"Didn't Have Single Valid Argument To Support Delhi Bill": Arvind Kejriwal Jabs Amit Shah

Delhi Chief Minister Arvind Kejriwal today launched a spirited attack on Home Minister Amit Shah over the control of services bill that was passed in the Lok Sabha.

After Mr Shah started a debate in the Lok Sabha on the bill that seeks to control Group-A officers in the National Capital Territory (NCT) administration, Mr Kejriwal tweeted the Home Minister did not offer a "single valid argument" on why such a bill is needed.

"Today I heard Amit Shah ji speaking in Lok Sabha on the bill which snatches away the rights of the people of Delhi. They do not have a single valid argument to support the bill... They also know that they are doing wrong. This bill is a bill to enslave the people of Delhi. This is a bill that makes them helpless and helpless. INDIA will never let this happen," Mr Kejriwal tweeted in Hindi, referring to the newly formed opposition bloc Indian National Developmental Inclusive Alliance.

The Lok Sabha passed the bill today amid a walkout by opposition MPs during voting.

Mr Kejriwal has sought the opposition's support against the bill, particularly in the Rajya Sabha, where the government does not have a majority. However, with the support of three key regional parties who are not part of the INDIA opposition bloc, the bill is expected to comfortably sail through the upper house.

Home Minister Amit Shah defended the government's bill to override a Supreme Court order on who controls bureaucrats in the national capital.

"This ordinance refers to the order of the Supreme Court which says parliament has the right to make laws on any issue related to the National Capital Territory of Delhi. There are provisions in the Constitution that allow the centre to make laws for Delhi," Mr Shah said, referring to the Government of National Capital Territory of Delhi (Amendment) Bill, 2023.

Mr Kejriwal's "enslave the people of Delhi" tweet also alluded to Mr Shah's statement in parliament that the BJP and the Congress ruled the national capital without any confrontation, but problems arose only in 2015 when a government came that had no intention to serve but only to fight with the centre.

The AAP-led Delhi government has been fighting a war against the centre over the control of Group-A officers in the NCT administration.

In May, the centre made an ordinance that overturned the Supreme Court judgment handing over control of "services" in the NCT administration to the Delhi government. That ordinance was overwritten by the bill.

Parliament Passes Jan Vishwas Bill To Promote Ease Of Business

Parliament on Wednesday passed a bill which seeks to promote ease of business by decriminalising minor offences through amendments in 183 provisions of 42 Acts.

The Jan Vishwas (Amendment of Provisions) Bill, 2023 was passed by Rajya Sabha by a voice vote.

Lok Sabha had cleared the legislation on July 27.

Minister of Commerce and Industry Piyush Goyal said the bill will promote the ease of doing business by decriminalising a number of provisions.

The bill converts several fines to penalties, meaning that court prosecution is not necessary to administer punishments.

It also removes imprisonment as a punishment for many offences. The bill also seeks to remove all offences under the Post Office Act, 1898.

Historic Bell In Italian Town Goes Silent After Complaints From Tourists, Locals Are Angry

Foreign tourists in Pienza, an Italian town, are being blamed for silencing a historic clock tower that locals say they cannot sleep without, Telegraph reported. Notably, the locals argued that the tolls of the Renaissance clock tower, which chimed every 30 minutes, helped them sleep.

However, tourists staying in nearby hotels and bed and breakfast properties complained about the noise. As a result, bells will now be silenced between 10 pm and 7 am.

“We received complaints from several owners of B&Bs. They were mostly from the properties that are close to the main piazza and so near to the bell tower,” Manolo Garosi, the mayor of Pienza, told The Telegraph.

He added, ''We are not the only ones to do this. Other towns that have bell towers have done just the same thing.''

According to the Independent, grievances mostly came from foreign guests staying in B&Bs, particularly in the summer, when they were more likely to leave windows open overnight to keep rooms cool.

Locals are left dismayed with the decision, with some arguing that the bells are part of the fabric of the town. Others claimed that they are struggling to sleep without the regular tolling that they have been accustomed to hearing all their lives.

Pienza has been listed as a UNESCO World Heritage site since 1996 and attracts many tourists.

Recently, the United Nations cultural agency warned that Venice should be added to a list of heritage sites in danger. The United Nations Educational, Scientific and Cultural Organization (UNESCO) said in a report that the Italian city is at risk of "irreversible damage" from overwhelming tourism, overdevelopment, and rising sea levels due to climate change.

Venice, known for its canals and cultural sites, has been struggling with mass tourism for years.

