New Mars Mission Still In "Study Phase," Says ISRO Scientist

The second mission to Mars is in the study phase as the Indian space agency is looking at various options available to make the mission happen, a senior ISRO scientist said on Thursday.

The Mars mission has to be bigger with a more scientific outcome, M Sankaran, Director, of UR Rao Satellite Centre of the Indian Space Research Organisation (ISRO) told PTI.

"If you are talking about a new mission to Mars, then that is still in the study phase. We are looking at various options available to us for making a mission happen. It has to be significantly bigger or with more scientific outcomes with respect to Mars Orbiter Mission (MOM). We are still in the study phase and we are configuring it," Sankaran told PTI.

India successfully launched its first Mars Orbiter Mission called Mangalyaan on November 5, 2013, which started orbiting the red planet on September 24, 2014. The orbiter lost contact in October 2022 and thus the Mangalyaan-1 mission came to an end.

Regarding Chandrayaan-3, he said the lunar spacecraft had already reached the launch port.

"The preparation is going on in Sriharikota. We do expect that sometime in July the launch will take place," he said.

According to the space scientist, every aspect of the mission has been checked, especially those experiences that ISRO gleaned from its Chandrayaan-2 mission.

"All possible precautions have been taken. The mood at ISRO is upbeat," he added.

Regarding India's space mission Gaganyaan, Sankaran said it was an intense project with a lot of new development activities taking place.

"Many developments and many tests are happening, which is not visible to the public. Lots of works are going on. We do expect that there will be something which will be visible to people during this year," he added.

Rare All-White Panda Spotted In China's Nature Reserve

A rare, all-white panda, which is believed to be the only one alive across the world today, was recently spotted in China's Wolong National Nature Reserve, as per a report in the South China Morning Post

According to the report, the albino panda was probably five or six years old and did not appear to have any health issues. The unusual species was first spotted by the wildlife reserve's cameras in April 2019, at an elevation of roughly 2,000 metres (6,561 feet). In May 2019, the Wolong National Nature Reserve released the first pictures of the animal, which showed its white fur, claws and unusual red eyes.

According to CCTV footage, which is being shared widely on social media, the reserve authorities have now formed a specialised team to keep an eye on the albino panda. The scientists built and set up motion-activated cameras to record the animal's activities after researching its possible routine and habits.

The viral clip shows the hue panda walking on the snow and later interacting with other black and white pandas, at an altitude of about 2,600 metres above sea level, as per a report from People's Daily. Li Sheng, a researcher at Peking University's School of Life Sciences said that it was the "first albino giant panda recorded in the wild". "It is still unclear whether its gene will be inherited and steadily passed on in the small panda population, and more follow-up research is needed," he said.

It is to be noted that giant pandas are indigenous to China and are primarily found in the mountains of the provinces of Sichuan, Shaanxi and Gansu. According to China's biodiversity assessment, roughly 1,860 of them were present in the wild in 2021.

"Stand By My Statement": Wresting Body Chief On "Will Hang Myself" Remark

Former Wrestling Federation of India (WFI) chief Brij Bhushan Singh on Thursday alleged that the protesting wrestlers are changing their "demands and language" continuously and added that he still stands by his statement that he will hang himself if even one of the allegation against him is proven to be true.

Several ace grapplers including Bajrang Punia, Vinesh Phogat and Sakshi Malik have been protesting against the WFI chief Brij Bhushan Sharan Singh accusing him of sexual harassment and demanding his arrest.

"...First they (protesting wrestlers) had some other demand and later they demanded something else. They are changing their demands and language continuously. I had said that if even one case against me gets proven, I will hang myself...I stand by my statement..," said Brij Bhushan to media in Gonda.

Delhi Commission for Women (DCW) chairperson Swati Maliwal on Wednesday issued a summon to the Deputy Commissioner of Police, New Delhi in a case pertaining to the wrestlers-WFI case where an identity of a minor wrestler who has accused Brij Bhushan of harassing her was revealed on social media.

In the letter to DCP, New Delhi, DCP Chairperson Maliwal wrote, "Now, a video is being circulated on social media wherein a person claiming to be the uncle of the minor survivor has revealed the identity of the survivor which is a criminal offence as per the POCSO Act."

