Stopped From Going To Hooghly, Says Bengal BJP Chief Day After Violence

Prohibitory orders continued, internet services remained suspended overnight in some areas of the violence-hit Hooghly district in West Bengal and the BJP state president was stopped from entering Rishra by the police on Monday.

Police said the situation in Rishra and Srerampore areas in Hoogly district, where violent clashes broke out during Ram Navami procession Sunday, was peaceful and under control on Monday and would likely improve in the afternon.

The barring of the BJP state president Sukanta Majumdar from visiting Rishra elicited strong response from the saffron party, which demanded immediate deployment of central forces in the area.

"I am not being allowed to meet my injured party workers. The police are citing the prohibitory orders. The police can at least allow Mahato and me to enter. The police do not want to allow me as they want to hide the truth," the BJP leader told reporters.

Majumdar, who was accompanied by BJP MP Jyotirmoy Singh Mahto, demanding immediate deployment of central forces, said the "state police has completely failed to control the situation".

Mahato was seen having heated arguments with the police personnel.

"The police are stopping us because we are from BJP but TMC MPs and MLAs are roaming free in the area . The government does not want the truth to come out. The violence was pre-planned," he claimed.

A Chandannagore Police Commissionerate official said about 12 people were arrested for the clashes.

"Things are under control and peaceful. Prohibitory orders are in force and there is heavy police deployment. Security forces conducted route marches at some places of the affected area. There was tension in some areas in the morning. We dispersed the crowds and boosted security," he told PTI.

Markets were allowed to open for some time and police are keeping a tab on the movement of vehicles, he said.

"Hopefully, the situation will further improve in the afternoon. A decision on revoking prohibitory orders and resumption of internet services will be taken after evaluation," the official added.

Two Ram Navami processions were organised in Rishra police station area and the second one came under attack near Wellington Jute Mill More on GT Road around 6.15 pm on Sunday. The prohibitory orders were imposed in Rishra wards 1-5 and Serampore's ward 24 and internet services suspended in some parts of the district till 10 pm on Monday, the police said.

Some BJP workers were seen holding a sit-in near the affected area in Rishra and protesting against the stopping of the the party's convoy on Monday.

Meanwhile, Leader of the Opposition Suvendu Adhikari(BJP) has blamed TMC for engineering the attack on the Ram Navami rally organised by the BJP.

Adhikari, who met injured Pursurah BJP MLA Biman Ghosh at the hospital, told reporters that he wanted to visit the trouble-torn pocket immediately but was not allowed to by the Mamata Banerjee administration which clamped the prohibitory order to prevent him from meeting the affected families.

"I wonder why Trinamool Congress MP Kalyan Banerjee and other TMC leaders are allowed free access to the area, while opposition leaders are prevented from meeting the terrified local people and BJP party workers," he said.

TMC spokesperson Kunal Ghosh accused BJP of fomenting trouble in the area.

"Action is being taken against culprits, irrespective of their political affiliation or religion. The violence was a pre-planned conspiracy by BJP to disrupt communal harmony and peace in the state. It wants to secure votes at the cost of human lives," he said.

The highest French civilian award comes in recognition of her outstanding contribution in the field of art, her commitment to providing greater access to culture both nationally and internationally, and her leading role in fostering Indo-French cultural ties.

Ms Nadar, chairperson of the Kiran Nadar Museum of Art (KNMA) -- a philanthropic initiative in art -- and a trustee of the Shiv Nadar Foundation has played a vital role in advancing Indo-French cultural ties, and artistic cooperation.

“It is an absolute privilege for me to be conferred 'Chevalier de l'Ordre national de la Légion d'Honneur' and I am deeply grateful to the French Government for this great honour.

"KNMA has a longstanding relationship with France in the cultural space. Our partnership with France has been instrumental in bringing together diverse perspectives and promoting cultural exchange," she said in a statement.

In 2022, KNMA joined hands with Alkazi Foundation, and the French Institute in India to create "Converges", the largest exhibition of original pictures from French photographers ever shown in India.

