the petition, Election Commission, represented by lawyer Sidhant Kumar, has told the high court that it has no legal authority to regulate "political alliances" as they are not recognised as "regulated entities" under the Representation of the People Act or the Constitution.

The court had issued notice on the plea in August.

16 Foreigners Charged By Poland For Allegedly Spying For Russia

Poland said Wednesday it had charged 16 foreign individuals with spying for Russia, for allegedly preparing acts of sabotage and gathering information on military equipment deliveries to Ukraine.

The charges against the spy ring, which was dismantled in March, were announced by the office of the intelligence service coordinator Mariusz Kaminski.

"Charges have been filed against 16 foreigners accused of conducting espionage activities on behalf of Russian intelligence services on Polish territory and participating in an organised criminal group," it said in a statement.

"Their assigned tasks included identifying military facilities and critical infrastructure, monitoring and documenting trains transporting military and humanitarian aid to Ukraine and preparing for train derailments," it added.

The office said all of the accused had confessed to committing the acts, which also included engaging in propaganda with the goal of turning Polish sentiment against neighbouring Ukraine.

Justice Minister Zbigniew Ziobro said on X, formerly Twitter, that each of the accused faces up to 10 years in prison.

Poland has been one of the major donors of military equipment to Ukraine and served as a transport hub for arms coming from its Western allies.

Bihar Releases Official Notification For Increasing Quota From 50 To 65%

The Nitish Kumar government on Tuesday issued gazette notifications for raising the quota for deprived castes from 50 to 65 per cent in state government jobs and educational institutions, after receiving assent from Governor Rajendra Vishwanath Arlekar.

According to sources the Governor had sent both the bills - The Bihar Reservation of Vacancies in Posts and Services Amendment Bill and the Bihar Reservation (Admission In Educational Institutions) Amendment Bill, 2023 - to the state government after giving his formal assent, paving the way for implementation of the new quota percentage in state government jobs and educational institutions.

The Bihar Reservation of Vacancies in Posts and Services Amendment Bill and the Bihar Reservation (Admission In Educational Institutions) Amendment Bill, 2023 were recently cleared by the state legislature during the winter session days after the government tabled the detailed analysis of the state's landmark caste survey report in the assembly.

Both the bills sought a hike in the quota for Scheduled Castes (SC) from 16 to 20 per cent, Scheduled Tribes (STs) from 1 to 2 per cent, extremely backward castes (EBCs) from 18 to 25 per cent and other backward classes (OBCs) from 15 to 18 per cent to elevate the total quantum of caste-based reservations from 50 to 65 per cent.

The total quantum of reservation in jobs and educational institutions will now stand at 75 per cent in the state, after taking into account the 10 per cent already existing quota for economically weaker sections (EWS).

Mr Arlekar's assent came just days after Bihar Chief Minister Nitish Kumar expressed hope that the Raj Bhavan would return both bills after the formal assent of the Governor.

"BRS Will Win All Medals If...": Devendra Fadnavis Attacks KCR At Poll Rally

BJP leader and Maharashtra Deputy Chief Minister Devendra Fadnavis on Tuesday attacked the K Chandrasekhar Rao-led BRS government over "family rule" and alleged corruption, saying the BRS would win all the medals if an Olympics of corruption is held.

"The BRS has looted Telangana, and only family rule is going on here," Mr Fadnavis alleged at an election campaign meeting of BJP at Musheerabad Assembly constituency here.

"The extent of corruption under the ruling BRS is so much that it will win all the medals if an Olympics of corruption is held anywhere," the Bharatiya Janata Party leader said, mocking at the ruling party.

"Over the past nine years, you have seen BRS government here. First it was TRS and now became BRS. I feel that instead of naming it BRS, they should have named it 'FRS'-- Family Raj Samithi. It would have been more appropriate," he told the gathering.

Attacking KCR over not fulfilling his promise of appointing a Dalit as chief minister of Telangana, he also accused the BRS regime of indulging in corruption in welfare schemes meant for Dalits in the state.

