Strikes-Hit UK Pledges 94 Billion Euros In Cost-Of-Living Budget

Britain on Wednesday said its cost-of-living support for this year and next would total £94 billion ($114 billion), as it forecast the UK to stay out of recession with inflation slowing sharply.

"In the face of a cost-of-living crisis... we have demonstrated our values by protecting struggling families," finance minister Jeremy Hunt said in a budget speech outlining extra support especially for energy bills and childcare.

It came as teachers, junior doctors, civil servants, BBC journalists and drivers on London's underground Tube railway staged the latest day of mass walkouts.

Hundreds and thousands of public and private sector workers show little sign of ending strike action that began last year when rocketing inflation slashed the value of wages.

"High inflation is the root cause of the strikes we have seen in recent months," Chancellor of the Exchequer Hunt told parliament.

"We will continue to work hard to settle those disputes but only in a way that does not fuel inflation."

UK inflation remains above 10 percent but should cool to 2.9 percent by year-end, Mr Hunt said.

He added: "The UK will not... enter a technical recession this year" after narrowly avoiding two successive quarters of contraction in 2022.

The government said it would extend a subsidy on energy bills for a further three months after the invasion of Ukraine by oil and gas producer Russia sent them surging.

"Continuing to hold down energy bills is part of our plan to help hardworking families with the cost of living and halve inflation this year," Prime Minister Rishi Sunak said in a statement preceding the formal budget announcement.

The Conservative administration also announced increased childcare funding and other actions aimed at encouraging parents, the over-50s and others back into the jobs market.

It is looking to fill 1.1 million staff vacancies -- in part caused by a lack of EU workers following Brexit and owing to a record number of people classed as long-term sick.

Pensions

The chancellor confirmed that workers could put more tax-free money into their private pensions, even if many will not have the disposable income to do so.

"Reports of senior doctors retiring early due to the impact of pension tax allowances... have undoubtedly been of particular concern to the government given the pressures already on the health system following the pandemic," noted Tom Selby, head of retirement policy at AJ Bell.

In neighbouring France, the Senate at the weekend voted to approve a deeply unpopular reform to the country's pension system.

The headline measure is a hike in the minimum retirement age to 64 from 62, seen by many as unfair to people who started working young.

Britain's retirement age of 66 is set to increase before the end of the decade, meaning a longer wait to access the state pension. Private pensions are available at an earlier age.

More defence spend

Jeremy Hunt has insisted the government must keep a tight rein on spending after debt jumped as a result of the Covid pandemic.

However, on Wednesday he confirmed defence spending would increase by £11 billion over the next five years.

Mr Hunt has also outlined a 20-year plan to capture carbon and commit to nuclear energy as it strengthens energy supplies and seeks a net zero economy by mid-century.

Prime Minister Narendra Modi today condoled the loss of lives due to Cyclone Freddy in Malawi, Mozambique and Madagascar, and said India stands with them in this tough time.

Cyclone Freddy has barreled through Mozambique and Malawi since late last week, killing hundreds and displacing thousands more. 

It also pummeled the islands of Madagascar and Reunion last month as it traversed the Indian Ocean, according to media reports.

"Distressed by the devastation due to Cyclone Freddy in Malawi, Mozambique and Madagascar. Condolences to President Lazarus Chakwera, President Filipe Nyusi and President Andry Rajoelina, bereaved families and those affected by the cyclone," PM Modi said in a tweet.

Centre Sets Up Panel To Fast-Track Pending Projects Along China Border

The government on Tuesday decided to set up a committee of secretaries to fast-track implementation of infrastructure projects along the border with China.

The decision was taken at a high-level meeting chaired by Defence Minister Rajnath Singh.

Mr Singh called for expediting all pending projects on top priority, stating that a "whole of nation" approach should be adopted in matters of national security, the defence ministry said.

The meeting was attended by Road Transport and Highways Minister Nitin Gadkari, Railways, Communications and IT Minister Ashwini Vaishnaw, Power Minister RK Singh, Environment Minister Bhupender Yadav and National Security Advisor Ajit Doval.

Arunachal Pradesh Chief Minister Pema Khandu, Chief Minister of Uttarakhand Pushkar Singh Dhami and Ladakh Lt Governor Brig BD Mishra (Retd), Chief of Defence Staff Gen Anil Chauhan, Air Chief Marshal VR Chaudhari, Army Chief Gene Manoj Pande and Defence Secretary Giridhar Aramane were among those who attended the meeting.

"To fast-track the pending projects, it has been decided to set up a committee of secretaries which will meet at frequent intervals," the defence ministry said in a statement.