She further stated that the accused Brij Bhushan is highly influential and has not been arrested to date.

"The accused in the matter is highly influential and has not been arrested to date. The Hon'ble Supreme Court, considering the sensitivity of the case, and the direct threat to the survivors, especially the minor one, had directed the police to provide them security," summon read.

The summon further pointed out that in such a scenario, the act of revealing the minor survivor's identity has to be dealt with seriously.

In this regard, DCW chief Swati Maliwal has issued a summon to the Deputy Commissioner of Police of New Delhi District seeking registration of an FIR in the matter. The Commission has asked Delhi Police to provide a copy of the FIR along with details of the accused arrested in the matter.

The Commission has also asked Delhi Police to inform the reasons for not arresting the main accused Brij Bhushan Singh to date. Further, the Commission has asked Delhi Police to provide a copy of the enquiry report investigating whether the accused Brij Bhushan Singh is in any way linked to the act of revealing the identity of a minor survivor.

DCW Chief has asked DCP, New Delhi to appear before the Commission on June 2 along with an action taken report on the matter.

Wrestlers protesting against the Wrestling Federation of India's president Brij Bhushan Singh should wait for the investigation to be completed, Union Sports Minister Anurag Thakur said on Wednesday, asking the grapplers to trust the Delhi Police and the Supreme Court of India.

Union Minister also said that while the investigation is being done, wrestlers should not do anything which harms the sport and its players.

"The wrestlers should wait for Delhi Police to conclude their investigation and not take any steps that may cause harm to the sport or aspiring wrestlers. They should trust the police, SC and the ministry while the investigation is being carried out. We all are in favour of the sport and sportspersons and want the impartial investigation to be done and action to be taken against the ones found guilty," said the minister.

Notably, the Leftist student organisations, the Democratic Youth Federation of India (DYFI) and the Students Federation of India (SFI), the students' wing of the CPI(M), have jointly declared a nationwide protest from June 4 in support of the wrestlers' protest.

"DYFI and SFI demanded the immediate arrest of Brij Bhushan and to withdraw all false cases against the wrestlers immediately. Through this protest, we demand that the Prime minister should apologize for the police violence unleashed upon wrestlers," said AA Rahim, national president of DYFI, the youth wing of the Communist Party of India (Marxist).

On Tuesday, Olympic medalist wrestlers Bajrang Punia and Sakshi Malik along with Vinesh Phogat reached Uttarakhand's Haridwar to immerse their all medals including Olympic ones in the river Ganga, as a mark of their protest.

But farmer leader Naresh Tikait intervened and stopped protesting wrestlers from immersing their medals in the Ganga and said that there would be a Khap meeting over the issue.

The wrestlers later issued a five-day ultimatum to the authorities to act against the WFI chief.

On Sunday, India's Olympic medalist wrestlers Sakshi Malik, Bajrang Punia along with Vinesh Phogat and Sangeeta Phogat were detained by Delhi Police while attempting to march to the new Parliament building where they planned to stage a demonstration. FIR has been filed under Indian Penal Code (IPC) sections 147, 149, 186, 188, 332, 353, Section 3 of the PDPP Act, said Delhi Police.

Earlier in the day, Delhi Police sources said that till now no supportive evidence has been found to arrest the WFI president in connection with the allegations levelled by wrestlers against him.

According to top sources, Delhi police will be filing its final report on the matter within 15 days. "Within 15 days we will be filing our report in the court. It could be in the form of a charge sheet or final report," they said.

"Neither he (WFI Chief) is influencing the witness nor he is destroying the evidence," they added.

Amid the continuing protest against Wrestling Federation of India chief Brij Bhushan Sharan Singh, the United World Wrestling (UWW) on Tuesday issued a statement condemning the detention of the wrestlers on Sunday.

UWW has also expressed "disappointment over the lack of results of the investigations" against the WFI chief and threatened to suspend the federation if WFI elections are not held within 45 days.