Mr Fadnavis also sought to know whether the chief minister had fulfilled any of the assurances he gave to the people of Telangana, including building 2 BHK houses for them.

Recalling that KCR had met him seeking the release of river water to Telangana when he was chief minister of Maharashtra, Mr Fadnavis said, "We decided and released water to our neighbour Telangana. But I did not know at the time that the water would be utilised for the purpose of corruption, rather than farming". 

He was referring to the alleged corruption in irrigation projects in Telangana.

Accusing the BRS of indulging in corruption in every sphere, Mr Fadnavis also accused KCR of spending huge amounts of money on advertisements promoting himself.

On KCR's recent tours to neighbouring Maharashtra in a bid to expand the BRS's reach there, Fadnavis said "KCR saab, stop dreaming of coming to Maharashtra, as BJP is going to pack you off in Telangana itself".

The Congress, BRS and other "family parties" are jittery over he popularity of Prime Minister Narendra Modi, Fadnavis said, as they feel they would lose people's support. Whatever assurances PM Modi made, he fulfilled all of them and worked for the welfare of the poor and 140 crore people of the country, he claimed.

He claimed that the BRS, Congress and Asaduddin Owaisi-led AIMIM were working together and said that their purpose is to "capture" PM Modi's seat. "They have conspired and have a tacit understanding," Fadnavis alleged.

Mr Fadnavis also claimed that KCR has financed (funded) some Congress candidates contesting the assembly elections in Telangana and alleged that such "buying and selling" is already going on.

"None of them are going to get a chance as the people of Telangana have already decided to be with Modi government," he said.

Mr Fadnavis urged the people to extend their support to make the BJP victorious in the elections in order to ensure all-round development in the state.

UK PM Rishi Sunak To Announce New Initiative For Developing Climate-Resilient Crops

British Prime Minister Rishi Sunak will announce a new science initiative to bring together work on developing climate-resilient crops as his government hosts a Global Food Security Summit in London on Monday.

The summit, a joint initiative between Britain, Somalia, the UAE, the Children's Investment Fund Foundation and the Bill and Melinda Gates Foundation, is due to be attended by representatives from more than 20 countries.

"We must take action to address the underlying, and often unseen, causes of global food insecurity," Sunak said.

"From the impact of Russia's war in Ukraine, to the effect of major natural disasters on food production ... alongside our partners, the UK is playing a leading role in finding solutions to some of the greatest global challenges of our time."

Britain said the new virtual science hub would be led CGIAR, a global research partnership which unites international organisations working on food security, and would link UK scientists with research initiatives to develop crops that can withstand the impacts of climate change and are more disease resistant.

The British government will also publish details of a new international development policy document, or White Paper, on food insecurity setting out plans to work in partnership with countries to tackle extreme poverty and climate change rather than just providing aid money.

Priorities will include mobilising international finance and harnessing innovation, Britain's Foreign Office said.

Britain also said it was providing up to 100 million pounds ($125 million) in humanitarian funding to countries worst hit by food insecurity including Ethiopia, Sudan, South Sudan and Afghanistan, and to countries impacted by climate-related cyclones and drought like Malawi.

Microsoft's hiring of ousted OpenAI CEO Sam Altman on Monday marks another twist in the seven-year-old partnership between the US giant and the startup that created ChatGPT.

Here a key moments in the history of their partnership:

Founded as a non-profit

OpenAI is founded in 2015 by entrepreneurs and investors, including Sam Altman, Greg Brockman and Tesla chief Elon Musk.

It is established as a not-for-profit organisation that publishes open source research and software available to all.

Teams up with Microsoft 

Musk quits the project in 2018 following clashes with the board of directors.

Altman transforms OpenAI into a "capped profit" company and seeks new investors.

Microsoft injects $1 billion 

In 2019, Microsoft invests $1 billion in OpenAI, largely in the form of computing credits, in exchange for a role in the future commercialisation of its technologies.

The goal for Microsoft is to develop its cloud offering, where it competes with Google (Alphabet) and Amazon.