"Marriage In Hinduism Is 'Sanskar', Not Contract Or Enjoyment": RSS On Same-Sex Marriage

Amid the ongoing debate over same-sex marriage in the country, the Rashtriya Swayamsevak Sangh on Tuesday toed the line of the Centre stating that it considers marriage as 'Sanskar' in the Hindu life which is neither for enjoyment or contract but for social good.

This comes after the Centre, in its affidavit, had opposed the plea seeking legal recognition of same-sex marriage, saying that living together as partners by same-sex individuals, which is decriminalised now, is not comparable with the Indian family unit and they are clearly distinct classes which cannot be treated identically.

Speaking to reporters, RSS General Secretary Dattatreya Hosabale said that marriage can take place between two persons of opposite gender.

"Marriages can take place between two opposite genders. In Hindu life marriage is 'Sanskar', it isn't for enjoyment, neither is it a contract. Living together is different, but what is called marriage is a 'sanskar' in Hindu life for thousands of years, which means that two individuals get married and live together not only for themselves, but for the family and for the social good. Marriage is neither for sexual enjoyment nor a contract," he said.

The Centre filed the affidavit countering the demand made by various petitioners seeking legal recognition of same-sex marriage.

In the affidavit, Centre opposed the plea and said that pleas seeking legal recognition of same-sex ought to be dismissed as there exists no merit in these petitions.

Same-sex relationships and heterosexual relationships are clearly distinct classes which cannot be treated identically, the government said as its stand against the petition seeking legal recognition of LGBTQ marriage.

It is for the legislature to judge and enforce such societal morality and public acceptance based upon Indian ethos, the Centre said in its affidavit and added that western decisions sans any basis in Indian constitutional law jurisprudence, cannot be imported in this context.

In the affidavit, Centre apprised the Supreme Court that living together as partners by same-sex individuals, which is decriminalised now, is not comparable with the Indian family unit concept of a husband, a wife and children.

The Centre submitted that the principles of legitimate state interest as an exception to life and liberty under Article 21 would apply to the present case. Centre submitted that the statutory recognition of marriage as a union between a "man" and a "woman" is intrinsically linked to the recognition of the heterogeneous institution of marriage and the acceptance of the Indian society based upon its own cultural and societal values which are recognized by the competent legislature.

"There is an intelligible differentia (normative basis) which distinguishes those within the classification (heterosexual couples) from those left out (same-sex couples). This classification has a rational relation with the object sought to be achieved (ensuring social stability via recognition of marriages)," the government said.

Centre submitted before the Supreme Court that statutory recognition of marriage as a union between a "man" and a "woman" is intrinsically linked to the recognition of the heterogeneous institution of marriage and the acceptance of the Indian society based upon its own cultural and societal values which are recognized by the competent legislature.

In the latest development, the Supreme Court on Monday referred various petitions seeking legal recognition of same-sex marriage to the Constitution Bench.

A bench headed by Chief Justice of India DY Chandrachud listed the petitions seeking legal recognition of same-sex marriage to a five-judge bench constitution bench and said that the hearing will take place on April 18.

Over 2,600 Workers, 400 Machines At Noida Airport Site For Its Timely Completion

Over 2,600 workers along with more than 400 machines are on site and work for the first phase of the Noida International Airport is on track for timely completion, officials said on Tuesday.

Yamuna International Airport Private Limited (YIAPL), a subsidiary of Zurich Airport International AG, is developing the greenfield airport at Jewar in Gautam Buddh Nagar, some 75 km off Delhi, for the Uttar Pradesh government.

YIAPL CEO Christoph Schnellmann said earthwork was completed earlier this year and vertical construction has started including on the terminal building and runway.

"The development of the airport is making significant headway and is on track for timely completion," Schnellmann told reporters.

He said the airport will open for commercial flights by the end of 2024 with one runway and a terminal building while trial flights are expected four-to-six months before that.

Asked if there is any pressure on completing the airport by the 2024 general elections, Schnellmann told PTI, “We are working hand in hand with the state government and the Union government to deliver the airport as per the terms of our concession agreement. Together we will achieve the opening of the airport by the end of the next year.” The airport is billed to be India's largest upon completion in four phases and will be spread over an area of 5,000 sq hectares.

Project COO Kiran Jain said, "The first phase would be spread in an area of over 1,300 hectares and is expected to be ready by the end of next year." There will be a 3,900-metre-long runway and a terminal building with an annual passenger handling capacity of 1.2 crore upon completion of the first phase, Mr Jain added.

Shailendra Bhatia, the airport project's nodal officer for the UP government, told PTI, “We have been inspecting the site regularly and have asked the developer to monitor the milestones regularly. In case of any shortcomings, we have asked them to rectify it.” According to figures shared by the Noida International Airport, over 2,600 workers along with more than 400 heavy and small machines are currently deployed at the airport site and the peak strength is expected to touch 6,000.

