Centre Plans To Include Additional 21 Airports Under Krishi Udan: Minister

Civil Aviation Minister Jyotiraditya Scindia today said the Krishi Udan scheme has been a huge success and the central government is planning to include additional 21 airports under this.

"At least 31 airports are under the Krishi Udan. We are speaking with MoD (Ministry of Defence) to include another 21 airports under Krishi Udan," Mr Scindia told reporters while briefing about the second day deliberations of the first G20 Agriculture Deputies Meeting held in Indore.

He said Krishi Udan, a special flight meant for quick transportation of agricultural produce, has been a huge success.

Citing examples, he said lemon, jackfruit and grapes grown in the North East are transported not only to other parts of the country but also to other nations like Germany, London, Singapore and the Philippines.

On day two of the first meeting of the G20 Agriculture Deputies, delegates will continue deliberations on four key priority areas: food security and nutrition; sustainable agriculture with a climate smart approach; inclusive agriculture value-chain and food supply system; and digitisation of agriculture transformation.

On the last day of the event on February 15, the delegates will deliberate on the key deliverables of the Agriculture Working Group.

UP Minister Celebrates Valentine's Day As "Cow Love Day"

Uttar Pradesh Animal Husbandry Minister Dharmpal Singh on Tuesday celebrated Valentine's Day as "cow love day" by offering jaggery and rotis to cows and said that they should be treated as mothers.

He said there is no animal like a cow in the world whose “mal-mutra” (stool and urine) is “pious”.

"Today, Valentine's Day is celebrated all over the world. There are many relations like mother, father, brother, sister, husband, wife, and one's love should be expressed,'' Mr Singh told reporters.

"We have three mothers -- our mother, who gives us birth, 'gau mata' (cow) and Bharat Mata. First love should be for our mother, then 'gau mata' (cow) and then Bharat Mata 'ko pranaam karna chahiye' (should be saluted)," the minister said.

Mr Singh offered ‘gud' (jaggery) and rotis to cows in the Bakshi ka Talab area in Lucknow to mark the day.

He urged people to celebrate "cow love day" on Valentine's Day.

“They (people) should go to a 'gaushala' (cow shelter home), feed roti to a cow and pray to her,” Mr Singh said.

“Even a simple visit to 'Gaushala' can keep tension away as there is an emotional connect to it. By entering 'Gaushala' the door to development opens. There are no such animals (like cows) in the world whose 'mal-mutra' (stool-urine) is pious. Its dung and urine are also pious. In cow's dung lives Lakshmi," the minister added.

The Animal Welfare Board of India (AWBI) had on last Monday appealed to the people to celebrate February 14 as 'Cow Hug Day'. The directive was later withdrawn on the directions of the government after the move became the subject of memes on social media.

Mr Singh had on Saturday appealed to people to celebrate February 12 by expressing love and faith towards cows by offering them gud and rotis.

Besides, people should seek blessings of cows by touching their head and neck, the minister had said.

"Gavo Vishwasya Matarah in vedas means the cow is the mother of the world. Therefore, on this day, one should resolve to serve the mother cow regularly," he had said.

Mr Singh also said cow dung should be used on the occasion of 'Holika Dahan' as it is environment-friendly and reduces air pollution.

Maharashtra Mother, Foetus Die Due To Alleged Delay In Care; Probe Ordered

A woman from Palghar in Maharashtra died with her foetus in an ambulance on way to Silvassa allegedly after she failed to get timely treatment at a state-run hospital in the tribal-dominated district, about 115 km away from Mumbai, prompting authorities to order a probe, an official said on Monday.

Palghar Zilla Parishad president Prakash Nikam on Monday visited the rural hospital in Manor accompanied by some members of the ZP, an official release said.

He said strict action will be taken for lapses, if any, on part of doctors and other staff and cases of culpable homicide be registered.

The incident occurred on February 10 when a tribal woman from Cahade village was rushed to the hospital in Manor town after she went into labor.

Her husband alleged that his wife was left unattended at the hospital for six hours as no doctor was available to perform the caesarean section procedure. He claimed that on the advice of medical staff, his wife was being shifted to neighbouring Silvassa in an ambulance but she died with the foetus in her womb.

He alleged negligence by doctors and medical staff.

"Government Cannot Act As Robber Of Citizens' Lands": Karnataka High Court

Coming down heavily on the Karnataka Industrial Area Development Board (KIADB), the High Court of Karnataka has said that the government cannot "act as robbers". Quoting St Augustine from his 5th century book 'The City of God,' the Court said, "Without justice, what else is the State but a great band of robbers?"

Petitioners M V Guruprasad and Nandini Gururpasad approached the High Court against the acquisition of their land by KIADB in 2007. Initially, their names were missing from the acquisition notification. It took them seven years to get the government to issue a corrigendum in 2014 and include their names.

However, no compensation has been paid to them ever since.

"There is no plausible explanation as to why the payment of compensation is withheld for a decade and half," Justice Krishna S Dixit said in his recent judgment.

Though the challenge to land acquisition was rejected by the Court, it ordered that the compensation should be re-fixed at the rate of 50 per cent computed under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The KIADB was also directed to pay a cost of Rs 25,000 per acre to the petitioners.

Coming down heavily on the authorities, the High Court in its judgment said, "The government cannot act as a robber of citizens' lands; taking away private lands for the purported public purpose sans compensation militates against the spirit of constitutional guarantee enacted under Article 300A, the fundamental right to property no longer being on the statute book, notwithstanding."

Five acres and one gunta of land of Guruprasad and 38 guntas of land in the name of his wife Nandini were acquired by the KIADB. Sites were formed on it and the court noted that after allotment these have fetched Rs 7.5 crore to the KIADB, "that too, with the rebate rate of 50 percent of the market value."

The non-payment of compensation and the "conduct reinforces the shackles of a feudalistic attitude from which the transformative character of our constitution seeks to liberate. Their action in not paying the compensation is not only grossly violative of property rights constitutionally guaranteed under Article 300A but gnaws at overarching objectives of a Welfare State ordained under the Constitution," the court said.

It directed the authorities to compute and pay the compensation along with an additional interest at 12 per cent per annum.

"It hardly needs to be stated that the State and its instrumentalities are constitutionally expected to conduct themselves with fairness and reasonableness in all their actions. The conduct of the Respondent – KIADB and its officials who answer the description of 'State' under Article 12 of the Constitution falls militantly short of the fairness standards expected of them," the HC said.

Quoting a 1904 US case (Justice Oliver Wendell Homes in Davis Vs Mills), the High Court said, "Constitutions are intended to preserve practical and substantial rights, not to maintain theories." The court also expressed "its deep anguish against the culpable action of Respondent-KIADB and its officials in putting the petitioner-land-losers to a great hardship and misery."