GPT-3 launched

Microsoft in 2020 says it has built a supercomputer exclusively designed to train large OpenAI models.

Microsoft reportedly seeks stake

It says it is "investing in the development of specialised supercomputer systems" for its partnership with OpenAI, but makes no mention of acquiring a stake in its capital.

According to US media, Microsoft had sought to buy 49 percent of OpenAI, in an offer that valued it at $29 billion.

Microsoft integrates GPT-4 into products

In March 2023, Microsoft says it is integrating the GPT-4 version of OpenAI into its consumer products such as search engine Bing, Outlook email and Office suite (Word, Excel), but will charge users extra.

Microsoft not informed of dismissal

Microsoft is not notified of the OpenAI board's decision on Friday to dismiss Sam Altman, according to US press reports.

After trying over the weekend to get him reinstated, the group announces that it is hiring him and co-founder Greg Brockman.

The latter suggest that they will continue to create AI products at Microsoft, and Brockman announces the recruitment of several key OpenAI managers for these projects.

"Don't Be A Hero": Woman To Husband Just Before Hamas Kidnapped Him

Lishay Lavi had only seconds to give her husband Omri a last message before he was taken into captivity by Hamas gunmen who stormed their kibbutz during the deadly attack on Israel on Oct. 7.

Now staying with family in another kibbutz in southern Israel, she said she knew what was happening when the gunmen broke in, forced the family out in their pyjamas at gunpoint to a neighbouring home, and took away her 46-year-old husband.

"I told him four sentences," she said. "I told him that I love him, I told him that I (will) guard our daughter, that I'm waiting for him, and I told him also, 'Don't be a hero, because I want you back here'."

On one of the most traumatic days of Israel's 75-year history, the Israeli government says more than 1,200 people were killed and over 240 Israelis and foreigners were seized and taken as hostages to the Gaza Strip.

Israel responded by launching a military offensive in the Gaza Strip which Palestinians authorities say has killed more than 13,000 people, and the fate of the hostages has become a central issue in the war.

Israel's military leaders have vowed to liberate as many hostages as possible, and talks aimed at securing the release of at least some of them appear to be close to bearing fruit, but the bodies of at least two hostages have been found.

For the hostages' families, the days of waiting weigh heavily. Lavi has to answer her two year-old daughter Roni's increasingly insistent questions about what has happened to her father.

"She asks, 'Where is daddy?'" Lavi said. "At first she thought that 'Daddy went to a treatment,' because Omri is a shiatsu healer. And after two days it was, 'Daddy went to (on) a trip.' And after today, she said, and this is what we told her until now, 'Daddy got lost.'"

Much of the world's attention has been focused on child and elderly hostages, but Lavi said the husbands and sons taken by the gunmen should not be forgotten either.

"I need my Omri back, I need my man back. I need all the world to understand that Omri, (was) taken from our home, in his boxers, without shoes even, and we need him back."

Man Rapes Teen, Burns Her With Cigarette Butts: Maharashtra Cops

A 29-year-old with a criminal record has been arrested after he allegedly sexually assaulted a 14-year-old girl, singed her with cigarette butts and tonsured her head in Akola city of Maharashtra, police said on Monday.

The accused, Ganesh Kumre, has been harassing the girl for the last two years, an officer said.

"He sexually assaulted the girl on November 15 and 16, tortured her with cigarette butts and also cut her hair," the officer said quoting the First Information Report.

Taking serious note of the ghastly crime, Deputy Chief Minister Devendra Fadnavis, who handles the Home portfolio, has assured strict action.

Speaking to reporters in Nagpur on Monday, he said that the guilty will not be spared and that orders have been given to launch an inquiry into the incident.

According to the Akola Police, the victim's father works as a labourer.

"Kumre has a criminal background. He has been harassing the girl for the last two years," the official said.

Notably, the incident of sexual assault came to light after November 16 when local people approached the police against Kumre.

A case was registered under sections 363 (Punishment for kidnapping), 376 (Punishment for rape), 354 (Assault or criminal force to woman with intent to outrage her modesty) and on charges of causing hurt with dangerous weapons among others of the Indian Penal Code and the Protection of Children from Sexual Offences Act, a police official said.

