Assam Bans Entry Of Poultry, Pigs Due To Avian Flu, African Swine Fever

The Assam government has imposed a ban on the entry of poultry and pigs in the state from other states following the outbreak of Avian Influenza and African Swine Fever in some states of the country.

Assam Animal Husbandry and Veterinary Minister Atul Bora on Saturday said, "The step has been taken to prevent the spread of Avian Influenza and African Swine Fever in poultry and pigs in Assam and other North Eastern states."

"In view of the outbreak of Avian Influenza and African Swine Fever in a few states of the country, the Assam government has imposed a temporary ban on entry of poultry, and pigs from outside of the state to Assam as a precautionary measure through the western border of the state in the interest of preventing the spread of the disease to Assam and other North Eastern states," Mr Bora added.

Notably, the administration culled over 700 pigs amid the African Swine Flu scare in Madhya Pradesh's Damoh district in January.

"Compliments To Entire Team": PM Modi On Central Railways' "Outstanding Feat"

Prime Minister Narendra Modi on Saturday complimented the team of Central Railway for achieving 100 per cent electrification of the entire broad gauge network.

"Outstanding feat. Compliments to the entire team," the PM said in a tweet, responding to the tweet by Central Railway.

As per the Central Railway, it has achieved 100 per cent railway electrification on all Broad Gauge routes which is almost 3825 Kilometres.

The last non-electrified section of Central Railway i.e. Ausa Road- Latur Road (52 RKM) on Solapur Division was electrified on February 23 this year.

"Central Railway now fully electrified on all Broad Gauge routes has helped in reducing carbon footprints of 5.204 lakh tons every year and also saves Rs. 1670 crores annually. The pace of railway electrification, which is environment friendly and reduces pollution, has increased at 9X speed since 2014," the Central Railways said.

Railways has planned the electrification of Broad Gauge routes, which will facilitate the elimination of diesel traction resulting in a significant reduction in its carbon footprint and environmental pollution.

The railway, where the first electric train ran in India between the then Bombay Victoria Terminus (now Chhatrapati Shivaji Maharaj Terminus) and Kurla on the Harbour line on February 3 in 1925.

"The section was electrified on 1500 Volt DC. The conversion of DC traction on Mumbai Division of Central Railway to AC traction began in 2001 and progressively, without significant disturbance to the lifeline of the nation, i.e. suburban services, was completed in 2016," it added.

Naresh Lalwani, General Manager, Central Railway said, "Railway is guided by a historical vision of being an environment friendly, efficient, cost-effective, punctual and a modern carrier of passengers as well as the freight in order to serve the growing needs of New India. This will also significantly reduce the fuel bill and earn carbon footprints".

Chinese City Suggests Lockdowns For Flu Outbreaks, Criticised Online

A Chinese city has received negative feedback on social media after saying it might consider using lockdowns in the case of an influenza outbreak, CNN reported.

Last week, the city of Xi'an, a popular tourist destination in Shaanxi province and the location of the world-famous terracotta warriors, unveiled an emergency response plan that would allow it to close down businesses, schools, and "other crowded locations" in the event of a serious flu outbreak.

This led to a mixture of worry and rage among many social media users who claimed the plan uncomfortably resembled parts of the stringent zero-Covid policies Beijing had put in place throughout the pandemic and which have just lately been abandoned.

A report published in CNN said that on Weibo, China's version of Twitter, a person argued that it would be better to vaccinate the populace rather than take the opportunity to incite fear.

Another person questioned, "How would people not panic considering that Xi'an's suggestion to halt business and work activities was issued without specific guidance on the national level to identify the disease?

Although the number of Covid cases in China is declining, the number of flu cases has increased nationwide, and some pharmacies are finding it difficult to keep up with the demand for flu medications.

The emergency action plan for Xi'an won't always be used though. Instead, it describes four levels of severity for future outbreaks and how the city of nearly 13 million people will respond to each.

At the first and highest level, "The city can lock down affected regions, implement traffic quarantines, and suspend production and economic activity." Furthermore, crowded areas including malls, theatres, libraries, museums, tourist destinations, and other gathering places will remain shut.

At this degree of emergency, all schools and nurseries would be closed, and they would be in charge of monitoring the health of the children and students.

The response comes as Beijing's central government has underlined the necessity of reopening the nation after all Covid restrictions were lifted in January.

China has implemented some of the strictest Covid regulations in the world throughout the pandemic, including lockdowns that lasted for months in certain cities.

Proactive Approach Required To Handle Natural Disasters: PM Modi

Prime Minister Narendra Modi on Friday pitched for a "proactive rather than reactive" approach and the use of future technologies in handling natural disasters to minimize damage.