Spat Over Nandini Ghee For Tirupati Laddus Spills Out Of Karnataka

It looked like the pan was being prepared for a fresh Congress-BJP showdown in Karnataka. But the Tirupati laddu issue instead slipped into boiling ghee with Tirumala authorities in neighbouring Andhra Pradesh.

A day after Tirumala Temple Devasthanams (TTD) officials said that Tirupati laddus had used Nandini ghee only for a year in the past two decades, Karnataka Milk Federation said they had never made any claim about how long they have been supplying ghee to the famous temple.

The recipe for a political battle over the delicious Tirupati temple offering was set in motion with developments on Sunday. This was when a reference was made to Karnataka Milk Federation (KMF) not supplying Nandini brand ghee to the renowned Tirumala Venkateswara Temple in Andhra Pradesh.

The ruling Congress in Karnataka immediately felt the splatter as opposition BJP turned on the heat over the issue.

BJP leader Nalin Kumar Kateel accused the Karnataka Congress government of stopping the supply of ghee, due to its "policy of indifference towards temples, and Hindu beliefs and devotion" To keep the flames under check, Chief Minister Siddaramaiah on Tuesday said the supply of Nandini ghee to make Tirupati laddus was suspended one-and-half years ago, during the BJP government's tenure.

The chief minister's statement was in line with KMF Chairman Bheema Naik's observation on Sunday.

"About one year ago they (TTD) called for a tender and asked us to participate in the tender. We cannot give ghee at the competitive rate, because in the e-procurement tender, whoever quotes the lowest rate will get it," Mr Naik said, adding that the current supplier is providing ghee to TTD at a very low rate compared to KMF.

Mr Naik added, "KMF ghee was used for Tirupati Laddu. I'm of the belief that no other ghee can stand up to the quality of Nandini ghee; our customers have given us this 100 per cent certification." But here's when the issue spilled over and came to a boil with TTD.

A V Dharma Reddy, Executive Officer of TTD, official custodian of Sri Venkateswara Temple in Tirupati told PTI that KMF has supplied ghee only once in the past 20 years.

"In the last 20 years they supplied only once. Do you think for the past 19 years our laddus were bad and only one year it was good, that too with his (Nandini's) 20 percent of ghee?" asked Mr Reddy.

"The KMF met just 20 percent of TTD's requirement once, that too taking a full year while it was supposed to do it in just six months," Mr Reddy added.

According to him, TTD requires 15,000 kg or 15 tonnes of ghee per day, 450 tonnes a month and 5,400 tonnes a year. When KMF could not meet just 20 percent of the requirement on time "then how can Mr Naik think of meeting our whole requirement," he wondered.

In response to TTD's comments over the single-year contract for Nandini ghee, a top KMF official said  on condition of anonymity, "KMF has never made any claims over how long we have been supplying ghee to TTD." 

KMF Managing Director and CEO MK Jagdish told PTI,  "We had last supplied 345 metric tonnes (ghee), that is in the year 2021 -22...we are trying to establish a link (with TTD) once again. We tell them that our quality of ghee is very superior. And we wish to offer them ghee. But price is the only constraint. That we will try to negotiate with them." 

The Nandini brand of products and KMF had faced political claims and counterclaims in Karnataka both before and after the state Assembly elections held in May.

The opposition BJP recently accused the ruling Congress of politicising the Nandini issue during the assembly elections and "milked it to malign (Gujarat-based) Amul".

Senior BJP leader CT Ravi had said that after coming to power, the Congress government increased the price of milk "thereby making it impossible for Nandini to supply its ghee to TTD board at the earlier price".

The Karnataka cabinet had on July 27 cleared the proposal by KMF to hike selling prices of its Nandini milk by Rs 3 a litre. The new prices came into effect from August 1.

US Debt: What Does The Loss Of Triple A Rating Mean

Fitch has downgraded its credit rating for the United States, becoming the second of the top-three ratings agencies to strip the country of a top AAA rating. The impact upon the world's top economy is likely to be just symbolic, at least immediately.

What is a AAA credit rating ?

The AAA or "triple-A" rating is the highest rating that an agency gives to a country, locality or company concerning its ability to repay its debts.

The top three global ratings agencies: S&P Global, Fitch and Moody's, use the same system of letters, ranging from a top AAA rating through B, C and D for payment defaults.

The ratings are intended to reflect the economic and/or financial health of a borrower. For countries, the agencies look at economic growth, tax revenue, government spending, deficits and debt levels to determining their ratings.

These ratings are intended for use by investors to guide them in their investment choices.

The lower a rating, the more investors are likely to demand higher interest payments from a borrower to compensate for the risk of not getting repaid.

