Rs 100 Crore Per Acre Is New Record For Telangana Land Prices

A plot near Hyderabad sold for a whopping Rs 100 crore per acre at an online auction, setting a new record for land prices in Telangana. The highest bid for the 3.6-acre plot in Kokapet was Rs 362 crore, made by Rajapushpa Properties Private Limited for Happi Heights Neopolis.

The auction of the seven land parcels spanning 45.33 acres at Neopolis layout raised Rs 3,320 crore for Hyderabad Metropolitan Development Authority. The average bid was Rs 73.23 crore per acre and the lowest being Rs 67.25 crore.

The highest bid did not cross Rs 60 crore during Phase-I of the Neopolis auction in July 2021 when 49 acres were sold. The average was around Rs 40 crore.

Arvind Kumar, Telangana's special chief secretary for Urban Infrastructure and Development, said the land rates have risen due to multiple factors like state-of-the-art infrastructure and greenfield projects.

"36 and 45-metre roads are actually unheard of. Then there is a dedicated 240 KV substation and seamless connectivity to Outer Ring Road trumpet junction, a clear title and strategic location, since it is adjacent to ORR, just 30 minutes from Hyderabad's Rajiv Gandhi International Airport," said Mr Kumar.

"The land parcels are meant for high rise buildings with unlimited Floor Space Index," he added.

Critics have pointed out that the steep rise in land prices can threaten the city's attractiveness as an affordable real estate market as there is always competition with cities like Bengaluru.

Mr Kumar differed with this view: "It is a price discovery by the market. With the residential sector already bullish, the rates fit into the prevailing rates, with average at Rs 73 crore per acre."

Buoyed by the success of the Neopolis layout sale, the government has announced another greenfield workstation at Budwel. The registrations are now open for 14 plots spanning 100 acres, to be auctioned on August 10.

This includes three plots of less than five acres, nine plots of up to eight acres and two plots over 10 acres.

Video: Chandrababu Naidu vs Jagan Reddy Goes From Podium To Street

An alleged insulting remark by Telugu Desam Party chief N Chandrababu Naidu sparked a fresh clash between workers of his party and the ruling YSR Congress Party in Andhra Pradesh today. Mr Naidu's convoy was blocked and incidents of arson and stone-throwing were reported, leaving at least 20 policemen and several workers of both parties injured. 

Disturbing visuals from the spot showed several vehicles, including a police bus and armoured vehicles, toppled to their side and set ablaze. Workers of the two parties had also clashed last week. 

Taking an aggressive stand after today's skirmishes, Mr Naidu said, "If you come with sticks. I'll come with sticks too, if you declare war, l'll declare war too. Every drop of blood of my workers that is shed is like my blood being shed. Why are you resorting to such violence?"

The fight between the workers broke out when Mr Naidu was touring various districts of the state as part of his outreach ahead of Assembly elections in the state next year. While addressing a rally in Mulakalacheruvu village in Annamayya district this morning, he made scathing remarks against Thamballapalle MLA P D Reddy and allegedly called him 'ravana'.

When the TDP chief was headed to his next stop, Punganur in Palnadu district, the convoy had to stop because a group of angry YSRCP workers had blocked the way to protest against his remarks on their party's MLA. Police said a clash broke out between workers from both sides. 

Chittoor Superintendent of Police Rishanth Reddy said, "An incident of fierce stone-throwing, arson and attack on police was reported on the way to Punganur where over 20 police personnel were attacked, including the deputy superintendent of police."

Police carried out a lathicharge and fired tear gas shells to disperse the crowd and control the situation.

Opinion: Opinion: 2019 Election Was One-Sided, "Manipulation" Wouldn't Help

A research paper by Sabyasachi Das from Ashoka University titled "Democratic Backsliding in the World's Largest Democracy" suggests that there was manipulation of results in some seats by the ruling BJP, which led to the party winning a disproportionately higher share of closely-contested constituencies in the 2019 general election.

The report has created a political furore, with the BJP and the opposition firing guns at each other. Such a paper just before the 2024 Lok Sabha election has raised many eyebrows, as the Election Commission is known globally for its process and in India for its free and fair elections.

