Why PM's Upcoming State Visit To US Is More Special Than His Earlier Trips

On June 22, Washington will roll out the red carpet for Prime Minister Narendra Modi, making him just the third world leader, after France's Emmanuel Macron and South Korea's Yoon Suk Yeol, to be invited by President Joe Biden for a state visit and dinner -- the highest ranked diplomatic reception typically reserved for only the closest of allies.

The state visit invitation to Prime Minister Modi by the Biden administration is indicative of the deep and close partnership between the two countries.

This will be Narendra Modi's first state visit to the US during his nine years as Prime Minister.

The last Indian Prime Minister to visit the US on a state visit was Dr Manmohan Singh in November 2009.

Prime Minister Modi's previous visits to the US were classified as a working visit (2014), working lunch (2016) and official working visit (2017). His 2019 visit is described by the US Department of State website as one in which he "Participated in a rally in Houston, Texas".

The US extending the honour to India shows how crucial India is for the US' effort to develop a strong countervailing force to China in the Indo-Pacific.

State visits are rare, exceptional and prestigious, and are seen as the highest form of expression of friendly bilateral ties.

A state visit is an invitation extended by the head of a State to his official residence, and reserved only for close allies.

According to US' diplomatic policy, the president can host no more than one leader from any nation once every four years.

State visits generally have more pomp, grandeur and ceremony. The White House embarks on elaborate preparations for state visits.

A state visit, according to diplomatic protocol, is considered the highest ranked visit, as opposed to official visit, official working visit or guest of the government visit.

In 1961, President John F Kennedy and First Lady Jacqueline Kennedy hosted the first state dinner for then Prime minister Jawaharlal Nehru. President S Radhakrishnan went to the US on a state visit in 1963.

What happens on a state visit?

State visits typically have ceremonies such as a flight line ceremony - where the visiting head of state is greeted on the tarmac after landing, a 21-gun salute on arrival at White House, a White House dinner, exchange of diplomatic gifts, an invitation to stay at the US President's guesthouse across the Pennsylvania Avenue, and flag streetlining.

Usually, only the head of state is invited on state visits. In case of parliamentary democracies, the head of government is invited, owing to the ceremonial nature of their head of state.

The US president is expected to be joined by the American political brass, including his Cabinet members and Congressional leaders.

While state dinners have traditionally been held in the State Dining Room of White House, recent presidents have hosted these events in the lawns of the White House to accommodate more guests and make the events grander. They can have 100-120 guests.

Watch: Wildlife Photographer Captures Intense Moment Leopard Spots Him

Nature is a gift that keeps on giving. Now, thanks to the internet, we have the opportunity to explore facets of our environment, flora and fauna that we would not have been exposed to otherwise. The latest on the list of such popular nature posts is a video of a leopard that has left social media users stunned. 

The now-viral video was shared by wildlife photographer Shaaz Jung on Instagram. In the short clip, a beautiful big cat can be seen lying down, licking its paw peacefully. And then at one moment, it is then seen looking directly at the camera and spotting the photographer hiding behind the bushes. 

"The eye of the leopard, between the leaves, always watching, always your first observer," Mr Jung wrote in the caption of the post.

Mr Jung shared the video just a few days back but he did not disclose the location where it was shot. Nevertheless, internet users were quick to react to the clip. They flooded the comment section with all kinds of emojis. While some called the clip "absolutely mesmerising", others asked how the photographer was able to record the video without being attacked by the wild animal.

"How do you take these videos without getting attacked," wrote one user. "Ever got chased by one? Lol looks like she has her eye on you," jokingly said another. 

A third user commented, "That footage, absolutely incredible". "Oh my god! It's incredible, how do you capture these insane shots? Don't they attack?!? Just curious @shaazjung," asked another. 

"Scary and beautiful at the same time!" wrote one user. 

Since being posted, the clip has accumulated more than 244,000 likes and over 2.4 million views.

