Delhi Drainage Master Plan Inadequate To Deal With Crises: Rajya Sabha Told

Delhi's existing drainage master plan, which was prepared in 1976, is not adequate to deal with "crisis situations", the Rajya Sabha was told on Monday.

Last month, Delhi grappled with unprecedented waterlogging and flooding. Initially, a downpour caused intense waterlogging on July 8 and 9, with the city receiving 125 per cent of its monthly rainfall quota in just two days.

Subsequently, heavy rain in the river's upper catchment areas, including Himachal Pradesh, Uttarakhand and Haryana, led to the Yamuna swelling to record levels.

In a written reply to a question, Union Housing and Urban Affairs Minister Hardeep Singh Puri said, "The Government of National Capital Territory of Delhi (GNCTD) has informed that Drainage Master Plan for Delhi was prepared in 1976 and stated that the existing Drainage Master Plan is not adequate to deal with crisis situations in Delhi." 

The written question asked by Rajya Sabha MP Mohammed Nadimul Haque was regarding whether the existing drainage master plan is adequate to deal with crisis situations like the floods and waterlogging in the national capital territory of Delhi.

Mr Puri said the Delhi government also informed that in 2018, the Indian Institute of Technology, Delhi had proposed a draft drainage master plan.

"The GNCTD has stated that Delhi now needs a comprehensive new Drainage Master Plan," the minister said, adding that it has also informed that select low lying areas have been identified.

In the light of climatic changes taking place, including high intensity rainfall events, this issue assumes even higher importance.

"This requires concerted efforts on part of all agencies concerned namely Public Works Department, GNCTD, Irrigation and Flood Control Department, GNCTD, Municipal Corporation of Delhi, New Delhi Municipal Council, Delhi State Industrial and Infrastructure Development Corporation, Delhi Jal Board, Delhi Cantonment Board and Delhi Development Authority," Mr Puri's reply read.

At 208.66 metres on July 13, the Yamuna surpassed its previous record of 207.49 metres set in September 1978. It breached embankments and penetrated deeper into the city than it had in more than four decades.

The consequences of the floods led to 27,000 people being evacuated from their homes. The losses incurred in terms of property, businesses and earnings have run into crores of rupees.

Experts had attributed the unprecedented flooding in Delhi to encroachment on the river's floodplain, extreme rainfall within a short span of time and silt accumulation that has raised the riverbed.

Yamuna's catchment area covers parts of Uttar Pradesh, Uttarakhand, Himachal Pradesh, Haryana, Rajasthan, Madhya Pradesh and Delhi.

The low-lying areas near the river in Delhi, inhabited by around 41,000 people, are considered prone to flooding.

"People Wearing Khadi Were Seen As...": PM Modi Hails Development In Handloom Sector

Prime Minister Narendra Modi on Monday said that his government was working to revive the domestic textile sector and after 2014, efforts were made to change the mindset that had developed where people looked down on those who donned khadi clothes.

PM Modi was speaking at the ninth National Handloom Day at 'Bharat Mandapam' in the Pragati Maidan complex.

"After independence, much importance was not given to strengthening the cloth industry (Khadi), which was so strong during the last century...the situation was that it was left to die...people who wore Khadi were looked upon with inferiority complex...," PM Modi said.

"Since 2014, our government has been working on changing this mindset," the Prime Minister said.

"In the past 9 years, Khadi production has increased by 3 times and sales of Khadi clothes also increased by 5 times. The handloom business turnover has increased from around Rs 30,000 crore to over Rs 1,30,000 crore and the demand for Khadi clothes increasing in foreign countries," PM Modi said.

The Prime Minister urged people to popularise local products on National Handloom Day and said that India's vibrant handlooms exemplify the country's diversity. 

During today's programme, the Prime Minister launched an e-portal of 'Bhartiya Vastra evam Shilp Kosh'- a Repository of Textiles and Crafts that has been developed by the National Institute of Fashion Technology (NIFT).