The paper has been picked up by the opposition to create a perception that:

  1. The 2019 election was a closely contested one
  2. BJP won a high share of closely contested seats
  3. BJP won a high share of these seats due to manipulation in states where it was in power
  4. And so its victory in 2019 is questionable

Point No. 1

The findings of the survey suggest this alleged manipulation had an impact only on nine to 18 seats, considering a victory margin of 3% to 7%. Normally 5% is considered a close contest, 7% a decent margin.

In the 2019 election, a 5% victory margin corresponded to an average 56,000 votes while 7%, to around 79,000 votes. Even if we take the findings at face value, it doesn't impact the overall results as the BJP won 303 seats out of 543.

Even if we consider 18 seats where results were manipulated, the BJP won 285 seats fair and square, which is way above the majority of 272 seats.

Point No. 2

The survey says the BJP won a disproportionately higher number of closely contested seats and that too in states where it was in power. The author argues that manipulation is local at the booth level, and implies that manipulation could be concentrated in constituencies that have a high share of observers who are state civil service officers from BJP-ruled states.

In the 2019 election, 98 seats were closely contested; the victory margin was less than 5%. Of these, the BJP won only 43, which is roughly 44% or less than half. The Congress won 19 of these closely contested seats.

Of these 43 seats, the BJP won 22 in states where it was in power. All but one were won from non-BJP ruled states like Karnataka (4), Chhattisgarh (2), Telangana (1), Odisha (6), West Bengal (7), and Punjab (1). So, the proportion of seats that the BJP won from states where it was in power to those where it was not in power is almost 50-50.

Overall, the BJP won 129 out of its 303 tally from states where it was not in power. The election was in no way a closely contested one as the BJP recorded more than a 50 per cent vote share on 224 seats, which is roughly 75% of its tally.

Point No. 3

The author is hinting that the BJP was able to manipulate results in seats where it was in power with a large number of observers who were state civil service officers. However, if this is true and so easy, then the BJP's record in state elections where it was the incumbent should be fantastic.

But, this is not the case. In fact, the BJP's performance in states where it was incumbent was poorer than states where it was in the opposition. The party lost more in Rajasthan, Chhattisgarh, Madhya Pradesh, Jharkhand, Rajasthan, Karnataka and Himachal, where it was in power over the last nine years.

Point No. 4

Closely contested seats can be won due to numerous reasons like organisational strength, caste arithmetic, and the impact of alliances and the campaign. To further his point that these seats were won due to electoral manipulation and not precise control, i.e., the incumbent party's ability to precisely predict and affect win margins through campaigning, the author uses NES 2019.

The author measures campaigning in the form of door-to-door visits by the BJP and other political parties to directly test for precise control. He finds that neither the BJP nor any other party campaigned significantly harder in constituencies that the BJP barely won. Therefore, precise control is less likely to be the primary mechanism for such wins. To use only door to door visits as a proxy for the entire campaign is not apt, as traditional / modern campaign mediums like events, rallies, town halls, social / digital campaigns etc. are ignored.

It is very difficult to quantify qualitative aspects like the impact of campaigning, the image of the local candidate, the impact of caste, alliances, organization strength, motivation of cadre, quality of leadership and campaigns by stars on election results, so this point is not very conclusive.

Point No. 5

The author references a Quint article of 2019, which points to the variance in votes polled in Electronic Voting Machines and the votes counted. The article mentions 373 seats where there was such a variance. However, the key question is, how many of these the BJP won. The list of those 373 seats is not available. The article gives examples of 11 such seats where there were discrepancies. Of these, five were won by the BJP and six by others - four by the DMK and one each by the BJD and Congress.

The conclusions of the paper, therefore, are not conclusive, as the above arguments show. The research lacks rigour and the claims not substantiated.

The opposition by picking up this issue and asking ECI to respond is like shooting itself in the foot as the author himself has absolved ECI. This also takes the focus away from real issues. Congress has not learnt its lessons from Rafael, Pegasus, these academic issues do not really move voters.

Questioning the protector of Indian democracy (ECI) when you have recently won an election in Karnataka resoundingly doesn't augur well for the party.

