Expert On Reasons Behind "Sinking" Of Uttarakhand Town
A variety of factors both anthropogenic and natural have led to the subsidence of Joshimath, director of the Wadia Institute of Himalayan Geology Kalachand Sain said on Friday.
The factors are not recent, they have built up over a long period of time, he said.
"The three principal factors are Joshimath's vulnerable foundations as it was developed on the debris of a landslide triggered by an earthquake more than a century ago, its location in seismic zone V which is more prone to earthquakes besides gradual weathering and water percolation which reduce the cohesive strength of the rocks over time," Mr Sain told PTI.
"Atkins had first written about Joshimath's location on landslide debris in the Himalayan Gazetteer in 1886. Even the Mishra Committee in its report in 1976 had written about its location on an old subsidence zone," he said.
The going down of the Himalayan rivers and heavy rainfall which is characteristic of the area beside the flashfloods in the Rishiganga and Dhauliganga rivers last year may also have worsened the situation, he said.
As Joshimath is the gateway to Badrinath, Hemkund Sahib and skiing destination Auli haphazard construction activities have been going on in the area for a long time without thinking about the pressure the town is capable of coping with, he said, adding this may also have led to cracks appearing in the houses there.
"Hotels and restaurants have mushroomed everywhere. The pressure of population and the size of the crowd of tourists has also increased manifold," he said.
"Many houses in the town are unlikely to survive and people living in them must be shifted to safe locations as life is precious," he said.
After the evacuation of people in affected areas to safety, microzonation of the town, replanning of its drainage system and rainwater outlets besides assessment of rock strength among others should be undertaken, Mr Sain suggested.

Christian Betzmann, a German Instagram influencer and YouTuber, posted an Instagram video criticising Indian street vendors after their voices caused him inconvenience. However, he deleted the same post after facing backlash from social media users in India and around the world.
The influencer's post, which has since been removed from Instagram but is still accessible on Reddit, demonstrates how Betzmann used venomous language to describe India's common vending cart hawkers. Reddit users are also criticising the influencer for his disparaging remarks about the small vendors, pointing out that street vendors play a significant role in Indian culture.
Chris Betzmann uploaded a video of street hawkers selling fruits with the caption: "How is this not banned? Every day, 20 dudes scream in front of my Airbnb to sell their s***. I should buy all his pineapples and shove it up his A**. B***h"
It is evident from the influencer's social media presence that he has travelled widely throughout India and has shot many of his videos with locals.
However, reddit users heavily criticised this video, which insults the people who are struggling to meet their daily needs.
"This made me so angry! This influencer will have no qualms about filming the same people to show "culture," but is complaining about people's right to livelihood. "I wish we would stop swooning over these travel vloggers and not give them clout," wrote one user.
"How about Instagram bans him and saves us from the absolutely useless pollution he is creating?" commented another user.

Former American gymnastics star Katelyn Ohashi, who is known for practically breaking the internet in the year 2019 with her floor routine, is going viral once again.
An old video of Ohashi performing her routine, posted by her school, the University of California, Los Angeles (UCLA), is again going viral on Twitter, increasing the overall views to 45 million. Ohashi's mind-boggling routine had helped her UCLA team to a first-place team score of 197.700 against California, Michigan State, and UC Davis.

Law And Order Strong, UP Safe For Business: Yogi Adityanath To Investors
Pitching Uttar Pradesh as a safe investment destination, Chief Minister Yogi Adityanath on Thursday assured industrialists of a strong law and order situation devoid of fear and free of land mafia.
"You must have seen that before 2017, there used to be riots every other day, now the law and situation in the state is very strong. We formed an anti-land mafia task force and vacated over 64,000-hectare land from their clutches," the Chief Minister said.
The Chief Minister told investors that today no goon can collect tax from any businessman or contractor or harass them in Uttar Pradesh.
"Even political donations cannot be taken forcibly," he added.
The Chief Minister is on an eight-city roadshow to promote the 3-day UP Global Investor Summit 2023 in Lucknow from February 10-12.
"Our team has already visited 16 countries and 21 cities, inviting investors to come and visit the UP Global Investor Summit 2023. We have already garnered Rs 7.12 lakh crore investment intent for the state," he added.
Further, he said, Uttar Pradesh is well connected through roads, railways and airways, which will benefit investors in connecting with the domestic and international markets easily.
"It is going to become the only state in the country with five international airports. We now have nine airports. Even though we were a land-locked state, the country's first inland waterway has been developed from the state to Haldia. The country's largest rail network is in Uttar Pradesh as well," he said.
The state has set a target of USD 1 trillion and aims to become a major contributor to Prime Minister Narendra Modi's target of making India a USD 5 trillion economy, Yogi Adityanath added.
The state has ample land bank and 25 sectoral incentives for the investors to choose from, said Uttar Pradesh Additional Chief Secretary and Infrastructure and Industrial Development Commissioner (IIDC) Arvind Kumar, who was present on the occasion, said.
"Landbank in the state is not an issue as we have a huge quantity, of which 20,000 hectares are readily available. We have 25 focused sectors, including defence and aerospace, electronics, semiconductor, IT/ITeS, logistics and warehousing, data centres, agro and food processing, electric vehicles, textiles, and tourism, among others. We have set a target to garner Rs 15-17 lakh crore during the 3-day UP Global Investor Summit 2023," he said.
The state has 25 incentive policies for these focused sectors to encourage investors to set up business in the state, he added.