Kumre was arrested on November 18. He was remanded in police custody till November 21, he said.

Further investigation is underway.

Low-Level Politics: Siddaramaiah's Son On JDS' "Cash For Posting" Charge

Chief Minister Siddaramaiah's son Yathindra who is mired in a controversy related to the alleged 'cash-for-posting' scam, said those hurling baseless charges against him were indulging in 'Neecha Rajakaarana' (low-level politics).

Yathindra said in the video which has been shared as proof of 'transfer business,' he did not speak about money or even transfer.

"I had only spoken regarding school-related works in my constituency using CSR funds. I spoke regarding the list pertaining to it," the former MLA said.

He slammed former Chief Minister H D Kumaraswamy for levelling allegations against him.

"He (Kumaraswamy) always spoke about transfer business. He was also in power and became the chief minister. His entire family is in politics. He too got the officers of his choice posted in his constituency. So that was also a business?" Yathindra sought to know.

General transfers do take place, he added.

"Leaders and workers give lists and request letters of their relatives or the officers who do not work properly. I too forward them to the Chief Minister. If he wants he will do it or else, not," Yathindra explained.

According to him, one should call anything a business only if there is some financial dealing happening.

"He (Kumaraswamy) should not make false accusations by simply calling everything corruption. What he is doing is 'Neecha Rajakarana'," Yathindra said.

Yathindra found himself embroiled in a controversy on Thursday after a video, where he was seen issuing certain instructions on phone, went viral on social media.

The opposition BJP and JD(S) have alleged that the conversation was related to the "cash for postings" scam.

The Chief Minister has categorically denied the charge, saying Yathindra was discussing the list of beneficiary schools for the development under Corporate Social Responsibility (CSR) funds.

Pace Of Development Will Increase In Rajasthan If BJP Wins: Nitin Gadkari

Union Minister Nitin Gadkari on Friday said the pace of development will increase in Rajasthan if the "double-engine government" of the BJP is formed.

He said the Centre has done various development works which has changed the face of Rajasthan and the pace will pick up if the BJP is voted to power in the state.

"The face of Rajasthan has changed rapidly and I believe that the BJP government will once again come with the support of the people. We will win and with the double-engine government, the pace of development will further increase," Mr Gadkari said at a press conference in Jaipur. 

The Assembly polls are due in the state on November 25.

He said that with better roads, tourism will increase and more employment opportunities will be created. Better infrastructure will boost tourism, which will create jobs, Mr Gadkari added.

Replying to a question on toll tax on roads, Gadkari said that it will never end in the country.

"The toll tax system has come out of compulsion as the government has fewer resources," he said.

He said that the government is working to abolish toll booths and working on satellite-based toll system to charge money on the basis of per kilometer travelled.

At present, people have to pay toll for the entire road even if they have travelled less distance.

KTR's "Delhi Feudal Lords" Jibe At Congress, BJP

Ruling BRS Working President and IT Minister KT Rama Rao on Wednesday said the forthcoming assembly elections is going to be a battle between Delhi 'doras' (feudal lords from Delhi) and the people of Telangana.

Addressing the gatherings at Kathalapur, Rudrangi and Chandurthi mandals in the Vemulawada constituency, KT Rama Rao took a dig at the Congress, accusing it of failing to provide electricity and water to the people in six decades, and yet coming to ask for votes again.

"Congress leaders are bringing DK Shivakumar (Karnataka Deputy Chief Minister) and Rahul Gandhi to fight against KCR (Chief Minister K Chandrasekhar Rao) and BJP is bringing PM Narendra Modi, Amit Shah (Union Home Minister), union ministers, and over 15 chief ministers of various states. That is why I say this is a fight between Delhi 'doras' and the people of Telangana," KT Rama Rao said in Vemulawada, according to a release issued by his office.