45-Year-Old Jaipur Labourer Hit With Stone While Sleeping, Dies: Cops

A 45-year-old labourer was killed while he was asleep at his rented house here, police said today.

The incident took place in the Kho Nagoriyan area in Jaipur yesterday night, they added.

On Friday morning, the body of Hariprasad, who hailed from Uttar Pradesh, was found on the roof of a house where he lived on rent with other labourers, the police said.

Hariprasad's head was hit with a stone while he was sleeping, the police said, adding that he died due to excessive bleeding.

Two labourers residing with the victim who went missing following the incident are being searched, they added.

Putin Critic Alexei Navalny Handed 19 More Years In Prison

Jailed Russian opposition politician Alexei Navalny was sentenced on Friday to an additional 19 years in prison after being found guilty on a series of new charges, Navalny's supporters said on social media.

In a video feed from a court hearing at a penal colony east of Moscow, Navalny could be seen wearing a black prison uniform and standing with his arms folded as he listened to the verdicts.

The audio feed from the court was so poor that it was practically impossible to make out what the judge was saying.

Navalny, the most prominent opponent of President Vladimir Putin, is already serving 11-1/2 years in the penal colony on charges including fraud that he says were trumped up to silence him.

He had predicted on the eve of the verdict that he would receive a "Stalinist" sentence of about 18 more years.

The battery of new charges related to alleged extremist activity by the 47-year-old politician.

3 Elephants Die Due To Electrocution In Assam's Kamrup District

Three elephants were killed due to electrocution in Assam's Kamrup district on Friday, a forest official said.

The incident occurred in Rani Bagan, about 30 km from Guwahati, after a herd of pachyderms entered the area past midnight in search of food and came in contact with the live wires, he said.

"As the herd was passing through a betel nut farm, one of the elephants perhaps hit a tree which fell on an electricity pole, dislodging wires. The three elephants came in contact with the live wires and were electrocuted to death," an official said.

Locals said they heard a loud noise around 2:30 am and thought that elephants came to the area probably in search of food.

Villagers spotted the carcasses in the morning and informed the forest officials.

Arrangements are being made for post-mortem examinations of the carcasses, the official said.

"It appears to be a case of electrocution, with no foul play involved apparently. But we are investigating it," he added.

Rajya Sabha Passes Press And Registration Of Periodicals Bill

Rajya Sabha today passed a bill that replaces the existing legislation which governs the registration of print and publishing industry in the country.

The Press and Registration of Periodicals Bill, 2023 was passed by a voice vote.

Replying to the discussion on the bill, Information and Broadcasting Minister Anurag Thakur said this will lead to ease of doing business for media and publishing companies, simplify the process of registration and decriminalise several colonial-era penal provisions.

He observed that the bill traverses the journey from bureaucratic burden to ease of doing business.

"Those involved in terrorist activities or unlawful activities against the state will not be granted permission to start a paper or periodical," he said.

The bill replaces the existing Press and Registration of Books (PRB) Act, 1867.

The Union Cabinet last month approved the PRP Bill that seeks to simplify the registration process for periodicals and do away with the provision for prosecution and imprisonment of publishers and simplify the registration process for periodicals.

The new law also seeks to do away with two provisions that required the publishers and printers to file a declaration before the district magistrate. It further seeks to do away with the penal provisions of the PRB Act which made improper declaration of information a punishable offence with a prison term of up to six months.

The new bill also provides for an appellate authority.

Currently, a person wanting to start a newspaper has to submit an application with the district collector, who sends it to the Registrar of Newspapers in India (RNI) to check for title availability.

The registration process moves forward only after the RNI conveys the availability of the title to the collector, who then administers the oath to the person keen on starting the newspaper according to provisions of the PRB Act.

The new bill also seeks to move this process of checking title availability online, thereby reducing the time required for registration of newspapers and periodicals significantly.

"Didn't Have Single Valid Argument To Support Delhi Bill": Arvind Kejriwal Jabs Amit Shah

Delhi Chief Minister Arvind Kejriwal today launched a spirited attack on Home Minister Amit Shah over the control of services bill that was passed in the Lok Sabha.