This exhibition was brought to India as part of "Bonjour India 2022", a six-month cultural festival organised by France across India as a present for India's 75th Independence anniversary.

"Rwanda Is Safe": UK Minister Defends Plan To Resettle Illegal Migrants

Britain's interior minister Suella Braverman said she was convinced Rwanda was a safe country to resettle migrants who had arrived in Britain illegally but she declined to set any deadline for the first deportations to the country.

The British government is hoping to send thousands of migrants more than 4,000 miles away to the East African country as part of a 120 million pound ($148 million) deal to deter asylum seekers crossing the English Channel from France in small boats.

The plan was announced in April 2022, but the first deportation flight was blocked by an injunction from the European Court of Human Rights. London's High court ruled in December the scheme was legal, but opponents are seeking to appeal that ruling.

Britain last month set out details of a new law barring the entry of asylum seekers arriving in small boats across the Channel that will prevent them from claiming asylum and will aim to deport them either back to their homeland or to so-called safe third countries.

Some charities say the proposed law could be impractical and criminalise the efforts of thousands of genuine refugees.

Braverman was asked by the BBC's Laura Kuenssberg about a violent protest over rations in a camp in Rwanda in 2018, which Rwandan police said resulted in the deaths of at least five refugees.

Braverman said she was not familiar with that case but was "on strong ground" in saying Rwanda was a safe country, and she added that it was the right solution for Britain's small boats problem.

"We're looking at 2023 and beyond," she said on Sunday. "The High Court - senior expert judges - have looked into the detail of our arrangement with Rwanda and found it to be a safe country and found our arrangements to be lawful."

Braverman, who visited Rwanda last month, would not give a deadline for the first flight to depart.

"We have to be realistic," she told Sky News. "We had a very strong victory in the High Court at the end of last year on Rwanda. We've now introduced legislation. We want to move as quickly as possible to relocate people from the UK to Rwanda."

AAP To Offer Free JEE, NEET Coaching Through Virtual School In Delhi

Students of Delhi Model Virtual School (DMVS) will get free Joint Entrance Examination (JEE) and National Eligibility Entrance Test (NEET) coaching from its upcoming session, Delhi Education Minister Atishi said on Sunday.

Holding a review meeting with the officials of the flagship project, the Delhi minister provided several suggestions and directed the officials to prepare a five-year action plan for the virtual school. 

"Delhi's education model is being applauded across the world and this is the reason why children across the country are willing to become part of it. Our government's DMVS is working to connect them to us," Atishi said.  She said the government's aim is to make quality education more accessible and inclusive so that students from all states can become a part of it.

"DMVS has all the advantages of a physical institution but is virtual and is affiliated with DBSE. Today, students from 13 states and Union Territories, including Delhi, are studying here, and this year our focus is to expand its reach. Our goal is to ensure that quality education is easily available to everyone, regardless of their location," she said. 

In the upcoming academic session of the DMVS, students will have access to free IIT-JEE and NEET coaching virtually. The virtual school will also offer students job-oriented courses like coding, digital media and design, finance and accounting, along with short-term and advanced courses designed by industry experts. 

Delhi Chief Minister Arvind Kejriwal launched the "country's first virtual school" on August 31, 2022 in which students from across India will be eligible for admission in classes 9 to 12.

However, the chief minister's claim was refuted by the National Institute of Open Schooling (NIOS), saying the first virtual school had already been launched in the country by the Centre in 2021.

"Momentum Coming Back": China On Ties With India Amid Border Tensions

China has said its "macro bilateral ties" with India is coming back on track, amid tensions along the Line of Actual Control (LAC).

"China and India are working quite well together on some of the multi-national occasions," Zha Liyou, China's Consul-General, told a gathering in Kolkata while welcoming the Minister Counsellor of the Chinese embassy in India.

"Whether its SCO or G20 conferences, and also the President and the Prime Minister met on the sidelines of the Bali Summit. I believe they had a wonderful conversation. We are very happy to see the momentum coming back," Zha said, referring to the Shanghai Cooperation Organisation and the Group of 20.

The two nations continue to maintain communication via diplomatic and military channels, promoting the transition of the border situation to "normalised management and control".