KCR is the only Chief Minister in India who is giving a Rs 2,000 pension to more than four-and-a-half lakh beedi workers in Telangana, KT Rama Rao said. The BRS government also ensured major development in the state, which Congress could not do in six decades, he claimed.

KT Rama Rao, popularly known as KTR, highlighted the BRS party's manifesto and added, "This election will determine the fate of Telangana. Think wisely and vote."

Post-Diwali Drone Footage Shows Delhi Engulfed In Thick Layer Of Smog

Delhi's struggle to breathe the morning after Diwali continued this year too as smoke from firecrackers joined air pollution due to stubble burning in north India to create a thick layer of smog. Drone footage shot this morning captures the haze covering the roads in the national capital and the significantly reduced visibility.

The drone visuals showed the scale of air pollution in the Saket area of the national capital. The layer of smoke blurred the view as the drone moved across the prominent neighbourhood. 

Delhi yesterday witnessed its best Diwali day air quality in eight years, but the Air Quality Index spiked in the evening as crackers rang through the national capital region. This morning, the city woke up to smog and data from the Central Pollution Control Board recorded a spike in pollutants such as PM2.5, known to harm lungs.

A spell of rain on Thursday night had given the national capital some respite from toxic air, but the bursting of fire-crackers has brought it back into the red. The AQI in Delhi this morning was 300, close to the 2022 figure of post-Diwali morning.

The Aam Aadmi Party (AAP) government has said the severals curbs introduced to contain the slide in air quality will stay for now. Schools have been shut and diesel vehicles have been banned as the government tries to tackle the air emergency.

Earlier, Chief Minister Arvind Kejriwal had appealed to people to avoid bursting crackers in view of the air pollution in the capital.

Myanmar Rebels, Battling Junta, Seek To Control Border With India: Report

Anti-junta fighters in Myanmar's Chin State are trying to gain control of part of the porous border with India, after taking over two military outposts on the mountainous frontier, a rebel commander said, part of a wider offensive against the junta.

Dozens of rebels battled the Myanmar military from dawn to dusk on Monday to overrun two camps next to Mizoram, Chin National Front (CNF) Vice Chairman Sui Khar said.

Spokespersons for Myanmar's military and India's foreign ministry did not immediately respond to requests for comment.

Myanmar's generals are facing their biggest test since taking power in a 2021 coup after three ethnic minority forces launched a coordinated offensive in late October, capturing some towns and military posts.

The military-appointed president last week said Myanmar was at risk of breaking apart because of an ineffective response to the rebellion - the most significant fight back since the 2021 coup deposed the democratically elected government of Nobel laureate Aung San Suu Kyi.

The Generals say they are fighting "terrorists".

The offensive, named by rebels as "Operation 1027" after the date it began, initially made inroads in junta-controlled areas on the border with China in Shan State, where military authorities have lost control of several towns and more than 100 security outposts.

"We are continuing our attacks in northern Shan State," said Kyaw Naing, a spokesperson for the Myanmar National Democratic Alliance Army, which is part of the operation.

Fighting also erupted on two new fronts this week, in the western states of Rakhine and Chin, which sent thousands of people fleeing to Mizoram.

About 80 rebels mounted attacks on Rihkhawdar and Khawmawi military camps in Chin at around 4 a.m. on Monday, eventually taking control of both outposts after several hours of fighting, Sui Khar said.

Following the rebel attacks, 43 Myanmar soldiers crossed over to Indian and were held by security forces in Mizoram, police official Lalmalsawma Hnamte said.

Some 39 of those troops were flown by Indian forces to a border crossing point in neighbouring Manipur and handed over to Myanmar authorities, a security official said on condition of anonymity as he was not allowed to share details of the incident.

The Home Ministry did not respond to a request for comment.

Sui Khar and the Chin Human Rights Organisation said they believed some of these soldiers may have been involved in atrocities against civilians. They did not elaborate.

Chin rebels will now look to consolidate their control along the India-Myanmar border, where the Myanmar military has two more camps, Sui Khar said.

"We'll move forward," he told Reuters, "Our tactic is from the village to the town to the capital."