Video: Water Level Surges In Sikkim River Amid Heavy Rain 1 Swept Away

Sikkim has received unprecedented rain since Thursday night, marking the arrival of monsoon in the state. The heavy rain led to one casualty in West Sikkim's Rimbi, where a cattle-herder Ash Lall Limboo, 90, was swept away after water level in a river next to his cowshed suddenly rose. The body was recovered from Namchi district on Friday.

Visuals from Rolep in East Sikkim show an excavator next to a river swept away by strong currents. Meyong river in Mangan district overflowed, and water spilled on to the National Highway connecting North Sikkim.

The road connecting Singtam, Dikchu, Rangran, Mangan and Chungthang has seen a number of landslides.

The damage started at 6.15 pm on Thursday on either side of Rangarang in Sikkim. The road was blocked from both sides of the town due to landslides. This consisted of mainly loose stones and boulders that rolled down from mountain tops and covered the entire road, making it impassable for traffic.

A flash flood on the Mangan to Chungthang road washed away a portion of the road and a small bridge in North Sikkim.

Landslide in Chungthang saw a truck getting submerged, resulting in the National Highway connecting Lachung and Lachen villages being blocked.

Roads connecting Mangan and Dikchu are blocked. Dikchu to Gangtok via Rakdung-Tintek road is cleared for light vehicles only.

Mangan to Chungthang road is blocked at many stretches.

The India Meteorological Department (IMD) in Sikkim said the threat of heavier downpour and flash floods in Mangan district in North Sikkim remains a high possibility over the next few days.

"Lachung village received 13 cm rainfall last night. Chungthang in North Sikkim again received 11 cm rainfall, Gangtok also received in 11 cm rainfall last night. Mangan town received 10 cm rainfall. The heavy rainfall is not due to the cyclone affecting other parts of the country, this was mostly due to monsoon rainfall," IMD Sikkim Director Gopinath Raha said.

62-Year-Old Woman Mauled To Death By Leopard In Uttarakhand

A woman was mauled to death by a leopard in a village in Chinyalisaur block here on Friday, the village head said.

Bhagirathi Devi (42) was attacked by the leopard when she had gone out to bring fodder for her cattle, village head Shivraj Bisht said.

The incident took place in Kotisaur Bharkot, he said.

According to Mr Bisht, the leopard is a man-eater, which has attacked around a dozen people in the area so far.

There is resentment among locals for the forest department's failure to take enough safety measures.

The locals have threatened to resort to agitation if something was not done immediately to capture the leopard.

Delhi Man Dupes People By Posting Fake Job Advertisements Arrested: Cops

A 38-year-old man was arrested for allegedly duping job seekers by posting fake advertisements on social media platforms about recruiting "playboys and masseurs", police said on Friday.

The accused, Ashraf Khan, a resident of Shaheen Bagh in southeast Delhi, is the mastermind behind the racket, they said.

Ashraf Khan was previously arrested in two other cases, they said.

The matter came to light after a victim who was duped of Rs 40,000 by the accused filed a complaint at the cyber police station of Shahdara district, police said.

The victim, in his complaint, alleged that he found an advertisement on Facebook recruiting job seekers as "playboys and masseurs".

When he contacted the number posted on the advertisement, he transferred Rs 40,000 as a registration fee to the bank provided by a woman caller. Later, he tried to contact the number but it was found to be switched off.

Deputy Commissioner of Police (Shahdara) Rohit Meena said after examining the alleged social media account and IP address, the accused was identified and arrested.

"During the investigation, it was revealed that the accused posted advertisements regarding recruitment of playboys, masseurs and others on Facebook and also mentioned a contact number on it," he said.

"He also recruited three-four women callers to talk with the victims. Under the false assurance of high earnings, they lured victims and cheated maximum amounts. The accused person then used multiple fake accounts to withdraw the money," he said.

The mobile phone and SIM card used in the commission of the crime was recovered, police said, adding further investigation is underway.