"UWW firmly condemns the treatment and detention of the wrestlers. It expresses its disappointment over the lack of results of the investigations so far. UWW urges the relevant authorities to conduct a thorough and impartial investigation into the allegations," the world wrestling body said in a statement.

"UWW will request further information about the next elective general assembly from the IOA and the Ad-hoc Committee of the WFI. The 45-day deadline that was initially set to hold this elective assembly shall be respected. Failing to do so may lead UWW to suspend the federation, thereby forcing the athletes to compete under a neutral flag. It is reminded that UWW already took a measure in this situation by reallocating the Asian Championship planned in New Delhi earlier this year," it added.

Earlier, on April 24, the Union Ministry of Youth Affairs and Sports announced that the Indian Olympic Association (IOA) will form an ad hoc committee to conduct the elections to the Executive Committee of the Wrestling Federation of India (WFI) within 45 days of its formation, to manage day-to-day affairs of the body, including the selection of athletes and making entries for the participation of players in international events. This committee will be functioning for an interim period till a new Executive Committee takes charge.

After prominent wrestlers came forward with allegations of sexual harassment against the WFI chief, earlier this year, Union Sports Minister Anurag Thakur announced the formation of an oversight committee to probe allegations charges against him and some coaches.

Wrestling Federation of India assistant secretary Vinod Tomar is also named as an accused in the FIR filed in the matter.
The movement has gained traction, with leading Opposition leaders also supporting the grapplers.

10 Of Pablo Escobar's Hippos To Be Airlifted To El Chapo's Birthplace In Mexico: Report

Colombia in March 2023 proposed a plan to ship at least 70 hippos from notorious drug lord Pablo Escobar's former ranch to India and Mexico to control their numbers. They have been declared an invasive species after the animals wreaked havoc on the country's eco-system.

As per the plan, 10 of Pablo Escobar's hippos are now being moved to a new location in Mexico, New York Post reported.

The animals will be flown from Antioquia, Colombia, to Sinaloa, the Mexican province which was home to cartel leader Joaquin ''El Chapo'' Guzman and his sons. Once the hippos land in Sinaloa, they will be taken to Jesús María, the bastion where Ovidio ''El Raton'' Guzman, was captured in January after a fierce firefight.

Their new home will be Ostok Sanctuary, a shelter for animals rescued from species trafficking/

Moving the hippos to the new location is an operation costing $500,000 and has been financed by conservationist Ernesto Zazueta.

Notably, Pablo Escobar illegally brought four African beasts to Colombia in the late 1980s. The hippos were part of a collection of exotic animals like elephants, giraffes, and antelopes at the private zoo on his estate in western Colombia.

But after his death in 1993, the hippos were left to roam freely in a hot, marshy area of the Antioquia department, where environmental authorities have been helpless to curb their numbers which now stand at 150 animals. The government said they started polluting soil and water and wiping out native plants in the region. Their faeces affects water oxygen levels, which can lower water quality and result in widespread fish fatalities.

The lifespan of a hippo is around 40-50 years, according to National Geographic.

While authorities relocated most of the other animals, the hippos were too difficult to transport. It is also not possible to transport them back to their native Africa since it risks upsetting the local ecosystem there.

A study in journal Nature has warned that the hippos' numbers could swell to 1,500 in 20 years. Authorities in Colombia used contraceptive darts and other methods to control their population, but these drives have had limited success.

In April, one of the hippos died in Colombia in a collision with an SUV on a highway, near Escobar's hacienda, as per NBC News.

Meanwhile, 60 of these hippos will be sent to India, as per CNN.

IIT Bombay Student's Death: Chargesheet Mentions Grades, Depression

A chargesheet filed by Mumbai police in connection with the alleged suicide of Indian Institute of Technology Bombay (IITB) student Darshan Solanki stated that he had sought help from someone for improving his academic performance and also mentioned depression.

The special investigation team of police on Tuesday filed a chargesheet against Arman Khatri, a fellow student, who had allegedly threatened Solanki over a religious comment. Khatri, arrested for allegedly abetting suicide, is currently out on bail.