Chin State, which had been largely peaceful for years, saw fierce fighting after the 2021 coup by junta leaders with thousands of residents taking up arms, many of them assisted and trained by the CNF.

In part due to close ethnic ties, tens of thousands of people from Myanmar have sought shelter in Mizoram, including ousted Myanmar state and federal lawmakers.

"Calm Now, But...": Mizoram Top Cop On Border Situation Amid Myanmar Crisis

The central intelligence agencies are keeping a close watch as the gunbattle in Myanmar triggered a fresh influx of refugees in Mizoram.

Around 5000 people from Myanmar have entered Mizoram following a fresh airstrike by the Myanmar army in the bordering areas along the Indo-Myanmar border.

A senior official confirmed that Mizoram police, along with central intelligence agencies, are keeping a close watch on the situation. The centre is trying to identify the exact number of Myanmar nationals who have crossed the border.

"Due to difficult terrain of Indo-Myanmar border it is difficult to stop the influx completely. Assam Riffles Guard the borders but a stretch of around 150 km is very difficult because of its nature and other complexity," an official said.

The official added that "after the tension escalated in Myanmar, many Myanmar nationals entered the bordering district Champhai by crossing over International Border. Few injured Myanmar nationals are under treatment at the district hospital in Champhai".

"Local authorities are in touch with these people and they have been assured that they will go back as the situation normalises in Myanmar. We are keeping close watch on the situation in Mizoram. The state was already on high alert due to the recently held elections," the official informed.

Lalbiakthanga Khiangte, Inspector General of Police, Mizoram Police told ANI that so far nearly 5000 refugees had crossed over into Mizoram from Myanmar.

"Now there are as many as more than 5,000 people took refuge in two Mizoram villages along the Myanmar border," the IGP said, adding that many got injured. "As many as about 20 are injured. Eight of them are taken to Aizawl for better medical treatment and the rest are being treated in Champhai. Now it is quite calm, but we don't know whether the Myanmar army will attack from the air. We cannot rule out air strike at present if the Myanmar government is willing," the IGP of Mizoram said.

In year 2021, the Centre had written to the Chief Secretaries of Nagaland, Manipur, Mizoram and Arunachal Pradesh to "take appropriate action as per law to check illegal influx from Myanmar into India."

Myanmar's military junta is facing its biggest test since taking power in a 2021 coup after three ethnic minority forces launched a coordinated offensive in late October, capturing some towns and military posts, Reuters reported.

Last week, the military-installed president said that Myanmar was at risk of "breaking apart" because of an ineffective response to the rebellion. As per Reuters, the new combat will be another blow for the junta which is increasingly stretched amid mounting armed opposition, fuelled by anger over the coup and crackdown.

Water Shortage, Overhead Wires: Firefighters Struggle To Douse Delhi Fire

Lack of water, low-hanging electricity wires and the problem of onlookers who get in the way of rescue operations; these are some of the challenges that firefighters faced while trying to douse a blaze in an east Delhi building on Tuesday that claimed the life of a woman.

A major fire broke out at a five-storey building in East Delhi's Shakarpur killing a 40-year-old woman, Anita. Twenty-five people were rescued by the Delhi Fire Service.

"After getting message at around 1.05 am, we initially sent three fire vehicles to the location. As the fire was major five more fire engines were pressed into service. Later, more than 20 fire engines were rushed to the spot as the flames engulfed the entire left side of the building," Delhi Fire Service chief Atul Garg told PTI.

The major challenges the DFS had to face was that there was no water source at the spot so fire vehicles struggled to refill.

"A large number of people thronged to the location just to see that what is happening. Our teams had to repeatedly request people to give them space so that they could rescue people and rush them to nearby hospitals," Garg said.

"Low lying electricity wires, electricity lightings due to Diwali festival and narrow streets are also major problems we faced during our rescue operation," the DFS chief said.

He added that another major problem the fire department faces is traffic. But since the Shakarpur incident happened late at night, there was no traffic on the street, Garg said.

