Post-Diwali Drone Footage Shows Delhi Engulfed In Thick Layer Of Smog

Delhi's struggle to breathe the morning after Diwali continued this year too as smoke from firecrackers joined air pollution due to stubble burning in north India to create a thick layer of smog. Drone footage shot this morning captures the haze covering the roads in the national capital and the significantly reduced visibility.

The drone visuals showed the scale of air pollution in the Saket area of the national capital. The layer of smoke blurred the view as the drone moved across the prominent neighbourhood. 

Delhi yesterday witnessed its best Diwali day air quality in eight years, but the Air Quality Index spiked in the evening as crackers rang through the national capital region. This morning, the city woke up to smog and data from the Central Pollution Control Board recorded a spike in pollutants such as PM2.5, known to harm lungs.

A spell of rain on Thursday night had given the national capital some respite from toxic air, but the bursting of fire-crackers has brought it back into the red. The AQI in Delhi this morning was 300, close to the 2022 figure of post-Diwali morning.

The Aam Aadmi Party (AAP) government has said the severals curbs introduced to contain the slide in air quality will stay for now. Schools have been shut and diesel vehicles have been banned as the government tries to tackle the air emergency.

Earlier, Chief Minister Arvind Kejriwal had appealed to people to avoid bursting crackers in view of the air pollution in the capital.

Myanmar Rebels, Battling Junta, Seek To Control Border With India: Report

Anti-junta fighters in Myanmar's Chin State are trying to gain control of part of the porous border with India, after taking over two military outposts on the mountainous frontier, a rebel commander said, part of a wider offensive against the junta.

Dozens of rebels battled the Myanmar military from dawn to dusk on Monday to overrun two camps next to Mizoram, Chin National Front (CNF) Vice Chairman Sui Khar said.

Spokespersons for Myanmar's military and India's foreign ministry did not immediately respond to requests for comment.

Myanmar's generals are facing their biggest test since taking power in a 2021 coup after three ethnic minority forces launched a coordinated offensive in late October, capturing some towns and military posts.

The military-appointed president last week said Myanmar was at risk of breaking apart because of an ineffective response to the rebellion - the most significant fight back since the 2021 coup deposed the democratically elected government of Nobel laureate Aung San Suu Kyi.

The Generals say they are fighting "terrorists".

The offensive, named by rebels as "Operation 1027" after the date it began, initially made inroads in junta-controlled areas on the border with China in Shan State, where military authorities have lost control of several towns and more than 100 security outposts.

"We are continuing our attacks in northern Shan State," said Kyaw Naing, a spokesperson for the Myanmar National Democratic Alliance Army, which is part of the operation.

Fighting also erupted on two new fronts this week, in the western states of Rakhine and Chin, which sent thousands of people fleeing to Mizoram.

About 80 rebels mounted attacks on Rihkhawdar and Khawmawi military camps in Chin at around 4 a.m. on Monday, eventually taking control of both outposts after several hours of fighting, Sui Khar said.

Following the rebel attacks, 43 Myanmar soldiers crossed over to Indian and were held by security forces in Mizoram, police official Lalmalsawma Hnamte said.

Some 39 of those troops were flown by Indian forces to a border crossing point in neighbouring Manipur and handed over to Myanmar authorities, a security official said on condition of anonymity as he was not allowed to share details of the incident.

The Home Ministry did not respond to a request for comment.

Sui Khar and the Chin Human Rights Organisation said they believed some of these soldiers may have been involved in atrocities against civilians. They did not elaborate.

Chin rebels will now look to consolidate their control along the India-Myanmar border, where the Myanmar military has two more camps, Sui Khar said.

"We'll move forward," he told Reuters, "Our tactic is from the village to the town to the capital."

Chin State, which had been largely peaceful for years, saw fierce fighting after the 2021 coup by junta leaders with thousands of residents taking up arms, many of them assisted and trained by the CNF.

In part due to close ethnic ties, tens of thousands of people from Myanmar have sought shelter in Mizoram, including ousted Myanmar state and federal lawmakers.

"Calm Now, But...": Mizoram Top Cop On Border Situation Amid Myanmar Crisis

The central intelligence agencies are keeping a close watch as the gunbattle in Myanmar triggered a fresh influx of refugees in Mizoram.

Around 5000 people from Myanmar have entered Mizoram following a fresh airstrike by the Myanmar army in the bordering areas along the Indo-Myanmar border.