According to a statement issued by the Prime Minister's Office (PMO), over 3,000 handloom and khadi weavers, artisans, and stakeholders from the textile and MSME sectors attended the event.

The initiative will bring together handloom clusters across India, NIFT campuses, Weaver Service Centres, Indian Institute of Handloom Technology campuses, National Handloom Development Corporation, Handloom Export Promotion Council, KVIC institutions and various State Handloom Departments, the statement said.

The government established National Handloom Day, with the first celebration taking place on August 7, 2015.

The date was chosen as an ode to the Swadeshi Movement, which began on August 7, 1905, and promoted indigenous industries, particularly handloom weavers.

This day is significant in raising awareness about the importance of the handloom-weaving community and highlighting the sector's contribution to our country's socioeconomic development. The handloom industry is both a symbol of the nation's illustrious cultural heritage and a significant source of revenue for the country. 

During today's event the PM was accompanied by Union Minister Piyush Goyal also seen interacting with vendors from different parts of the country displaying their products at the Bharat Mandapam venue.

Russia To Launch Lunar Mission This Week, First In Nearly 5 Decades

Russia said Monday it plans to launch a lunar lander this week after multiple delays, hoping to return to the Moon for the first time in nearly 50 years.

The launch, which is scheduled for the early hours of Friday, comes as Russia's Ukraine offensive stretches into a second year, sparking huge tensions with the West.

With the Luna-25 lander, Russia's first since 1976, Moscow is keen to restart and build upon a pioneering Soviet-era lunar program.

The Russian space agency said that a Soyuz rocket had been assembled at the Vostochny cosmodrome in the Russian Far East for the launch of the Luna-25.

"The launch is on August 11," Roscosmos said in a statement.

"The Luna-25 will have to practise soft landing, take and analyse soil samples and conduct long-term scientific research," the statement added.

The four-legged lander, which weighs around 800 kilograms, is expected to touch down in the region of the lunar south pole. By contrast, most Moon landings occur near the lunar equator.

The launch is the first mission of Moscow's new lunar program and comes as Russia looks to strengthen cooperation in space with China amid ruptured ties with the West.

After President Vladimir Putin sent troops to Ukraine last year, the European Space Agency (ESA) said it would not cooperate with Moscow on the upcoming Luna-25 launch as well as future 26 and 27 missions.

Despite the pullout, Moscow said at the time it would go ahead with its lunar plans and replace ESA equipment with Russian-made scientific instruments.

Speaking at the Vostochny cosmodrome last year, Putin said the Soviet Union put the first man into space in 1961 despite "total" sanctions. He insisted Moscow would develop its lunar programme despite current Western sanctions.

"We are guided by the ambition of our ancestors to move forward, despite any difficulties and any attempts to prevent us in this movement from the outside," Putin said at the time.

11 Migrants Dead In Shipwreck Off Tunisia, Search On For 44 Missing People

At least 11 migrants have died in a shipwreck off Tunisia's coast and 44 others are missing, a judicial source said Monday, revising an earlier death count of four.

"Seven new bodies have been recovered on Sunday evening," said Faouzi Masmoudi, spokesman for the court in Sfax, Tunisia's second city near the site of the sinking that took place over the weekend in the Mediterranean Sea.

Two have been rescued out of the 57 people aboard the boat, all from sub-Saharan African countries, Masmoudi said, adding that the authorities were searching for the missing migrants.

Congress Whip To Its Rajya Sabha MPs Ahead Of Voting On Delhi Bill Tomorrow

With the Delhi services bill likely to be taken up in Rajya Sabha, the Congress has issued a three-line whip to its MPs asking them to be present in the Upper House till its adjournment on Monday.

Jairam Ramesh, the Congress' chief whip in the Upper House, issued the three-line whip on August 4, saying that "very important issues will be taken up for discussion in Rajya Sabha on Monday i.e. August 7, 2023".

"All members of Congress Party in Rajya Sabha are requested to kindly remain present in the House from 11 am onwards till the adjournment of the House on Monday, August 7, 2023, without fail and support the party stand," the chief whip said.