"The current border situation is overall stable," Zha said, according to news agency PTI.

"Since last year, China-India relations have caught positive momentum. President Xi Jinping and Prime Minister Narendra Modi commonly attended three summit meetings and exchange pleasantries on the sidelines of the G20 Bali Summit," Zha said.

"The two foreign ministers met thrice in 2022. Earlier this month, China's new Foreign Minister Qin Gang, during his visit to India to attend the G20 Foreign Ministers' Meeting, held a bilateral meeting with Indian External Affairs Minister S Jaishankar and had an in-depth exchange of views on bilateral relations and multilateral cooperation," he said.

Indian and Chinese soldiers clashed along the LAC in the Tawang sector of Arunachal Pradesh on December 9, resulting in minor injuries to a few personnel from both sides. The clash near Yangtse in the sensitive sector took place amid the border stand-off between the two sides in eastern Ladakh.

Zha said India and China could draw strength from their ancient civilisations, and share oriental wisdom with the world, so as to jointly maintain the stability of the international order.

"In a world intertwined with changes and chaos, China and India could speak out loud for more institutional rights of developing countries. The two countries working together will bear on the future of Asia and beyond," he added.

"Slap In The Face": Ukraine On Russia's Security Council Presidency

Russia's presidency of the UN Security Council for the month of April is "a slap in the face to the international community", Ukraine's Foreign Minister Dmytro Kuleba said on Saturday.

"I urge the current UNSC members to thwart any Russian attempts to abuse its presidency," Dmytro Kuleba said at the start of Russia's tenure of the body's rotating presidency.

In a statement on Twitter, Dmytro Kuleba called Russia "an outlaw on the UNSC".

Later this month, Moscow has said Foreign Minister Sergei Lavrov is planning to chair a UN Security Council meeting on "effective multilateralism".

Russian foreign ministry spokeswoman Maria Zakharova has also said that Sergei Lavrov will lead a debate on the Middle East on April 25.

The United States has criticised Russia's role and its permanent seat on the Security Council.

"A country that flagrantly violates the UN Charter and invades its neighbour has no place on the UN Security Council," White House spokesperson Karine Jean-Pierre said earlier.

"Unfortunately Russia is a permanent member of the Security Council and no feasible international legal pathway exists to change that reality," she added, calling the presidency "a largely ceremonial position."

Dmytro Kuleba had earlier called Russia's Security Council presidency "a bad joke".

The presidency rotates every month between the 15 member states, and Moscow last chaired the council in February 2022.

Russia would hold little influence on decisions but would be in charge of the agenda.

Trials Should Be Taken Up, Concluded Speedily: Supreme Court

Jails are overcrowded and their living conditions appalling and the courts should ensure that trials, especially in cases where special laws enact stringent provisions, are taken up and concluded speedily, the Supreme Court has said.

The top court said if the trials are not concluded in time, the injustice wrecked on the individual is immeasurable.

A bench of Justices S Ravindra Bhat and Dipankar Datta made the observation while extending the bail of a man accused under the Narcotic Drugs and Psychotropic Substances Act on bail.

"Incarceration has further deleterious effects, where the accused belongs to the weakest economic strata: immediate loss of livelihood, and in several cases, scattering of families as well as loss of family bonds and alienation from society.

"The courts, therefore, have to be sensitive to these aspects, and ensure that trials, especially in cases where special laws enact stringent provisions, are taken up and concluded speedily," the bench said.

The court said laws which impose stringent conditions for grant of bail, may be necessary in public interest; yet, if trials are not concluded in time, the injustice wrecked on the individual is immeasurable.

"Jails are overcrowded and their living conditions, more often than not, appalling. According to the Union Home Ministry's response to Parliament, the National Crime Records Bureau had recorded that as on December 31, 2021, over 5,54,034 prisoners were lodged in jails against a total capacity of 4,25,069 lakhs in the country. Of these 122,852 were convicts; the rest 4,27,165 were undertrials," the bench said.

The top court, while ordering release of the man on bail, said he has been in custody for over seven years and four months.
