New SOPs For Journalists Soon After Atiq Ahmed's Killers Posed As Mediapersons

On the direction of Prime Minister Narendra Modi, the Ministry of Home Affairs has decided to prepare Standard Operating Procedure (SOP) for the safety of journalists in the wake of three assailants, posing as mediapersons, killing gangster Atiq Ahmed and his brother Ashraf, sources said.

The MHA, under the leadership of the Prime minister and guidance of Union Home Minister Amit Shah, will prepare the SOPs for the safety and security of journalists, they said.

The step is being taken after the three attackers killed gangster-turned-politician Ahmed and his brother Ashraf in Prayagraj Saturday night while they were speaking to reporters, they said.

The two brothers were shot dead at point-blank range by the three men posing as journalists in the middle of a media interaction on Saturday night while police personnel were escorting them to a medical college for a checkup.

79 Arrested For Clashes In Odisha's Sambalpur, Internet Remains Suspended

The Odisha Police has arrested 79 people for their alleged involvement in the violence in Sambalpur city during Hanuman Jayanti celebrations, officials said Sunday.

The situation is gradually limping back to normalcy in Sambalpur, where curfew is still continuing along with suspension of internet, they said. Sambalpur SP B Gangadhar said there has been no report of any untoward incident since the curfew was ordered in the city early Saturday.

A number of accused persons are still on the run, police said.

"While 26 people were arrested in connection with the stone pelting incident during bike rally on April 12, 53 others have been taken into custody for violence and arson during the procession on April 14," Mr Gangadhar said.

"It appears to be a pre-planned violence as per the indications received so far. More arrests will be made in future," he said.

The state government has suspended internet services in Sambalpur district till 10 am of April 17, the SP said.

Odisha DGP Sunil K Bansal said stringent action will be taken against those involved in the violence, and expressed hope that normalcy will be restored in a day or two in the city.

The prohibitory orders, however, were relaxed for students and candidates of various recruitment examinations on Sunday, police said.

Meanwhile, Union minister Giriraj Singh said it is unfortunate that the state government has been adopting an "appeasement policy" while dealing with the case.

"The government is shielding some people involved in the violence," he alleged.

Countering him, BJD leader and MLA Amar Satpathy said the government has taken action as per the law.

Bodies Of Atiq Ahmed, Brother Taken To Burial Ground After Post-Mortem

The bodies of gangster-politician Atiq Ahmad and his brother Khalid Azeem alias Ashraf were handed over to the family members after post-mortem on Sunday for performing the funeral rites.

The bodies of Ahmad and Ashraf were taken to the Kasari Masari graveyard in an ambulance, in which an elderly person of the family was also seen.

Atiq's son Asad, an accused in the Umesh Pal murder case who fell to police bullets, was buried at the same graveyard here on Saturday.

The graveyard is located in Ahmad's ancestral village and his parents were also laid to rest there.

There is heavy police presence at the graveyard and only a few distant relatives of the dead brothers and locals are present inside the burial ground.

Asad was the third of the five sons of Ahmad and was on the run since Umesh Pal's killing on February 24.

Hours after Asad was interred, Ahmad (60) and Ashraf, who were in handcuffs, were shot dead at point-blank range by three men posing as journalists when they were answering queries from reporters while being escorted by police personnel to a medical college here for a checkup.

Massive Fire Breaks Out In Popular Shopping Centre In Bangladesh

A massive pre-dawn fire destroyed thousands of shops at a shopping centre in Dhaka on Saturday, forcing the fire service to seek the help of the military, paramilitary as well as police to extinguish the blaze, the second such incident in Bangladesh's capital this month.

The fire, which raged a few days after a popular clothing market was partially destroyed, began on the second floor of New SuperMarket, a shopping centre between the popular Newmarket and Dhaka College, around 5.45 am and quickly spread to other floors, Newmarket Police Station chief Shafiqul Gani Sabu, was quoted as saying by news portal bdnews24.com.

Fire service officials said there were no reports of deaths in the tragedy as the fire erupted before shops opened for the day.

The officials said 34 people, including 15 firefighters and rescue workers alongside the shop owners, fell sick as they inhaled black smoke while the rescue campaign was underway.

The injured were rushed to specialised Sheikh Hasina Burn Institute and Dhaka Medical College Hospital where doctors said the conditions of at least two of them were "critical".

"The fire has largely come under control within three hours after it broke out...

We are carrying out the rescue campaign... our priority is to save the shops as much as possible," fire service chief Brigadier General Mohammad Moinuddin said.