This may be treated as most important, Ramesh added.

On Sunday, a reminder was also sent to the party's MPs in Rajya Sabha.

"Be present positively in Rajya Sabha from 10:45 am onwards till the adjournment of the House on Monday i.e. August 7, 2023, and support the party stand, as important items of Legislative Business will be taken up for voting. Three-line whip in this regard has already been issued," the reminder said. 

The government is likely to bring the Delhi Services Bill for its consideration and passage in Rajya Sabha on Monday, sources said.

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, to replace the ordinance on transfers and postings of senior officers in the Delhi government was passed by Lok Sabha on Thursday amid a walkout by the opposition parties.

Siblings In China Return 30 Brand New iPhones 14 Worth Rs 24 Lakh They Found In Trash Cans

Two siblings in China's central province Henan are being praised on social media after they returned 30 new iPhones 14 to a courier after discovering them in trash bins at their apartment complex. The phones were worth $30,000 (Rs 24,80,512).

According to a report by South China Morning Post, the incident happened on July 7 when the woman surnamed Chai, said her younger brother discovered the phones in two rubbish bins downstairs. Shocked at the discovery, he quickly called her sister to the spot, following which the duo found a total of  30 iPhones in the bin.

They immediately called the police, who recovered one more phone from another bin outside their block.

When the police investigated, they found that the phones were accidentally left behind by a delivery person named Liu, who, in the process of arranging them, had stacked five boxes, each containing 10 new iPhone 14 Pro models, on top of the trash cans.

When Mr. Liu realised his mistake, he claimed he was paralysed by fear, thinking “he would never be able to pay the cost of all the phones.''

The five boxes were thrown away by a cleaner two hours after Liu left them there, according to CCTV footage. When Mr. Liu's company contacted the cleaner, she admitted that she had only removed the cardboard boxes to sell later and had left all the phones in the trash cans. 

The woman was unable to access the iPhone casings and then ''threw away phones worth 350,000 yuan for boxes worth 2 yuan,'' according to Mr Liu's manager.

Seven more phones were in the cleaner's pile of gathered trash, and according to Chai, four more were located when the courier station posted a notice close to the trash cans where she and her brother discovered the gadgets.

The siblings are now garnering a lot of praise for their honesty and integrity. 

“They have literally saved the delivery man's life,” one person said while another commented, ''Your hearts are more valuable than the phones.”

What Vedanta Group Chairman Said On Tamils Leading Silicon Valley

Founder-Chairman of Vedanta Group Anil Agarwal on Sunday heaped praises on Tamil Nadu for the place its people hold at the top of companies across sectors globally, and said that in Silicon Valley, people do not want a 'John', people want a 'Raghavan'.

On a brief visit to the city, the business icon said the people of Tamil Nadu were thriving across sectors.

"For me to come to Tamil Nadu, it is a dream come true. This is a very, very special land of opportunity, land of spiritualism, land of entertainment, land of sports. Anything you talk about, Tamil Nadu has its place," he said.

Earlier in the day, Mr Agarwal along with Apollo Hospitals Vice Chairperson Preetha Reddy and other senior officials inaugurated the Surana High Tech International School in Chennai set up by the Surana Group of Institutions.

"It is amazing how this state is ahead of everybody. I have been told that major manufacturing of entire automobiles comes from here." Anil Agarwal said.

"The best of textiles which have been used anywhere in the world comes from here. The human resources you have, you go to Silicon Valley, you go to America, you see people from Tamil Nadu. People don't want John, People want Raghavan," he quipped.

Even in the entertainment sector, Tamil Nadu is moving ahead, he said. "I have been in this state, I have met (AIADMK leader and late chief minister) J Jayalalithaa, I had set up the largest copper business in Tuticorin, then the largest plant of Madras Aluminium which is in Mettur. We run one of the best schools in Mettur," he said.