Who still has a triple-A?

Only a small group of nations have a triple-A rating from all three major ratings agencies: Australia, Denmark, Germany, Luxembourg, the Netherlands, Norway, Singapore and Switzerland.

Several others have an AAA from one or two of the agencies. That is the case with the United States, which still has a triple-A from Moody's. S&P stripped the United States of its AAA in 2011.

Canada and the European Union are in a similar situation.

Who has lost their triple-A?

In Europe, several countries including France lost theirs in the wake of the 2008 global financial crisis.

For France, "it was a leap into the unknown," the founder of the Global Sovereign Advisory consultancy, said earlier this year of the country's downgrades in 2012 and 2013.

But the county "didn't lose investors" then or when Fitch lowered its rating in March when the country was in the midst of a wave of strikes over a contentious pension reform.

Fitch's downgrade of the United States was the first time it has changed its rating for Washington since it began rating it in 1994.

Moody's has not changed its rating for the United States since 1949.

What are the consequences?

The loss of a triple-A rating is above all symbolic: it sends a strong signal to the markets. In this case, the United States is keeping a very strong AA+ rating and the downgrade will unlikely cause investors to flee as the country still enjoys the confidence of markets and its debt is a critical part of the global financial system.

The yield -- or interest rate -- on US 10-year Treasuries (bonds) which are the reference for the market, rose above 4.0 percent for the third time this year just before Fitch's announcement, and dipped immediately following it.

They have been approaching that level as the US Federal Reserve raises its interest rates, and the dollar rose slightly against the euro on Wednesday in a sign of the greenback's role as a safe haven in times of uncertainty.

Global stock markets were lower, but only moderately so.

Fitch itself intimated that there would likely be little immediate consequence from its downgrade for the United States.

In explaining its decision, Fitch noted "the US dollar is the world's preeminent reserve currency, which gives the government extraordinary financing flexibility."

Analysts agree that there is unlikely to be a significant impact.

"Despite the poor eye candy and initial surprise, the recent US downgrade will unlikely cause a significant Treasuries sell-off or prompt a major shift in investor behaviour mainly because investors experienced a similar downgrade from S&P in 2011 and came away unscathed," said Stephen Innes, managing partner at SPI Asset Management.

Analysts at Capital Economics agreed there would be little impact on the US bond markets, and expressed surprise about the timing of the Fitch downgrade "when the economy now appears poised to pull off the seemingly impossible trick of bringing inflation back to target without triggering a recession".

While it noted the federal deficit is set rise to nearly six percent of GDP and interest costs on government debt set to double in the coming years, Capital Economics said that a lot depends on whether the Fed can soon begin to lower interest rates.

If it can't "then the debt dynamics could quickly become unsustainable," it warned.

• Hold this position for 30 seconds and repeat 4-5 times minimum 

4. Tadasana

• Stand straight with your legs at the same distance as your shoulders

• At this point, join your hands and entangle them forcing your palms to face the ceiling
• You are encouraged to look upwards
• Hold this stretch for 10 seconds and repeat 3-5 times

5. Adho Mukho Svanasana

• Lay flat on the ground facing the floor
• Slowly lift your torso and form a mountain-like structure with your body
• Your palms need to be farther apart and reaching outwards (in comparison to your shoulders)
• On the other hand, your feet need to be placed next to each other
• At this point, the only body parts touching the ground should be your palms and feet
• Your face needs to be facing inwards and downwards, at the same angle as the arms
• Your body must form a triangle (your hands, hips, and feet being the corners)
• Hold this position for a few seconds and repeat 10 times at least

6. Trikonasana

• Looking straight ahead and comfortably spaced apart on a level surface
• Your right foot should now be facing outside with the heel pointed inward
• The heels ought to be parallel to one another
• Take a deep breath in and bend your torso to the right at the hip while straightening your left arm While you wait, you can put your right hand anywhere you feel comfortable, such as your ankle, shin, or even the mat
• You can look up at your left palm if it's comfortable for you while keeping your head in line with your torso
• Allow the body to unwind a little bit more with each breath and repeat 10 times each side

Probe Agency NCB Busts "Biggest" Darknet Drug Cartel Operating In India

The Narcotics Control Bureau today claimed to have busted the "biggest" darknet-based LSD cartel operating in India with the seizure of more than 13,000 blots and Rs 26 lakh in cash and the arrest of three persons.

The cartel named 'Zambada' has a "high volume of business and supply chain" of this hallucinogenic category of drug and is also operating in the UK, the US, South Africa, Canada, Russia, Spain, Portugal, Greece and Turkiye, NCB Deputy Director General (operations and enforcement) Gyaneshwar Singh said.