Mr Moinuddin, however, noted that flammable objects were there in some shops as consumer items which quickened the spread of the fire in the three-storey market and  wiped out over 100 shops.

He said the cause of the fire could not be ascertained immediately but did not rule out possibilities of sabotage and urged the police and intelligence agencies to investigate whether a recent series of fire incidents were an outcome of any orchestrated plot.

Prime Minister Sheikh Hasina, meanwhile, ordered a thorough investigation to find if any plot was hatched to create unrest ahead of elections slated for early next year.

Building fires and explosions caused by leaking gas cylinders, faulty air conditioners and bad electrical wiring are frequent in Bangladesh.

Saturday's fire broke out just 11 days after a pre-dawn blaze in a nearly identical manner broke out and burned several thousand shops at Old Dhaka's Bangabazar clothing market.

The Bangabazar fire devastated some 5,000 shops weeks ahead of the Muslim festival of Eid since efforts of hundreds of firefighters and army personnel could do little to save their belongings as the inferno tore through the clothing market, turning them into a pile of ashes.

''Job Terrorism'': Waitress Puts Her Own Blood In Cocktail At Japan Cafe, Fired

In a bizarre incident, a waitress at a cafe in Japan was fired after it was found she had mixed her own blood into a customer's cocktail. According to the Independent, the cafe named Mondaiji Con Cafe Daku, which loosely translates to “Problem Child Dark Café” is themed on hiring waitresses who wear dark and goth-style make-up.

In a tweet, the café in Sapporo announced the news saying that they have fired the unidentified woman who made customers drinks called orikaku-- mixed with fruits, colorful syrups, and her own blood. The cafe also closed down the business for a day to replace all of the contaminated glasses.

''Such an act is no different from part-time job terrorism and is absolutely not acceptable,'' the tweet read.

In another tweet, the owner apologised to customers for the incident. ​''Please let me continue the store a little longer so I can be happy alone. I'll clean the store, change glasses, and dispose of alcohol that may have been contaminated. Once again, I am very sorry to have caused you trouble this time,'' the owner tweeted.

Notably, the waitress infused her blood into the drink at the request of a customer. The cafe opened in March in the Susukino entertainment district of Sapporo City, and costs 2,500 yen (around $25) for customers to drink all they want at the cafe.

Speaking about the incident, Dr Zento Kitao told the Japanese magazine Flash, ''Drinking the blood of other people is an extremely dangerous act. Cases of people getting infected from drinking another person's blood are rare, but major diseases can be transmitted through blood, including HIV, Hepatitis C, Hepatitis B and syphilis.If there are wounds in the mouth, it is easy to be infected by blood transmissions.''

A Breakfast Meet In BJP's Outreach To Christians In Kerala

After organising 'sneha yatra' to Christian homes on Easter day, the BJP leaders in Kerala continued to woo the prominent minority community with its leaders hosting breakfast for its members on the occasion of Vishu celebration on Saturday.

Former union minister and the party's Kerala in-charge Prakash Javadekar took part in the breakfast meeting organised at party's district president VV Rajesh's house inThiruvananthapuram .

He received two invited priests of a prominent Christian denomination by draping a shawl and served them breakfast.

Similar breakfast programmes were arranged in other districts also under the aegis of local leadership of the saffron party, sources said.

The move was seen as a further attempt by the BJP to forge close ties with the Christian community as part of efforts to woo them ahead of the 2024 general elections.

Mr Javadekar later said that India is land of diversity and the country's ethos is live and let live. "On the earth, this is one of the few countries where all people and all religions live together and festivals are celebrated by all. So, today is Vishu and we all are here," he told reporters.

Stating that the BJP leaders and activists had visited several houses extending wishes on Easter, he said they called all Christian and Muslim friends and neighbours to the house of the party functionaries on the day of Vishu. "So, this is real India and this is what we nurture...this is BJP's ethos," Mr Javadekar said and rejected the political opponents' charge that it was part of their vote-bank politics eying the impending Lok Sabha polls.

Mr Javadekar in a tweet said the BJP is conveying PM Modi's message that "we are all citizens of India regardless of religion or caste." The BJP state leadership had already announced that they would visit the residences of Muslim community members also in the state to exchange greetings on the occasion of Eid next week.

The BJP's massive minority outreach programme is in line with PM Modi's announcement last month that the party would capture power in the southern state.

Both the ruling CPI(M) and the opposition Congress in Kerala had criticised the BJP's bid to woo the Chrisitan community and alleged that it indicated the saffron party's "double standards."