A senior official confirmed that Mizoram police, along with central intelligence agencies, are keeping a close watch on the situation. The centre is trying to identify the exact number of Myanmar nationals who have crossed the border.

"Due to difficult terrain of Indo-Myanmar border it is difficult to stop the influx completely. Assam Riffles Guard the borders but a stretch of around 150 km is very difficult because of its nature and other complexity," an official said.

The official added that "after the tension escalated in Myanmar, many Myanmar nationals entered the bordering district Champhai by crossing over International Border. Few injured Myanmar nationals are under treatment at the district hospital in Champhai".

"Local authorities are in touch with these people and they have been assured that they will go back as the situation normalises in Myanmar. We are keeping close watch on the situation in Mizoram. The state was already on high alert due to the recently held elections," the official informed.

Lalbiakthanga Khiangte, Inspector General of Police, Mizoram Police told ANI that so far nearly 5000 refugees had crossed over into Mizoram from Myanmar.

"Now there are as many as more than 5,000 people took refuge in two Mizoram villages along the Myanmar border," the IGP said, adding that many got injured. "As many as about 20 are injured. Eight of them are taken to Aizawl for better medical treatment and the rest are being treated in Champhai. Now it is quite calm, but we don't know whether the Myanmar army will attack from the air. We cannot rule out air strike at present if the Myanmar government is willing," the IGP of Mizoram said.

In year 2021, the Centre had written to the Chief Secretaries of Nagaland, Manipur, Mizoram and Arunachal Pradesh to "take appropriate action as per law to check illegal influx from Myanmar into India."

Last week, the military-installed president said that Myanmar was at risk of "breaking apart" because of an ineffective response to the rebellion. Water Shortage, Overhead Wires: Firefighters Struggle To Douse Delhi Fire

Lack of water, low-hanging electricity wires and the problem of onlookers who get in the way of rescue operations; these are some of the challenges that firefighters faced while trying to douse a blaze in an east Delhi building on Tuesday that claimed the life of a woman.

A major fire broke out at a five-storey building in East Delhi's Shakarpur killing a 40-year-old woman, Anita. Twenty-five people were rescued by the Delhi Fire Service.

"After getting message at around 1.05 am, we initially sent three fire vehicles to the location. As the fire was major five more fire engines were pressed into service. Later, more than 20 fire engines were rushed to the spot as the flames engulfed the entire left side of the building," Delhi Fire Service chief Atul Garg told PTI.

The major challenges the DFS had to face was that there was no water source at the spot so fire vehicles struggled to refill.

"A large number of people thronged to the location just to see that what is happening. Our teams had to repeatedly request people to give them space so that they could rescue people and rush them to nearby hospitals," Garg said.

"Low lying electricity wires, electricity lightings due to Diwali festival and narrow streets are also major problems we faced during our rescue operation," the DFS chief said.

He added that another major problem the fire department faces is traffic. But since the Shakarpur incident happened late at night, there was no traffic on the street, Garg said.

"Beside that spectators must understand that in emergency conditions like fire they must stay away as firefighters need proper space to help others. In such conditions, LPG cylinders can also blow and the fire can engulf the entire area. These locations are densely populated and people's safety too is a concern," Garg added.

Initial inquiry revealed that a fire broke out due to a short circuit in the parking area on the ground floor. According to the police, the fire started in the building's parking area in the early hours of Tuesday and soon engulfed the entire structure.

Around five people jumped from the balcony in panic to save their lives. A man, Naresh Nagar, suffered a fracture in his leg after jumping off the first floor of the burning building.

Police have registered an FIR in connection with the incident and launched an investigation.

Chinese Airline Sold Tickets For Less Than $2 Due To Glitch, Now Says Will Honour Prices

China Southern Airlines recently sold air tickets priced at as low as 10 Chinese yuan or roughly $1.40 due to a system glitch on Wednesday evening. Many people on Chinese social media platforms pointed out that flights to and from the Southwestern city of Chengdu were available between 10 yuan to 30 yuan ($ 4.11), as per a report in Insider.

A screenshot that went viral on the internet displayed a ticket from Chengdu to Beijing for just 10 yuan ($1.37), as opposed to the standard 400-500 yuan (about $55-$69) minimum price. Several screenshots showed that the discounted rates were available for almost two hours on the airline's app and several other ticketing websites, including Trip.com. It is unknown how many low-cost tickets the airlines sold or which routes were impacted by the system outage.