Inaugurating the third session of the National Platform for Disaster Risk Reduction (NPDRR) here, the prime minister said, "We cannot stop natural disasters but we can come up with systems to minimize damage from them." "We have to be proactive rather than reactive. What was the situation in the country (earlier) for being proactive and what is the situation now? Even after five decades of Independence, there was no law in the country to tackle disasters," he said.

He said that after the 2001 earthquake in Kutch, Gujarat was the first state to come up with a disaster management act. On the basis of this act, the Centre enacted the National Disaster Management Act in 2005, he said.

Subsequently the National Disaster Management Authority was set up.

The prime minister said traditional housing and town planning process should be enriched with future technology to better manage disaster planning, and added real-time assessment of resilience of local infrastructure was the need of the hour.

He said it should be a matter of pride for every Indian that the entire world has applauded the country's disaster relief work after the massive earthquake in Turkiye and Syria.

Speaking on the occasion, Home Minister Amit Shah lauded the work of the Indian relief and rescue contingent in Turkiye and Syria. The massive earthquake last month killed at least 50,000 people and injured many more in these two countries.

During the programme, the prime minister felicitated awardees of the Subhash Chandra Bose Aapda Prabandhan Puraskar for 2023 -- Odisha State Disaster Management Authority (OSDMA) and the Lunglei Fire Station, Mizoram.

The NPDRR is a multi-stakeholder platform constituted by the government to facilitate dialogue and share experiences, views, ideas, action-oriented research and explore opportunities in the area of disaster risk reduction.

No Longer Blacklisted: J&K Administration Defends Using Private Exam Firm

The Jammu and Kashmir administration today defended its controversial decision to hire a previously blacklisted private agency for holding recruitment exams, which has led to protests in the region.

Rajesh Shama, Chairman of Jammu and Kashmir Services Selection Board, also justified the change in conditions of tender to award contract to Aptech Limited, the agency that was blacklisted by many states and penalised by the Delhi High Court.

"The company was blacklisted. It's not blacklisted now. It was blacklisted for three years in 2019 and blacklisting period ended in 2022," said Mr Sharma. "Legally, we had no reason not to hire the agency," he said.

According to Mr Sharma, the terms of awarding the contract was changed because "blacklisting is meant for some period and not permanently".

The Jammu and Kashmir Services Selection Board (JKSSB) is facing a serious credibility crisis. In the past two years, all government recruitments have come under the scanner and the Central Bureau of Investigation (CBI) is looking into four recruitment scams in the past one year.

Mr Sharma called the protests by job aspirants "motivated", and said the candidates cannot decide which agency should conduct exams.

"There are some forces behind the protests. Some aspirants are also unprepared for exams and they want postponement," he said.

Mr Sharma said that they will be go ahead with exams for recruitment in different departments through Aptech.

"Will the candidates determine who should take their exams? I don't know which company they are supporting," said Mr Shama.

A division bench of the Jammu and Kashmir High Court today remitted back a request to a single-judge bench to decide the matter afresh.

In December, the court had given strong remarks against the Jammu and Kashmir administration for giving the exam contract to a tainted agency. The court said the decision to give the contract to Aptech Limited and the change in condition of the tender was meant to favour the private firm.

"A blacklisted agency has been allowed to compete in the tendering process and the commercial interest has outweighed the public interest," the court had said.

The Union Territory administration challenged the order before the division bench, which stayed the order within 24 hours of the judgment.

Man In China Tells Wife How To Correctly Breastfeed, Internet In Splits

Couples all around the world frequently teach each other new skills, but seeing a video of a man showing his wife how to breastfeed a child would undoubtedly surprise anyone.

According to a report by the South China Morning Post, a video of an unidentified father from Fujian province in southeast China showing his wife how to breastfeed after realising she was holding their one-month-old baby improperly has gone viral in China.

The man was holding the baby in his arms and sat on a lounge chair in their home when the wife, who was amused by this demonstration, took video of this moment.

In the video, the husband can be heard asking his wife. "Why do you always move our child in a clockwise direction? Why don't you hold it still? I'm asking you now. Don't laugh!".

According to the news outlet, the woman claimed that since giving birth a month ago, she has largely fed her newborn baby formula. When she had enough milk to nurse, she had only sometimes breastfed. The other issue, according to her, was that her baby was too young to breastfeed. Her frightened husband attempted to search the internet for breastfeeding options.

The mother jokingly said, "I feel it's very funny. A man teaches a woman about breastfeeding. If he could do it alone, he wouldn't need me to do it anymore."

According to the United Nations, fewer than half of all newborns are breastfed in the first hour of life, leaving them more vulnerable to disease and death. And only 44 per cent of infants are exclusively breastfed in the first six months of life, short of the WHO run World Health Assembly's target, of 50 per cent by 2025.