Family Of Dalit Man Beaten To Death Refuses To Take His Body In Rajasthan

The deadlock between the family members of a Dalit man, who was beaten to death, and police and administration in Rajasthan's Barmer district continued for the third consecutive day on Friday with his family refusing to take the body.

The family members are demanding a compensation and government job to one member along with the arrest of all the accused involved in the murder.

Kojaram Meghwal (40), a resident of Asadi village, was beaten to death with sticks over an old enmity on Wednesday.

His family members have lodged an FIR at the Girab police station against 16 people.

Members of the Dalit community held a demonstration in Barmer against the incident. The family members are not ready to take the body and are sitting on a dharna in front of the mortuary of the district hospital.

Police said efforts are being made to pacify the family members. A case against 16 named accused has been registered and three of them have already been apprehended and were being interrogated, the police added.

Deve Gowda's Daughter-In-Law Denied Ticket In Party's 2nd List

HD Kumaraswamy-led Janata Dal (Secular) today released a second list featuring 49 names for the May 10 Karnataka polls, ending the chatter and family suspense over who will get the key Hassan seat.

HP Swaroop, a former Hassan zilla panchayat vice-president and son of former MLA late HS Prakash, will contest from Hassan seat, for which Mr Kumaraswamy's sister-in-law was also in the running. Mr Kumaraswamy had underlined in the past that a party worker should be given a ticket in Hassan and that there was no question of any compromise on this.

HD Revanna's wife Bhavani Revanna also wanted to contest from Hassan.

HD Kumaraswamy chaired the meet with party patriarch Deve Gowda and brother HD Revanna and made it clear that Bhavani Revanna, his sister-in-law, would not be fielded as the candidate from Hassan amid talks of family dynasty politics.

"Bhavani Revanna spoke to me this morning. Revanna and I have discussed and decided.... As Revanna has said yesterday, there can be no differences in the family as was being speculated in the media. Hassan's candidate has been finalised with the consent of Revanna and Bhavani Revanna," said Mr Kumaraswamy flanked by his brother Mr Revanna and JD(S) state president CM Ibrahim.

The rift within the Gowda family over the Hassan ticket had widened to the extent that Mr Kumaraswamy had invoked the battle of 'Kurukshetra' in the epic Mahabharata to allege that some 'Shakunis' were trying to brainwash his brother Revanna.

Hassan is the home district of Deve Gowda, and the party in 2018 Assembly polls had won in six out of seven segments other than the Hassan Assembly seat, which BJP's Preetham Gowda clinched, making it the first ever win for the saffron party in the Vokkaliga dominated district.

Farmer leader Kadabur Manjunath will contest from Gundlupet.

In Bengaluru, M Munegowda will contest from Yelahanka, Mohammad Mustaf from Sarvagnanagar and Javare Gowda will contest from Yeshwantpur.

Former Minister A Manju, who recently joined the party, has been fielded from Arakalagudu. He has earlier been with both Congress and BJP.

The JD(S) had announced its first list of 93 candidates back in December.

Tech, Alternative Dispute Resolution, Vital For Justice Delivery: PM Modi

Prime Minister Narendra Modi on Friday emphasised that technology needs to be brought into play to speed up the justice delivery system, especially in remote areas such as in the northeast.

He also maintained that the alternative dispute resolution system was an important pillar of judicial delivery.

Speaking at the concluding ceremony of the Platinum Jubilee celebrations of Gauhati High Court, PM Modi said, “Technology can help bring justice to remote areas such as in the northeast.” He said the government is ensuring utilisation of new technology in every possible sphere, citing Digital India Mission, DBT and Aadhaar as examples of such initiatives to provide tech benefits to citizens.

Indicating how lack of clarity in property ownership has proven to be a burden on the judiciary, he gave an example of how drones have been used to bring a solution by mapping properties in over 1 lakh villages under the PM Swamitva Yojana.

“Property card distribution to lakhs of citizens have already been accomplished, which will result in a decline in property-related cases and ease the lives of citizens,” the PM added.

He maintained that there is "unlimited scope for use of technology" to modernise the justice delivery system in the country.

Praising the work of the Supreme Court's e-committee in this regard, he mentioned that Budgetary allocation has been made for phase 3 of the e-court mission.

Referring to global efforts to use AI in the judicial system to bring efficiency, PM Modi said, “We should also try to increase efforts to improve the ease of justice for the common citizen through AI.” He also said, “Alternative dispute resolution systems are vital. The North East has rich traditions in this regard.

