1 Dead, 20 Injured As Israeli Snipers Shoot At Gaza's Al-Quds Hospital
The Palestinian Red Crescent Society said Friday Israeli snipers were shooting at Gaza City's Al-Quds hospital, reporting at least one death and 20 wounded.
"Fierce clashes now and occupation (Israeli) snipers shooting at Al-Quds hospital, casualties among the displaced" Palestinians sheltering at the facility, the medical organisation said in a statement.
Contacted by AFP, the Israeli military said it "cannot discuss potential locations relating to our operations" because it could "compromise the troops".

Marriage Between Survivor, Accused No Reason To Close Rape Case: Delhi High Court
The Delhi High Court has refused to close criminal proceedings against a man accused of raping a minor, saying the subsequent marriage between the two was no reason for quashing the FIR and the charges against him were "serious in nature".
Justice Sudhir Kumar Jain referred to a Supreme Court ruling which said the offence of rape cannot be compounded and quashed on the basis of a settlement between the parties.
"The respondent no.2 (survivor) in the FIR has alleged that the petitioner had sexual intercourse with her multiple times when she was just 16 years old. The respondent no. 2 also got pregnant due to this reason," the court noted.
"The allegations as levelled by the respondent no. 2 are serious in nature. The mere fact that the respondent no. 2 got married with the petitioner subsequently does not entail quashing of FIR. The present FIR pertains to offences punishable under section 376 IPC and section 6 of the POCSO Act which are serious in nature," it said in a recent order.
The survivor told the high court that she had settled her disputes with the petitioner and married him of her own free will.
The State opposed the petition by the accused seeking quashing of the FIR and said the offences are non-compoundable and serious. Compoundable offences are those where rival sides can reach a compromise.
In view of the top court's decision that such crimes are against society and cannot be quashed on reaching a compromise, the court dismissed the accused's petition.
"After considering all facts and gravity of allegations, the present petition cannot be allowed and FIR bearing no.0360/2020 registered under section 376 IPC and section 6 POCSO Act at P.S. Baba Haridas Nagar along with consequential proceedings including judicial proceedings ...cannot be quashed," the court concluded. '
"The present petition along with pending application, stands dismissed," the court ordered.

Delhi To Bear Entire Cost Of Artificial Rain, Seeks Centre's Support
The Delhi government has decided to bear the entire cost of artificial rain for combating hazardous air pollution in the city and directed the chief secretary to present the government's views before the Supreme Court on Friday, officials said.
If the Centre supports the decision, the Delhi government can arrange for first artificial rain in the city by November 20, they said on Thursday.
"In a significant development, the Delhi government has decided to bear the cost of artificial rain that could be made to happen by November 20 if the Centre extends its support to the Delhi government," said a senior government functionary.
The Kejriwal government has plans to induce artificial rain through cloud seeding to combat air pollution in Delhi, Environment Minister Gopal Rai said on Wednesday.
Mr Rai held a meeting with scientists from IIT-Kanpur who explained that cloud seeding can only be attempted when there are clouds or moisture in the atmosphere.
"Experts anticipate that such conditions could develop around November 20-21. We have asked the scientists to prepare a proposal by Thursday that will be submitted to the Supreme Court," the minister told reporters.
Mr Rai emphasised that obtaining the necessary clearances and permissions for using this technology from both the central and the state governments is a time-sensitive matter.
India Meteorological Department Director General Mrutyunjay Mohapatra told PTI that inducing artificial rain can only be attempted when there are clouds or moisture available.
Artificial rain through cloud seeding involves dispersing substances into the air to encourage condensation, resulting in precipitation. The most common substances used for cloud seeding include silver iodide, potassium iodide and dry ice (solid carbon dioxide). These agents provide the nuclei around which water vapour can condense, ultimately leading to the formation of rain or snow.
This weather modification technique has been utilised in various parts of the world, primarily in regions experiencing water scarcity or drought conditions.
However, the effectiveness and environmental impact of cloud seeding remain subjects of ongoing research and discussion.