After Mr Shah started a debate in the Lok Sabha on the bill that seeks to control Group-A officers in the National Capital Territory (NCT) administration, Mr Kejriwal tweeted the Home Minister did not offer a "single valid argument" on why such a bill is needed.

"Today I heard Amit Shah ji speaking in Lok Sabha on the bill which snatches away the rights of the people of Delhi. They do not have a single valid argument to support the bill... They also know that they are doing wrong. This bill is a bill to enslave the people of Delhi. This is a bill that makes them helpless and helpless. INDIA will never let this happen," Mr Kejriwal tweeted in Hindi, referring to the newly formed opposition bloc Indian National Developmental Inclusive Alliance.

The Lok Sabha passed the bill today amid a walkout by opposition MPs during voting.

Mr Kejriwal has sought the opposition's support against the bill, particularly in the Rajya Sabha, where the government does not have a majority. However, with the support of three key regional parties who are not part of the INDIA opposition bloc, the bill is expected to comfortably sail through the upper house.

Home Minister Amit Shah defended the government's bill to override a Supreme Court order on who controls bureaucrats in the national capital.

"This ordinance refers to the order of the Supreme Court which says parliament has the right to make laws on any issue related to the National Capital Territory of Delhi. There are provisions in the Constitution that allow the centre to make laws for Delhi," Mr Shah said, referring to the Government of National Capital Territory of Delhi (Amendment) Bill, 2023.

Mr Kejriwal's "enslave the people of Delhi" tweet also alluded to Mr Shah's statement in parliament that the BJP and the Congress ruled the national capital without any confrontation, but problems arose only in 2015 when a government came that had no intention to serve but only to fight with the centre.

The AAP-led Delhi government has been fighting a war against the centre over the control of Group-A officers in the NCT administration.

In May, the centre made an ordinance that overturned the Supreme Court judgment handing over control of "services" in the NCT administration to the Delhi government. That ordinance was overwritten by the bill.

Parliament Passes Jan Vishwas Bill To Promote Ease Of Business

Parliament on Wednesday passed a bill which seeks to promote ease of business by decriminalising minor offences through amendments in 183 provisions of 42 Acts.

The Jan Vishwas (Amendment of Provisions) Bill, 2023 was passed by Rajya Sabha by a voice vote.

Lok Sabha had cleared the legislation on July 27.

Minister of Commerce and Industry Piyush Goyal said the bill will promote the ease of doing business by decriminalising a number of provisions.

The bill converts several fines to penalties, meaning that court prosecution is not necessary to administer punishments.

It also removes imprisonment as a punishment for many offences. The bill also seeks to remove all offences under the Post Office Act, 1898.

Historic Bell In Italian Town Goes Silent After Complaints From Tourists, Locals Are Angry

Foreign tourists in Pienza, an Italian town, are being blamed for silencing a historic clock tower that locals say they cannot sleep without, Telegraph reported. Notably, the locals argued that the tolls of the Renaissance clock tower, which chimed every 30 minutes, helped them sleep.

However, tourists staying in nearby hotels and bed and breakfast properties complained about the noise. As a result, bells will now be silenced between 10 pm and 7 am.

“We received complaints from several owners of B&Bs. They were mostly from the properties that are close to the main piazza and so near to the bell tower,” Manolo Garosi, the mayor of Pienza, told The Telegraph.

He added, ''We are not the only ones to do this. Other towns that have bell towers have done just the same thing.''

According to the Independent, grievances mostly came from foreign guests staying in B&Bs, particularly in the summer, when they were more likely to leave windows open overnight to keep rooms cool.

Locals are left dismayed with the decision, with some arguing that the bells are part of the fabric of the town. Others claimed that they are struggling to sleep without the regular tolling that they have been accustomed to hearing all their lives.

Pienza has been listed as a UNESCO World Heritage site since 1996 and attracts many tourists.

Recently, the United Nations cultural agency warned that Venice should be added to a list of heritage sites in danger. The United Nations Educational, Scientific and Cultural Organization (UNESCO) said in a report that the Italian city is at risk of "irreversible damage" from overwhelming tourism, overdevelopment, and rising sea levels due to climate change.

Venice, known for its canals and cultural sites, has been struggling with mass tourism for years.