"No Explosive Content" In Bomb Found In Chandigarh, Says Army's Report
A day after experts from the Army removed a "live" explosive found in a mango garden, the Chandigarh police were informed on Wednesday that there was no explosive content in the bombshell.
Police officials said the bombshell was an obsolete one that was manufactured in the 1960s by the Indian Ordnance Factory.
"Today, we received a detailed report from them (Army) as per which it was not a live explosive. There was no explosive content in this shell.
"After examining the markings on it, the Army officials said that it was manufactured in Indian Ordnance Factory. In the 1960s, such shells were manufactured and to fire these a mounted weapon system like a tank is required," Chandigarh's Senior Superintendent of Police, Manisha Choudhary, told reporters here.
She said these shells are now no longer used by the Army.
"The shell was spotted in the mango garden by a passerby. On preliminary examination, we felt that the Army uses such shells in artillery after which we requested its Western Command to send their expert team to examine the shell," Choudhary said, adding they (Army) had taken it with them on Tuesday for its disposal.
The Army's bomb disposal experts had on Tuesday removed the shell, which was found a day earlier close to the helipad used by Punjab and Haryana chief ministers.
Some officials from the civil administration who reached the spot had termed the shell as a live one.
The area where the shell was discovered lies in Chandigarh, close to the Chandigarh-Punjab border.
The shell was found on Monday in a mango garden on the Nayagaon-Kansal T-point, which is about a kilometre from the helipad and about two kilometres from the official residences of Punjab and Haryana chief ministers.
The police have questioned several people, including many scrap dealers in nearby areas, for clues on how the bomb would have reached the mango garden.
When asked, SSP Choudhary said their (Army authorities') guess was such shells after being fired in training range of the Army are picked up by scrap dealers as they have metal.
There have been cases previously when discarded shells were found here, the SSP said.
"The area is near Chandigarh-Punjab border and we have also informed Punjab authorities," she said.
On Monday, Sanjeev Kohli, nodal officer, disaster management, Chandigarh, had said that when they checked it (bombshell), it was a "live shell".
"It is a matter of investigation how this shell got here," he had said.

Several Blasts Heard In Afghanistan's Kabul: Report
Several blasts were heard in Afghanistan capital Kabul on Wednesday, TOLOnews reported.
The Afghan news agency said Taliban officials are yet to comment on the explosions in the capital city.
The blasts come only three days after at least 10 people were killed and eight others seriously injured in an explosion that rocked the Kabul military airport, on Sunday, Khaama Press reported.
Taliban Interior Ministry spokesperson Abdul Nafee Takkur said the explosion caused injuries close to the military airport's main gate in Kabul.
The war-torn county has witnessed increasing security incidents in the past few months.
Last month, a Chinese-owned hotel was targeted in the heart of Kabul.
Since the Taliban took over Afghanistan in August 2021, armed groups linked to the Afghan branch of the Islamic State have carried out bombings targeting ethnic Hazaras, Afghan Shias, Sufis, and others, killing and injuring hundreds.

Assam Government To Take Action Against Officials For Illegal Demolition
Appropriate action will be taken against erring officials for demolishing houses of those accused of setting a police station in Nagaon district on fire, the Assam government has informed the Gauhati High Court.
Hearing a suo motu public interest litigation, a division bench comprising Chief Justice R M Chhaya and Justice Soumitra Saikia on Tuesday directed the state government to compensate people affected by the demolitions.
"D Saikia, learned Advocate General, Assam states that a Committee consisting of the Chief Secretary is enquiring into the incidence of bulldozing of the house and appropriate action shall be taken even against the erring officers within a period of 15 days from today," said the order.
The Court noted that upon such assurance and in view of the fact that the state is now seized of the matter, it is "expected that the state shall also take appropriate decision for compensating the persons affected by the illegal action".
The order asked the government to submit a report of the steps before the high court in this proceeding.
Though the bench disposed of the PIL, it stated that the case can be revived "merely by filing a note".
The Batadrava police station was set on fire on May 21 last year by an irate mob following the custodial death of a local fish trader, Safikul Islam (39), who was picked up by police the night before.
A day later, district authorities bulldozed at least six houses, including those of Islam and his relatives, purportedly in search of weapons and drugs hidden beneath the structures.
Earlier in November last year, the Chief Justice had pulled up the Assam government over its action and wondered if "tomorrow you need something, you will dig up my court room".
The Gauhati High Court had then stressed that "bulldozing of a house is not provided under any criminal law" even if an agency is investigating a "very serious matter".
The Chief Justice had further stated that incidents of such bulldozing of houses is done in movies, and even in those, the search warrant is shown before the act.
Justice Chhaya had even equated bulldozing of the houses to an act in a "gang war" and asked the Home Department to find better ways of carrying out their investigation.