"Beside that spectators must understand that in emergency conditions like fire they must stay away as firefighters need proper space to help others. In such conditions, LPG cylinders can also blow and the fire can engulf the entire area. These locations are densely populated and people's safety too is a concern," Garg added.

Initial inquiry revealed that a fire broke out due to a short circuit in the parking area on the ground floor. According to the police, the fire started in the building's parking area in the early hours of Tuesday and soon engulfed the entire structure.

Around five people jumped from the balcony in panic to save their lives. A man, Naresh Nagar, suffered a fracture in his leg after jumping off the first floor of the burning building.

Police have registered an FIR in connection with the incident and launched an investigation.

Chinese Airline Sold Tickets For Less Than $2 Due To Glitch, Now Says Will Honour Prices

China Southern Airlines recently sold air tickets priced at as low as 10 Chinese yuan or roughly $1.40 due to a system glitch on Wednesday evening. Many people on Chinese social media platforms pointed out that flights to and from the Southwestern city of Chengdu were available between 10 yuan to 30 yuan ($ 4.11), as per a report in Insider.

A screenshot that went viral on the internet displayed a ticket from Chengdu to Beijing for just 10 yuan ($1.37), as opposed to the standard 400-500 yuan (about $55-$69) minimum price. Several screenshots showed that the discounted rates were available for almost two hours on the airline's app and several other ticketing websites, including Trip.com. It is unknown how many low-cost tickets the airlines sold or which routes were impacted by the system outage.

On Thursday, China Southern Airlines announced on its official Weibo social media account that the tickets purchased and issued during the system outage are "all valid" and that customers can use them.

In April, several passengers could secure tickets worth $10,000 (Rs 8.2 lakh) for only $300 (approx Rs 24,000) after a Japanese airline unintentionally underpriced some business class tickets, according to a report in the New York Post. One of Japan's biggest airlines, All Nippon Airways (ANA), a 5-star airline since 2013, offered inaccurate costs for tickets to fly from Indonesia's capital Jakarta to Japan, then to New York and back to Singapore and Bali. Interestingly, one flier paid just $890 (Rs 73,000) for a first-class ticket from Jakarta to the Caribbean via Tokyo and New York and back again. 

The 9,000-mile flight would cost less fortunate passengers "around 20 times as much for a first-class seat". According to the outlet, other consumers purchased business-class tickets for a few hundred dollars, as compared to the regular $10,000 price. It is to be noted that business class tickets on the airline typically cost between $8,300 (Rs 6.8 lakh) and $10,400 (Rs 8.5 lakh) but were listed for ranging from $300 to $550 (Rs 45,000).

According to ANA, the issue occurred owing to a glitch on their Vietnam website, which featured an incorrect currency conversion. The airline said that it would not honour the flights that were "erroneously processed" and that it would cancel and fully refund them."

Foreign Diplomats To Visit Madhya Pradesh To See BJP Election Campaign

A three-member delegation of foreign diplomats based here will be visiting Indore on November 14-15 to experience and get first hand insight in the BJP's election campaign, the party said on Monday.

Michael Rees, second secretary in the Australian high commission, Bazil M Lyakinana, minister plenipotentiary (consular affairs) in the high commission of Tanzania, and Mayumi Tsubakimoto, second secretary in the Japanese embassy will be part of the delegation.

Indore is in Madhya Pradesh where campaign is in full swing ahead of the assembly polls on November 17.

The BJP said similar delegations comprising representatives of diplomatic missions from Nepal, Australia, New Zealand, Denmark and Singapore had visited Himachal Pradesh and Gujarat during assembly polls in the two states in November and December 2022 to observe the party's election campaign.

The programme is part of the "Know BJP" initiative launched by the party's national president J P Nadda on its 43rd foundation day.

3 Russian Officers Killed In Blast In occupied Melitopol, Says Ukraine

Ukraine said Sunday a blast triggered by "local resistance movements" in the Moscow-controlled Ukrainian city of Melitopol the previous day killed Russian military officers at a headquarters of the occupation authorities.