Solanki, a first-year student of B Tech (Chemical) course hailing from Ahmedabad, allegedly jumped to death from the seventh floor of a hostel building on IITB campus in suburban Powai on February 12, 2023, a day after the semester exams ended.

Three weeks later, the SIT found a one-line note from Solanki's room saying "Arman has killed me".

Police had said earlier that Khatri allegedly threatened to kill Darshan with a paper cutter after the latter had spoken offensively' about religion.

The investigators recorded the statements of 55 witnesses including students and professors, the chargesheet said. Most of the student witnesses lived on the same floor of the hostel as Solanki.

Referring to certain phone chats between Solanki and Khatri, police said it was clear that Darshan was apologizing for the alleged communal remark he had made.

Some witnesses spoke about Darshan shivering when Arman threatened him and others trying to comfort him, the chargesheet said.

Solanki had told some witnesses that Khatri was influential and would not spare him, the chargesheet claimed.

He wanted to leave Mumbai but was scared that Khatri would come after him even then, some witnesses allegedly told the SIT.

On February 11 and 12 Solanki had fever, and his roommate gave him a blanket; it is assumed that he wrote the note mentioning Khatri on the back of a question paper before ending his life, the chargesheet said.

It also mentioned that a few days before his death, Solanki had a chat with another person on social media and spoke about some family issues as well as issues with the studies.

As per this conversation, he was unable to study well and did not score good marks which led to depression.

He requested the other person for guidance for improving his marks, the chargesheet said.

Kharif Harvest, Centre's Interventions Helped Contain Inflation: RBI

Inflation's upward pressures in the country on food items receded in the second half of the year 2022-23, with the robust kharif harvest and seasonal fresh crop arrivals as well as some easing in global food prices, the Reserve Bank of India said.

In its annual report for 2022-23, the central bank said there were upward pressures from an early onset of summer, heat waves and unseasonal rains on food prices in the first half of the year.

The report said the proactive supply-side interventions by the government also helped contain price pressures. "Timely beginning of the monetary policy tightening cycle with a cumulative increase in the policy repo rate by 250 bps since May 2022 helped ease demand pressures, anchor inflation expectations and contain the second-round impact of successive supply shocks," it added.

But for the timely monetary actions, inflation is estimated to have been higher by 90 bps, RBI said in the report. Geopolitical dynamics and possible weather disturbances overcast the outlook for inflation in India, it added.

Headline consumer price index-based (CPI) inflation (or retail inflation) gradually declined from its peak of 7.8 per cent in April 2022 to 5.7 per cent in March 2023. India's retail inflation was above RBI's 6 per cent target for three consecutive quarters and managed to fall back to the RBI's comfort zone only in November 2022.

Raising interest rates is a monetary policy instrument that typically helps suppress demand in the economy, thereby helping the inflation rate decline and vice versa.

"Common shocks emanating from the war in Ukraine - high food, energy, and other commodity prices - and the globalisation of inflation to multi-decadal high levels exerted sustained upside price pressures in India, leading to inflation remaining above the upper tolerance level of 6 per cent over 10 consecutive months (January-October 2022)," RBI said in the report.

Inflation eased somewhat during November-December 2022 on seasonal easing in food prices, before rising again during January-February 2023 and moderating to 5.7 per cent in March 2023, it added.

Monetary tightening by major economies and associated volatility in financial markets led to imported inflation pressures, the central bank said, adding, "input cost pressures from high industrial raw materials prices, transportation costs, and global logistics and supply chain bottlenecks impinged on core inflation."

The central bank said robust agriculture production buoyed by expectation of a bountiful rabi harvest and resilience in allied sector activity were also brightening the outlook for rural demand.

The report said risks to inflation have moderated with downward corrections in global commodity and food prices and easing of the pass-through from high input cost pressures of last year.

Globally, the cumulative increase in policy repo rate by 250 bps last year would steer the disinflationary process, along with supply-side measures to address transient demand-supply mismatch due to food and energy shocks, according to the report.

With a stable exchange rate and a normal monsoon - unless an El Nino event strikes - the inflation trajectory is expected to move down over 2023-24, with headline inflation edging down to 5.2 per cent from the average level of 6.7 per cent recorded last year.