To date, NIA partners have completed over 42 lakh man-hours of work without injury, it said in a statement.

So far 32,000 cubic metres of concrete and 14,000 tons of steel have been used in construction, it added.

"Free To Do Whatever You Want But...": Minister On Same-Sex Marriages

Marriage is an institution that has to be regulated by certain laws enacted by parliament which reflects the will of the people, Law Minister Kiren Rijiju said on Tuesday, days after the government opposed in the Supreme Court legal validation of same-sex marriage.

"The only issue with the government is marriage is an institution, it has sanctity and it must be backed by law which takes into account our traditions, our ethos, our heritage -- There are so many things in our country," he said at the Lokmat National Conclave.

He said as a government, "we are not opposed to any kind of activities done by anybody as a citizen. As a citizen, as long as you follow the law of the land, you are free to do whatever you choose to do".

A person of any sex can also choose to lead a particular life which is suitable to him or her, he observed.

"But when you talk about marriage, marriage is an institution. Marital institutions are guided by different specific laws ... When it comes to institutions, it has to be regulated by certain laws. The law must be enacted by Parliament of India. Because Parliament of India reflects the will of the people," he said.

Courts, Mr Rijiju pointed out, can definitely interpret many things.

The courts can also go into certain issues which require some clarity in terms of correct interpretation, he said, adding that "we have no issue on that".

India, the minister said, is not a country which emerged suddenly. It is an ancient country with rich cultural traditions and all customary practices.

"So, that is why our position is very clear on that," he said in response to a question on the issue of same-sex marriage.

The Centre has opposed in the Supreme Court a batch of pleas seeking legal validation of same-sex marriage, saying it would cause complete havoc with the delicate balance of personal laws and accepted societal values.

Despite the decriminalisation of Section 377 of the Indian Penal Code, the petitioners cannot claim a fundamental right for same-sex marriage to be recognised under the laws of the country, it said.

In its affidavit, the Centre said the institution of marriage between two individuals of the same gender is neither recognised nor accepted in any uncodified personal laws or any codified statutory laws.

The state does not recognise non-heterosexual forms of marriages or unions or personal understandings of relationships between individuals in society but the same are not unlawful, it said.

On Monday, the Supreme Court referred the pleas seeking legal validation of same-sex marriages to a five-judge constitution bench for adjudication, saying the issue is of "seminal importance".

A bench headed by Chief Justice DY Chandrachud said the submissions on the issue involve an interplay between constitutional rights on the one hand and special legislative enactments, including the Special Marriage Act, on the other.

Police Case Against UP Cleric Over Remarks Against PM Modi

Police have booked Ittehad-e-Millat Council president Maulana Tauqeer Raza Khan for allegedly making inflammatory remarks, including an objectionable comment against Prime Minister Narendra Modi, an official said today.

A case was registered on Sunday against Maulana Tauqeer Raza Khan, accused of making provocative statements and objectionable remarks against the prime minister at Nagphani police station in Moradabad, Senior Superintendent of Police (SSP) Hemraj Meena said.

Talking to reporters in Moradabad on Saturday, the Ittehad-e-Millat Council chief had said that the government which files a case of treason against those demanding Khalistan should also do the same with those who demand a Hindu rashtra.

On the basis of a video obtained through the media, he has been booked under 153 A (promoting enmity between different groups on grounds of religion, race, place of birth, residence), 295 (outraging religious feelings) and 505-2(statements conducing to public mischief) of the IPC for inciting communal feelings and making objectionable comments and further action will be taken after checking viral videos, the SSP said.

According to police, Maulana Tauqeer Raza Khan had said that a case of treason should also be filed against those who demand Hindu nation but the government does not do this even as the law is equal for everyone in the country.

He also made indecent remarks against Prime Minister Modi, police said.

As per the video that went viral on social media, Maulana Tauqeer Raza Khan said "what would happen if our youths started demanding a Muslim nation. Prime Minister Narendra Modi's slogan of Sabka Saath Sabka Vikas is a lie. Some fanatics are sowing the seeds of hatred in the country. Those who do this and their supporters are neither well wishers of any society nor of the country, but are traitors", police said.

Reacting to the FIR against him, Maulana Tauqeer Raza Khan in Bareilly said if what he said was so wrong then the administration needs to have a case of treason against him.

Stressing that he does not want to divide the country at any cost, he clarified that those who want to create a divide among Hindus and Muslims should be identified and action should be taken against them.

"The Modi government is not doing justice with Muslims...bulldozers should be run on the houses of those also who killed Muslims and the accused should be arrested. Law in this country is the same for all," he added.