“The law schools should also teach about these,” he added, praising the Gauhati High Court for recently coming out with six books on customary laws of the region.

He also emphasised the country's law should be written in an easy language, comprehensible to ordinary people, as it enhances citizen's trust in the country and its systems.

“Effort is to draft laws in simple language and this approach will be greatly helpful for the courts of our country”, he said, also mentioning about the BHASHINI portal which aims to help every citizen to access the internet in their own language.

Paying tribute to Bhim Rao Ambedkar on his birth anniversary, PM Modi said, "It is a happy coincidence that today is Babasaheb Ambedkar's anniversary. He had played the main role in framing our Constitution." Noting that the aspirations of Indians in the 21st century are unbounded, the prime minister said the judiciary, as a pillar of democracy, has a strong and sensitive role to play in meeting these aspirations.

“The Constitution also expects us to build a strong, vibrant and modern legal system,” he said.

“We repealed thousands of archaic laws, reduced compliances. About 2000 such laws have been repealed and more than 40,000 compliances have been discontinued. This, along with the decriminalisation of many provisions of business, has reduced the number of cases in the courts,” he added.

The Prime Minister emphasised the need for the government and the judiciary to be sensitive towards those who have been incarcerated for petty crimes for years and do not have the resources or the money to pay for bail or fines.

He also took note of those whose families were not ready to accept them after the legal processes had been completed.

He mentioned that this year's Budget has a provision for financial assistance for such prisoners where monetary aid will be handed over to the state by the Centre to help in securing their release.

He also highlighted the role of Gauhati High Court in justice delivery in the region, pointing that it has the largest jurisdiction under it in the country, and said, “The Gauhati High Court has its own heritage and identity.” It has four states, including Assam, under it at present, while till 2013, seven states were under its jurisdiction, he added.

During the programme, the prime minister also launched a mobile application ‘Assam Cop', designed by Assam Police.

The app will facilitate accused and vehicle searches from the database of the Crime & Criminal Network Tracking System (CCTNS) and the VAHAN national register.

"White Elephant On The Move": Bengal Minister On Governor's University Visits

In a sign of a widening rift between the West Bengal government and Governor CV Ananda Bose, Education Minister Bratya Basu on Friday equated his recent visit to state universities with a "white elephant moving around" on his own.

The education minister also said that the two sides had earlier decided to work together, but he could not comprehend why Mr Bose, also the titular chancellor of state-run universities, is making such visits without keeping the state government in the loop.

Mr Basu said in view of the new situation, Chief Minister Mamata Banerjee should take over as chancellor of state universities. The state had earlier mooted this proposal after repeated run-ins with former Governor Jagdeep Dhankhar over the management of state-run universities.

"If the governor functions on his whims, without intimating the chief minister, the department, the minister or the institution concerned, I am forced to say that this is not done. He cannot function in such a manner,“ Mr Basu told reporters after garlanding the statue of B R Ambedkar on his birth anniversary.

He was replying to queries on the Governor's unscheduled visits to the three state university campuses since April 10. When asked by reporters, the Governor refused to react to the minister's comments.

Mr Bose's recent visits to the universities without informing anyone are similar to "moving around of a white elephant disregarding norms", Mr Basu said. The Minister said "in principle" he felt "the chief minister should be the chancellor" of state-run universities.

A bill passed in the state assembly to make the chief minister the chancellor has been pending with Raj Bhavan since the tenure of Mr Bose's predecessor Jagdeep Dhankhar.

The education minister called upon Mr Bose to either sign the bill or send it back to the assembly secretariat "so that we can pass it for the second time" evaluating the draft again if required.

The statement assumed significance as after a meeting between the two sides in late February, the minister had hinted the government would not stick to its demand to make the Chief Minister the chancellor if the governor and the state government were on the same page on various academic management issues.

"I am forced to say that we won't allow Raj Bhavan to gain control of the education sector. On the issue of autonomy of the state's higher educational institutions, no unilateral action by Raj Bhavan will be allowed by this government," Mr Basu asserted.

The ties between the two sides started souring after Mr Bose's letter to vice-chancellors seeking weekly reports on the academic functioning of universities, and decisions on financial matters.

Mr Bose then made unannounced visits to Calcutta University, West Bengal State University in Barasat and Presidency University in Kolkata within a week.

He met principals of affiliated colleges at Calcutta University, and students. He also talked to students and faculty at two other higher educational institutes.