On Thursday, China Southern Airlines announced on its official Weibo social media account that the tickets purchased and issued during the system outage are "all valid" and that customers can use them.

In April, several passengers could secure tickets worth $10,000 (Rs 8.2 lakh) for only $300 (approx Rs 24,000) after a Japanese airline unintentionally underpriced some business class tickets, according to a report in the New York Post. One of Japan's biggest airlines, All Nippon Airways (ANA), a 5-star airline since 2013, offered inaccurate costs for tickets to fly from Indonesia's capital Jakarta to Japan, then to New York and back to Singapore and Bali. Interestingly, one flier paid just $890 (Rs 73,000) for a first-class ticket from Jakarta to the Caribbean via Tokyo and New York and back again. 

The 9,000-mile flight would cost less fortunate passengers "around 20 times as much for a first-class seat". According to the outlet, other consumers purchased business-class tickets for a few hundred dollars, as compared to the regular $10,000 price. It is to be noted that business class tickets on the airline typically cost between $8,300 (Rs 6.8 lakh) and $10,400 (Rs 8.5 lakh) but were listed for ranging from $300 to $550 (Rs 45,000).

According to ANA, the issue occurred owing to a glitch on their Vietnam website, which featured an incorrect currency conversion. The airline said that it would not honour the flights that were "erroneously processed" and that it would cancel and fully refund them."

Foreign Diplomats To Visit Madhya Pradesh To See BJP Election Campaign

A three-member delegation of foreign diplomats based here will be visiting Indore on November 14-15 to experience and get first hand insight in the BJP's election campaign, the party said on Monday.

Michael Rees, second secretary in the Australian high commission, Bazil M Lyakinana, minister plenipotentiary (consular affairs) in the high commission of Tanzania, and Mayumi Tsubakimoto, second secretary in the Japanese embassy will be part of the delegation.

Indore is in Madhya Pradesh where campaign is in full swing ahead of the assembly polls on November 17.

The BJP said similar delegations comprising representatives of diplomatic missions from Nepal, Australia, New Zealand, Denmark and Singapore had visited Himachal Pradesh and Gujarat during assembly polls in the two states in November and December 2022 to observe the party's election campaign.

The programme is part of the "Know BJP" initiative launched by the party's national president J P Nadda on its 43rd foundation day.

3 Russian Officers Killed In Blast In occupied Melitopol, Says Ukraine

Ukraine said Sunday a blast triggered by "local resistance movements" in the Moscow-controlled Ukrainian city of Melitopol the previous day killed Russian military officers at a headquarters of the occupation authorities.

Melitopol, with a pre-war population of around 150,000 people, was captured early after Russia invaded Ukraine in February last year and now lies some dozens of miles behind the frontline further north.

"At least three officers of the Russian guard were eliminated" as a result of the "revenge action, carried out by representatives of the local resistance movement," the intelligence service of Ukraine's defence ministry said on Telegram.

AFP was not able to independently confirm the claims.

"The attack on the headquarters was carried out during the meeting of the (Russian security service) FSB and (Russian National Guard) Rosgvardia," the same source added.

Melitopol is in Zaporizhzhia, one of the four regions -- along with Donetsk, Lugansk, and Kherson -- that Russia claims to have annexed without fully controlling them.

The exiled mayor of Melitopol Ivan Fedorov on Saturday evening said residents reported an "explosion, which was heard in all corners of the city" and police cars speeding through the city.

Several Russian-linked officials have been killed in attacks in territories controlled by Moscow's forces since the invasion began.

In BJP, Congress Manifestoes For Madhya Pradesh, A Focus On Women, Farmers

With just six days to go before Madhya Pradesh votes for the Assembly elections, the BJP released its manifesto for the state on Saturday. The party, which has ruled in the state since 2003, with the exception of about 15 months between 2018 and 2020, is looking for another term and its manifesto has a slew of promises geared towards making that happen.

The Congress, which was elected in 2018 but lost power after the rebellion by senior leader Jyotiraditya Scindia in 2020, is hoping to capitalise on anti-incumbency and better its 2018 performance, when it won 114 of the state's 230 seats and formed the government despite being two short of the majority mark.