Centre's Big Yoga Day Plan: A Look At Ministers' Yoga Day Schedule

The government has planned several events to mark the International Yoga Day on June 21 with Union Ministers and BJP leaders participating in yoga sessions and other related programmes across the country. While Union Railway Minister Ashwini Vaishnaw will be in Odisha, Defence Minister Rajnath Singh will lead a yoga session on INS Vikrant.

Ashwini Vaishnaw will visit Odisha's Balasore on Wednesday, weeks after a tragic train accident in the district on June 2 that killed 290 people. His visit coincides with the International Yoga Day.

The minister will be meeting and thanking doctors, nurses, and medical staff who played a crucial role in rescuing and assisting the victims during the challenging time of the tragic accident. He will also review the situation and will be holding multiple meetings with the concerned authorities. Mr Vaishnaw will also be attending a yoga function.

Prime Minister Narendra Modi will also lead a yoga session for the first time at United Nations Headquarters on the 9th International Day of Yoga.

Defence Minister Rajnath Singh will do yoga on India's indigenously-built aircraft carrier INS Vikrant. Health Minister Mansukh Mandaviya will lead yoga day celebrations from AIIMS in Delhi.

The Union Ministry of Tourism has organised celebrations in Goa's Rajbhavam where G20 Ministers and delegates will actively participate in a yoga session.

A grand event will be held in Garrison Ground in Jabalpur in Madhya Pradesh on June 21 to mark International Yoga Day which will be telecast live in 80 countries, an official said.

The theme of the 9th International Yoga Day is 'vasudev kutumbakam ke liye Yog' (Yoga for the world as a global village), Jabalpur Collector Saurabh Suman said.

The International Day of Yoga aims to raise awareness of the many benefits of yoga. The draft resolution establishing the International Day of Yoga was proposed by India and endorsed by a record 175 member states.

The proposal was first introduced by PM Modi in his address during the opening of the 69th session of the General Assembly, in which he said, "Yoga is an invaluable gift from our ancient tradition. Yoga embodies unity of mind and body, thought and action ... a holistic approach [that] is valuable to our health and well-being. Yoga is not just about exercise; it is a way to discover the sense of oneness with yourself, the world and nature."

Arrested Tamil Nadu Minister To Be Shifted To Private Hospital

The Madras High Court today ordered arrested Tamil Nadu minister Senthil Balaji to be shifted to a private hospital at his own cost. Mr Balaji was arrested in a money laundering case by the Enforcement Directorate yesterday.

He was advised a bypass surgery by doctors at a government hospital in Chennai after an angiogram revealed a triple-vessel disease during his medical check-up.

The high court has permitted ED-appointed doctors to visit him at Kauvery Hospital, the private hospital where he will be shifted.

The central agency has sought two-week judicial custody of the minister, opposing his bail on the grounds that he could tamper or destroy evidence. Mr Balaji's bail request in pending in another court.

The money laundering case pertains to the alleged cash-for-jobs scam when Mr Balaji was the transport minister in former chief minister J Jayalalithaa's (AIADMK) cabinet in 2015.

The minister faces charges of having received kickbacks from many people whom he had promised government jobs. A case was registered following complaints from the alleged victims.

No significant action was taken against him till AIADMK was in power till 2021. He struck a deal with the victims when he switched to the DMK and became a minister in the MK Stalin government.

The Madras High Court had earlier stayed proceedings in the case but the Supreme Court overturned it and ordered probe into the corruption charges, allowing the ED to continue its proceedings.

Chief Minister MK Stalin called the 18-hour search and interrogation in a 10-year-old case "an unannounced emergency" that "triggered a heart disease" for Mr Balaji.

"Don't provoke us. If you provoke the DMK cadre, you'll not be able to bear it. This is not intimidation, but a word of caution. The BJP should stop its dictatorial action and understand its responsibility to govern the union," added Mr Stalin.

State BJP chief K Annamalai denied the charges said the minister was arrested as per the Supreme Court's directive. "This ought to have happened many years ago," he added.