"This is an interesting land. Tamil Nadu. I always find this land as the land of Karma Bhoomi," he said.

Addressing the students present at the venue, he said, "Very pleased that I am with youngsters today. I have especially come for you. You are the people who are going to lead, whether it is politics, business. Be an engineer, doctor." "In today's time, laptops and smartphones are a window to the world, and whatever you are doing you can accelerate," he said.

Speaking about the changes occurring in the world and advocating vegetarianism, Mr Agarwal mentioned how globally people are seeing plant-based diets differently now. "Earlier when we used to say vegetarian, people would look (at) us very differently. Today, when you say I am a Vegan, people look at you with respect," he said.

Recalling his past when he landed in the United Kingdom 27 years ago, Anil Agarwal said, "I would watch CNBC television channel but not be able to understand (even) 10 per cent. I was very curious, (I felt) that I have to do something...," he said, adding how later his "company got listed at USD 2 billion and raised USD 35 billion and invested it all into India." Appealing to the students there to be "focused" on their career, he said, "Whatever you want to achieve, you will achieve once you are determined." Referring to his experience in setting up 13 Hindu schools in the United Kingdom, he said he fought for four-five years to set up a Hindu school in London, as they were particular about why a Hindu school, Muslim school and Sikh school should be set up.

"The syllabus is the same, and I made them (the United Kingdom government) agree, and we started a school called Krishna Avanti School. We now have 13 schools. Wherever Indians are there, these schools are present. Apart from the syllabus, what we make is vegetarian food." he said, making a push for vegetarianism.

Hearing positive reviews about the school, the late Queen Elizabeth II had visited the school at the time and liked it, Anil Agarwal noted. "The Queen heard about this school; she wanted to take up a visit since she hardly goes out. Prince Phillip had also come to the school and we had a small temple on campus. She liked it." he said.

The Surana Group of Institutions has inked a pact with US-based High Tech School, to set up 'Surana High Tech International School' in the city at an investment of over Rs 100 crore.

Andhra Girl Miraculously Survives After Being Pushed Off Bridge By Mother's Lover

In a miraculous rescue operation, a girl pushed off Ravulapalem Gouthami bridge in Konaseema district in the early hours of Sunday by her mother's paramour managed to survive by precariously clinging on to a plastic pipe and calling the police for help, police said.

A search is on for the girl's half-sister and mother who were washed away in the waters.

The girl managed to hold on to the pipe, fetched the cell phone from her pocket, and dialed '100' for the police to come and rescue her.

"In about half an hour's time since receiving the call, police managed to rescue the girl. By the time they reached her, she was dangerously holding on to the pipe but police safely pulled her up," Konaseema district Superintendent of Police P Sridhar told PTI.

According to the police, the girl's mother Suhasini (30), a native of Gudivada came in touch with Ulava Suresh (30) while working in a hotel in Tadepalli. Their relationship continued and Sushasini gave birth to a girl, who is one year old now.

At 3.50 AM on Sunday, Suresh told the family members that they would all go to Rajamahendravaram and drove them to Ravulapalem Goutami bridge in a car.

In the guise of taking a selfie, Suresh pushed all three of them off the bridge into the river. While the girl survived, her half-sister and mother got washed away in the waters and are yet to be found, said Sridhar.

Police are on the hunt for Suresh.

Construction Of India Centre For Buddhist Culture In Nepal Begins

The construction of the India International Centre for Buddhist Culture and Heritage (IICBCH) formally began at Lumbini in Nepal with the Bhoomi Pooja rituals on Sunday.

Attended by monks from different Buddhist nations, the 'Bhoomi Pooja' was performed at the Lumbini Monastic Zone, the birthplace of Gautam Budhha, the Light of Asia.

Prime Minister Narendra Modi during his 2022 visit to Lumbini alongside then Nepali counterpart Sher Bahadur Deuba had laid the foundation stone for the construction of the Buddhist Centre. A year later the formal process to start the construction of the state-of-art building with zero carbon emission kick-started on Sunday.