Supreme Court Relief To Randeep Surjewala In 23-Year-Old Case
The Supreme Court on Thursday granted five weeks' protection against Non-Bailable Warrant (NBW) to national spokesperson of Congress Randeep Surjewala in a 23-year-old case of violent protest in the divisional commissioner's court and office compound in Varanasi. A bench of Chief Justice of India DY Chandrachud and Justices JB Pardiwala and Manoj Misra ordered that a non-bailable warrant (NBW) issued against Mr Surjewala shall not be executed for five weeks.
The bench also granted four weeks to Mr Surjewala to move the application before the Varanasi court and seek cancellation of the NBW.
"We permit the petitioner to move the trial court for cancellation of NBW within four weeks and the warrant shall not be executed for the period ending after five weeks," the bench said.
A Special Judge (MP-MLA) in Varanasi issued NBW on November 7, 2023, ordering him to be produced before the court on November 21 in connection with the case.
The court also wrote a letter to the Delhi Police Commissioner, directing him to ensure his appearance in the court on the prescribed date.
During the hearing, senior advocate Abhishek Manu Singhvi, appearing for Mr Surjewala, told the bench that the case dates back to the year 2000 when an FIR was registered against him because of alleged political agitation he did as a youth Congress leader.
Mr Singhvi told the Supreme Court that the incident occurred in 2000, and the summons against Mr Surjewala was issued 22 years later in August 2022.

Special Team Constituted To Stop Digging Of Illegal Borewells In Bengaluru
Karnataka Minor Irrigation Minister N S Boseraju on Thursday said a special team comprising senior officers has been constituted to prevent digging of illegal borewells in Bengaluru Urban district.
He said this needs to be done to prevent the depletion of the groundwater table.
"It is true that, of late, permission is not being obtained to dig borewells in Bengaluru Urban district. We need to stop this as there have been complaints. I have instructed the Directorate of Groundwater to look into the matter," Boseraju said.
The special team has been told to conduct random checks of borewells in surprise raids.
He also directed the Chief Engineer of Bangalore Water Supply and Sewerage Board to instruct officials to conduct checks.
The special team has been constituted, as per the minister's directions, under the leadership of Deputy Director of the Directorate of Groundwater G Jayanna and senior geologist H M Nagaraj, it was stated.

An earthquake of magnitude 3.1 on the Richter Scale hit Arunachal Pradesh's West Kameng, according to the National Centre for Seismology (NCS).
As per the NCS, the earthquake occurred at 6:24 p.m. at a depth of 10 kilometres.
"Earthquake of Magnitude:3.1, Occurred on 09-11-2023, 18:24:03 IST, Lat: 27.34 & Long: 92.18, Depth: 10 Km, Location: West Kameng, Arunachal Pradesh", said the NCS in a post on 'X'.

"Sick Mentality": BJP Leader Slams Nitish Kumar Over Controversial Remark
BJP leader Ravi Shankar Prasad on Wednesday said that Bihar Chief Minister Nitish Kumar's remarks on the importance of women's education to control the population is a result of his sick mentality.
The former union minister said that the Bihar Chief Minister's comment on women during a debate on caste census at the state Assembly is condemnable.
Speaking on the floor of the Assembly, Nitish Kumar on Tuesday in a rustic style said women should be educated as it would enable them to avoid sexual intercourse from resulting in pregnancy.
"What has happened to you Nitish Kumar, what obscene language did you use? On one hand, the Nari Shakti of the country is earning a name in the world, and you have this mentality in your mind. This is a sick mentality. It is a dirty thinking," the BJP MP said while speaking to news agency ANI.
Mr Kumar, however, after his remarks triggered a political firestorm, apologised for the same saying that if anyone got hurt, he would take his words back.
Reacting to it, Mr Prasad said, "Mr Kumar apologised to the women by saying 'if hurt'. It means you have no remorse. till you are not able to accept it wholeheartedly."
He said, "In the history of Indian democracy, the most shameful things have been said on the floor of the House. His Deputy Chief Minister is saying that he was talking about sex education. Is democracy a joke? Your apology is not sincere. I condemn him outright."
Addressing the Winter Session of the Assembly during a debate on caste census yesterday, Nitish Kumar made the remarks while underlining the need for girls' education to check population growth.
Mr Kumar in his address in the Assembly yesterday said that the fertility rate of the state, which was earlier at 4.3 per cent, has now dropped to 2.9 per cent per a report last year.
The Bihar Chief Minister's remarks drew outrage from the BJP as well as the National Commission for Women (NCW), who demanded that he tender an unconditional apology.
In a scathing riposte to Bihar Chief Minister, BJP spokesperson Shehzad Poonawalla today said his statement was "despicable, disgusting, atrocious, obnoxious and women virodhi".
"The comments made by Nitish Kumar were despicable, disgusting, atrocious, obnoxious and women 'virodhi'. It only shows the impact of the influence of RJD...If they think like this and speak like this in the assembly, imagine what the plight of the women in Bihar...Tejaswhi Yadav has justified the statement and said it is sex education. It only shows the level this alliance is following," Shehzad Poonawalla said in a self-made video today.
Union Minister of State Nityanand Rai said that the Bihar Chief Minister has lost his "mental stability."
"It's objectionable; Nitish Kumar has lost his mental stability the way he spoke about women. Tejashwi Yadav's statement in its support is also objectionable. Nitish Kumar is no longer worthy of holding the position of CM. You have destroyed the culture of this country. He should apologise and detach himself from politics," Mr Rai said.