The cartel was being operated by young educated men in the age bracket of 21-25 years, he said.

It is the second LSD trafficking cartel busted by the agency in the last about three months, officials said.

The federal anti-narcotics agency had seized a cache of 15,000 LSD blots, the highest-ever catch in one operation, and arrested half-a-dozen people in June.

LSD or lysergic acid diethylamide is a synthetic chemical based-drug and is categorised as a hallucinogen. It is abused largely by youngsters and its consumption can lead to serious health issues. It is odourless, colourless and tasteless and it is painted on small squares of paper (blots) that can be licked or swallowed.

In continued operations, it was learnt that the largest cartel operating in LSD on the darknet - Zambada- operates from Delhi-NCR, Mr Singh said.

Two of the ground operators of this cartel were identified through technical and human surveillance and this led to the location of the "mastermind" of this cartel who was operating from Ballabgarh (Faridabad) in Haryana, he said.

The NCB Delhi zonal office conducted multiple raids at the premises of these three persons leading to the seizure of 13,863 LSD blots, 428 grams MDMA (ecstasy), and the freezing of  Rs 26.73 lakh "drug money", agency officials said.

The 'Zambada' cartel, according to the agency, was the "only" cartel in the country with a so-called "5-star rating".

In a statement, the NCB said the drug cartels on the darknet are rated on a scale of 1-5 stars based on the potency of the drug sold through their platform and their "customer service".

Darknet refers to the deep hidden internet platform that is used for narcotics sale, exchange of pornographic content and other illegal activities by using the secret alleys of the onion router (ToR) to stay away from surveillance by law enforcement agencies.

The NCB said the cartel's name is derived from "Ismael-Marlo Zambada Garcia", a Mexican drug lord, and he was the last remaining fugitive on the list of Mexico's 37 most wanted drug criminals.

He carries a reward of up to USD 15,000,000, the agency said. The first time the name of this cartel was reported in the country was in September 2022 when the Hyderabad Police arrested eight people for drug trafficking using the darknet.

Garcia, according to the NCB, declared on the darknet after this interdiction in India that he was safe and will never be caught.

Garcia is stated to be in "close contact" with a darknet operator called- Dr Seuss alias DS and TS (Tribe Seuss) or Gamma Goblin- who is the largest source of LSD across the globe.

'Zambada' intended to open an Indian "outlet" of Dr Seuss with a minimum stock of one lakh LSD blots.

It has "outlets" in the UK, USA, South Africa, Canada, Russia, Spain, Portugal, Greece and Turkiye, according to DDG Singh.

"He (Dr Seuss) had already started recruiting people for this purpose and had put in place the logistics and space," the NCB officer said.

The NCB said it is working to unearth the third such known LSD cartel operating in the country. As part of the two earlier busts, it has registered a total of six cases in Delhi under the provisions of the Narcotic Drugs and Psychotropic Substances Act (NDPS) leading to the arrest of 22 Indians till now.

The two operations led to a total seizure of 29,013 LSD blots and 472 grams of MDMA powder and the freezing of Rs.51.38 lakh cash or "drug money".

These cartels collect money in various crypto wallets and then transfer it across through various layers of virtual currencies and finally receive the money in their bank accounts, an NCB officer said.

1984 Anti-Sikh Riots: Jagdish Tytler Moves Delhi Court For Pre-Arrest Bail

Congress leader Jagdish Tytler moved a Delhi court today seeking anticipatory bail in a case related to Pul Bangash killings during the 1984 anti-Sikh riots.

The application was moved before Special Judge Vikas Dhull, who issued notice to the CBI and directed it to file its response by August 2, when the court is likely to hear the matter.

A court had on July 26 summoned Jagdish Tytler on August 5 after taking cognisance of a charge sheet in the case.

The CBI had on May 20 filed the charge sheet against Jagdish Tytler in the case.

Three people were killed and a gurdwara was set ablaze in the Pul Bangash area here on November 1, 1984, a day after the then prime minister Indira Gandhi was assassinated by her Sikh bodyguards.

In its charge sheet filed before the court, the CBI alleged that Jagdish Tytler "incited, instigated and provoked" the mob that had assembled at Pul Bangash Gurdwara in Azad Market on November 1, 1984, that resulted in the burning down of the gurdwara and killing of three Sikhs - Thakur Singh, Badal Singh and Guru Charan Singh.

The agency has invoked charges under sections 147 (rioting) and 109 (abetment) read with 302 (murder) of the Indian Penal Code (IPC), among others, against Jagdish Tytler.