Venerable Dhammapiya, Secretary General of the International Buddhist Confederation (IBC) along with fellow monks took part in the 'Bhoomi Pooja'.

"We are very happy today that construction of the International Centre of Buddhist Culture and Heritage at Lumbini, Nepal is finally going to start. As we all know, the spiritual and cultural bond between India and Nepal goes back to 2,600 years," Mr Dhammapiya told ANI.

He added, "The main focus is friendship, harmony, and co-existence between the people of Nepal and India. We are grateful to the Government of Nepal and the people of Nepal and Buddhists of Nepal for giving us the opportunity to set up India International Centre for Buddhist Culture and Heritage".

The International Buddhist Confederation (IBC), New Delhi is overseeing the construction being done over the plot allocated by the Lumbini Development Trust (LDT) under an agreement between IBC and LDT which was signed in March 2022.

"The India International Centre for Buddhist Culture and Heritage which is being built here in Lumbini. The birthplace of Lord Buddha is soon going to get a centre where all information relating to him will be available. This would further strengthen and deepen relation between nations. Also, it would play an active role in the promotion and preservation of the Buddhist Culture and tradition and I expect it to be the milestone," Dupten Jigdol, a member of the working committee of IBC told ANI.

Once completed, the centre will be a world-class facility welcoming pilgrims and tourists from all over the world to enjoy the essence of the spiritual aspects of Buddhism. The state-of-art building in the shape of a bloomed lotus will be a modern building, NetZero compliant in terms of energy, water and waste handling, and will house prayer halls, meditation centres, a library, an exhibition hall, a cafeteria, offices and other amenities.

Addressing the event, Venerable Metteyya Sakyaputta, the immediate Past-Vice President of the Lumbini Development Trust said, "Today the actual start of construction of India International Centre for Buddhist Culture and Heritage here in the sacred birthplace of Gutam Buddha within the Lumbini Masterplan zone takes us back to those eras".

"I strongly remember my service as the vice-chairman, when I tried to look back into the documents about the countries that have voted and supported that Lumbini should be developed as an international centre and as a global Buddhist village. Among the pile of documents, I found the early letter written by an Indian envoy strongly commending Uthan for proposing Lumbini as International Peace Centre. Almost seven decades later here we are, in this very land a beautiful site-symbolic lotus of the Buddha's teaching is going to be born here," he further said.

The "award of contract" for the project has been given to ACC-Gorakha, an Indo-Nepal Joint Venture company by International Buddhist Confederation. An estimated one billion Indian Rupees is expected to be incurred at the time of construction of the centre.

Tigress Enters Private University Campus In Bhopal

A tigress entered the premises of a private university in Madhya Pradesh capital Bhopal, a forest official said on Saturday. The big cat went back to its habitat and there was no man-animal conflict, he said.

Earlier in the day, CCTV footage showing the wild animal near the gate of the private university surfaced on social media.

Divisional Forest Officer (DFO) Alok Pathak said the CCTV footage showed a tigress on the varsity campus on the outskirts of Bhopal.

There is a forest adjoining the university campus and the tigress entered the place on Thursday night after jumping over a lower fencing, he said.

"Later, the feline returned to the forest," he said, adding that the tigress lives in the adjoining jungle with its four cubs.

Rs 22 Lakh Cash Found In Driver's House After Raids On Arrested Minister

Unaccounted-for valuables worth more than Rs 16 lakh and Rs 22 lakh in cash were allegedly recovered from the premises of a driver after fresh searches were conducted against Tamil Nadu minister V Senthil Balaji and others in connection with a money laundering probe, the Enforcement Directorate said today.

The searches were undertaken on August 3 in Coimbatore and Karur districts of the state, covering nine locations linked to Mr Balaji, who is currently lodged at Puzhal central jail in Chennai under judicial custody. 

Mr Balaji, 47, continues to be a minister without portfolio in the MK Stalin-led Tamil Nadu government. He was arrested by the Enforcement Directorate (ED) on June 14 in the money-laundering case linked to the alleged cash-for-jobs scam in the state transport department.