Melitopol, with a pre-war population of around 150,000 people, was captured early after Russia invaded Ukraine in February last year and now lies some dozens of miles behind the frontline further north.

"At least three officers of the Russian guard were eliminated" as a result of the "revenge action, carried out by representatives of the local resistance movement," the intelligence service of Ukraine's defence ministry said on Telegram.

AFP was not able to independently confirm the claims.

"The attack on the headquarters was carried out during the meeting of the (Russian security service) FSB and (Russian National Guard) Rosgvardia," the same source added.

Melitopol is in Zaporizhzhia, one of the four regions -- along with Donetsk, Lugansk, and Kherson -- that Russia claims to have annexed without fully controlling them.

The exiled mayor of Melitopol Ivan Fedorov on Saturday evening said residents reported an "explosion, which was heard in all corners of the city" and police cars speeding through the city.

Several Russian-linked officials have been killed in attacks in territories controlled by Moscow's forces since the invasion began.

In BJP, Congress Manifestoes For Madhya Pradesh, A Focus On Women, Farmers

With just six days to go before Madhya Pradesh votes for the Assembly elections, the BJP released its manifesto for the state on Saturday. The party, which has ruled in the state since 2003, with the exception of about 15 months between 2018 and 2020, is looking for another term and its manifesto has a slew of promises geared towards making that happen.

The Congress, which was elected in 2018 but lost power after the rebellion by senior leader Jyotiraditya Scindia in 2020, is hoping to capitalise on anti-incumbency and better its 2018 performance, when it won 114 of the state's 230 seats and formed the government despite being two short of the majority mark.

The Congress had released its manifesto on October 17 and many of the promises made by both parties are similar.

All For 'Ladli Behna'

A big focus of the BJP in these elections has been women's empowerment, and the flagship Ladli Behna Yojana was launched in June, under which eligible women from poor families get Rs 1,250 every month. In its manifesto, the BJP has promised free education for girls from poor families until they finish their post-graduation.

It has also announced cooking gas cylinders at Rs 450 for beneficiaries of the Ladli Behna and 'PM Ujjwala' schemes and increased the entitlement amount under the Ladli Lakshmi scheme from Rs 1.5 lakh to Rs 2 lakh. Under this scheme, parents of girl children get a certain amount when the child is born and various instalments at certain milestones in the girl's life. The beneficiary gets a lumpsum amount after she turns 30.

The Congress, meanwhile has promised Rs 1,500 per month to eligible women under the Naari Samman Yojana and a gas cylinder for Rs 500. It has also announced Rs 2.51 lakh for the Meri Beti Ladli Yojana.

Farmer Focus

The BJP has promised to purchase wheat at Rs 2,700 per quintal and paddy at Rs 3,100, as well as financial assistance of Rs 12,000 for farmers. The Congress, on the other hand, had said it will buy paddy at Rs 2,500 and wheat at Rs 2,600 per quintal, and promised a crop loan waiver.

Sharp Attacks

The BJP has announced 10 major resolutions and PM Modi's guarantee. Some of these are that all poor families will get free ration and pulses, mustard, oil and sugar will be made available at subsidised rates. Other promises include establishing a Madhya Pradesh Institute of Technology on the lines of IIT and a Madhya Pradesh Institute of Medical Science on the lines of AIIMS in each division of the state and ensuring at least one employment or self-employment opportunity for every family.

The 96-page manifesto, which the BJP calls its 'Sankalp Patra', was released by party president JP Nadda, state chief VD Sharma and Chief Minister Shivraj Singh.

"The importance of the manifesto, Sankalp Patra, has been declining slowly with time because political parties first attract people with promises and then forget. They make promises, forget, and mislead the public. But the BJP is the only party that has implemented the manifesto in letter and spirit. It is our track record," claimed Mr Nadda.

The Congress has, however, said, the BJP manifesto is full of lies. "Today, the BJP released its manifesto for Madhya Pradesh Assembly polls which is brimming with 'jumlas'. It also indicates that the departure of Chief Minister Shivraj Singh Chouhan is imminent," said Congress leader Supriya Shrinate.