The Congress had released its manifesto on October 17 and many of the promises made by both parties are similar.

All For 'Ladli Behna'

A big focus of the BJP in these elections has been women's empowerment, and the flagship Ladli Behna Yojana was launched in June, under which eligible women from poor families get Rs 1,250 every month. In its manifesto, the BJP has promised free education for girls from poor families until they finish their post-graduation.

It has also announced cooking gas cylinders at Rs 450 for beneficiaries of the Ladli Behna and 'PM Ujjwala' schemes and increased the entitlement amount under the Ladli Lakshmi scheme from Rs 1.5 lakh to Rs 2 lakh. Under this scheme, parents of girl children get a certain amount when the child is born and various instalments at certain milestones in the girl's life. The beneficiary gets a lumpsum amount after she turns 30.

The Congress, meanwhile has promised Rs 1,500 per month to eligible women under the Naari Samman Yojana and a gas cylinder for Rs 500. It has also announced Rs 2.51 lakh for the Meri Beti Ladli Yojana.

Farmer Focus

The BJP has promised to purchase wheat at Rs 2,700 per quintal and paddy at Rs 3,100, as well as financial assistance of Rs 12,000 for farmers. The Congress, on the other hand, had said it will buy paddy at Rs 2,500 and wheat at Rs 2,600 per quintal, and promised a crop loan waiver.

Sharp Attacks

The BJP has announced 10 major resolutions and PM Modi's guarantee. Some of these are that all poor families will get free ration and pulses, mustard, oil and sugar will be made available at subsidised rates. Other promises include establishing a Madhya Pradesh Institute of Technology on the lines of IIT and a Madhya Pradesh Institute of Medical Science on the lines of AIIMS in each division of the state and ensuring at least one employment or self-employment opportunity for every family.

The 96-page manifesto, which the BJP calls its 'Sankalp Patra', was released by party president JP Nadda, state chief VD Sharma and Chief Minister Shivraj Singh.

"The importance of the manifesto, Sankalp Patra, has been declining slowly with time because political parties first attract people with promises and then forget. They make promises, forget, and mislead the public. But the BJP is the only party that has implemented the manifesto in letter and spirit. It is our track record," claimed Mr Nadda.

The Congress has, however, said, the BJP manifesto is full of lies. "Today, the BJP released its manifesto for Madhya Pradesh Assembly polls which is brimming with 'jumlas'. It also indicates that the departure of Chief Minister Shivraj Singh Chouhan is imminent," said Congress leader Supriya Shrinate.

Tamil Nadu Officer Accused Of Breaking Teeth Of Men In Custody To Be Prosecuted

The Tamil Nadu government has accorded sanction to prosecute a suspended IPS official, Balveer Singh, facing charges of pulling out the teeth of crime suspects and detainees with pliers, an official said.

Mr Singh, a 2020-batch IPS officer, had served as Assistant Superintendent of Police (ACP) at Ambasamudram in the southern district of Tirunelveli.

Allegations of torture of crime suspects emerged in March this year and following that, Chief Minister M K Stalin ordered his suspension, and a high-level inquiry was initiated against the officer.

A senior government official said the sanction was accorded on November 10.

The Crime Branch CID police completed the investigation in four cases against Balveer Singh. The government allowed the CB-CID to file a chargesheet against Singh.

2 Brahma Kumaris Die By Suicide In Agra, Name 4 Ashram Employees In Note: Cops

Two members of a Brahma Kumari centre in Agra died by suicide on Friday night, police said. The police claimed to have recovered suicide notes in which they named four Ashram employees.

According to officials, there was a dispute between the two sisters and their maternal relatives, who fled the Brahma Kumari organisation with Rs 25 lakh and moved to another shelter at Gwalior in neighbouring Madhya Pradesh.

"At midnight, the district police received the information that two sisters at a Brahmakumari institution were found dead and it was suspected that they died by suicide. A police team soon arrived at the scene after receiving word of the incident and had the bodies moved to a mortuary. Suicide notes and mobile phones were also recovered from the scene," ACP Kheragarh, Mahesh Kumar, said.

In the notes, the sisters mentioned that four people, including a member of the institution, were responsible for their fates, police said, adding that an investigation is underway.

"Teams have been put together to bring the culprits to justice. Once they are arrested, further proceedings will follow," ACP Kumar added.

The bodies have been sent for post-mortem, the police added.