The ED said it carried out the fresh raids after it got "intelligence inputs" that Mr Balaji's "close associate" S T Saminathan "possessed incriminating documents/proceeds of crime and was attempting to hide/transfer them".

Mr Saminathan's premises were raided and it was found that his sister-in-law Shanthi was "acting as his benami and was seen moving bags containing documents and valuables".

As a result, the agency said, ED teams covered Ms Shanthi's premises, but she was not present there.

CCTV footage showed that the bags had been handed over to a driver identified as Shiva, the agency said. When Mr Shiva's house was searched, the ED said he was not present there and had turned off his mobile phone after he got to know about the searches at Ms Shanthi's house.  

"During the search at Shiva's residence, cash amounting to Rs 22 lakh and unaccounted valuables worth Rs 16.6 lakh along with unexplained property documents for 60 land parcels were found," the ED claimed.

The agency said Ms Shanthi was a housewife and had no source of income, adding that she did not cooperate and participate in the search proceedings.

The agency said the driver,  Mr Shiva, in his statement, "admitted" that Ms Shanthi gave him the bags "out of fear that incriminating details would be discovered".

"It appears that the seized property and cash belong to Saminathan," the ED alleged.  

The federal probe agency had told the Supreme Court on Wednesday that Mr Balaji was preventing it from exercising its right of custodial interrogation and bringing out the truth, and the court had reserved its verdict on the pleas of the DMK leader and his spouse challenging his arrest.

The Supreme Court had, on July 21, sought the ED's response on the petitions filed by Mr Balaji and his wife Megala challenging the July 14 order of the Madras High Court upholding his arrest by the probe agency in the money laundering case.

The couple has filed two separate petitions in the top court challenging the high court order.  

The Madras High Court yesterday reserved orders on writ petitions related to Mr Balaji's continuance in the Cabinet despite his arrest and the withheld move by Tamil Nadu Governor R N Ravi to dismiss him from the Council of Ministers.

The ED had earlier claimed that Mr Balaji allegedly "misused" his office for illegal gratification and "engineered" a job racket scam in the state transport undertakings during 2014-15 with purported kickbacks paid by candidates through his associates, including R V Ashok Kumar and B Shanmugam.

The ED filed a case of money laundering in September 2021 to probe these allegations and its complaint is based on three Tamil Nadu Police FIRs filed during 2018 and some later years by some people who failed to get the promised jobs.

Officials Assure Gurugram Migrant Workers As Violence Triggers Exodus

Authorities in Gurugram visited slums and urged labourers to go to work without any fear in an attempt to stop the exodus of migrant workers from the city. 

A number of workers began fleeing to their hometowns in other states amid violence that flared up in Gurugram and Nuh earlier this week.

Gurgugram Deputy Commissioner Nishant Kumar Yadav visited the slums near Sector 58 and 70 on Saturday as part of the ongoing exercise to assure people about their safety and maintain law and order.

"The situation is peaceful now and there is no need to panic," Mr Yadav said, urging the slum residents to go about their daily activities without any fear and assuring them of their safety.

Interacting with the migrant workers, Mr Yadav told them that if anyone threatens them to leave the place, they should immediately inform the district administration and the nearest police station so that appropriate legal action can be taken against the miscreants.

The migrant workers said people have started returning to work after officials of the Rapid Action Force, the police, and district administration frequented their slums to assure safety.

Mr Yadav, accompanied by the Sub Divisional Magistrate (SDM) of Sohna, Pradeep Singh, and the SDM Badshahpur Satish Yadav, instructed the police officers to step up patrolling in these slum areas.

Teams of Rapid Action Force have been deployed at various places in the district and the Haryana Police are trying to arrest all persons involved in anti-social activities, he said.

In the 28 cases of violence registered at different police stations in the district, 43 accused have been detained while preventive action has been taken against 62 persons to maintain peace, Mr Yadav added.