PM Modi Targets Congress Over Implementation Of One Rank One Pension
Prime Minister Narendra Modi on Wednesday accused the Congress of dragging its feet on implementation of the One Rank One Pension (OROP) scheme for defence forces and said it was his government that executed the policy and has so far deposited Rs 70,000 crore into the bank accounts of eligible retired personnel.
The PM said his government opened the doors of Sainik Schools for girls and facilitated the deployment of women officers in forward areas.
"The Congress did not fulfil the demand for OROP implementation and earmarked just Rs 500 crore for it despite knowing well that the amount was very less. When the BJP came to power at the Centre in 2014, it fulfilled the long-pending demand of ex-servicemen and so far, the government has paid Rs 70,000 crore to them under the scheme," PM Modi maintained.
OROP means soldiers of the same rank and the same length of service get the same pension, irrespective of their retirement date.
The BJP's star campaigner was addressing a public meeting in Morena ahead of the November 17 assembly elections in Madhya Pradesh.
The Gwalior-Chambal division, where Morena is located, is an area from where a large number of youths join the armed forces.
PM Modi alleged the Congress has always played with the country's security and pointed out one of the first scams that came to light after Independence was associated with the defence forces.
The Congress had made the defence forces dependent on foreign weapons and deprived them of modern arms for fighting adversaries, he said.
"It (the Congress) remained silent even when terrorists decapitated our soldiers and did not do anything," said PM Modi.
However, things have changed under the BJP government, he asserted.
"But today's India is different and terrorists are given befitting replies in their own languages by storming their hideouts. The armed forces are equipped with modern arms and facilities and have been provided with the Made-in-India weaponry," he said.
PM Modi slammed the Congress over then-Prime Minister Manmohan Singh's statement that Muslims have the first claim on the country's resources.
"We say the poor have the first right on the nation's resources. For Modi, the poor is the biggest caste and the largest beneficiaries of Garib Kalyan Yojna (Centre's free ration scheme) are the people belonging to SC/ST and OBC categories," said the PM.
PM Modi said his government has given a guarantee of providing pucca houses to the poor and so far, 48 lakh homes had been given to beneficiaries in Madhya Pradesh.
The PM said the Ayushman Yojna was another guarantee of the government and it ensures every person gets medical treatment up to Rs 5 lakh free of cost and does not suffer in absence of money.

Woman Constable Hangs Self In Delhi's Shastri Nagar
A 27-year-old constable of the Delhi Police allegedly hanged herself at her rented home in northwest Delhi's Shastri Nagar, officials said on Tuesday.
Constable Preeti's landlord, Kapil Gupta, reported the incident on Monday at 10.17 pm, they said.
Gupta told police that when he broke open Preeti's room, which was bolted from the inside, he found her hanging from a scarf and made the PCR call, they said.
Preeti was declared dead at a hospital, police said, adding that no suicide note was found on the spot and her mobile phone and the scarf were seized.
The constable from the 2022 batch lived with her batchmates in a 2BHK flat. At the time of the incident, only one of them was present in the other room, police said.
No foul play has emerged till now, and the reason seems to be a personal one, they said.
Preeti's family members have been informed, and legal action is being taken, the police added.
